1.0 INTRODUCTION
1.1.1 This report has been prepared to provide an arboricultural impact assessment for trees within 1126-1146
Centre Road, Oakleigh South, the site of a proposed Kaufland Store. Trees within the site have previously been
assessed by Tree Logic Pty Ltd in Arboricultural Assessment and Report 1126-1146 Centre Road, Oakleigh
South, 6th September 2018.
1.1.2 The aim of this report is to provide an arboricultural impact assessment of the proposed development on
trees previously assessed by Tree Logic. The assessment has been undertaken by:
▪ Undertaking a site visit on 22nd February, 2019 and reviewing tree assessment details prepared by
Tree Logic;
▪ Reviewing the proposed site plan and assess potential impacts on site trees;
▪ Providing an overall assessment of the retention status of each tree or tree group within the site
against the guidelines of AS4970-2009 Protection of Trees on Development Sites.
1.1.3 The numbering for trees has been adopted from the previous report prepared by Tree Logic.
2.0 REVIEW OF PREVIOUS REPORT
2.1.1 An on-site review has been undertaken for all trees previously assessed within the site by Tree Logic. The
review reveals that the data previously recorded generally accords with the Arboricultural Descriptors in
Appendix 3 of the Tree Logic report, utilised as the basis for assessment. Calculated tree protection zones
accord with measurements undertaken by Landscape DEPT for each tree on site.
2.1.2 Tree 83 was identified as a Spotted Gum (Corymbia maculata) in the previous report but is a Smooth-barked
Apple (Angophora costata). This does not otherwise alter its status as a specimen of high arboricultural value.
3.0 PROPOSAL
3.1.1 Demolition of the existing retail warehouse and construction of a new supermarket and associated car park is
proposed in the northern portion of the site. Revised road functional layouts are proposed for access to
Centre Road and Clarinda Road.
3.1.2 The following drawings have been reviewed in the preparation of this assessment:

3.1.3 Trees located in areas indicated as “subject to further master planning and future approval” on the
architectural plan in the south east and southern portions of the site are assumed to be retained, unless
located close to proposed works subject to the current proposal.
3.1.4 The assessment has been undertaken within the guidelines of AS4970-2009 Protection of trees on
development sites against the architectural plan.
3.1.5 Of the 98 trees and 1 tree group assessed within the study area:
▪ 2 trees have been assessed of high arboricultural value;
▪ 64 trees and 1 tree group have been assessed of moderate arboricultural value;
▪ 32 trees have been assessed of low or no arboricultural value.
3.2 TREES REQUIRING REMOVAL
3.2.1 The following trees listed in Table 3-1 below will require removal to facilitate construction of the proposed
supermarket, located either within or too close to the building footprint, or within revised car parking areas
and road functional layouts.
3.2.2 Of the 34 trees requiring removal:
▪ 18 trees have been assessed of moderate arboricultural value;
▪ 16 trees have been assessed of low or no arboricultural value;
3.2.3 Of these, Tree 1, a Snow Gum is shown in a slightly different parking configuration on the landscape plan with
the parking space to the west of the tree indicated as garden bed, as shown at Figure 1, below. In this scenario
the tree can be retained and further investigation could be undertaken by a project arborist to determine the
potential impact of construction of the additional western car space on the viability of the tree.
3.2.4 Similarly, Tree 24, a Wych Elm, and Tree 25, a Snow Gum, are shown as retained on the landscape plan with a
modified car parking configuration along the eastern boundary, where car parks are only indicated subject to
investigation by an arborist (Figure 2). As for Tree 1, with the car parks removed as shown on the landscape
plan, both Tree 24 and 25 could be retained, and car parks only permissible adjacent to the trees subject to
further investigation. It is noted that Tree 24 is a low value specimen with a limited life expectancy of 6-10
years and removal and replacement with a new tree might be considered a superior long-term outcome.
3.2.5 Tree 3, a Manna Gum is also indicated as retained on the landscape plan, as shown on Figure 1. This tree is
currently located in a broad landscape area that extends to its south and west. With construction of a new
access road to the south of the tree through this landscape area, the tree is unlikely to remain viable, even

with the deletion of adjacent proposed car parks. Unless a non-destructive root investigation demonstrates
the tree can be retained as a viable specimen, the status of this tree remains as removed.

3.3 TREES THAT CAN BE RETAINED
3.3.1 The following trees listed in Table 3-2 below can be retained within the context of the proposed development.
In the main these are trees well separated from proposed works with no encroachment whatsoever into tree
protection zones (TPZs), or with minor encroachments of no more than 10% of the total TPZ.
3.3.2 Included amongst this category are several trees in the existing car park where revised car parking is confined
to existing areas of pavement or is proposed further away from trees. Similarly, the alignment of the existing
service road into the west of the site is assumed to be retained. Provided re-surfacing of car parking areas and
the western service road does not alter levels within the TPZs of trees proposed to be retained, these trees
should not be adversely impacted by the proposed scheme.
3.3.3 Trees indicated with an asterisk (*) have noted encroachments slightly higher than 10%, but with standard
protective measures implemented as part of a tree protection plan conforming to AS4970-2009, are
anticipated to remain viable specimens that can be incorporated successfully into site development.
3.3.4 Of the 64 trees and 1 group that can be retained:
▪ 2 trees have been assessed of high arboricultural value;
▪ 45 trees and 1 tree group have been assessed of moderate arboricultural value;
▪ 17 trees have been assessed of low arboricultural value;
3.3.5 Whilst Trees 46, 48 and 49, all River She-oaks, can be retained, these are shown as removed and replaced with
Yellow Gums on the landscape plan. In view of their limited ratings as either moderate C or low arboricultural

value trees, replacement with new specimens to achieve a more cohesive landscape scheme is an acceptable
outcome.

4.0 TREE LOCATION PLAN
