PROJECT UPDATE
Site Works
• Winvic compound now fully setup using the old Hill Top Farm entrance
• Road sweeper employed full time to keep the external roads clean following all deliveries
Mercia Park Infrastructure
• Winvic currently in week 23 of 82 and reporting on programme
PROJECT UPDATE
Earthworks
• Earthworks complete in next couple of weeks leaving all units with a level plateau ready for their
own individual earthworks programme
• Remaining works involve completing the west bund

Groundworks
• Underground drainage complete
• Gabion retaining walls being installed
• Landscaping started
• Acoustic fence due to start in the next four weeks
• Adjoining ditch and pond clearance complete along the west boundary
Environment
• Middlemarch and Frog Environmental attend site to monitor the works
• Frog Environmental produced Site Water Management Plan and attend site weekly to inspect
Industrial Units
• Work started 26 October on the first of the units – DSV Plot 6
• Steelwork due to start in January 2021
PROJECT UPDATE
Highways work consists of three main elements: new site entrance, new access roundabout, and
J11 gyratory improvement works
Site entrance
• Work on B5493 currently ongoing under lane closures with traffic management
• Full weekend closure required late November (dates TBC) for surfacing work
• Diversion routes for HGVs & local traffic to be approved by highways authorities including LCC
• Closures and diversions to be communicated via parish clerks, community newsletter, project website
• Due to complete early December
New access roundabout
• Programme of works underway which are off carriageway
• Online works likely to begin towards end of January 2021
• Lane closures under temporary traffic lights in place February-April 2021
• Some overnight and weekend closures from April 2021
J11 gyratory works
• Junction 11, M42 roundabout works due to start April 2021 with lane closures
• Future slip road closures will be overnight and weekend only

• The Mercia Park site team has achieved an impressive
score of 40 on their recent CCS visit
• All five point areas achieved a rating of ‘Excellent’:

• Secure everyone’s Safety
• Value their Workforce
• Winvic has won three CCS National Site Awards
this year, bringing our total to 11 CCS National
Site Awards won in the last 3 years

DELIVERING SOCIAL VALUE
Employment Scheme – agreed with IM Properties and North West Leicestershire District Council –
to benefit six Local Authority areas surrounding the site
• Local employment – working with our supply chain to provide job, work experience and training
opportunities
• Business opportunities – seeking to maximise contract and supplier opportunities locally
• Curriculum support – supporting local schools, FE and universities to inspire young people to consider
careers in construction and built environment sectors
• Community projects – willing to help with some practical local projects
SOCIAL VALUE EXAMPLES
Context – difficulties caused by ensuring additional safety during coronavirus pandemic; however
• Supported launch of Employment Scheme in July 2020 by participating in webinar
• Making goals of the Employment Scheme clear to supply chain partners
• On site training – exploring ways forward to create on-site learning opportunities in partnership with
local FE Colleges
• Placing orders with local businesses
• Supporting local social enterprises, e.g. Nuneaton Signs Ltd

Agreed exceptional one-off contribution up to £5k to purchase

Update:
Mobile unit will be shared by local villages – initially by
Oakthorpe, Donisthorpe and Acresford Parish Council
Protocol to be drawn up to confirm ‘ownership’ and ensure fair
use by all parishes
Making Local Life Better
The Leicestershire and Rutland Community Foundation is a charity which sets up and manages a range of inexpensive grant giving funds for families, individuals, and companies.
We also deliver grants locally for government, and we reinvigorate local dormant funds.
We specialise in giving grants to the charitable and voluntary groups that support local people, matching donors interest with local needs, via the grassroots projects that make local life better within communities.

£350,000 fund donated by IM Properties
over a 3 year period.
Mercia Park Community Fund
Fund Aims
• Help strengthen local communities (particularly their quality of life and life chances)
• Improve the natural environment
Priority will be given to:
• Organisations closest to Mercia Park Development at Junction 11 M42 • Organisations who can clearly demonstrate that they deliver or have beneficiaries who
live within within close proximity of the Mercia Park Development at Junction 11 M42.
Size of Grants Up to £2,000 to £5,000 for a 12-month project. Up to £3,000 per year for up to 3 years ( after first year reporting received) In exceptional circumstances, larger grant amounts of up to £10,000 may be considered, for a project that clearly could not be completed without a higher budget.

Round 1 Outcomes
The Mercia Park Community Fund Panel awarded
19 Groups a total of
£96,487 in October 2020
1 group has withdrawn the offer due to COVID restrictions and revising their groups priorities. They have been encouraged to resubmit to the next panel if ready.
Fund Reopen
• The fund is now re open for Round 2 !
• Closing dates for applications is 8th February 2021
• Panel will review these applications at a panel in March 2021
• We are aiming to support more local charitable groups delivering much needed community based projects.
