The Department of Mining of
the Autonomous Region of
Bougainville government was
the recipient of a World Bank
funded vehicle recently in Feb-
ruary.
On hand to receive the keys to
the Nissan Patrol station wagon
four wheel drive from the Man-
aging Director of the Mineral
Resources Authority, Mr. Kepas
Wali, was the ABG Mining Min-
ister, Michael Oni.
Mr. Oni thanked the MRA and
said the vehicle was a vital re-
source that his department ur-
gently needed at this time to
carry out its programs on the
island.
The World Bank’s Technical As-
sistance Program to Papua New
Guinea under its Mining Sector
Support Project (MSSP) is pres-
ently housed with the Mineral
Resources Authority (MRA).
The project description has five
main components.
Apart from setting up the Spe-
cial Projects Unit (SPU) in MRA
Issue 1
to manage the project, the
other four are; support to the
Department of Department of
Mineral Policy and Geo-
h a z a r d s M a n a g em e n t
(DMPGM), support to the In-
ternal Revenue Commission,
support to the Mineral Re-
sources Authori ty and
strengthening the foundations
for a conflict-free mining sec-
tor in Bougainville.
The World Bank under this
component, will provide sup-
port to the ABG to develop a
Department of Mining as well
as guiding policy, legislation
and regulations to guide min-
eral development in the region.
It will also provide assistance in
institutional development and
capacity building for the ABG
DoM. This includes institutional
analysis of the ABD DoM, on
the job training of ABG staff to
MRA and DMPGM, procurement
of vehicles and office equip-
ment and the construction of a
building to house the ABG Min-
ing Department.

A local landowner company from
Madang, Krumbukari Limited, has
been given a contract by the state
to construct and maintain a road
from the Banu Bridge to Danagari
in the Usino Bundi electorate in
the province.
The road project is one of several
projects under the Ramu Nickel
Project Agreement and is esti-
mated to cost the National Gov-
ernment K1.2 million.
The road maintenance and con-
struction contract will give easy
access to people from Krumbukari
who have been relocated from the
Special Mining Lease (SML) area
of the Ramu Nickel Project to
Dangari relocation site to access
the Madang-Ramu road through
Usino and Walium.
Chairman of Krumbukari Ltd, Ed-
ward Kurame when signing the
contract award, said he was
pleased to see this project come
to reality after nearly 12 years.
He thanked the MRA and its Act-
ing Managing Director Mr. Kepas
Wali for giving the opportunity to
landowners companies and work-
ing within the spirit of the MOA.

emphasised and challenged KBK
Ltd to deliver the project on
scheduled and of quality standard.
He also emphasised that this pro-
ject is a good business opportu-
nity for the LANCO and at the
same time a service to the com-
munity at large. He also warned
that failing to meet the standard
required, future projects will be
given to other firms/companies.
The Madang Provincial Works De-
partment has been engaged to
supervise the works.

841 Applications
in 2011
A total of 841 different types
of exploration licences (ELs)
were processed at the Min-
eral Resources Authority in
2011.
Of the total, 151 were
granted licences, 125 re-
newals, and 394 new licence
applications. Licences that
were refused or withheld
amounted to 171.
Of these, actual mining li-
cences have been issued to
operators or mines in Lihir,
Simberi, Sinivit, Porgera,
Morobe Mining, Ok Tedi,
Ramu Nickel and Solwara 1.
Ramu Nickel and Solwara 1
are yet to go into production
while the others are opera-
tion mines.
Some of the applicants have
been granted ELs while
other applications are still
pending as they are either
under the various stages of
the screening process by the
Mining Advisory Council
(MAC), or are waiting for the
warden hearing process to
be completed.
He added that this was a
significant sign of confidence
by mining companies in the
investment climate enjoyed
by PNG at present.

The project will engage the
use of robotic instruments in
its operations and is ex-
pected to have a lifespan of
three years. The state,
through its holding com-
pany, Petromin, has agreed
to take out the full 30 per-
cent option in the project as
allowed for under Papua
New Guinea’s Mining Act
1992.
Solwara 1 MoA to be signed in April 2012
and Environment as well as
the setting up of a National
Disaster Fund that could be
accessed speedily in the
event of an emergency.
A draft MOA is now being
finalised to incorporate all
proposals and changes
agreed to at the Kokopo
meeting and is expected to
be ready for signing in April,
2012.
The Solwara 1 project is the
world’s first undersea min-
ing project that will be car-
The third consultative forum
on the Solwara 1 project
held in Kokopo, East New
Britain Province from March
6-7, 2012, has progressed
a lot of issues and a Memo-
randum of Agreement is ex-
pected to be signed in April,
2012.
The undertaking given by all
stakeholders in the consul-
tations came about after
parties at the meeting dis-
cussed and resolved a lot of
questions raised in a previ-
ous forum held last year in
Kavieng, New Ireland Prov-
ince.
Those who attended the
meeting included represen-
tatives from the two provin-
cial governments ie; New
Ireland and East New Brit-
ain, national government
agencies, Petromin, and the
project developer Nautilus
Incorporated.
Main issues discussed at the
meeting were those relating
to the benefits sharing
agreement proposal and
commitments by the various
stakeholders.
The signing of the agree-
ment will see the establish-
ment of a School of Mining
with a discipline in Off-Shore
Mining to be based at the

sity of Natural Resources

Rock Archives
The rock archiving exercise
for the Mineral Resources Au-
thority has so far been on
track with 18,667 rock sam-
ples catalogued and stored in
366 patrol boxes, with most
stacked in the sea containers.
A database of coal and gem-
stone occurrences has been
created by Geologist Maxine
Lahan. Maps for all of the
minerals have also been com-
pleted, and it is anticipated
the final write-up will be com-
pleted by the end of March for
editing.
Geological Maps
A 1:250 000 geological map
and the surrounds have been
finalized for Buna, Oro Prov-
ince and is now going for final GSD Technical
Reports
edits.
The digitizing of the coast-
lines, rivers and streams of
the Salamaua 1: 250 000
geological map has also been
completed. Digitizing of rock
units will be done after the
initial BMR 1:250 000 geo-
logical map is scanned and
geo-referenced.
PNG seamless geology pro-
ject, shape files are being ti-
died up and simplified, and
some features and types are
being moved into different
shape files (e.g. all structures
into a structure shape file). A
colour and pattern palette for
the geological rock units in
PNG.
All GEOMAP 1:100 000 map
sheets are finalized and are
now out for sale.

Geological Survey Division Activity Update
Hydrogeology
Following a month long field
work with Oil Serach in its
drilling programs in the West-
ern Province last year, core
samples collected at the field
site were shipped to Port Mo-
resby.
Trainee geologist Ms. Nadia
Kuman and Senior Hydro-
geologist Mr. Simon Egara
supervised the removal of
CSG core trays from Oil
Search Drilling programs from
20 foot container with 5 casu-
als into a 40 foot container
that’s being used to tempo-
rarily store core trays and
samples for the Geological
Survey Division.

Production: January-December 2011
Mine Productions Summary List
With the delay in the com-
missioning of the Ramu
Nickel Cobalt mine in 2011,
the number of operating
mines as at December is still
seven (7).
The Ramu Mine is expected
to be commissioned the first
quarter of 2012.
Production at the mines for
the second half of 2011 was
lower, with a general decline
in production.
The major contributing factor
could have been the stop-
page of work at Ok Tedi mine
due to the pyrite spillage at
the waste storage facility in
May 2011.
Under PNG laws, sulfur levels
in tailings must be kept at
less than 1%, and as the
company was processing
high sulfide ore, it decreased
it production affecting its
overall annual performance.
Production from other oper-
ating mines, including Por-
gera and Lihir dropped com-
pared to corresponding peri-
ods of 2010.
Tolukuma in contrast, experi-
ence increase in production.
By way of revenue, the high
commodity prices in gold and
copper brought in higher
revenue even though produc-
tion was low.
There was a 16.3 percent in-
crease in the weighted aver-
age price of mineral exports,
with higher prices of gold,
copper and crude oil.
