The documentary’s broadcast was advanced by the BBC from its original March 8 scheduled date, coinciding with Interna- tional Women’s Day. Meanwhile, the Delhi Police is, reportedly, likely to question Leslee Udwin, the British film- maker who made documentary and interviewed convict Muke- sh Singh in Tihar jail here. The Home Ministry on Wednes- day obtained orders from court to restrain the broadcast of the documentary and promising to investigate how permission was given to interview the rapist. The issue was raised in both houses of parliament, as mem- bers across party lines asked the government to stop the telecast of the documentary saying it in- sulted women. “Our government condemns the incident of December 16, 2012 in the strongest possible terms and will not allow any attempt by any individual, group or organi- sation to leverage such unfortu- nate incidents for commercial benefits,” Home Minister Ra- jnath Singh said in a statement in both houses of Parliament on Wednesday. “In what condition this order was given I have asked for full information on that. In future, no one will be given permission to interview rapists,” the Home Minister said, as both houses saw members protest against the documentary. Rajnath Singh said the permis- sion for the documentary was granted in 2013, adding that the documentary maker violated the conditions on which the permis- sion was granted. Sushilkumar Shinde, who was the home minister in 2013, how- ever, said he was not responsible for it. “I had not given any permission to make a documentary on the Nirbhaya case. It was not given by me. I observed the conversa- tion in parliament, Rajnath Singh has not mentioned my name. It must have been given by some- body, I do not know,” Shinde told reporters on Wednesday. Making similar statements in both Lok Sabha and Rajya Sab- ha, the home minister said or- ders were obtained from court Tuesday night to restrain the broadcast of the documentary. A Delhi court on Wednesday di- rected continuation of the ban on the telecast of the documentary. Rajnath Singh said he was per- sonally hurt when he got to know about the documentary. “I would like to make it clear. As soon as I got to know about this incident, I was personally hurt. I immediately talked to the concerned authorities and gave instructions that it should not be telecast in any condition, and (restraining) orders were taken from court last night (Tuesday) that whatever has been telecast should not be released,” he said. As the Home Minister promised responsibility will be fixed, offi- cial sources said Tihar jail direc- tor general Alok Verma met him on Wednesday on the issue. Parliament members across party lines condemned the inter- view of the December 16 gang rape convict, while some said it reflected the mentality of several other men in society. “There is a documentary which is so derogatory. It should not be shown,” Janata Dal-United leader KC Tyagi said raising the issue in the Rajya Sabha. Nominated member Javed Akhtar said that while members were angry about the comments made by the convict, he has heard similar comments in the house. “The anger is why the interview was taken. Is the anger on why he said these things, or the an- ger is why is it being told to the world? I have heard such things in this house,” Akhtar said. We have 20,000 base sta- tion now, in March, and we will be doing another 20,000 next year,” Bharti Airtel Chairman Sunil Bharti Mittal said here. Mittal said funds would not be a constraint for the company’s expansion plans as it is spend- ing USD 3 billion every year on networks alone, excluding spec- trum, and its 2G and 3G roll-outs are among the most expensive in the country. The company will be rolling out mobile tower sites to use its 20 MHz broadband wireless access spectrum, which Mittal said is “life saving” as 3G networks are now choking up in metros and tier 1 cities. Companies, including Airtel, at present have only 5 MHz of 3G spectrum in select parts of coun- try and the government has put another 5 MHz block of 3G spec- trum in the ongoing auction. Speaking on the sidelines of re- cently held Mobile World Con- gress, Mittal said Airtel, through its newly inked partnership with China Mobile, will try to bring down price of the smartphones that can support all networks, to below Rs 6,000 apiece in a year to push usage of networks. “In my view, in 12 months time you will have USD 100 smart- phones. You already have USD 100 smartphones. What I am say- ing is it should be multi-mode, multi-band. Customer says give me good speed, good quality network so if he drops from 4G, he must connect to 3G and if he drops from 3G he must connect to 2G,” Mittal said. He said the partnership with China Mobile gives Airtel an “economy of scale” and it will be able to lower its capital expendi- ture significantly. Mittal said driving down cost of equipments, devices, setting up standards for next generation technology like 5G and exchange of best practices are main objec- tives of this partnership without any equity transaction. “Funding is not a constraint. Ev- ery year we are spending USD 3 billion into networks other than spectrum. Our roll-outs of 3G, 2G are the most expensive roll- out in the country,” he said. On the growth potential of 4G networks in the country, Mittal said Airtel and Reliance Jio In- focomm put together will be 10 per cent of China Mobile’s 4G network by 2015-16. “China Mobile has rolled out 700,000 base stations. They will be doing 1 billion by end of this year. It will be single larg- est deployment of TD LTE (4G) network by any operator in the world.
