Uttar Pradesh Skill Development Mission

Uttar Pradesh Skill Development Mission (UPSDM) was established in 2013; mandate was to

coordinate all skill development initiatives and implement/monitor concerning programs.

Leveraging on State Skill Development Policy in 2013, UPSDM roped in Private Training

Partners under PPP Model with Government Agency to conduct short term modular skill

development training programs.

UPSDM is implementing following GOI funded schemes

Skill Development Initiatives (SDI) Scheme

Deen Dayal Upadhyay Grameen Kaushalya Yojana (DDU-GKY)

Special Central Assistance (SCA) to Scheduled Castes Sub-Plan (SCSP)

Multi-Sector Development Programme (MSDP)

Border Area Development Programme (BADP)

Apart from the above, following State Funded Schemes are also under implementation

Building and Other Construction Workers’ (BoCW) Welfare

State Skill Development Fund(SSDF) - a topup scheme conceived to incentivize desire

outcomes.

Uttar Pradesh Skill Hub of India

to develop and notify Skill Development Policy in 2013.

to harmonize the Skill Developments initiatives of various departments

and execute them through a uniform implementation policy.

to restructure all the Skill Development Programmes on common

norms.

to provision for top-up fund under SSDF (State skill development fund)

to meet funding gaps in various training programmes.

to establish dedicated Skill Development Mission to run skill

development schemes according to standardized procedures.

to empanel more than 350 government and private training partners

after meticulous screening.

to work on the principles of demand side management by issuing an

advisory to all the govt. Departments and State funded bodies for

preferential consideration to UPSSDM's trainees.

to arrange overseas exposure visit cum training program from state’s

resources for its trainees to prestigious institutes like ISIPCA in

Versailles and GIP in Grasse, France in field of perfumeries.

Stakeholder consultations and skill gap analysis: NSDA, NSDC, UP Skill Gap Study, CII, Training

Partners, Principals of ITIs, Industry bodies etc. 650 courses across 53 market driven sectors with

employment potential finalised.

Inclusion of Soft Skills under each course within overall MES framework to ensure adherence to

scheme guidelines: Each course has two components now - Core Skills and Soft Skills. Core Skills are

derived primarily from SDI-MES courses or Job Roles from SSCs. Soft Skills are of 100 hours duration and

comprise of - Work readiness, English Language & Communication Skills and IT & Computer Skills

QP-NOS Mapping and NSQF Level Assignment: Alignment with Qualifications Packs (QPs)/ National

Occupational Standards (NOS) and National Skills Qualification Framework (NSQF)

Curriculum Design Facilitation: Conduct of curriculum design workshop for the Training Partners in

partnership with NSDC to design courseware based on QP/NOS or MES syllabus outlines as the case may

be

Mission has empanelled large number of training partner with diverse expertise to provide youth a fair choice

and opportunities to acquire industry compliant skills.

Private Training Partners (PTPs) - A total of 149 training partners have been empanelled through RFP mode.

These training providers impart training to youth in allotted trades and districts.

Eligibility norms- 3 years of existence, average turnover of 20 million INR in the last 3 years, should have trained

at least 4000 candidates and placed 2000 candidates.

Flexi MOU partners- 17 esteemed industrial groups like Raymond, Coffee Day Global Limited, Maruti India Ltd.,

Larsen & Toubro, G4S Secure Solutions India Pvt Ltd, Future Sharp Skills Limited etc. have been empanelled as

training partners through Flexi MoU.

Eligibility norms- For flexi partners- average turnover of 1000 million INR, commitment to train min 500

candidates/year, minimum 3 years contract, 80% placement assurance, Model Training Centre infrastructure, direct

agreement after approval of State Level committee.

Government Training Partners (GTPs) includes Government Industrial Training Institute, Polytechnics, PSUs,

Corporations, prestigious Institutes of State and Central Government. More than 170 GTPs have been brought

onboard.

Placement Partner: ANI Technologies Pvt. Ltd., Saral Rozgar, Select Jobs and Skill Mart (Monster.com) are

assisting in placement and absorption of trained youth.
