1. Executive Summary

Compliance assessment for 227 Bungarribee Rd Blacktown, based on the documents referenced in

Part 2.3 of this report was undertaken against the Deemed-to-Satisfy Provisions of the BCA 2019

Volume 1 Amendment 1, Part D3: Access for people with a disability. Other relevant accessibility

requirements included in AS1428.1, AS2890.6 and other referenced documents were considered

during the assessment.

On the basis of provided documentation it is concluded that compliance in accordance with BCA

Part D3 has been achieved. Some details of the access requirements are readily achievable during

normal construction practices, details of these have been provided throughout the report.

Subject to the implementation of the additional details noted in the report, the development complies

with the access requirements of BCA 2019 Amendment 1.

2. Introduction

2.1 Location and Description

The proposed development is located at 227 Bungarribee Road, Blacktown NSW 2148. The

development incorporates a two storey boarding house with basement carparking. The following

BCA classifications apply:

Ground Class 3 Boarding House

Level 1 Class 3 Boarding House

2.2 Purpose of the Report

Northwest Professional Services were engaged as access consultants for this project to undertake

an assessment of the proposed design documentation in relation to the accessibility requirements

as identified in Part 2.3 below, for submission to the Consent Authority as part of the development

application documentation.

Specifically, the report provides a design review of development application (DA) plans to establish

if compliance with the Access Code as depicted in the Building Code of Australia 2019 Volume 1

(BCA) has been achieved prior to DA lodgement. Any areas on non-compliances have been

highlighted and require further design review or implementation of performance solutions to achieve

compliance with the BCA.

2.3 Scope

This report provides an Accessibility Design Review of the relevant project architectural

documentation in the context of the following:

• Part D3, Clause F2.4 and Clause E3.6 “deemed-to-satisfy” (DTS) requirements of the

Building Code of Australia 2019 Vol 1 Amendment 1 (BCA);

• Disability (Access to Premises – Buildings) Standards 2010 (Premises Standards);

• The Guide to the BCA 2019 Vol 1 Amendment 1 (BCA Guide);

• Australian Standards AS1428.1:2009 – Design for Access and Mobility – Part 1: General

requirements for access – New building work;

• Australian Standards AS1428.4.1:2009 – Design for Access and Mobility – Part 4.1: Means

to assist the orientation of people with vision impairment – Tactile ground surface indicators;

• Australian Standards AS2890.6:2009 – Parking Facilities – Part 6: Off-street parking for

people with disabilities; and

2.4 Limitations and Exclusions

The Disability Discrimination Act 1992 (DDA) is a Commonwealth Government legislation enacted

in 1993 that seeks to ensure all new building infrastructure, refurbishment, services and transport

projects provide functional, equitable and independent accessibility. The DDA is a complaints-based

legislation which is administered by the Australian Human Rights Commission (AHRC). For any built

environment the key requirement of the DDA is to ensure functionality, equity and independence of

movement by people with disabilities, their companions, family and care givers.

A key component of compliance to the DDA is the use of the Standards, DTS requirements as well

as AS1428.1, AS1428.4.1 and AS2890.6. The AS1428 series details technical requirements related

to design for access and mobility.

The report does not include or assess the following:

• The provisions of the BCA not directly referenced in this report;

• Standards not directly referenced in this report; including AS4299:1995 regarding Adaptable

Housing;

• Disability Discrimination Act 1992;

• Environmental Planning & Assessment Act 1979, and Environmental Planning & Assessment

Regulation 2000, except where explicitly specified in Part 1.3 of this report;

• Federal/State/Local planning policies unless explicitly specified in Part 1.3 of this report;

• Work Health & Safety considerations or Work cover requirements;

• Performance based assessments (performance solutions) of the BCA;

• This report does not provide any exemptions from the requirements of the BCA;

• This report is not a Part 4A compliance certificate under the Environmental Planning &

3. BCA Accessibility Requirements

A BCA Part D3 compliance assessment based on the documents referenced in Appendix A of this

report has been undertaken against the Deemed-to-Satisfy Provisions of the BCA.

Outlined below is a summary of the Deemed-to-Satisfy Provisions of the BCA. All Deemed-to-Satisfy

clauses that are applicable to the subject building have been referred below including a comment

adjacent to each clause of the proposal’s ability to satisfy each respective clause.

The abbreviations outline below have been used in the following tables:

Part D3 – Access for People with Disabilities

D3.0 Deemed-to-Satisfy Provisions

Note This clause clarifies when the requirements of Performance Requirements DP1 to DP6, DP8 and DP9 are satisfied.

D3.1 General Building Access Requirements

CMP Buildings and parts of buildings must be accessible as required by Table D3.1, unless exempted by D3.4.

Compliance with Part D3 of the BCA is applicable to this building as follows:

Common areas:

From a pedestrian entrance required to be accessible to at least 1 floor containing sole-occupancy units and to the entrance doorway of each sole-occupancy unit located on that level.

To and within not less than 1of each type of room or space for use in common by the residents, including a cooking facility, sauna, gymnasium, swimming pool, common laundry, games room, TV room, individual shop, dining room, public viewing area, ticket purchasing service, lunch room, lounge room, or the like.

Where a ramp complying with AS 1428.1 or a passenger lift is installed—

(a) to the entrance doorway of each sole-occupancy unit and

(b) to and within rooms or spaces for use in common by the residents, located on the levels served by the lift or

located on the levels served by the lift or ramp.

Sole Occupancy units:

If the building or group of buildings contain — 1 to 10 sole-occupancy units — to and within 1 accessible sole-occupancy unit.

11-40 – to and within 2 accessible sole occupancy units.

Not more than two accessible sole occupancy units may be located to each other.

Comments:

It is critical that requirements of AS 1428.1-2009 for an uninterrupted path of travel to, into or within all common areas is maintained. These requirements include, but are not limited to:

➢ An interrupted path of travel shall not include a step, stairway, turnstile, revolving door, escalator, moving walk or other impediment. Lift connects the basement with the upper two storeys, uninterrupted path of travel is provided with in the building.

➢ The minimum unobstructed height along the path of travel shall be not less than 2000 mm and not less than 1980 mm at doorways.

➢ Unless otherwise required or permitted (e.g. at doors, curved ramps and similar), the minimum unobstructed width of the path of travel shall be not less than 1000 mm with doorways of not less than 850 mm clear opening. The following shall not intrude into the minimum unobstructed width of the path of travel:

❖ Fixtures and fittings such as lights, awnings, windows that, when open, intrude into the circulation space, telephones, skirtings and similar objects

❖ Fire hose reels, fire extinguishers and switchboards

❖ Door handles located at less than 900 mm above the finished floor level

➢ An interrupted path of travel and any circulation spaces shall have a slip-resistant surface. The texture of the surface shall be traversable by people who use a wheelchair and those with an ambulant or sensory disability

➢ Abutment of surfaces shall have a smooth transition. Design transition shall be 0 mm. Construction tolerances are limited to the following:

❖ 0 ± 3 mm vertically or

❖ 0 ± 5 mm, provided the edges have a bevelled or rounded edge to reduce the likelihood of tripping as shown on Fig D3.1-1 (a) and (b) (all dimensions throughout the report are in mm)

❖ Tolerances for raked joint pavers are limited to those shown on Fig D3.1-2 (a), (b) and (c).

➢ Floor coverings – Where floor coverings are provided these need to be arranged as discussed under Clause D3.3.

D3.2 Access to Buildings

CMP An accessway must be provided to a building required to be accessible—

(a) from the main points of a pedestrian entry at the allotment boundary; and

(b) from another accessible building connected by a pedestrian link; and

(c) from any required accessible carparking space on the allotment.

In a building required to be accessible, an accessway must be provided through the principal pedestrian entrance, and—

(a) through not less than 50% of all pedestrian entrances including the principal pedestrian entrance; and

(b) in a building with a total floor area more than 500 m2

, a pedestrian entrance which is not accessible must not be located more than 50 m from an accessible pedestrian entrance,

except for pedestrian entrances serving only areas exempted by D3.4.

Where a pedestrian entrance required to be accessible has multiple doorways—

(a) if the pedestrian entrance consists of not more than 3 doorways — not less than 1 of those doorways must be accessible and

(b) if a pedestrian entrance consists of more than 3 doorways — not less than 50%of those doorways must be accessible.

Where a doorway on an accessway has multiple leaves, (except an automatic opening door) one of those leaves must have a clear opening width of not less than 850 mm in accordance with AS 1428.1.

Note: the meaning of accessway is uninterrupted path as described under Clause D3.1 above.

Comments:

Subject to achieving the requirements for uninterrupted path described under Clause D3.1 and achieving compliance with the remaining accessibility requirements, provided architectural plans are showing that compliance with D3.1 has been achieved:

A pedestrian ramp with maximum gradient 1:14 is provided from the allotment boundary at Bungarribee Road to the doorway into the communal hallway at the entrance of the building. Requirements for construction of ramps are discussed under Clause D3.3.

Accessway is provided from the accessible parking space in the basement to other parts of the building required to be accessible.

(a) for a ramp, except a fire-isolated ramp, clause 10 of AS 1428.1; and

(b) for a stairway, except a fire-isolated stairway, clause 11 of AS 1428.1; and

(c) for a fire-isolated stairway, clause 11.1(f) and (g) of AS 1428.1

Every passenger lift must comply with E3.6

An accessway must have:

(a) passing spaces complying with AS 1428.1 at maximum 20 m intervals on those parts of an accessway where a direct line of sight is not available; and

(b) turning spaces complying with AS 1428.1:

(A) within 2 m of the end of an accessway where it is not possible to continue travelling along the accessway and

(B) at maximum 20 m intervals along the accessway and

(c) an intersection of accessways satisfies the spatial requirements for a passing and turning space; and

(d) a passing space may serve as a turning space.

Comments:

Requirements for building elements located in an accessway are discussed below. Subject to implementing the items discussed below and achieving compliance with the remaining accessibility requirements and providing additional information on plans, BCA compliance can be readily achieved during construction.

Ramps general

Pedestrian ramps shown on architectural plans are required to comply with clause 10 of AS1428.1:

Generally, ramps must be arranged as shown on Fig. D3.3-1a and Fig D3.3-1b

Where ramp intersects with property boundary, the ramp is required to be set back by minimum of 900 mm so the handrails and the tactile ground surface indicators (TGSI) do not protrude into the transverse footpath. Example is given in Fig D3.3-1c.

Landings in ramps

Ramps are required to be provided with landings at the top and bottom of the ramp and at intervals not exceeding 9 metres for ramp gradients of 1 in 14. The length of landings is required to be not less than:

- 1200 mm where there is no change in direction;

- 1500 mm where there is change in direction not exceeding 90°

- 1540 mm in the case of change in direction exceeding 90°

Plans show that ramps comply with this requirment.

Handrails in ramps

Ramps are required to have handrails on each side of the ramp. Where ramps are located near intersections with boundaries, ramps are required to be set back by minimum of 900 mm so the handrail and the Tactile Ground Surface Indicators (TGSI) do not protrude into the transverse path of travel.

Where the intersection is at an internal corridor, the ramp shall be set back by a minimum of 400 mm so that handrails do not protrude into the transversa path of travel.

Handrails are required to extend a minimum of 300 mm horizontally past the landing transition point at the top and bottom of the ramp except in the case of an intermediate landing.

Handrails can be terminated by turning down or horizontally through 90° to the wall. Suitable handrail extensions are shown on Fig D3.3-2 and Fig D3.3-3.

Handrails shall be continuous throughout the ramp and any intermediate landings.

Handrails and balustrades shall not encroach into required circulation spaces.

The top of handrails shall be not less than 865 mm nor more than 1000 mm above the nosing of stairway tread or the plane of the finished floor of the walkway, ramp or landing. The height of the top of the handrail shall be consistent through the ramp and any landings.

Handrails shall be securely fixed and rigid, and their ends shall be turned through a total of 180°, or to the ground, or returned fully to end post or wall face as shown in Fig. D3.3-2 and D3.3-3.

The clearance between a handrail and an adjacent wall surface or other obstruction shall be not less than 50 mm. This clearance shall extend above the top of the handrail by not less than 600 mm.

Handrails shall have no obstruction to the passage of a hand along the rail.

If a balustrade is required at a height greater than the handrail, both shall be provided.

The cross-section of handrails shall be circular or elliptical, not less than 30 mm or greater than 50 mm in height or width for not less than 270° around the uppermost surface as shown in Fig D3.3-4 and D3.3-5. Elliptical handrails shall have the greater dimension in the horizontal axis as shown

Exposed edges at ends and corners of handrails shall have a radius of not less than 5 mm.

Handrail cross-section shall be in accordance with figures D3.3-4 and Fig D3.3-5.

Stairways

Stairways other than fire isolated stairways need to comply with clause 11 of AS 1428.1-2009. Details of these requirments are discussed as follows:

Handrail is recured to continue by not less than one thread width past (when descending) the first riser before handrail transitions into a horizontal section.

Handrails need to be extended by 300 mm past the point of horizontal transition at top and bottom of stairs.

Examples of handrail terminations are shown on figures D3.3-8 and D3.3-9.

Inner handrails must be continuous at intermediate landings.

Handrail cross-section shall be in accordance with figures D3.3-4 and Fig D3.3-5.

Stairs shall have opaque risers. Stair nosings shall not project beyond the face of the riser. The riser may have a splay backwards up to a maximum 25 mm. Stair nosing profiles shall have a sharp intersection; be rounded up to 5 mm radius; or be chamfered up to 5 mm x 5 mm.

At the nosing, each tread shall have a strip not less than 50 mm and not more than 75 mm deep across the full width of the path of travel. The strip may be set back a maximum of 15 mm from the front of the nosing. The strip shall have a minimum luminance contrast of 30% to the background. Where the luminance contrasting strip is not set back from the front of the nosing then any area of luminance contrast shall not extend down the riser more than 10 mm.

Examples of stairway handrail terminations are given in Fig. D3.3-8 and D3.3-9.

TGSIs shall be installed in accordance with BCA Clause D3.8 and AS 1428.4.1. Details are provided in Section D3.8.

Plans show compliance with these requirements.

Passing and turning spaces

Passing spaces must be provided maximum 20 m intervals on those parts of an accessway where a direct line of sight is not available. No section of the accessway within the class 3 part of the building exceeds 20 m, passing spaces are not required to be provided in that part of the building. The accessway between the pedestrian entrance at Balmoral Road and the doorway into the corridoor of the ground floor lobby is also under 20 m. Passing spaces, if decided to be provided in addition to BCA requirements can be arranged in accordance with Fig D3.3-10.

Turning spaces must be provided within 2 m of the end of the accessway and at maximum 20 m intervals along the accessway. A passing space may serve as a turning space; an intersection of an accessway satisfies the requirements for passing and turning spaces.

The space required for a wheelchair to make a 60° to 90° turn shall have a gradient no steeper than 1 in 40 and shall be not less than 1500 mm wide and 1500 mm long in the direction of travel. The space may be splayed across the internal corner as shown in Fig D3.3-11.

The space required for a wheelchair to make a >90° to 180° turn shall be not less than 2070 mm in the direction of travel and not less than 1540 mm wide, as shown in Fig D3.3-12.

Doorways

All doors are to be a minimum of a clear opening width of not less than 850mm and the required circulation spaces around doors to be accessible in accordance with AS 1428.1. Circulation spaces at doorways must be provided as shown on Fig D3.3-13.

Door hardware is to be a “D” grasping style, 20N force to open and close all doors;

Doors and doorways when located on accessway, need to have 30% luminance contrasting to distinguish door locations.

D3.5 Accessible Parking

CMP An accessible parking space is required to be provided and this parking space needs to comply with AS2890.6.

Comments:

An accessible parking space has been provided in the basement and this parking space needs to comply with AS2890.6.

Spatial requirements for this parking space in accordance with AS2890.1 are shown on Fig D3.5-1.

Minimum clear headroom over the accessible parking space of 2500 mm is required.

Shared zones are to be provided with a bollard 800mm +/-50mm from the front of the space and equidistant from either side of the space.

Each dedicated space shall be identified by means of a white symbol of access in accordance with AS1428.1 between 800mm and 1000mm high placed on a blue rectangle side more than 1200mm, placed as a pavement marking in the centre of the space between 500mm and 600mm from its entry point as illustrated.

CRA On an accessway, where there is no chair rail, handrail or transom, all frameless or fully glazed doors, sidelights, and any glazing capable of being mistaken for a doorway or opening, must be clearly marked in accordance with AS 1428.1.

Comments:

All frameless fully glazed doors and any glazing that can be mistaken for doorway or opening must be clearly marked across their width with a contrasting non-transparent line. The contrasting line shall be not less than 75 mm wide and shall extend across the full width of the glazing panel. The lower edge of the contrasting line should be located between 900 mm and 1000 mm above the plane of the finished floor level. Any contrast in line on the glazing shall provide a minimum of 30% luminous contrast when viewed against the floor surface or a surface located within 2 metres of the glazing on the opposite side.

Comments:

Passenger lifts are provided in the building, lifts are required to comply with BCA clause E3.6. Lift floor dimentions must be not less than 1100 m wide and 1400 mm deep. Plans indicate that minimum lift dimensions are met.

It is deemed that compliance is readily achievable. Lift installer to provide evidence for compliance at completion of work.

CRA In an accessible building, Accessible unisex sanitary compartments must be provided in accessible parts of the building.

Comments:

An accessible sanitary facility is provided in the accessible sole occupancy unit is shown on the plans, this meets the general requirements for the layout of the accessible sanitary facilities is shown in Fig. F2.4-1.

Additional requirements for fixtures and clearances around fixtures within the accessible sanitary facility are provided in Clause 15 of AS 1428.1-2009.

Architectural plans indicate that compliance is achievable subject to satisfying the specific requirements of AS 1428.1-2009 as applicable to this development. It is recommended that construction certificate plans provide sufficient details of these requirements to demonstrate that compliance is achieved during construction e.g. clearance lengths from fixtures and fittings as shown below.

WC pan clearances

Details as shown on Fig F2.4-1 and F2.4-2 are required:

- toilet pan seat height between 460–480 mm

- toilet pan forward of the rear wall 790–810 mm

- a full, round, secured toilet seat at an appropriate height (load rated to 150kg)

- toilet seat with a luminance contrast a min. of 30% with the background e.g. pan, wall, floor

- centreline of the pan is 450–460 mm from the side wall (next to the pan and incorporating grab rails)

- toilet pan max. width of 400 mm

- a backrest on the accessible toilet capable of withstanding a force in any direction of 1100N

- lower edge of the backrest to the top of the seat between 120–150 mm

- backrest with a vertical height of 150–200 mm and a width of 350–400 mm

- front edge (centre) of the backrest positioned to achieve an angle of 95-100° from the seat

Other requirements relevant to water closets

Other requirements that need to be observed:

- Flushing controls must be located at height between 600 and 1100 mm.

- Flushing controls must be located at maximum 500 mm from WC centreline, when located at rear wall; or maximum 300 mm from front edge of WC (either direction) when located on the side wall

- Toilet paper dispenser must be located above the seat between 0 to 300 mm in front of the seat edge and at maximum height of 700 mm. Toilet paper dispenser must not encroach around the clearance required around grabrails.

Switches and general purpose outlets in accessible sole occupancy units

All switches and controls on an accessible path of travel, shall be located not less than 900 mm nor more than 1100 mm above the plane of the finished floor and not less than 500 mm from internal corners, Illustration provided on Fig G1. Light switches and other controls shall be located at the level of door handles.

General purpose outlets shall be located not less than 600 mm nor more than 1100 mm above the plane of the finished floor and not less than 500 mm from internal corners.
