Here we have the Behavior on Release as Inform on errors. With this setting, the ATC checks transports and informs users, but users can still transport objects that have priority 1 or 2 errors.Let us test the same. Go to transaction SE09 and click on Display.

Expand the requests.

Do Check Objects. You would get the popup screen with the number of messages in the ATC Checks. In this case, there is 1 message in the ATC Checks.

Though there is an ATC message, the transport requests can be released without any problems.

Now let us change the settings to block the transports on any errors.Change the settings in ATC as highlighted below:

Apart from the above settings, one more setting is required in SE03. Go to transaction SE03 and open Global Customizing (Transport Organizer).

In the following screen, change the setting of Check Objects when Request Released to Globally Activated.

Now try to release a transport which has ATC errors in SE09. You would get the following screen:

Clicking on Display would get the following screen:
