    1989 - RA 6728 - GASTPE Law enacted

    • Php 40M initial budget

    • Increased to Php100M in 1989

    • 1,123 private schools

    • Average private school fees: Php 897.93

    Voucher amounts will vary for SUCs

    and LUCs.

    Private schools are encouraged tominimize or to provide additional

    subsidies to cover top-up fees.

    • An additional subsidy is being

    considered for selected tracks and

    electives. Accreditation of

    programs may be required for this

    program.

    • Joint delivery of programs will be

    allowed.

    • DepEd/Non-DepEd school offers

    core curriculum while TVI offers

    tech-voc curriculum strand.

    DepEd Learner Information System rolled out in SY 2014-2015 with

    99.8% participation of all public elementary and secondary schools

    • Grade 9 (Gr 11 cohort in 2016): 1,519,585

    FAPE ESC System:with new features for compatibility with VMS

    SHS Voucher Redemption Process

    DEPARTMENT OF EDUCATION

    JUNE 2015

    Grade 10 Students areidentified through DepEd

    LIS and FAPE ESCsystem.

    AUGUST 2015

    Grade 10 students are

    notified of their eligibility.

    JANUARY 2016

    Early Registration is

    conducted for SHS.

    MARCH 2016

    Grade 10 studentsgraduate:. The final list of

    eligible recipients isgenerated.

    JUNE 2016

    Students enroll in publicand licensed non-DepEdSHS. Some may enroll

    with vouchers.

    AUGUST 2016

    Non-DepEd schoolssubmit their list of voucher

    recipients/billingstatement through theVoucher Management

    System.

    Checks are made in thesystem to ensure there

    are no errors in the billingstatement (on names and

    voucher values, etc).

    Periodic reports onattendance may be

    required.

    Payments are madedirectly to non-DepEd

    schools’ accounts. 

    MARCH 2017

    Grade 11 completers arepromoted to Grade 12.

    Same process repeats fornew batch of Grade 11

    students in 2017.
