SNAPSHOT

I am a senior professional with long and diversified research, consultancy, teaching, training

and management experience that spans over several countries in four world regions. I

worked for public, private and not-for-profit higher education institutions, governments and

international organisations. I spent a large part of my professional life in a World-Class

institution -Institute of Social Studies (ISS), Erasmus University of Rotterdam, Netherlands-

engaged in research and postgraduate education on international development. This

position has allowed involvement in and managing several research and consultancy projects

in many countries and covering various themes, as well as conducting and publishing

personal research. Equally large segment of my experience has been gained in the Gulf region

in senior roles in research and advisory work and in academic management .

PROJECTS

Published six international books, many articles, chapters and monographs, as well as consultancy reports. Four of my books have been reprinted 7-14 times (see Publications List below).

Thematically and geographically research covered the following: labour market analysis, policy and information (Sudan, Kuwait, Philippines, UAE, Somalia); employment strategy (with a focus on nationalization of jobs in the Gulf) and migration for employment (Gulf generally, Kuwait, UAE, Hawaii, Tonga Island and South Pacific generally); relevance of higher and vocational educational programmes and planning and management of training (Philippines, Yemen, UAE, Sudan, Kuwait, Bahrain, Jordan, Lebanon, Oman); small enterprise development, entrepreneurial intention and entrepreneurship education (UAE, Sudan, Ethiopia and a case of a multinational university); youth unemployment and employment (conflict-affected areas, Pacific region, Algeria, Morocco, Ethiopia, Sudan, UAE); socioeconomic change and development (Sudan, UAE, Ethiopia, Somalia, Morocco).

Was a leader of several research projects in various countries (and director of a research centre and a research department) and supported individual research consultants and in-house researchers.

Participated in and directed several consultancy and advisory projects for international organisations (UNFPA; UNDP; UNIDO; UNESCO; World Bank), governments and not-for-profit organisations in four world regions. Projects

• Labour economist/economist in a civil service pay and grading project in Puntland State of Somalia financed by the World Bank (January to March 2020). My task comprised producing three reports on: 1-a survey of private sector workers which I organised, 2- socioeconomic and macroeconomic situation, and 3-cost and funding of a proposed civil service pay system.

SILATECH

Director Policy and Research (from August 2017 to August 2019)

The Organisation

Silatech is as an International development NGO that links youth with employment and economic opportunities. Silatech operations extend to 17 countries.

Key Functions and Achievements

• My job was a research consultant. For contractual reasons, the job title was director.

• The research undertaken included areas such as:

• Literature survey of youth employment and unemployment policy and programmes- with special reference to conflict-affected areas

• Socioeconomic analysis, covering four countries (Ethiopia, Morocco, Somalia and Sudan) and including several themes: human development, education/training, labour markets, youth employment and micro and small enterprises.

• Supervised microenterprise surveys in 3 countries (Morocco, Tunisia, Sudan).

• Developed methodology for collection of field data to produce reports on MSME support institutions and on skill development needs and training providers in two countries (Morocco, Sudan).

• Research-based advisory work to support policy development, management and operations of the organisation.

ARAB OPEN UNIVERSITY (AOU) - H.Q.

Director of MBA Programme; Acting Dean of College of Business Studies; Institutional Research Advisor (from September 2013 to June 2017)

The Organisation

The AOU was established by the Arab Gulf Programme for United Nations Development Organisations as a not-for-profit University. In 2017. it was operating in eight Arab countries with student population of 28,000 in four colleges. AOU offers blended learning based on curricula validated by the Open University (the largest university in UK)). Its students receive a degree from it and from The Open University, UK.

Key Functions and Achievements

• As Acting Dean of Business Studies and MBA Director (until October 2014), I was leading operations and development efforts at the level of the H.Q. of the University and the branches.

• As Institutional Research Advisor (from October 2014):

• Produced several University policy documents, including, Development, Assessment and

Approval of New Educational Programmes and Projects, Research Policy, Code for Research Ethics, Research Grant Policy, Manual for Internal Grant Application, Processing and Management, Proposal Writing for External Research Grants and Framework of Community Engagement and Outreach.

• Managed the technical committee of a major regional conference on MSME Development (held in October 2015; over 100 participants from 12 countries and over 40 papers).

• Served as the principal investigator of a major institutional survey-based research project on relevance of University programmes and graduates to labour market needs covering seven countries. The survey sample comprised over 3000 graduates. The objective was to guide University programme development efforts.

• Undertook a survey-based project on student entrepreneurial intentions in all eight University branches (and with a sample of over 6000 students) and developed a plan for introducing entrepreneurship education and training.

• On an individual consultancy contract with UNESCO:

Researched socioeconomic and employment situation in Sudan and conducted surveys among industrial employers and students/trainees on relevance of formal TVET.

ARAB PLANNING INSTITUTE (API)

Advisor/Professor (from October 2012 to September 2013)

The Organisation

The API is a regional organisation comprising 17 Arab countries. It was established in 1973 in Kuwait with the mission of enhancing Arab institutional capacity in economic development and planning. It offers a wide range of training programmes and undertakes research activities and advisory work.

Key Functions and Achievements

• Developed training manuals on human development, labour market analysis, employment and HRD policies and economic analysis of higher education.

• Produced documents on the development of research and consultancy activities.

• Served as a leader of, and main contributor to a major consultancy project rendered to the Ministry of Economy of the U.A.E on the challenges of economic diversification, Emiratisation, regional development and building a knowledge-based economy (the team comprised 5 experts and produced a 370- page report).

• As part of an external consultancy team, participated in developing outline of and questionnaire for a survey on social coherence for the Supreme Council of Planning, Kuwait

FREELANCE CONSULTANCY

Consultant (from November 2011 to August 2012).

• Undertook consultancy work for two UAE governmental agencies: Federal Authority for Government Human Resources and the National Human Resource Development and Employment Authority-TANMIA.

EUROPEAN UNIVERSITY COLLEGE BRUSSELS (EHSAL)-Dubai Branch

European University College Brussels (EHSAL) was founded in 1925, and in 2007 and 2009, respectively, merged with the Catholic University of Brussels and two other colleges.

Key Functions and Achievements

Established and managed a branch of EHSAL in Dubai Knowledge Village focusing on business studies (BBA and MBA programmes).

• Managed all aspects of academic work and student support system.

• Assisted MBA students in selecting research topics and supervised and/or examined over 50 MBA dissertations.

• Guided all undergraduate students’ fieldwork-based community projects (part of the credit-bearing subjects).

MINISTRY OF LABOUR AND SOCIAL AFFAIRS and TANMIA, U.A.E

Senior Advisor to the Minister and Director of a Research Centre (from 1999 to 2004)

Senior Advisor of TANMIA (from 2004 to 2005).

(Note: Between 1999 and 2004 I was partially seconded from the Institute of Social studies, Erasmus University of Rotterdam).

The Organisation

The Ministry of labour and Social Affairs is one of the federal Ministries in UAE. TANMIA is the National Human Resource Development and Employment Authority, established by the Ministry of Labour as an independent public authority entrusted with training and placing Emirati job seekers.

Key Functions and Achievements

• As Senior Advisor to the Minister, I played a leading role in establishing TANMIA.

Established and directed Centre of Labour Market Research and Information (CLMRI) as a thinktank of the Ministry and of the UAE government on labour market policy and national human resource development issues.

• As Director of CLMRI (about 20 professional staff):

• Managed research teams and supported and supervised all research projects by in-house researchers and international consultants.

• Undertook policy research and produced many research reports based on the research plans and on demand from the Minister of labour.

• Conducted and/or supervised over 20 field surveys to support research, including large surveys comprising over 3,000 respondents.

• Areas of research I undertook included, restructuring the labour market, transition to higher skills and higher productivity, wage employment of citizens in the private sector, Emiratization policy, training and skill development, labour market information system, illegal workers.

• Translated research into specific policy recommendations/actions to be presented to the Minister and, through him, to the UAE Cabinet.

• Spent substantial time in supporting and training young researchers.

• As Senior Advisor to TANMIA, advising the Director General and the senior management of TANMIA on operational and developmental issues, and continued conducting research.

INSTITUTE OF SOCIAL STUDIES (ISS), ERASMUS UNIVERSITY OF ROTTERDAM- The Hague, The Netherlands

Senior Lecturer/Associate Professor (from June 1993 to end 2004), Senior Research Fellow (December 1991 to May 1993).

The Organisation

The ISS, of Erasmus University of Rotterdam, is Europe’s longest established, and one of the best known centres for postgraduate education and research in development studies. Its students come from over70 countries and its academic staff members are internationally recruited.

Key Functions and Achievements

• Developed outlines and reading manuals of, and taught several Master level courses

• Supervised and/or examined about 150 Master and a few PhD theses.

• Was the first point of advice to most of the Programme’s students in the selection of their research topics.

• Conducted research and research-based consultancy work in the areas of labour market/employment analysis, policy and information; human resource development policy and planning, migration for employment and SME development in various countries in three world regions.

• Acquired and undertook externally financed advisory work for international organisations and governments in several Middle Eastern, Asian and Pacific countries. Worked in teams in a number of these assignments.

• Undertook and published personal research.

Research-based Consultancies

• Research on migration and employment creation in South Pacific- with field surveys in Honolulu and Tonga Islands- funded by United Nations population fund (UNFPA)-South Pacific.

• Assisted with formulation of objectives and a plan of a conference on integrating population in economic development planning in south Pacific organised by UNFPA.

• Member of a consultancy team contracted by United Nations Industrial Development Organisation to strengthen TVET provision in the Philippines.
