Partnerships in the mandate of the TEC
Promote and facilitate collaboration on the development and transfer of technology for mitigation and adaptation between governments, the private sector, non-profit organizations and academic and research communities

Partnerships in the mandate of the CTCN
• Stimulate and encourage through collaboration with the private sector, public institutions, academia and research institutions, the development and transfer of existing and emerging environmentally sound technologies, as well as opportunities for North/South, South/South and triangular technology cooperation;
• Facilitate a Network of national, regional, sectoral and international technology centres, networks, organizations and initiatives with a view to:
(ii) Facilitating international partnerships among public and private stakeholders to accelerate the innovation and diffusion of environmentally sound technologies to developing country Parties
• Develop an Engagement Mechanism for business and industry including the Private Sector to facilitate interactions with the private sector, through targeted outreach and incentive programmes.
• Develop a Engagement Mechanism with universities, research institutions, and civil society (…) to enhance the engagement of universities, research institutions, and civil society organizations working on climate technologies towards CTCN activities, including providing assistance in the preparation and implementation of responses to technical assistance requests from developing countries as appropriate.
• To organize regional and sub-regional networking conferences, workshops and match-making events to foster public–private partnerships and facilitate twinning arrangements e.g. between Nationally Designated Entities (NDEs), between NDEs and institutions from developing or developed countries, and between research institutes with specific experience on the topic.

Challenges facing partnerships (1) Diversity of climate change technologies
w w w . i c t s d . o r g
Challenges facing partnerships (2) Difference country needs, circumstances and
innovation capabilities
Example: China-US Clean Energy Research
Center (CERC) • Announced in 2009.
• Supported by 150 million USD public and private funds from
both countries over 5 years.
• Includes an IP framework to protect and share IP. It defines
how IP may be shared or licensed in each country.
• Where IP is created in a jointly funded research project,
the project’s participants in both countries have the right to
obtain a non-exclusive license to the IP.

Challenges facing partnerships (3)
Dealing with IPRs
• IPRs are often dealt with in a pragmatic and practical manner.

Interface with the multilateral framework ?
(Paris Agreement - UNFCCC Technology Mechanism -)

Conclusion Possible options for enhancing the role of partnerships in the transfer and diffusion of climate change technologies
1. Paris Agreement
‘Signaling’ the increased priority given to partnerships and R/D collaboration in a strengthened TM 2. UNFCCC Technology Mechanism (TM) A specific ‘arrangement’ for partnerships under the TM and the CTCN : Database? Platform? Hub?
