1. - Introduction

As almost all of the autonomous regions have done, Canarias has called a public tendering procedure for the granting of permits for the indirect management of commercial radio broadcasting in metric waves and frequency modulation.

2. –Procedure for granting of permits This is contained in the tendering specifications governing the procedure which lay down the following: APPLICANTS: May be:

1. Natural persons 2. Legal persons (Corporations, Foundations, Associations, etc.…) 3. Temporary Unions of Undertakings (UTE)

TASKS AND DEADLINES: The deadline for the submission of proposals is 14 February 2008, (envelopes Nº 1 y Nº 2). a) Filling out and submission of the bidder’s administrative documentation, including notarized formalities and before the Companies Registration Office if any. b) Statement of technical and financial Feasibility Plan and strategic plan for radio broadcasting project. c) Programming proposal according to chosen formula.

3. - Díez & Romeo Proposal In our experience, to carry out correctly the application procedure for a permit for the indirect management of radio broadcasting, it is necessary to carry out a series of tasks that must be coordinated and correctly implemented within the timeframes laid down in the specifications. To carry out these tasks an experienced work team is necessary with knowledge of the different fields of operating and management of radio broadcasting licences: Legislative-Legal Economic-Financial Technical Social Strategic Administrative A multidisciplinary team of professionals with experience is necessary to carry out the advisory, consultancy and assistance tasks required for the acquiring of the licence.

3.4.- Fees and deadlines Our clients can decide on a completely flexible basis those tasks in which they need our services and on the basis of this they will receive a detailed estimate with deadlines and the prices of the tasks to be carried out and our terms of contracting. The fees estimate will be calculated on the tasks to be carried out by the D & R multidisciplinary team which does the work, and will be based on our experience in similar projects and on the scope and complexity of the work to be carried out. The parameters used in the calculation of fees are the following:

i. Work time: 2 weeks, working days 5 days / week. ii. Team involved in each project: 5 D & R professionals part-time with

different levels of experience, plus any external resources used to contribute experience and knowledge to the work.

iii. The number of hours to be worked by the D & R team is calculated in terms of equivalent full-time resources.

iv. Combination of different levels of experience and different types of knowledge in the members of the team.

v. The client determines what work D & R is to carry out. vi. The fees proposal for the services to be provided is calculated on the

basis of these parameters of the size of the team and of the tasks the client has developed and those which D & R is to carry out.

3.5.- Terms of contracting Work deadline 2 weeks from acceptance of the proposal.


Billing schedule - 50 % at the commencement of the work. - 50 % at the conclusion of the work.

Payment On date of invoice. Daily expenses, accommodation and travel Payable by D & R after agreement of the work plan.
