Introduction

India is one of the few countries of the world that offers

jobs and educational reservations to the minorities

and backward communities of the country, so as to

uplift them. This technique has received worldwide

praise and generally positive views. However, this

system has its own merits and demerits to offer.

In this presentation we are providing the main topics

which show that the Indian Reservation Policy which is

a “LEGACY” of British has done more harm than good.

And how few people are using it not for the welfare of

the country.

History of Indian Policy of Reservation

• In August 1932, the then Prime Minister of Britain, Ramsay Macdonald

gave his 'award' known as the Communal Award. According to it,

separate representation was to be provided for the Muslims, Sikhs,

Indian Christians, Anglo-Indians, Europeans, Dalit.

• This was planned to be an extension of divide and rule policy of the

British.

• The Award was highly controversial and opposed by Mahatma

Gandhi, who fasted in protest against it. Communal Award was

supported by many among the minority communities, most notably

revolutionary Dr. B. R. Ambedkar.

• After lengthy negotiations, Gandhi reached an agreement with Dr.

Ambedkar (Initially opposed it) to have a single Hindu electorate,

with Dalits having seats reserved within it. This is called the Poona

Pact. Electorates for other religions like Muslim and Sikh remained

separate.

• Present reservation system has a long history and has been debated

before and after Indian independence from the British in 1947.

The Problems of Present Reservation

Policy• Caste and Religion based.• No data available to know who

is getting advantages of reservation.

• Same families are using these reservation benefits even after becoming rich.

• The real needy Indians who really need the reservation Policy either don’t fall in reserved category or don’t have enough knowledge to claim for the same.

• Not useful now because most of the castes & religions are treated equally nowadays.

• The upper class and needy Indians are left to die without any reservation and help from Indian government.

Controversy• The Government of India on

22 December 2011 announced establishment of a sub-quota of 4.5% for minorities within the existing 27% reservation for Other Backward Classes.

• The reasoning given was that Muslim communities that have been granted OBC status are unable to compete with Hindu OBC communities.

• It was alleged that the decision was announced as the Election Commission announced Assembly elections in five states on 24 December 2011.

Government funding allowing reservations

in colleges/universities

• A University Grants Commission (UGC) provides financial assistance to universities for the establishment of Special Cells for SC/STs. The cells help universities implement the reservation policy in student admission and staff recruitment processes for teaching and non-teaching jobs.

• SC/ST cells have been set up in 109 universities. The UGC provides financial assistance to universities and affiliated colleges for implementation of Special Cells.

• It provides the universities with assistance worth 100,000 per annum # Travelling Allowances & Dearness Allowances for field work

• This results in lots of corruption in higher education system in India.

Why Politicians Support and want

Reservation

• To create vote banks.

• To Divide Indian society on the name of caste, religion and gender.

• Are using same policies of British Raj (i.e. divide and rule) to keep their family Raj forever on India.

How Reservation Policy in

India will End

• Without bloodshed and

revolution – Reservation

policy will never end from

India.

• After that revolution also it

is certain that Reservation

will be again introduced for

the families of youth who

will sacrifice their life for this

revolution or civil war.

Benefits of Indian

Reservation Policy• Reservation for minorities is a great way to

eliminate poverty and discrimination.• Upliftment of minorities and backward

communities.

There are not much positive points of Reservation Policy as it itself was started with no intention to benefit the minorities but power hungry politicians.

ConclusionWe can conclude from all the above slides that although

the helicopter of empowerment of the minors is flying high

and steady, it leaves behind a dusty contrail of social

division, stunted development and angry citizen.

Right now they are uplifting a particular minority group. A

time will come when the groups which are not being

benefitted from the system will fall into the trap of poverty

and come into the category of minorities. Hence, just

before elections shameless politicians will pass a new

policy of reservation for them.

It’s a never ending cycle which needs to be stopped right

now!

Minorities should be given a chance to uplift by their own.
