    French and NATO

    French is one of founding member of the Atlantic Alliance, France is oneof NATOs key contributors France has regularly contributed troops toNATOs military operations, making it one of the largest troop-contributingstates. It is also NATOs fourth biggest contributor to the military budget.

    General Charles de Gaulle withdrew France from NATOs military structurein 1966 in protest over American dominance of the Atlantic Alliance

    Cause: 1. French calls for an autonomous European military capability,Europeanize the foreign military bases of EU member statesand creation of common EU arms market

    2. refusal to integrate Frances nuclear deterrent or accept any form ofcontrol over its armed forces

    Finally At NATOs Strasbourg/Kehl Summit, April 2009, France officiallyannounced its decision to fully participate in NATO structures

    "Partnership for Peace", and in 1997 inFrance the founding act on Russia-NATOCouncil was signed, covering issues ofmutual relations, security and cooperationbetween the two parties

    New York, the NATO-Russia Council meetingPessimistic about Russia in membership ofNATO: 1. NATO requires that its membershave civilian and democratic control overtheir armed forces. 2. Russia needs NATO asan enemy, not as an alliance partner. 3.China. If Russia ever became a NATOmember, it would extend the alliances

    the EU's High Representative for the Common Foreign and Security Policy,december 2003, esp. In case of Terrorism, WMD, regional Conflict, stateFailure, and organized crime.

    EU have EU Common Security and Defence Policy (CSDP) that since Since2003 the EU has conducted 28 civilian and military operations, 8 of whichwere military missions, including: Operation Concordia in Macedonia(2003), Operation Artemis in the Democratic Republic of the Congo(2003), Operation Althea in Bosnia-Hercegovina (2004), EUFORTchad/RCA in Eastern Chad (2008).

    Since 2003 the EU has conducted 28 civilian and military operations, 8 ofwhich were military missions, including: Operation Concordia inMacedonia (2003), Operation Artemis in the Democratic Republic of theCongo (2003), Operation Althea in Bosnia-Hercegovina (2004), EUFORTchad/RCA in Eastern Chad (2008). The EU acted independently in the caseof DR Congo and Eastern Chad, but with access to NATO's equipment andcommand structures in the case of Macedonia and Bosnia.
