    Migration is primarily a labour issue. It concerns the movement of workers who cross

    borders to find employment, as well as the necessity of eual treatment, good working

    Multilateral Framework on /abour Migration which is part of a plan of action for migrant

    workers agreed by I/0 constituents. $he Framework is part of an I/0 plan of action

    which aims at better managing labour migration so that it contributes positively to the

    growth and development of both home and host societies, as well as to the well being of

    the migrants themselves.

    for more than one year irrespective of the causes, voluntary or involuntary, and the

    means, regular or irregular, used to migrate. 2nder such a definition, those travelling for

    4owever, common usage includes certain kinds of shorter-term migrants, such
