There were gains in construction, in professional, scientific and technical services and in public administration. The number of private sector employees decreased in August, while self-employment rose. Employment losses among youths and women aged 25 to 54 In August, employment decreased by 20,000 among youths aged 15 to 24, and their unemployment rate was little changed at 13.4%. On a year-over-year basis, employment for this group was virtually un- changed. Employment declined by 18,000 among women aged 25 to 54 in August, and their unemployment rate was little changed at 5.6%. Compared with 12 months earlier, their employment was down 44,000 (-0.8%). In August, employment increased by 36,000 among men aged 25 to 54, pushing their unemployment rate down 0.2 percentage points to 6.1%. On a year-over-year basis, employment among this group rose 40,000 (+0.6%), with most of the increase occurring in August. Employment was little changed among men and women aged 55 and older in August and their unemployment rate was 6.0%. Compared with 12 months earlier, employment for this group grew by 88,000 (+2.6%), all the result of growth in the population of those aged 55 and older. I CONTD. AAP leader Kumar Vishwas Tuesday said it was not wrong if he attended Prime Minister's Narendra Modi birthday function. "The party can expel me if it sees any wrong in attending the prime minister's birthday func- tion," Vishwas said in an interview with Times Now channel. Modi's birthday is on Sep 17. Vishwas, one of the founder mem- bers of the Aam Aadmi Party, praised Modi for visiting the flood- affected areas of Jammu and Kash- mir. "The last full month of summer ended on a high note. As we look toward the fall market, I expect that demand for ownership housing will remain strong. The fact that sales were up for all major home types in August suggests that first-time buyers and existing home owners remain very active in today's marketplace," said Etherington. The average selling price in August 2014 was $546,303 - up 8.9 per cent in comparison to the average of $501,677 reported in August 2013. The year-to-date average price through August was $562,504, which represented an increase of 8.5 per cent in comparison to the same period in 2013. "The number of listings in August was down in comparison to last year, while the number of sales increased. This means that sellers' market conditions remained in place with a lot of competition between buyers. This is why we continued to see strong price growth last month. Looking forward, if sales growth continues to outstrip listings growth, the average selling price should continue to increase on a year-over- year basis," said Jason Mercer, TREB's Director of Market Analysis. October 27 Elections -Myths and Realities

Toronto - Just a few weeks away, elections in Toronto are keep-ing the 'big four' - the incumbent mayor of Toronto Rob Ford, JohnTory, Olivia Chow and David Soknacki - vying for the covetedpost on their toes. However, according to exper ts what they needto do is dust the shelves and seek guidance from some of thegilded volumes of economic professionals to take the problem-atic bull of Toronto by the horn.Meanwhile, challenges faced by the residents on daily basis stillremain the same as none of the candidates have clarified howjobs and a better lifestyle would be ensured? Just this June theOntario government announced $11 per hour to the respite of few,not all businesses are following this minimum wage policy. Whatis more and to add insult to injury, the government has not taken anysteps to either ensure it is followed in latter and spirit, announce acompensation package for the low income group or tried to controlprice hike.With over 40% of residents associated with the low grade factory posi-tions, the city has little to boast about as people are living on meagersalaries thinking every single hour how to cope with life's challengesand make their two ends meet. Yes gridlock is a big issue but for thosefortunate few who have cars and jobs in Toronto Downtown offices. Fora large number of residents who commute on buses this is not such abig concern.Those living within the $30,000 bracket sweat it out every single dayhow to pay bills, meet kids' basic requirements and maintain a reason-ably decent lifestyle. New immigrants especially find going harsh in theabsence of jobs but kudos to them as they are keeping their spirits andheads high though looking for light at the end of the tunnel. With mountinggrocery and hydro bills for new comers no political jargon, gimmick orrant makes any sense.The 'big four' are touching upon improving infrastructure in the city but noone is talking emphatically about creating 'better jobs and salary struc-tures'. Not only those who are at helm in Toronto but at the state levelalso politicians are living in complete oblivion about the standard ofliving people are forced to embrace. Pledging millions of dollars in aid toNato or countries in dire straits can little help those at home. In the pastfew months several social experts have pressed the need for enhancingthe living standard of Canadians as a large number is only living on handto mouth basis and are unable to save anything even for the rainy day.The state of health facilities and proper welfare scheme for underpaid isin a shambles and people are reeling under heavy tax structure of onesort or the other. Toronto has also failed to attract any direct foreigninvestment and in fact flight of assets in the absence of incentives isslated to hurt the city's economy even more as it will amplify unemploy-ment rate. The state is already becoming lackluster for some of thehighly educated global students who prefer Berlin or other Europeandestinations for better options.Therefore, the 'big four' not only have to discuss threadbare with thewinner later implementing the infrastructural developments but improvebattered lifestyle and enhance economic parameters in the days thatfollow after October 27 elections. One thing is very clear: Hypingthe 'infrastructure' slogan and a sequence of promises alone togarner votes will not help candidates much. The candidate lead-ing from the front with a clear strategy for the city's key woes willemerge victorious. Those retreating in their citadels after thelackluster mayoral internecine attacks on opposition on TV chan-nels require a strategic overhaul, otherwise they will lose moreground than they can even imagine.

INDIAN-AMERICANS FARED BETTER THANOTHERS DURING RECESSION: US REPORTWashington, (IANS) Like otherAmericans, Asian Americans andPacific Islanders (AAPI) includingIndian-Americans were hit hardby the Great Recession, but theyfared better than any other racialgroup, according to a new repor t.During the economic downturn,the unemployment rate more thandoubled for Asian American work-ers from 3.2 percent in 2007 to7.5 percent in 2010, a study re-leased by the US Depar tment ofLabour.But "For the most par t, as a group,AAPI workers have had more

favourable economic outcomesthan workers in any other racialgroup," noted the study titled "TheEconomic Status of Asian Ameri-cans and Pacific Islanders in theWake of the Great Recession."In 2013, the AAPI community hadnearly the highest labour forcepar ticipation rate at 64.9 percentand the lowest unemploymentrate at 5.6 percent.Within the group, the Japanesehave the lowest unemploymentrate at 3.3 percent followed by In-dian and Chinese at 4.4 percentand Vietnamese at 5 percent.Together, workers in AAPI com-munities also have the highestweekly median earnings of all themajor race and ethnic groups($987).Based on raw data, the unem-ployment rate for Indians is lowerthan the unemployment rate ofwhites.

New Delhi, (IANS) The Indian hockey team's high performance di-rector Roelant Oltmans feels that the latest changes in the rules willenable his best eleven in play for a longer period than before.The changes came into force Monday and a match will now be of 60minutes duration with four 15-minute quar ters from the hither to 70minutes in two 35-minute halves.Then there are additional time-outs for penalty corners and to cel-ebrate goal-scoring. That means the new 60-minute format is actuallythe playing time, eliminating the dead time associated with penalty-corner preparations, and also allows the teams time to celebrategoals. After the first and third quarters there will be two-minute breakswhile the existing 10-minute half-time will remain unchanged."The new format gives us the oppor tunity to have our best players onthe pitch longer than we normally do. At the same time it will notmake a lot of difference. Most likely every match will take 70 minutesbecause of all the 40-second breaks after goals and penalty corners,"Oltmans told IANS in an interview.The Incheon Asian Games, from Sep 19 to Oct 4, will be the firsttournament where India will experience the new format."Reduction by 10 minutes looks a lot but in the end, it is not much. Ifa team has seven penalty corners and you score four times, it willtake up 70 minutes and the effective playing time will be the same,"said Oltmans.The Hockey India League (HIL) is also played in the same format,with four quar ters; will that help the players?"It can but that is the case for a lot of other teams. I am not sure ofAsian teams, but in the Euro Hockey League the format is in place foryears. The only difference there is that there are no stoppage times,"added the Dutchman.

Oltmans seems quite pleased with India's recent performance at theGlasgow Commonwealth Games where the team returned with a sil-ver after losing to World Champions Australia 0-4 in the final. "If you win silver and only lose against Australia, who even smashedHolland in the World Cup final, it shows that overall it is a very goodperformance. At this moment, Australia are better than any team inthe world," said the 60-year-old."The final game we could have played better, but currently Australiaare a bit too good for us. Hopefully in a couple of years we can matchthem on level terms."Oltmans is optimistic about India's chances at the Incheon AsianGames. The eight-time Olympic champions have a rather disappoint-ing record at the continental Games where they have managed to winonly twice (1966 & 1998) despite reaching the final 11 times."The aim is to win gold, but you cannot say who will win before thetournament star ts. The only thing we can do is prepare a team asgood as possible to make that chance realistic and that is what weare doing. If we are able to perform to the required level then we havea very good chance," said Oltmans, under whose guidance the Neth-

erlands won the 1996 Atlanta Olympics gold."India are one of the top teams. If you see the last Asia Cup or AsianGames, most times it was South Korea, Pakistan, India and Malaysiawho made the semi-finals and most likely it will be the same thistime."India will open their Asian Games campaign against Sri Lanka Sep 21before taking on Oman (Sep 23), Pakistan (Sep 25) and China (Sep27). The top two teams from the group will progress to the semi-finals.The Incheon Games will also provide India the oppor tunity of secur-ing the 2016 Olympic ber th provided they win the gold medal."A win will give us an Olympic berth but there is no pressure regard-ing that. The pressure is only about winning the Asian Games. Indiahave won only twice so it is a good moment to make it a third time,"said Oltmans, who also guided the Dutch team to the 1998 World Cuptitle."You have to see it as a challenge. The jury is still out whether Narendra Modi has ushered in "achhe din"(good days) in the first hundred days of his government. But one thing aboutwhich there are hardly two opinions among political analysts of all hues isthat after nearly two decades at least we have a stable regime at the centrewith a decisive mandate to implement its agenda without any compulsionsof coalition politics.This in itself is no mean achievement in contemporary Indian politics, espe-cially when most political pundits had decreed that the coalition era at thecentre has come stay for all times to come in view of the phenomenal rise ofthe regional satraps.Winning an absolute majority on his own, of course, does not give a meritcertificate to the ruling BJP and that the new dispensation in New Delhi has tobe judged on the basis of its performance. But 100 days are hardly anymilestone to pause and look back at Modi government's report card.Narendra Modi has, undoubtedly, given a positive and dynamic push to Indiain the first 100 days of his premiership. But people have far greater expecta-tions from the new government. At the same time there is a realization thatthings can't change overnight.To be fair to the Modi government, probably, it is too early to judge its perfor-mance in policy matters. For that people will have to give them some time forthe results to be visible. Moreover, there is a lot baggage from the previousregime which the NDA has to unload before proceeding ahead to implementtheir own agenda.At the very outset of his first innings in New Delhi, Modi has given sometough but politically correct messages to usher in an era of good governance,accountability and transparency in matters of state.All those aged 75-and-above political heavyweights, howsoever high andmighty they may be, have been denied berths in the cabinet. It requirescourage of conviction to be so ruthless, which Modi has amply demon-strated.In yet another coldblooded but significant message to check growing "sonsand daughters syndrome" in Indian politics, kith and kin of many high-profileBJP leaders have been left out in the cabinet formation. Also, the size of theunion cabinet is much smaller than the reasonable limit of 10 percent of thetotal strength of the two houses of parliament. Apparently, this move too hasdisappointed many hopefuls in the party and alliance partners alike.Nonetheless, adequate representation has been given in the union council ofministers to women, Scheduled Tribes, Scheduled Castes, the minoritiesand backward classes from both houses of parliament maintaining regionalbalance. The average of age of the ministers is around 60.Modi has given a roadmap to all his ministers as well as the senior bureau-crats with a timeline for achieving targets keeping in mind three componentsof his mantra of good governance - transparency, accountability, and imple-mentation. He has introduced a new work culture of punctuality and respon-sibility among government employees at all levels.There is no doubt that the Indian economy was in bad shape when Modi took

over as prime minister. Perhaps that is why he has sought 60 months toshow results.The markets, especially the benchmark Sensex (over 25,000) and Nifty (over8,000), have given a roaring welcome to Modi and foreign funds are alsopouring in to help the Indian currency get stronger. But lack of investment ininfrastructure and social sectors is worrying the Indian youth looking foremployment opportunities. Moreover, the results of the measures to checkred tape and corruption are yet to be visible.The current level of inflation and high prices of essential commodities aremaking common people restless. Modi has warned that, if necessary, hemay have to take unpopular measures to revive the stagnant economy.Some other challenges facing the Modi government include law and order,particularly growing crime against women, Dalits and other weaker sec-tions and incidents of communal violence in some parts of the country.People have huge expectations from the BJP government and they can't beblamed for this because they have given a decisive mandate to Modi as asymbol of their hopes and aspirations. The government has initiated someeffective measures to contain inflation when the wholesale price index touched6.01 percent. Exports of essential articles have been restricted to do awaywith supply-side bottlenecks. The government has ordered a crackdown onhoarders to control rising food prices.Some steps have been initiated to reverse the trend of the rupee depreciatingagainst the dollar. Natural gas price rise has been put on hold. Austeritymeasures have been introduced for ministers, including a check on theirforeign travel and a ban on purchase of new cars. For the first time ministershave been asked to get approval of the Prime Minister's Office for any expen-diture above Rs. 1 lakh.Disinvestment has been encouraged in public sector units by allowing 49percent FDI in defence sector from the current 26 per cent, subject to theIndian owners exercising management control. But foreign investors want atleast a 51 percent stake for joint ventures in defence production.Also, foreign direct investment of 100 percent in the railways for the first timeis intended to raise funds for expansion and modernisation of the country'srailway system, the nation's lifeline in many respects. FDI will now be al-lowed in railway infrastructure segments such as electrification, signalling,high-speed and suburban corridors. It will also be allowed through the Spe-cial Purpose Vehicle route to provide last mile connectivity to ports andmines. Further, some railway operations have also been partially opened upto foreign investment.Estimates suggest that the opening of railways to foreign investors will add 1-1.5 percentage points to the overall GDP growth. China and Japan are keen toinvest in the railways sector. As a result of these changes, railways will beremoved from the list of prohibited sectors in the consolidated FDI policy.Modi is also concentrating on social issues like safe drinking water, sanita-tion, primary health and education for all. The government is also keeping aclose watch on the below-average monsoon. The agriculture ministry hasbeen regularly reviewing the monsoon situation as most of Indian agricultureis still dependent on rainfall.

Canada's merchandise exports increased1.4% in July, while imports edged down 0.3%Ottawa - Canada's merchandise exports increased 1.4% in July, while im-ports edged down 0.3%. As a result, Canada's trade surplus with the worldwidened from $1.8 billion in June to $2.6 billion in July.Exports rose to $45.5 billion, led by motor vehicles and parts. Overall, vol-umes increased 1.1% and prices 0.3%.Imports edged down to $43.0 billion, as prices declined 0.6% while volumesincreased 0.4%. Lower imports of aircraft and other transportation equip-ment and parts, consumer goods as well as metal and non-metallic mineralproducts were partially offset by higher imports of motor vehicles and parts.Exports to the United States increaseExports to the United States rose 1.9% to $34.4 billion in July and importsfrom the United States increased 1.2% to $29.2 billion. Motor vehicles andparts was the main contributor to both gains. Canada's trade surplus with theUnited States widened from $4.9 billion in June to $5.1 billion in July.Exports to countries other than the United States edged up 0.1% to $11.2billion. Imports from countries other than the United States declined 3.2% to$13.7 billion, as imports from the principal trading area "all other countries"

(-4.6%) and the European Union (-3.7%) fell. Canada's trade deficit with coun-tries other than the United States narrowed from $3.0 billion in June to $2.6billion in July.Exports of motor vehicles and parts increaseExports of motor vehicles and parts grew 9.7% to $6.9 billion in July. Motorvehicles and parts increased for the fifth time in seven months, as automo-bile sales in both Canada and the United States have hit record highs through-out the year. In July, exports of passenger cars and light trucks (+10.2%) ledthe overall gain, with an increase also being recorded for motor vehicleengines and motor vehicle parts (+8.9%).Exports of energy products declined 2.1% to $11.3 billion, as prices weredown 1.8% and volumes edged down 0.3%. The main contributor to thedecrease in exports was crude oil and crude bitumen, which fell 1.6% to $8.5billion in July following a record high of $8.6 billion in June. Exports of naturalgas declined for a fifth consecutive month, down 6.3% to $1.1 billion in July asvolumes fell 4.6% and prices 1.8%.Imports edge down

Imports of aircraft and other trans-portation equipment and parts fell11.9% to $1.4 billion in July. The maincontributor to the decline was thecommodity grouping "ships, lo-comotives, railway rolling stock,and rapid transit equipment,"which decreased $92 million to$43 million in July. Aircraf t en-gines and aircraft par ts declined9.2% to $687 million.Impor ts of consumer goods de-clined 1.9% to $8.6 billion, a thirdconsecutive monthly decrease.Volumes decreased 1.0% andprices 0.9%. Toronto (IANS): Canada recently announced deployment of several dozen members of the Canadian Armed Forces to Iraq to protect Iraqicitizens against Islamic State (IS) and help prevent any further escalation of the humanitarian crisis being caused by those fleeing the group. Thedetail about the deployment was announced by Canadian Prime Minister Stephen Harper while attending the NATO Summit held in Wales, Britain,Friday, Xinhua quoted a statement available from his office said."The fanaticism of the ISIL terrorist group is a real threat to regional security and millions of innocent people in Iraq, Syria and beyond. Left unchecked,ISIL is also a direct threat to Canada and its Allies. The deployment of members of the Canadian Armed Forces is a concrete measure to deter themurderous rampage of ISIL and respond to the humanitarian crisis it has caused," the office quoted Prime Minister Harper as saying in the statement.Upon final consent from Iraq, the Canadian troops will join the US in advising the Government of Iraq on how to enable security forces in the northernpart of the country to be more effective against the threat posed by the Islamic state (previously called the Islamic State of Iraq and the Levant (ISIL),said the statement. The statement stressed that the members of Canadian Armed Forces will provide strategic and tactical advice to Iraqi forces beforethey commence tactical operations against ISIL and Canada will be present in an advisory and assistance role.The initial deployment of the troops will be for a period of up to 30 days. It will be reassessed after that time. Meanwhile, the US President Barack ObamaFriday said NATO will defend every ally, while reaffirming that the door to NATO membership remains open to nations that can meet its "high standards".He made the remarks here at a press conference following his formal discussions on security issues with leaders of NATO member states on the finalday of the bloc's summit in Newport, Wales of Britain, Xinhua reported. has over 70,000 likes.The initiative caught the imagina-tion of everyone with more andmore individuals, including celeb-rities and groups, coming forwardto participate in the challenge tocherish the joy of sharing.The challenge involves donatingrice to someone in need and shar-ing it online to inspire others to dothe charity. It is believed that morethan 10,000 kg of rice has been dis-tributed in India since the challengetook off."The latest is that people in Cam-bodia have joined it. Several orga-nizations have come forward to

phase in Jammu and Kashmirand Jharkhand. "Due to secu-rity reasons, Jammu and Kash-mir and Jharkhand would seepoll ing in December. In thesetwo states, the deployment ofmuch more forces is required,"the sources, not wishing to beidentified, told IANS.The dates for the elections inHaryana and Maharashtra willbe announced this week, whilefor the o ther two s ta tes theschedule will be announced afterthe first phase.Earlier, speculation was that allfour states would have electionstogether.

The elections in these states arekeenly awaited by the BharatiyaJanata Par ty (BJP) which got athumping victory in the April-MayLok Sabha elections.In all four states, the BJP in-t ends to r epea t i t s w inn ingstreak and the par ty 's seniorleaders have star ted campaign-ing in these states.The l eg is l a t i ve assemb ly o fJammu and Kashmir comprises87 members. India to sign free trade pact onservices, investment with ASEANNew Delhi (IANS): Having received the relevant documents, India will soonsign the India-ASEAN Free Trade Agreement (FTA) in services and invest-ments, Commerce Secretary Rajeev Kher said Wednesday. The agreementdocuments could not be signed at the India-ASEAN Economic Ministersmeeting in Myanmar last week as Commerce Minister Nirmala Sitharamancould not attend owing to other engagements. "Unfortunately because theminister had compelling engagements here, she could not attend the Minis-terial meeting last week but we now have received the agreements onservices and investments and the minister would shortly sign them," Khersaid at an event here. The agreements have to be signed by the economicministers before they are formally adopted. These are now being signedthrough circulation, by which countries sign the documents one by one. Theformal adoption is likely to be during the next India-ASEAN summit later thisyear. All ASEAN members are expected to get the pacts ratified by theirlegislatures by that time. India and the ASEAN already have a FTA on goodsthat was implemented in 2011. The two sides had finalised the FTA inservices and investments during the ASEAN-India Commemorative Sum-mit in December 2012. The FTA in services and investment when imple-mented is expected to facilitate the temporary movement of business people,including contractual service suppliers and independent professionals inaccounting, architecture, engineering services, medical and dental, nursingand pharmacy, computer services and management consulting.

"This is a reasonable demand of the state and it should beunconditionally fulfilled. Punjab had suffered a lot during themilitancy period and is still suffering the pains of that period.The war against terrorism was a nation's war fought by Punjabfor the security and integrity of the country," he said.The Punjab government, led by Sukhbir's father Parkash SinghBadal, had been critical of the earlier United Progressive Alli-ance central government for not giving a financial package toPunjab and alleged its attitude towards Punjab was "discrimina-tory". Sukhbir Badal said that he and the chief minister wouldmeet Prime Minister Narendra Modi and Finance Minister ArunJaitley to seek a financial package. He said Punjab was alsolagging behind on economic front due to massive tax conces-sions provided to hill states, and demanded Punjab should alsobe included in that category. The foreign secretary-level talks were scheduled to bethe precursor of the bilateral meeting between Modi and Sharif in NewYork later this month on the sidelines of the UN General Assembly meet-ing. Cairo, (IANS) Arab foreign ministers agreed Sunday to jointly actagainst extremist groups, par ticularly the Islamic State (IS), but didnot state their possible coordination with the US, a media repor t said.At a meeting in Cairo Sunday, the ministers agreed to cooperate todeny the extremist group any sor t of access to financial suppor t orpolitical concessions, Xinhua repor ted.They also called on Arab states that are not yet members of "The ArabConvention on the Suppression of Terrorism" to join the effor t as quicklyas possible, calling for national and regional strategies against ter-rorism.Repor ts prior to the meeting said that the Arab states would agree tocoordinate with the US in containing the IS, which controls large par ts

of Syria and Iraq. But the meeting fell shor t of clearly adopting anystance in such cooperation.Meanwhile, Jordan Sunday said it's not part of any coalition of bat-tling the IS.Jordan's Minister of State for Media Affairs Mohammad Momani saidJordan will continue to coordinate with all countries on how to faceterrorism and terrorist organisations.Earlier Saturday, the US said it was building a coalition to battle thethreat from the extremist group Islamic State. Obama to set out plan to go on offensive against Islamic StateWashington: President Barack Obama will deliver a speech to Ameri-cans and consult with lawmakers this week to sell his plan to go onthe offensive against Islamic State militants, but is trying to head offpublic concern about another big military escapade.Obama said that in his remarks on Wednesday he would "describewhat our game plan's going to be." The first ever event of its kind the event fea-tured top level T20 cricket matches on a regulation field, underflood lights.The festival was an initiative aimed at engaging, inspiring andmotivating kids and community members to pursue a healthylifestyle through cricket. The broader objective was to foster thespirit of cricket at the community and grassroots level as anactive and affordable spor t. It was a free-admission event anddrew the attention of a large number of cricket enthusiasts whocame out not only to enjoy but support their favorite spor t.The two-day event, graced by Mayor Hazel McCallion, featuredexhibition matches that included a Peel Regional Police teamagainst the Ontario Cricket Academy and Club U-19 and an U13and Women's cricket demonstration. The two main eventmatches included the Ontario Cricket Academy and Club;Mississauga based Elite team, against two of the top club sidesin Canada -the Toronto Cricket Club and Brampton Masters CricketClub.
