Consultants who fulfil the following requirements shall be eligible to apply for pre-qualification with a copy of the self-attested documents:

Engineering Consultant having minimum

Five years of consultancy experience in

related field.

(b) इस पीक्रू् बोिी को प्रस्तुत करिे की अंततम ततधथ से पूर्य हदि को समाप्त र्ोिे र्ािे पााँर् र्र्य की अर्धर् के दौराि न्रू्ितम दो समाि पररर्ोजिाओं, ष्जिमें से प्रत्रे्क की िागत ` 35 करोड़ से कम ि र्ो, - को डडजाइि र् परामर्य सेर्ाएं प्रदाि की गई र्ों। Should have satisfactorily designed and

offered consultancy services for at least

TWO similar consultancy projects each

project cost not less than ` 35 Crores

during the last five years ending previous

day of last date of submission of PQ bids.

(a) परामर्यदाता प्रततष्ट्ठाि की कम से कम 5 र्र्य पूर्य स्थापिा की गई रै्, र्र् प्रमाखर्त करि ेर्ािे साक्ष्र् प्रस्तुत ककए जाएं। Credentials proving the establishment of the consultancy firm for a minimum period of 5 years to be submitted.

(b) कार्य अिुभर् दर्ायिे र्ािे पूर्यता प्रमार्-पि सहर्त कार्य आदेर् की प्रमाखर्त प्रततलिवप। तिजी प्रततष्ट्ठाि/ ग्रार्कों के लिए ककए गए कार्य के लिए दस्तार्ेज टीडीएस (स्रोत पर कर-कटौती) प्रमार्-पि द्र्ारा समधथयत र्ोिे र्ाहर्ए। Certified copies of Work order along with completion certificates to establish work experience. For works carried out for private firms / clients, the documents shall be supported by TDS ( Tax Deducted at Source) certificates.

िोट Note: समाि कार्य का आर्र् रै् - समाि कार्य अथर्ा कोई अन्र् कार्य, ष्जसका मूल्र् उपरु्यष्ल्िखित रालर् से कम ि र्ो - के लिए पीएमसी (पररर्ोजिा प्रबंर्ि परामर्य) सेर्ाओं सहर्त “ऑफर्ोर/मरीि अर्संरर्िाओं रे्तु परामर्य सेर्ाएं प्रदाि करिे का अिुभर्” Similar works shall mean “Experience in providing consultancy services for Offshore / Marine Structures” including PMC (Project Managament Consultancy) services for the same work or any other work of value not less than the amount mentioned above.

(i) ककए गए कार्ों का मूल्र्, कार्य के र्ास्तवर्क मूल्र् में 7% प्रतत र्र्य की सार्ारर् दर से बढ़ोत्तरी करिे पर र्तयमाि िागत स्तर तक र्ो जािा र्ाहर्ए, ष्जसकी गर्िा कार्य समाप्त र्ोिे की ततधथ से परू्य-अर्यता बोिी रे्तु आरे्दि की प्राष्प्त की अतंतम ततधथ तक की जाए। The value of executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum, calculated from the date of completion to last date of receipt of application for PQ bids.

(ii) उप-संवर्दा एर् ं संरु्क्त उद्र्म अथर्ा कंसोहटयर्म के रूप में संपाहदत कार्य को पािता/मूल्र्ांकि रे्तु र्रीर्ता िर्ीं दी जाएगी। Work executed as sub-contract & joint venture or Consortium will not merit for eligibility/evaluation.

b. र्ैर् आईएसओ प्रमार्ि र्ोिा र्ाहर्ए Should possess valid ISO Certification.

आईएसओ प्रमार्ि का दस्तार्जेी साक्ष्र् प्रस्तुत ककर्ा जाए। Documentary proof of ISO certification to be submitted.

3. लिखित अिुरोर् पर, पूर्य-अर्यता (पीक्रू्) दस्तारे्ज “लेखा अधिकारी, सैक, अहर्दाबाद” के पक्ष में आर्ररत अधर्सूधर्त बैंक द्र्ारा जारी क्रॉस डडमांड ड्राफ्ट के रूप में ` 1,000/- (अप्रततदेर्) के आर्श्र्क रु्ल्क के भुगताि पर सरू्ह निदेर्क का कायाालय, निर्ााण एवं अिुरक्षण सरू्ह, अंतररक्ष उपयोग कें द्र (सैक), जोिपुर टेकरा, अंबावाडी ववस्तार पो.ऑ., अहर्दाबाद-380015 (दरूभाष सं (079) 26914941/4943/4901) से ककसी भी कार्य हदर्स पर (र्तिर्ार, रवर्र्ार और सार्यजतिक छुट्हटर्ों को छोड़कर) उपरु्यक्त पैरा 1 में दी गई अर्धर् के दौराि प्राप्त ककए जा सकते र्ैं। On request in writing, Pre-Qualification (PQ) documents may be obtained from Office of the Group Director, Construction and Maintenance Group, Space Applications Centre (SAC), Jodhpur Tekra, Ambawadi Vistar P.O., Ahmedabad –380015, Ph. No. (079) 26914943 / 4927 / 4901 on any working day during the period mentioned in Para 1 above (except on Saturdays, Sundays and Public holidays) on payment of requisite fee of Rs. 1,000/- (non-refundable) in the form of crossed Demand Draft issued by a scheduled Bank drawn in favour of “Accounts Officer, SAC, Ahmedabad”.

पीक्रू् दस्तारे्ज को डाक द्र्ारा जारी करि ेका अिुरोर् पीक्रू् दस्तारे्ज + िेिि सामग्री तथा पोस्टि प्रभार की िागत रे्तु ` 1,500/- का िाते में भुगताि र्ोग्र् डडमांड ड्राफ्ट (अप्रततदेर्) “लेखा अधिकारी, सैक, अहर्दाबाद” के पक्ष में प्रस्तुत करिा र्ोगा। दस्तावेज को इसरो वेबसाइट: http:// www.isro.gov.in या http:// www.sac.gov.in. से भी डाउिलोड ककया जा सकता है।

Requisition for issue of PQ documents by post shall be accompanied by account payee Demand Draft for Rs. 1,500/- (non-refundable) towards cost of PQ document + stationery & postage charges drawn in favour “Accounts Officer, SAC, Ahmedabad” payable at Ahmedabad.

दस्तारे्ज को इसरो रे्बसाइट: http:// www.isro.gov.in र्ा http:// www.sac.gov.in. से भी डाउििोड ककर्ा जा सकता रै्। ऐजेंसी द्र्ारा रे्बसाइट से डाउििोड ककर्ा रु्आ पीक्रू् दस्तारे्ज भी पूर्य अर्यता प्रकक्रर्ा में भाग िेिे रे्तु रै्र् रै्। जो रे्बसाइट से पीक्रू् दस्तारे्ज को डाउििोड करके उपर्ोग करिा र्ार्ती र्ैं उन्र्ें उपरु्यक्त दस्तारे्ज की रु.1,000/- का कीमत/रु्ल्क भुगताि कर अधर्सूधर्त बैंक द्र्ारा जारी रेखित डडमांड ड्राफ्ट को िेिा अधर्कारी, सैक अर्मदाबाद के पक्ष में पीक्रू् बोिी के साथ प्रस्तुत करिा र्ोगा। आर्श्र्क रु्ल्क के त्रबिा प्राप्त पीक्रू् बोिी अरै्र् मािी जाएगी।

The documents can also be downloaded from Department websites: www.isro.gov.in or www.sac.gov.in. The PQ document downloaded by the applicants from the website shall also be valid for participation in the pre-qualification process. Those making use of the PQ documents downloaded from the website shall have to pay the cost / fee of PQ document as specified above in the form of crossed Demand draft for Rs. 1,000/- issued by a scheduled Bank in favour of the “Accounts Officer, SAC, Ahmedabad” along with the submission of PQ bids. PQ bids received without the requisite fee shall be considered as invalid.

4. र्ाडय कॉपी में (वेबसाइट से डाउिलोड वाले पीक्यू दस्तावेज को प्रयोग करिे वाले पीक्यू दस्तावेज की कीर्त का डडर्ांड ड्राफ्ट को सक्मर्ललत करते हुए) वर्धर्र्त ्भरे रु्ए पीक्रू् बोिी को आर्श्र्क दस्तारे्ज के साथ कपड़ ेकी तर् र्ािे मोर्रबंद कर्र में प्रस्तुत करिा र्ोगा। कर्र के ऊपर लिखित ‘पूर्य अर्यताबोिी ‘एरं् कार्य का िाम, पीक्रू् सूर्िा िंबर एरं् आरे्दक/परामर्यदाता

के िाम के साथ प्रस्तुत करिा र्ोगा। कर्र में आरे्दक/परामर्यदाता को जारी वर्धर्र्त रुप से भरा रु्आ एरं् र्स्ताक्षर ककर्ा रु्आ पीक्रू् दस्तारे्जों का पूर्य सेट र्ोगा।

The duly completed PQ bids along with requisite documents in hard copy (including Demand draft for cost of PQ document for those making use of the PQ documents downloaded from the website) should be submitted in sealed cloth lined cover. This cover shall be super-scribed with ‘Pre-Qualification Bid’ and also the name of the work, PQ Notice number and name of applicant/ consultant. This cover shall contain the full set of PQ documents issued to the applicant/ consultant, duly filled in and signed.

4. आरे्दक/बोिीकताय को पीक्रू् बोिी के सभी पषृ्ट्ठों पर, फॉमेट एरं् फामों सहर्त, अरू्क रूप से र्स्ताक्षर करिा र्ोगा। पीक्रू् बोिी के साथ वर्धर्र्त रूप से भरे रु्ए आर्श्र्क पषृ्ट्ठों सहर्त मूि पीक्रू् दस्तारे्ज र्ापस करिे र्ोंगे। Applicant / consultant shall sign all the pages of PQ bid including Formats and Forms without fail. The original PQ document, duly filled in at required pages should be returned along with the PQ bid.

5. उपरु्यक्त पैरा 1 में दी गई अिुबंधर्त ततधथ एरं् हदए गए समर् पर पीक्रू् बोिी सरू्ह निदेर्क कायाालय, निर्ााण एवं अिुरक्षण सरू्ह सैक, अहर्दाबाद के कार्ायिर् में प्राप्त की जाएंगी तथा िोिी जाएंगी। संके्षप में वर्िंब से एरं् देरी से प्रस्तुत की गई पीक्रू् बोिी को अस्र्ीकार कर हदर्ा जाएगा। पीक्रू् बोलिर्ा ंउपष्स्थत बोिीकतायओं अथर्ा उिके द्र्ारा प्राधर्कृत प्रतततिधर्र्ों की उपष्स्थतत में िोिी जाएंगी। PQ bids will be received and opened at the Office of the Group Director, CMG, SAC on the stipulated date and time specified in Para 1 above. Delayed and late submission of PQ bids will be summarily rejected. PQ bids will be opened in the presence of attending bidders or their authorized representatives.

6. िोििे की तिर्त ततधथ पर, पीक्रू् बोिी िोिी जाएंगी। माि दस्तारे्जी पािता के आर्ार पर पीक्रू् दस्तारे्ज जारी र्ो जाि ेसे आर्देक अर्यता के लिए पाि िर्ीं र्ो जाएगा। आगे की वर्स्ततृ संर्ीक्षा/मूल्र्ांकि तिम्िलिखित र्रर्ों में की जाएगी: On the due date of opening, the PQ bids will be opened. Issue of PQ document on the basis of the documentary eligibility alone will not make an applicant eligible for qualification. Further detailed scrutiny / evaluation will be carried out in following stages:

चरण Stage-1 : पीक्रू् बोिी के मूल्र्ांकि के दौराि, बोिीकताय द्र्ारा प्रस्तुत दस्तारे्ज की वर्स्ततृ संर्ीक्षा की जाएगी। इस स्तर पर पािता मापदंड को पूर्य ि करि ेर्ािे ककसी भी आरे्दि/पीक्रू् बोिी को आगे की प्रकक्रर्ा रे्तु वर्र्ार िर्ी ंककर्ा जाएगा। During the evaluation of PQ bids, the documents furnished by the bidders will be scrutinized in detail. Any application/ PQ bid, found as not fulfilling the eligibility criteria will be rejected at this stage and such offers will not be considered for further processing.

चरण Stage-2 : इसके बाद आरे्दकों की सक्षमता का मूल्र्ांकि तकिीकी मूल्र्ांकि सलमतत (टीईसी) द्र्ारा ककर्ा जाएगा ष्जसमें आरे्दक द्र्ारा ककए गए कार्ों का र्र्ि कर फमय का तिरीक्षर् भी ककर्ा जाएगा। मूल्र्ांकि मापदंड सहर्त तकिीकी मूल्र्ांकि फॉमेट संिग्ि रै्। परामर्यदाता से, र्हद आर्श्र्कता र्ोती रै्, तो उिके प्रमार्-पिों, वर्लभन्ि तकिीक, आहद का सैक की वर्भागीर् मूल्र्ांकि सलमतत के समक्ष प्रस्तुतीकरर् करिे के लिए कर्ा जा सकता रै्। The competency of the applicants will be further evaluated by a Technical Evaluation Committee (TEC) including inspection of the firm for selected works carried out by applicant. The Technical Evaluation format including the evaluation

criteria is enclosed. Consultants will also be asked to make presentations, on their credentials, various techniques etc., to the Department Evaluation Committee of SAC, Ahmedabad, if required.

केवल चरण-1 की आवश्यकताओं को पूणा करिे वाले बोलीकताा ही चरण-2 के अंतगात रू्लयांकि प्रकक्रया के पात्र होंगे। संपूणा रू्लयांकि के पश्चात ्अंनतर् लघुसूचीयि ककए गए बोलीकताा ही निववदा र्ें आगे की प्रनतभाधगता के ललए योग्य होंगे।

Only those bidders who satisfy requirements under Stage-1 will be eligible for evaluation process under Stage-2. The bidders who are finally shortlisted after the complete evaluation will be qualified for further participation in the tender.

7. भारत के राष्ट्रपतत की ओर से तिवर्दा स्र्ीकताय प्राधर्कारी ककसी भी प्राप्त आरे्दि को स्र्ीकार करि ेके लिए बाध्र् िर्ी ंरै् तथा उसके पास त्रबिा कोई कारर् बताए ककसी भी र्ा संपूर्य आरे्दिों को तिरस्त करिे का अधर्कार सुरक्षक्षत रै्। The accepting authority on behalf of The President of India is not bound to accept any of the applications received and reserves the authority to reject any or all the applications received without assigning any reason.

8. स्र्ीकताय प्राधर्कारी के पास समर्-समर् पर सरकार की िीततर्ों के अिुसार प्रस्तार्ों को प्राथलमकता देिे का वर्कल्प सुरक्षक्षत रै्। The accepting authority reserves the option to give preferences to the offers in accordance with the policies of the Government from time to time.

9. पूर्य-अर्यता के संबंर् में प्रत्र्क्ष र्ा अप्रत्र्क्ष रूप से कोई भी पक्षप्रर्ार सख्त तिवर्द्र् रै्। Canvassing directly or indirectly, in connection with Pre-Qualification is strictly prohibited.
