Higher prices for shelter, food and transportation contributed the most to the rise in the CPI. Shelter costs rose 2.9% on a year-over-year basis in June, following a 3.4% increase in May. Consumers paid more for natural gas and property taxes in June compared with the same month a year earlier. Prices for electricity rose 4.2% in the 12 months to June, a slower increase than in May (+7.0%). Food prices increased 2.9% in the 12 months to June, after advancing 2.3% in May. Prices for food purchased from stores rose 3.2% year over year in June, following a 2.5% gain the previous month. Consum- ers paid 9.4% more for meat and 9.5% more for fresh vegetables. Prices for food purchased from restaurants increased 2.3% on a year- over-year basis. The transportation index increased 2.2% year over year in June, fol- lowing a 2.7% rise in May. Gasoline prices advanced 5.4% in the 12 months to June, after increasing 6.3% in May. As well, prices for the purchase of passenger vehicles rose 1.6% on a year-over-year basis, following a 2.0% increase the previous month. Prices for clothing and footwear rose 1.6% in the 12 months to June, after posting a 0.6% gain in May. This faster increase was largely attributable to fewer discounts observed this June compared with the same month a year ago. The index for alcoholic beverages and tobacco products increased 4.1% in the 12 months to June. This rise was mainly attributable to a 10.3% year-over-year advance in cigarette prices. Quebec's tobacco tax increased in June. Previously in 2014, the federal excise tax on tobacco, as well as the tobacco taxes in Newfoundland and Labrador, Ontario and British Columbia increased. 12-month change in the provinces Consumer prices rose in every province in the 12 months to June. Ontario posted the largest increase, while Quebec recorded the small- est. In Ontario, consumer prices rose 3.0% in the 12 months to June, following a 2.8% gain in May. Among the provinces, Ontario recorded the largest year-over-year price increases for natural gas (+38.4%) and gasoline (+9.4%) in June. I CONTD. Councillor Vicky Dhillon was elected to serve as the City Coun- cillor in Brampton for Wards 9 and 10 in the 2006 municipal election and re-elected in 2010. Many thought he will not face much of a challenge this time but things seem to be getting interesting with every passing day. On Monday 28th July when we are almost 3 months away from the voting day we have 5 Candi- dates who have filed their nomi- nations for the City Councillor for wards 9& 10 in Brampton. Allison Brown, Avtar Gill, Gurpreet Dhillon, Jarnail Singh and the sit- ting incumbent Vicky Dhillon. Gurpreet Dhillon recently con- tested Provincial elections on NDP ticket from Brampton Springdale though he lost to Harinder Malhi from the Liberal Party. Jarnail who is also known as Sunny has been quite active in the Community recently. For Regional Councillor in Brampton for Wards 9 and 10 we have 6 Candidates who have filed their nominations for the Regional Councillor for wards 9& 10 in Brampton. The Incumbent candi- date Regional Councillor John Sprovieri , Harkanwal Thind who was a close second in the last elections claims that this time he has a strong chance. JD Singh, Paramjit Birdi , Michelle Shaw and Jagdip Hayer are also in the race. Some of the key issues will be Property Tax, Traffic Gridlock, Jobs , University & Development. If Brampton Town House issue debate was any indicator of things to come then we may see more fireworks in the next three months. During the Town House debate many of the above men- tioned names actively partici- pated and only time will tell with whose viewpoint the community agreed. Whoever wins the race one thing is certain it will be hard fought race this time and the incumbents have a major battle to win. ON PAGE 5 The Ontario boys and girls under-16 teams are both headed home with gold medals after a Sunday sweep at the 2014 Field Hockey Canada Under-16 National Championships in West Vancouver, B.C. Both teams were undefeated in the tournament and completed the repeat double-victory after having done so at the 2013 Nationals in Brampton. It is a testament to the level of hockey being played and taught in Ontario and to the players who came together in a short time period. The Ontario boys were extremely dominant both offensively and de- fensively en route to the final, with only three goals against and twenty- one goals for in four games played. The final, however, began with the host team, British Columbia, scor- ing first. A tally from B.C.'s Kyle Bishop in the opening minute gave the local boys hope and got the visitors' attention. After some pressure of their own, Ontario tied the game in the fifth minute on a field goal from Jeevan Jammu. The game was only five minutes old and had already seen two goals. The goals kept coming in the first half, but it was all Ontario. In the ninth minute, Arshjot Toor scored his first of back-to-back goals to give Ontario the 2-1 lead. Toor scored again in the fifteenth minute, before Jammu tallied his second of the half to make it 4-1 in the thiry- second minute. That's how the teams went into the half-time break. B.C. was a much improved team in the second half, applying pres- sure for the majoriy of the final frame. I CONTD. It was decided at the meeting that the par ty would notcontest assembly elections in Haryana, Jharkhand, Maharashtraand Jammu and Kashmir, he said"The AAP has limited resources," the former Delhi Chief Minis-ter said but added the par ty would fight coming assembly bypollsin Punjab. He called on par ty workers from all over the countryto focus on Delhi assembly polls. Kejriwal accused Delhi's LtGovernor Najeeb Jung of succumbing to BJP's pressure for notannouncing elections in the national capital. He also accusedthe BJP of trying to lure its MLAs by promising them ministerialber ths in its effor t to form government in Delhi."But, the par ty miserably failed to lure even a single AAP MLA. NEW JERSEY TO HAVE MAJESTIC162-ACRE HINDU TEMPLE

BAPS Shri Swaminarayan Mandir in Robbinsville (New Jersey, USA),currently under construction, will reportedly be spread over 162 acresand be ready in 2017 with an estimated cost of over $150 million. "Mandir Mahotsav", a series of celebrations and ceremonies to inau-gurate this intricate hand-carved temple, also known as AkshardhamMahamandir, will be held on August 10 in the presence of SadguruPujya Mahant Swami, Sadguru Pujya Tyagvallabh Swami and SadguruPujya Ishwarcharan Swami.About 2,000 ar tisans are said to be working in Rajasthan (India) craft-ing various par ts of the temple, which will finally be assembled bymaster craftsmen in Robbinsville. Besides marble from Rajasthan,Italian marble is also being used. A team of about 5,000 people islooking after the project in Robbinsville, repor ts suggest.Its main building will repor tedly consist of four floors and will includean exhibit on India's culture and history; an activity center for youth;ornate pillars/panels showing images from Mahabharata, Ramayana,etc.Meanwhile, Hindu statesman Rajan Zed, in a statement in Nevada(USA) today, applauded effor ts of BAPS, temple leaders and volun-teers, and area community to realize this magnificent Hindu temple

complex.Rajan Zed, who is President of Universal Society of Hinduism, fur thersaid that it was impor tant to pass on Hindu spirituality, concepts andtraditions to coming generations amidst so many distractions in theconsumerist society and hoped that this temple complex would focusin this direction. New Delhi: It has not been an easytime for the Congress since it wentdown to its lowest tally in the LokSabha elections two months back.While the par ty is witnessinginternecine battles in many states, itis also facing competition from someregional parties to hog the opposi-tion space in the Lok Sabha.What is even more worrying for theparty leadership is that there appearsa subliminal current against the stew-ardship of party vice-president RahulGandhi, whom many hold respon-sible for the party's rout in the gen-eral election.The party appears not to have beenable to assert itself in the Lok Sabhawhere it is seeking recognition for itsleader Mallikarjun Kharge as theLeader of Opposition in the house.The Congress has 44 members inthe Lok Sabha and is closely followedby the AIADMK with 37 members andTrinamool Congress with 34.Trinamool Congress appears to befaring better than the Congress as anopposition party. During the presen-tation of the rail budget, it was theTrinamool Congress which was mostvocal in its protests. The AIADMK andthe Biju Janata Dal (20 members) arealso making their presence felt.Trinamool Congress MP Sultan

Ahmed claimed that the Congresshad lost touch with the common manand that was the reason for the partynot taking the lead in raising issues."When they (Congress) were inpower, they had insulated themselvesfrom the common man. Naturally,they are failing on the floor of thehouse," Ahmed, who is the MP fromUluberia in West Bengal, told IANS.Congress president Sonia Gandhi isa regular during question hour and"zero hour" in the Lok Sabha and takesher seat on the front bench. But herson Rahul Gandhi prefers to sit onthe back benches and rarely partici-pates in the debates or rises to makea point on any issue. Rahul was oncecaught on camera taking a nap in thehouse which gave the rulingBharatiya Janata Party (BJP) anotheropportunity to attack him and theCongress.YSR Congress MP from Nellore M.Rajamohan Reddy was of the viewthat the Congress was demoraliseddue to the scale of its defeat and theloss of many of its articulate leadersin the election.The party has given an informal whipthat at least 22 members should bein the house at any given time butthat does not appear to be the norm.The party's seniormost member interms of electoral wins, Kamal Nath(ninth term), has not been seen muchin the house.

The Congress is also facing internalproblems as rumblings have begunin some of the state units which willface assembly polls in a few months.The expected organisational revampis also not in sight.Sonia Gandhi had talked of drawing"appropriate lessons" from the "un-precedented setback" days after theLok Sabha results but the party hasnot come up with a plan of action atthe grassroot level despite the Modigovernment being on the defensiveon the issue of price rise.The 3-0 win in the Uttarakhand by-elections a couple of days agobrought some cheer to thebeleagured party but it is the comingassembly polls in Maharashtra,Haryana, Jharkhand and Jammu andKashmir that are crucial for the Con-gress efforts for a revival.However, the scenario in manystates does not present a rosy pic-ture. Senior minister Narayan Ranequit his post in Maharashtra as didHimanta Biswa Sarma in Assamostensibly because of the par ty'scentral leadership not changing in-cumbent chief ministers - Prithviraj

Chavan and Tarun Gogoi respectively- who failed to ensure a credible per-formance during the Lok Sabha polls.The attacks on chief ministers arebeing seen in some sections as veiledattacks on party vice president RahulGandhi due to his apparent backingto the two chief ministers, though theparty has denied any such link.Apart from the resignations of Raneand Sarma from the their ministerialposts, three Congress legislatorshave joined the Trinamool Congressin West Bengal. Two-time party MPChowdhary Lal Singh left the party inJammu and Kashmir and there havebeen constant demands from somesenior leaders in Haryana to replaceBhupinder Singh Hooda as chief min-ister.Mehboob Ali Kaiser, Lok JanshaktiParty MP from Khagaria in Bihar whospent long years in the Congressbefore quitting it two months beforethis year's Lok Sabha polls, said therewas a sense of "drift" in the Con-gress."Even now (there) appears nochange. After the drubbing, theyshould wake up to the reality, put

things in the right perspective," Kai-ser told IANS.He said there was a lack of confi-dence in the central leadership of theCongress. "That's why people areleaving. They are not getting a pa-tient hearing," he said.Recalling his own experience, Kai-ser, a former chief of the Bihar Con-gress, said that he had found it diffi-cult to meet and explain matters to aCongress functionary who was incharge of Bihar.Some Congressmen, in private, alsocomplain about the style of function-ing of people in Rahul Gandhi's teamand their own sense of unease withthem. "They (Rahul's aides) areyoung but inexperienced. It is easy torelate to a person who understandsyou and the contribution you havemade," said a Congress MP who didnot want to be named. He said theparty office-bearers in charge ofstates should be decisive and shouldnot keep issues pending.However, Gaurav Gogoi, son ofAssam CM Tarun Gogoi againstwhom Sarma has raised the bannerof revolt,

defended the party leadership."People in leadership are taking ev-erything into account," he said. "Thereare by-elections and municipal pollsin Assam. The assembly polls are in2016. I am confident that we will dowell as a party," Gaurav told IANS.BJP MPs attributed the troubles ofthe Congress to problems related toleadership. "There is likely to be ademand in the coming months thatPriyanka Gandhi Vadra should playa more central role in that party," saidArjun Meghwal, BJP MP fromBikaner.But Congress spokesperson SanjayJha dismissed talk of the party fac-ing a crisis. "The party is doing avery thorough and detailed self-ex-amination to see the kind of chal-lenges and to go forward."He attributed the resignation of thetwo state ministers to "personal am-bitions" and said these were sporadicincidents."We are bullish. We are more thanresolved to move forward. We arevery well entrenched. We will be re-invigorated and ready for the fu-ture," he claimed.

JUST SPORTCWG IS BEYOND THE REACH OF SMALLER NATIONS

BY VETURI SRIVATSAWhat is the relevance of the Commonwealth Games (CWG) in the 21st cen-tury? This question pops up every four years, more so in the last two decades.The Games are invariably held in British Isles, Australia, Canada or New Zealand.The only exceptions were Kingston, Jamaica, in 1966, Kuala Lumpur in 1998 and2010 New Delhi. That's the imperialistic stranglehold. Now South Africa is anothermajor player joining the big league.The idea of the Games was valid, say, some 80 years ago for the British empire tobring together its colonies to understand each other and also have fun. But today itis asked what purpose the Games serve when the world's top athletes do not takethem seriously.Most countries hoping to host the Games shudder to think of the fall-out. Theinfrastructure facilities and the spin-offs from the Games are not commensuratewith the bills the country has to pay for ages. After the New Delhi Games unfortu-nately the word corruption has been added to the CWG lexicon.For most member-countries, ruled by corrupt despots, these Games are a way tooblige their cronies even though some of these countries produce the world'sleading athletes.In recent years the Commonwealth Games Federation (CGF) met the membersunsuccessfully to prune the Games to a manageable limit so that some of thesmaller countries can also host, thus making the bidding process more transpar-ent and reasonable.The spiralling costs of the Games are discouraging potential bidders as the Interna-tional Olympic Committee has realised while calling for bids for the 2022 WinterGames. Three bidders pulled out, leaving three in the fray.Similarly, the 2019 Asian Games have become a drag on the economy of countrieswanting to host and Vietnam found out after successfully bidding for the Games thatit did not have the wherewithal to organise it. Delhi made some noise before theprohibitive costs and the public scrutiny during the CWG forced its hands. One

Indian Olympic Association (IOA) official was clearly unnerved at the prospect ofa media trial even before Delhi is allotted the Games. The Games have to beaffordable and enjoyable.The CWG are frightening the potential bidders. After the next Games in the beautifulGold Coast in Brisbane, Australia, in 2018, Canadian city Edmonton and SouthAfrica's Durban are the only bidders for the 2022 games. Gold Coast beat the onlyrival Hambantota in Sri Lanka.Who knows by the time the decision to allot the Games is taken next year, neitherbidder may be interested, not because they can't host but because of the devalua-tion of the Games.The Edmonton official, though, spoke eloquently about the relevance of the Games,citing how well the city had organised it once in 1978. He has said over 30 yearsago Edmonton had to house 1,400 athletes, but what he has not said is that inGlasgow there are over 7,000 competitors!What hurts the hosts is the lack of interest shown by world class athletes. Delhimissed Usain Bolt because he had expended all his energies making pots of gold,running in Golden League. This time he is making a token presence in the relays forJamaica. There will also be no Asafa Powell or Yohan Blake. Glasgow's biggestdisappointment will be that Britain's Mo Farah has also decided to skip the GlasgowGames at the eleventh hour. The Olympic 5,000 and 10,000 metres gold medallistin a carefully constructed explanation says his body tells him that it is not ready torace yet. He is recuperating after an abdominal issue. The flip side of it is thatbudding athletes can have an opportunity to showcase their talent in the absenceof the big guns. As for India, they have done well in the first two days. It maybe a far cry to expect them to get anywhere near their 2010 home perfor-mance of 101 medals, but if they can do better than their 69 medals with 30gold in 2002 in Manchester or the 49 with 22 gold in Melbourne in 2006 theyshould be happy. New Delhi: Most officials are re-porting for work on the dot at 9 a.m.and, those who get delayed, espe-cially those coming from outsideDelhi, have to perforce take the dayoff as "minister saab", Informationand Broadcasting Minister PrakashJavadekar, is personally keeping astrict tab on the punctuality of hisministry staff.With Prime Minister Narendra Modihimself setting a fast pace of work,most ministers of his governmenthave been ensuring that punctualityis maintained - a new trait in govern-ment offices where babus, the lowerlevel officials, stroll in and out whenthey want without any sense of dis-cipline or regimen.Javadekar is not the only one.According to official sources, HumanResource Development MinisterSmriti Irani, Women and Child De-velopment Minister Maneka Gandhiand Urban Development Minister M.Venkaiah Naidu have given their min-istry staff strict instructions to comeon time and monitor attendance reg-isters.Javadekar and Naidu issued guide-lines on punctuality after they con-ducted surprise checks on their min-istry offices one morning to find many

Mostofficials, especially the senior ones,keep working while grabbing a bitein between, another source told IANS.While junior staffers are able to leavefor home at 5.30 p.m., the senior offi-cials and their aides are not so lucky.

Most senior officials are in office till7 p.m. and their staff too stay put.Saturdays have turned slowly into fullworking days, said one official sound-ing none too pleased. And if peopleare complaining, it must be mutedas no one is giving vent openly toany opinions any longer, as was thecase during the previous UPA gov-ernment when everyone gave freerein to their views and even plantedstories in the media against the gov-ernment.Are staffers able to manage comingon time? "Well, it is tough on thewomen, especially those who havefamilies and those coming from out-side Delhi," said one bureaurcat, whohad to be coaxed into saying some-

thing. Javadekar personally keepstabs on what time the ministry offi-cials arrive. Many of his cabinet col-leagues are also doing the same.The Modi government's initial pushfor cleanliness and hygiene - thatsaw senior officials throw out old fur-niture and files and take rounds ofthe office premises to ensure every-thing is spick and span - seems tohave slackened of late.The o ld dus ty f l oo rs andunswept corners are again be-ginning to be visible in govern-ment offices. The directives forhygiene and cleanliness were wel-comed by all. Maybe it is time theywere issued again, said visitors togovernment offices.

Majority (55%) of Students Have HiddenHow Much They Spend From Parents

Toronto - When it comes to knowing about their children's debtand post-secondary spending habits, a new survey conductedby Ipsos Reid on behalf of RBC reveals a concerning discon-nect between parents and their children when it comes to moneymatters at school.Nine in ten (90%) parents 'agree' (49% strongly/42% some-what) that they know roughly how much debt their childrenhave, compared to only three quar ters (78%) of students whosimilarly 'agree' (34% strongly/43% somewhat) that their par-ents have an awareness of their debt level. Perhaps even morealarming is the revelation of a wider gap between parents andchildren when it comes to having to hide expenses.A majority (55%) of students 'agree' (19% strongly/36% some-what) that they have sometimes hidden how much they spendmoney from their parents so they wouldn't have to justify thechoices to them, compared to only one in three (33%) parentsthat 'agree' (6% strongly/28% somewhat) that their childrenhave hidden their expenses from them so as to not have tojustify them.Three in four (76%) students 'agree' (24% strongly/53% some-what) that they are confidence in their ability to manage theirfinances, although even more (87%) 'agree' (40% strongly/47%somewhat) that they still have a lot to learn about managingfinances.Interestingly, more parents (89%) 'agree' (39% strongly/50%somewhat) that they have been a good financial role model fortheir children, compared to just four in five (80%) students whosimilarly 'agree' (40% strongly/41% somewhat).Talking to their children may help alleviate worry and stress,from both parent and child, considering the experience momand dad have with managing their own expenses. Parents (57%)are less likely to worry that their children's savings will notcover all of his/her school expenses, while students (71%) aremore likely to have this worry. Students are also more anxiousabout taking on debt than their parents think they are (69 percent versus 60 per cent of parents).

TORONTO - A new poll conducted by Bank of Montreal (BMO)suggests that health and medical costs are the biggest fi-nancial worry for Canadians later in life.The BMO repor t, titled "Living to 100: The Four Keys to Lon-gevity," found that 74 per cent of those recently polled fore-see medical costs as their biggest expense in their senioryears.On average, those polled expect to spend $5,391 in out-of-pocket medical expenses every year after the age of 65.About 30 per cent believe they'll be paying between $1,000to $5,000 in annual medical costs, 21 per cent say they haveno guess, 20 per cent expect to spend under $1,000 and 16per cent say they expect to spend between $5,000 to $10,000.Six per cent ant ic ipate on paying between $10,000 to$15,000, while three per cent expect to pay between $15,000to $20,000 or $20,000 or more.Following medical costs, the majority (57 per cent) of thosepolled in the repor t to be released Wednesday, say theirsecond biggest expense will be food, clothing and other day-to-day essentials, followed by housing (56 per cent), long-term care (38 per cent), travel (28 per cent), enter tainmentand hobbies (19 per cent), debt payments (15 per cent) andsuppor ting adult children and grandchildren (13 per cent).Chris Buttigieg, senior manager of wealth planning strategy at BMOFinancial Group, said these are credible worries because Canadi-ans are living longer than they ever did before.

The Akali Dal and theAmritsar-based SGPC are demanding that the governor withdraw theassent to the HSGPC bill. The bill was introduced by the Congressgovernment in Haryana just ahead of the assembly polls in the stateto be held October this year. With the Bhupinder Singh Hooda govern-ment going ahead with its move for a separate committee for Haryanagurdwaras by announcing a 41-member ad hoc HSGPC, the newgovernor will have to explore constitutional options over the issue.The SGPC will lose control over 72 gurdwaras with the creation of theHSGPC.

Haryana SGPC: Akal Takht orders calling off Sikh conventionsChandigarh: The Akal Takht, the highest temporal seat of the Sikh religion, Satur-day directed that all conventions of Sikhs called by various groups on the contro-versy over the creation of the Haryana Shiromani Gurdwara Parbandhak Com-mittee (HSGPC) be called off. Akal Takht Jathedar (chief) Gurbachan Singh saidthat as per the order all Sikh conventions called on Sunday and Monday shouldbe cancelled. The conventions were called by the Shiromani Akali Dal in Amritsarand Haryana Sikh leaders in Karnal (Haryana). Both sides are locked in a bitterstand-off over the creation of the HSGPC . "All Sikhs are concerned today. What-ever happened in Saharanpur today has increased our concern. The Sikh quam(community) is facing a new challenge today. In this situation, I order all groupsto call off their conventions in Amritsar (Punjab) and Karnal (Haryana)," Gurbachan

INDIA'S FOREX RESERVES UP $163 MNMumbai: India's foreign exchange reserves rose by $163 million to$317.84 billion for the week ended July 19, Reserve Bank of India(RBI) data showed. The reserves had increased by $643.2 million to$317.03 billion for the week ended July 11. According to the RBI's weeklystatistical supplement, foreign currency assets, the biggest component ofthe forex reserves, also gained by $163 million to $291.05 billion for theweek under review. The foreign currency assets had increased gained$648.7 million to $290.22 billion in the previous week. The RBI said that theforeign currency assets, expressed in US dollar terms, include the effect ofappreciation or depreciation of non-US currencies held in reserve such asthe pound sterling, euro and yen. However, India's reserve position with theInternational Monetary Fund (IMF) declined by $4.4 million to $1.71 billion.The value of special drawing rights (SDRs) too fell. SDR were down $11.5million to $4.45 billion. The value of gold reserves remained unchanged at$20.63 billion. The gold reserves had declined by $155.5 million in value at$20.63 billion in the week ended July 4.

Let the government run for a year or two and then criticise,"he told the opposition. The army said the findings are a result of a "comprehensiveinquiry" of the events Thursday, in which Hamas militants fired anti-tank missiles at IDF troops near the school and the IDF respondedby firing mortars. "The IDF stresses it does not operate or targetinternational organisations in the Gaza Strip," the spokespersonadded. Some 16 people, mostly women and children, were killed inthe school and dozens wounded.

Ukrainian cabinet appoints acting PMKiev: The Ukrainian cabinet Friday appointed Deputy PrimeMinister Volodymyr Groysman as acting prime minister, oneday after Arseny Yatsenyuk announced his resignation fromthe post. Groysman will serve as acting prime minister untilparliament elects a new interim head of the cabinet, Xinhuarepor ted citing the government's press service. According tothe Ukrainian Constitution, only parliament has the power todismiss the prime minister by voting within 10 days after re-ceiv ing a wri t ten resignat ion request. The Ukrainianparliament's Deputy Speaker, Ruslan Koshulynsky, said thatYatsenyuk has not tendered the official resignation letter to thelawmakers. On Thursday, Yatsenyuk stepped down overparliament's "ineffectiveness" after two political par ties with-drew from Ukraine's ruling coalition. Following the announce-ment, President Petro Poroshenko said there was no reasonfor Yatsenyuk and the rest of the cabinet to resign and askedthe lawmakers to pass a vote of confidence in the government.

China to boost infrastructure in TibetBEIJING: China has vowed to upgrade the transpor t infrastructure inTibet and expand the existing network of rail, road and air routes withinthe next six years.China's ministry of transport (MOT), in a guideline, said the country aimsto expand highways in the Tibet Autonomous Region to 110,000 kms by2020, Xinhua reported Saturday.A primary railway network of up to 1,300 km till 2020 has also been setas a target by the government.The country would also build more airports in Tibet, also known as the'roof of the world'.The authorities plan to make sure that by 2020, every village in Tibet hasat least one road connecting with the northern areas.The MOT would make specific plans to ensure the accomplishment of

these targets."The development of transport in Tibet is crucial to China's nationalsecurity and lasting prosperity in the autonomous region," the MOTguideline said.Tibet has received about 83 billion yuan ($13 billion) in transportinvestment during the last 20 years, Xinhua reported.Chinese daily Global Times Thursday said a railway line linkingLhasa and Shigatse in Tibet Autonomous Region, known as the"closest stretch of railway to the sky", is to open to traffic in Augustafter finishing its 14th track test July 22.The Central Tibetan Administration (CTA) expressed concern overthe Lhasa-Shigatse rail line in Tibet, saying it will threaten theunique cultural identity of Tibetans.

Ukraine crisis: EU imposes new sanctionsBRUSSELS: The European Union (EU) Saturday added 15 people and 18 organisations to its sanc-tions list over the crisis in Ukraine. The individuals have been subjected to travel bans and assetfreezes. The organisations were subjected to asset freezes. The 15 individuals and nine out of the 18organisations were accused of undermining Ukraine's sovereignty. This brings the number of peopleunder EU sanctions in connection with the situation in Ukraine to 87 while the number of sanctionedcompanies or organisations increases to 20. The secretary-general "notes the impor tance for bothIsraelis and Palestinians to be able to have a break in theviolence that has killed too many, marred so many lives, andcaused such destruction", Xinhua quoted a statement issuedhere by Ban's spokesman as saying. "Working closely withregional and international leaders, the secretary-general urgesall those with influence on the par ties to help encourage anextension of the humanitarian ceasefire and compliance withobserving it, once declared," the statement said. A Palestinianwas killed and 10 injured Sunday after Israeli war jets re-sumed airstrikes on Gaza, where a UN-proposed humanitarianceasefire for 42 hours between Israel and Hamas collapsed.On Sunday afternoon, Hamas spokesman Sami Abu Zuhri said in anemailed press statement that Hamas and the Palestinian factionsagreed to accept the UN-proposed ceasefire for 24 hours, but Israelrejected it. On July 8, Israel launched a large-scale operation onthe Gaza Strip, where 1,031 Palestinians and 43 Israelis havebeen killed and more than 6,000 Palestinians injured.

Kathmandu, (IANS) A parliamentary panel in Nepal Sunday asked thegovernment to sign as soon as possible a "Power Trade Agreement"(PTA) with India under which New Delhi has proposed 100 percent Indianinvestment or joint ventures with Indian entities in the Himalayan country'spower sector.Both sides held marathon negotiations during the weekend visit here ofIndia's External Affairs Minister Sushma Swaraj to firm up a deal."Large-scale investment is inevitable in the energy sector but invest-ment will become uncertain in the absence of a power trade agreement.As a result, a PTA is necessary with India," read a statement on thecommittee's decision.Reading out the statement, lawmaker Amrit Kumar Bohara, who chairedthe meeting, said such an agreement "was necessary to attract invest-ment", and emphasized on the need for concrete homework and coordi-nation between the government and the committee on the same.The PTA, however, has courted a lot of controversy in Nepal, as it hasbeen alleged that India would capture Nepal's natural resources andmonopolise its water resources.Expressing concern over the postponement of the power deal, the Parlia-ment Agriculture and Resources Committee Sunday directed the Nepalgovernment to immediately conclude the PTA with India.India had proposed the draft of the agreement May 8 to Nepal for consid-eration.However, according to Nepali stakeholders, the most contentious clausein the draft was article 3 which speaks about investment in power gen-eration and transmission, including joint ventures.Article 3a says the parties will facilitate investment in each other's coun-try in power generation and transmission, subject to legislation, whilearticle 3b says the parties will cooperate in effective harnessing of Nepal'shydropower potential through facilitation and speedy construction of powerprojects in Nepal, either with 100 percent Indian investment or joint ven-tures with Indian entities.

Al Jarwan affirmed AP's support for Arab diplomaticeffor ts aimed at preserving unity of Libya and reconcile warringfactions. He called for immediate halt to fighting between armedgroups that shed Arab blood. In the last few days, fighting amongrival militias for control of the airport in Tripoli has left at least 50people dead, extensive damage to airport facilities and planes, andthe suspension of all flights to and from the airport. The UN SecurityCouncil last week condemned recent violence in Libya, calling onall sides to engage in political dialogue and refrain from violencewhich threatens stability. The United States Saturday closed itsembassy in Libya and evacuated the staffers to neighbouring Tuni-sia amid security concerns in the restive north African country.

Nepali officials say this clause gives the impression of denying involve-ment of other countries as well as Nepali companies in power generationand transmission."The content of the draft gives the impression of an umbrella agreement,which could be detrimental to Nepal," an official said.With the ar ticle remaining silent on involvement of other countries, Nepaliofficials fear that investors other than from India will not be allowed in thecountry.During the negotiations, officials from both sides agreed to end the dis-putes but did not reveal what was accepted by both parties.Earlier, at the parliamentary panel meeting, Nepal's Energy Minister RadhaGyawali said that as energy was the first door to development of Nepal,a PTA with India was "essential"."It is for the nation's development but we will keep national interest inmind," the minister said."The ministry will not step back on matters of national interest but powerdevelopment is in the interest of Nepal," she added.Nepali Congress lawmaker Gagan Kumar Thapa, however, blamed theenergy ministry for creating an "unnecessary dispute" over the proposedPTA.Communist Party of Nepal (Unified Marxist-Leninist) lawmaker KashinathAdhikari sought an explanation from the government over the delay inconcluding the agreement, though Nepal had sent its draft to India fouryears ago.Energy ministry secretary Rajendra Kishore Chettri said the sign-ing of the PTA was delayed due to lack of necessary homeworkfor it."We are trying our best to conclude the negotiations before thevisit of Indian Prime Minister Narendra Modi to Nepal, so that itcan be signed during his visit," Chettri said.Modi is scheduled to visit the Himalayan country in the first week ofAugust.
