SELF-EMPLOYMENT DEVELOPMENT SYSTEM (SEDS)

SYSTEM COMPONENTS

1. AGENCY HOST: Workforce/Economic Development Agency

The SEDS supports integration with any existing vocational, workforce, economic and community

development agency program aimed at promoting workforce, self-employment and small business

development.

Participating agencies include vocational rehabilitation, Native American economic development

agencies, Procurement Technical Assistance Centers (PTAC), SCORE Counselors to America’s Small

Businesses and Small Business Development Centers (SBDCs), Jobs for America’s Graduates (JAG)

Montana Department of Transportation, and Granite State Independent Living (GSIL).

2. CUSTOMERS & CLIENTS:

Populations served have included individuals with disabilities, previously incarcerated adults, at risk

youth, Native Americans, veterans and women in transition. The nature of disability has varied including

individuals with autism, PTSD, OCD, neuropathy, stroke victims, rheumatoid arthritis, TBI, bipolar

disorder, anxiety, depression and the visually impaired.

Application of the SEDS has been productively implemented in one-on-one counseling and community-

based mentoring environments, as well as group workshops and classroom settings.

3. LEARNING PLATFORM: Self-Employment Development Curricula

There are three (3) main Self-Employment Development Tracks

I. Career Focus: A 6 Step process for facilitating career and life focus

II. Self-Employment Development (2) Tracks

i. Part-time self-employment: A 5 Step facilitative process to launch

ii. Full-time small business development: A 10 Step facilitative process to launch

III. Business Growth Track

i. Growing a business: 12 Steps focusing on mastering 12 operational areas

4. VIRTUAL RESOURCE CENTER: Resource Directory, Library, and Forums & Networks

The Virtual Resource Directory represents an online consortium of government and nonprofit public

small business assistance agencies. A free nonprofit public service titled America’s Small Business

Champions Network, agency programs are organized in interactive directories for each of the 50 United

States, Washington DC and Puerto Rico. Resource categories include free and no-cost government and

nonprofit small business assistance programs tailored to the following:

Business Real Estate Business Start-up Business Statistics Business Training Disadvantaged Business

Environmental Business Government Contracts International Business Regulatory Business Women in Business Workforce Development

Plug-and-play curriculum supports use by different agencies and organizations where counselors

(agency staff) leverage respective counseling skills, and facilitate access to public business

assistance agencies resources for Self-Employment Development skills on an as-need basis

Combination learning options that are self-paced, interactive and available both on-line (supports

visually impaired access) and off-line to support different learning styles and needs

Modular in design for application specific to each Customer’s unique situation; e.g., part-time, full-

time and supported employment

Network building through state-based and niche-focused resource portals that connect counselors

and customers with available free and low-cost small business assistance programs (See SEDS

Network Interactions in attached diagram)

Quantifiable and trackable performance metrics to measure customer progress over time as well as

economic and community development impact

The following data reflects approximately two and a half years of performance outcomes for Vocational

Rehabilitation Customers participating in the Self-Employment Development Program. Tier 1 refers to 5 Step

program participants seeking part-time self-employment ventures, and Tier 2 refers to 10 Step program

participants seeking full-time self-employment.
