TECHNICAL EVALUATION REPORT OF FRAME WORK CONTRACT OF DRUGS/MEDICINES & MEDICAL DEVICES FOR THE FY 2020-2021(OPEN TENDER).

Punjab Health Facilities Management Company (PHFMC), invited bids from Manufacturers & Sole Agents of Foreign Principals for Drugs/Medicines

and Medical Devices for the FY 2020-21, Tender was floated on daily newspaper on dated:11-03-2021 and on PPRA (Punjab) web site dated:11-03-2021

and also through website of PHFMC & P&SHD. In response thereto, 10 bids were received and opened on 26-03-2021 and forwarded to convener Technical

Evaluation Committee notified vide no. PHFMC/PRO/003/2020 dated: 09-10-2020. The Committee started evaluation of the technical proposals and

finalized in meeting of Technical Evaluation Committee held on 05-04-2021 and 09-04-2021 at PHFMC Head Office.

The Technical Evaluation Committee scrutinized and examined the technical proposal documents of bidders.

The committee after detailed scrutiny/examination of the reports along with sample inspection committee of end users, discussion with the

Convener/Members, and due deliberation decided the status of the firm(s) and the quoted item(s). The technical evaluation report is herewith attached as

annexure.

i. The responsiveness of the quoted product(s) is subject to:

a) The conformance of the quoted product’s specification with the specifications advertised/required in the Bidding Document.

b) The compliance of all compulsory parameters in the Evaluation Criteria.

c) Obtaining an overall score of at least 60% in the Ordinary Parameters in the Evaluation Criteria (where applicable).

ii. The Financial Proposals of only responsive items shall be opened by the Purchase Committee.

iii. The detailed item-wise results of each quoted item(s) with reasons of non-responsiveness (Disqualification) can be viewed and downloaded

from the website of PHFMC http://phfmc.punjab.gov.pk/ and https://pshealthpunjab.gov.pk/

A meeting of the Grievance Redressal Committee was held on 29-04-2021 at 11.00 A.M in committee room of Punjab Health

Facilities Management Company (PHFMC), to address the grievances of the applicant(s), as per Rule 67 of Punjab Procurement Rules, 2014

(Amended) against Open Tender/Bidding of pharmaceutical manufacturers & sole agents of foreign principles for purchase of

We M/s Al-Hamd Enterprises participated in above subjected tender and like to submit our product wise Grievance against Technical Evaluation Report as follows: Item No.10 Sterile Surgical Gloves (Powder Free) Size 6.5, 7, 7.5 Quoted Brand: Surgitex Latex Surgical Gloves (Powder Free) DRAP Reg. No. MDIR-0001593 Quoted Surgical Gloves manufacturer name was M/s “Suzhou Colour-way Enterprise Development Co., Ltd” at the time of registration but later the manufacturer change their company name to M/s Suzhou Colour-way New Material Co., Ltd Kindly find the attached approval letter from DRAP for “Approval of change of Manufacturer Name and Address” dated 26/02/2021 for your reference which was also attached with our technical offer at page no.67 which clearly shows that the manufacturer is same, they only change their name. Find attach Free Sale Certificate of 2 years which was also attached with our technical offer at page 75-81, first with company old name and the other with their name duly attested by Pakistan Embassy. We are marketing Surgitex Surgical Gloves since 2015. Find attach 3 years’ experience supply order which were also attached with our technical offer at page 82-126.

Mr. Gufran Sheraz from M/s Al-Hamd Enterprises attended the meeting and presented their grievance to the Grievance Redressal Committee. The committee heard the viewpoint of the representative of the firm which was examined in the light of Technical Evaluation Report. The representative of the firm briefed that M/s Suzhou Colour-way has changed its name and premises of Manufacturing Unit and accordingly changed/updated in DRAP registration certificate (with same Brand Name-Surgitex) and the group of companies is same. He further briefed that whereas on submitted samples, the name of previous Foreign Principal is printed. As after change of firm name and address new samples with new foreign principal name is not available currently. Undertaking was provided with grievance application. He requested the committee to consider his grievance The committee after due deliberation and discussion, keeping in view the required parameters in detail, decided that the firm failed to provide the justification regarding physical sample of the quoted brand as per bid cover sheet of the technical bid. Furthermore, it was decided that even uptill date new samples as per DRAP registration are still not available at firm’s end, so samples submission with changed samples will not be acceptable at this or later on stage. Secondly undertaking was provided with grievance application that was not present as per advertised criteria in the technical bid that can not be entertained at this stage, three years’ experience was not completed, so it was a request of the firm neither than grievance which was rejected and upheld the decisions of Technical Evaluation Committee. The status of its quoted product (Surgical Gloves Powder Free) will be remained same as “Non-Responsive”

Mr. Zeshan from M/s Noor International attended the meeting and presented their grievance to the Grievance Redressal Committee. The committee heard the viewpoint of the representative of the firm which was examined in the light of Technical Evaluation Report. The representative of the firm briefed that Wear Safe SDN, BHD Malaysia and M/s Kossan International is same group of companies. He further added that we have changed/corrected the brand name of surgical gloves from “Intouch Spot In Touch” to Intouch Powder Free from DRAP. He further briefed that we have submitted the bid online. He requested the committee to consider his grievance and requested to re-evaluate the samples from technical end user committee. The committee after due deliberation and discussion, keeping in view the required parameters in detail, decided that the firm failed to provide the justification regarding physical samples of the quoted brand as per bid cover sheet of the technical bid. Committee rejected the request of re-evaluation of samples at this stage as end user technical committee has already rejected the samples. Change of brand name can not be accepted at this stage as not present in bid. As per Bidder’s request committee decided to verify online bid submission from HISDU P&SHD.A request was sent to HISDU from TEC regarding online bid submission verification where HISDU team did not verified that online submission of the bid by M/s Noor International, so it was a request of the firm neither than grievance which was rejected and upheld the decisions of Technical Evaluation Committee.
