A Professional Development
Framework for Pharmacy Staff involved in
Education, Training and Workforce Development

Why did we do it?
Joint initiative• NHS Pharmacy Education & Development Committee• UKCPA Education & Training Group
Reasons• increased emphasis on fitness to practise and the need
to demonstrate competence
• concern about the development of pharmacy staff with roles in education, training and workforce development
• publication of national guidance on Consultant Pharmacist posts, incorporating the Advanced & Consultant Level Framework (ACLF), PhwSI
At the same time…
• Lots of pharmacy specialist groups developing their own frameworks
• Identified need for help in optimising benefit from Education, Training and Development competencies
• Our two groups well-placed to help/advise
What did we do ?Aim

• Pharmacists with a Special Interest (PhwSI)
How did we do it ?
• Engaged with several national pharmacy organisations
• Collated info on existing competency frameworks in pharmacy and education
• Tested ideas, principles & models with key stakeholders
How did we do it ?
• Identified model
Based on ACLF in – ‘Guidance for the Development of Consultant
Pharmacist Posts’ and
‘A national framework for Pharmacists with Special Interests (PhwSI)’
– Involvement of all 4 home countries as these are English documents
How did we do it ?• Testing
• Purposive sample selected to ensure a range of:– roles – stages of career– sectors of practice
• Semi-structured interviews
• Mapping of past, present and future career to the framework
• Development of Case Studies
How did we do it ?
• Tested– qualitatively & quantitatively– that the framework:
• was valid• was usable• was useful• distinguished between levels of practice in relation
to education, training & workforce development

Summary
The framework will provide clarity and consistency for those seeking to achieve an expert role in education, training and workforce development.
The framework will also be of use to those for whom education and training is an important, but less substantial part of their role, as it takes account of other frameworks and approaches used by different pharmacy groups.
