Indian American Agreesto Plead Guilty inConnection with

Embezzling over $3Million

BOSTON (TIP): The formerexecutive assistant of a Waltham-based technology company has beencharged and has agreed to plead guiltyin connection with a fraud andembezzlement scheme that netted over$3 million. Shivani Patel, 38, ofVineyard Haven, was charged withbank fraud, money laundering andfiling false tax returns. A plea hearinghas not yet been scheduled by theCourt. According to the terms of theplea agreement, the government willrecommend a sentence of 57 months inprison, three years of supervisedrelease, a fine between $20,000 and$200,000, restitution and forfeiture.

in New York shooting:

PoliceNEW YORK CITY (TIP): At least

four people died and three werewounded in a shooting at a socialclub in New York early Saturday,October 12, police said.

No one has been arrested over theshooting, which took place inBrooklyn, and the motive and exactcircumstances are not known, aNew York police official said.

The local affiliate of ABC Newsdescribed the place where theshooting took place as an after-hours club.

Four men were pronounced deadat the scene, while two other menand a woman suffered non-life-threateninginjuries, the policeofficial said.

Earlier, reports had said as manyas five people were wounded.

Is he being alarmist, or is itscaremongering, frustration,unleashing of non-state actors?Whatever the Pakistan premier'smotive, it is clear he iscomfortable to run with the haresand hunt with the hounds. Are weready for the worst-casescenario?

It is not very clear what PrimeMinister Imran Khan had in mindwhen he said on September 29 at

Islamabad airport that those standing bythe Kashmiris were doing "jihad" andthat Pakistan would support Kashmiriseven if the world did not. Was he beingalarmist as he was at the UN, or was heusing a scaremongering hyperbole toimpress the domestic audience?

Was it due to his frustration that hisUS visit did not result in any dramatictraction in favor of Pakistan's stand onKashmir despite his aggressive UNspeech, meetings with US leaders ormajor think tanks?

Was it a green signal to Pakistan'spolitical and religious parties who weredissuaded by him on September 19 frommarching towards the Line of Control(LoC) to show solidarity with theKashmiris? He had said on that day afterinaugurating the Torkham Terminal onthe Afghan-Pak border: "If anyone fromPakistan goes to India to fight 'jihad', hewill be the first to do an injustice toKashmiris, he will be the enemy ofKashmiris." According to unconfirmedreports, Khan also asked them to wait tillhe forcefully presented the Kashmirissue "like never before" at the UNGeneral Assembly.

Or worse still, was it his signal tounleash the Kashmir-centric non-stateactors who were so far held in checkthrough international pressure?

The Washington angleImran Khan's Torkham statement was

applauded by Alice Wells, US StateDepartment's Principal Deputy AssistantSecretary, on September 20 as an"unambiguous and important" call forrestraint, although she also added thatWashington DC would expect "sustainedcommitment" by Pakistan to rein in allterrorist groups to maintain regionalstability.

For Imran Khan, there are alsowelcome signs from US CongressmanBrad Sherman, Chairman of the USHouse Sub-Committee on Asia, who hasannounced that Alice Wells would appearbefore the Sub-Committee on October 22to discuss the prevailing situation in theValley, including human rights. ScottBushy, Deputy Secretary in charge ofdemocracy, human rights and labor inSouth Asia, was also expected to testifyon Assam (NRC).

On September 26, Alice Wells, whileaddressing the 74th United NationsGeneral Assembly, had said that the USwanted India to "rapidly" easerestrictions in Kashmir and that theywere "concerned by the widespreaddetentions in the Valley". "We lookforward to the Indian Government'sresumption of political engagement withlocal leaders and the scheduling of thepromised elections at the earliestopportunity."

In such a background, Imran Khanwould not have decided to dramaticallyharden his overt policy towards India sosoon after his return to Pakistan whensigns are evident that the US is leaningon him to rescue the failed Taliban-Afghanistan accord. Zalmay Khalilzadwas in Islamabad on October 1. MullahBaradar too visited Islamabad. Also,Turkey and Malaysia, which had openlysupported Pakistan on Kashmir, arelikely to help during the FinancialAction Task Force (FATF) inquisition inParis.

Logic of the illogicalOne instance comes to mind indicating

Imran Khan's apparent inability to

articulate a logical stand on trickyreligio-political issues that havedominated Pakistan's history, which henow faces as the Prime Minister. Thisincident took place seven years ago whenhe was an Opposition leader. On October14, 2012, he caused alarm in Pakistan andAfghanistan by justifying Talibanviolence, calling it "jihad". He said: "Thepeople who are fighting in Afghanistanagainst foreign occupation are fighting a'jihad'."

The occasion he made this statementwas also wrong. That was after visitingMalala Yousafzai in a Peshawar hospitalafter she was severely injured by thePakistani Taliban in Mingora in Swatvalley on October 9 for "preventingobscenity", as stated by EhasanullahEhasan, TTP spokesman. Imran Khan'sstatement then caused tremendousuproar in Pakistan, among the UlemaCouncil and in Afghanistan.

It is not that Imran Khan wasunsympathetic to Malala. On July 13,2013, he had tweeted: "Malala's courageand commitment to the cause ofeducation, especially girls, is admirable."Or was it because of his admission, asThe Guardian (UK) reported on October14, 2012 that he would not publicly namethe Taliban because "he feared it wouldput his party's supporters at risk".

Whatever might be his motive, it isclear that he is comfortable to run withthe hares and hunt with the hounds. Thisis a dangerous strategy for a PrimeMinister of a country which is beingaccused of being a terror factory. Whatthen could we expect in a worst-casescenario, and are we ready?

Pakistan has already been given noticeon October 1 by the US through RandallShriver, Assistant Secretary of Defensefor Indo-Pacific Affairs, to put a lid onmilitants to prevent a cross-borderattack. Our own services are preparingfor a sea or land-based 26/11-typesurprise attack.

Should we expect a high-precisiondrone attack like the September 14

incidents on Abqaiq or Khuras in SaudiArabia? Amazingly, even after threeweeks, we do not have precise detailsfrom where these drones were launched.There is no doubt that we are veryvulnerable here although Pakistan maynot sponsor this type of attack whenthings are more favorable to them.

That does not mean that non-stateactors would not. I would like to cautionall concerned on an incident fromMumbai when none of our protectiveshields worked. On May 23, 2015, at about5.55 pm, a Jet Air pilot aborted his take-off after alerting ATC on noticing fiveunmanned objects which looked likedrones flying in a "tight" formation onhis flight path. According to the StandardOperating Practice (SOP), the ATC askedan inbound flight not to land and alertedthe CISF, police, IAF, INS Kunjali andMilitary Liaison Unit (MLU).

No clue regarding the identity wasreceived till May 26 when policeenquiries revealed that they wereharmless celebratory "hot air balloons".For three days, rumors were agog thatthey were drones fitted with explosivesdirected against certain targets inMumbai.

Making sense of Imran Khan’sutterances, his motive By Vappala Balachandran

It took plain-speaking from OlivierAndries, the CEO of the Frenchengine manufacturer associated

with the Rafale fighter jet, to drivehome the point that the ambitiousMake in India initiative - launched withfanfare in 2014 - has a long way to go inthe defense sector. Andries, who headsmultinational Safran, the maker of M88state-of-the-art engines, told DefenseMinister Rajnath Singh that thecompany planned to invest about $150million in India towards training andmaintenance, but was apprehensive of

the country's tax and customs'terrorism'. He sought support oneasing tax norms for a business-friendly environment. Rajnath had toassure him that India was committed toproviding the right climate forinvestments. The issues red-flagged bythe Safran chief prompted the DefenseMinister to later tell a delegation ofCEOs representing France's defenseindustry majors that India was open to'any further tax rationalization' thatmay be required to encourage Make inIndia in this sector.

Even though India has significantlyimproved its global Ease of DoingBusiness ranking from 142 to 77 in the

past over four years, it is still waybehind other Asian nations likeSingapore, South Korea (both in the topfive), UAE (11), Japan (39) and China(46). In her Budget speech, FinanceMinister Nirmala Sitharaman hadannounced that sincedefensemodernizationand upgrade wasa national priority, the import ofequipment not being manufactured inIndia was being exempted from basiccustoms duty. Many more suchconfidence-building measures areneeded to attract foreign investors.

The transfer of technology is a mustfor achieving the lofty goal of self-reliance in the defense sector. Last year,

the government had unveiled thestrategic partnership model, whichenvisages a long-term tie-up of Indianentities with global OriginalEquipment Manufacturers to set updomestic manufacturing infrastructureand supply chains. Amid the mixedresponse to this policy, the privatesector has been demanding a levelplaying field and a transparent biddingprocess. Unless the bottlenecks areremoved, India - now the fourth largestdefense spender in the world - willcontinue to depend heavily on importsin the high-stakes military arena.

Visits abroad by India's PrimeMinisters have historically beendriven by geopolitics, economics,

or by energy requirements. Modi's visitto Houston was, however, 'diaspora-driven'. It was the rising profile andgrowing political activism of the three-million-strong diaspora in the US, whichset the stage for an unprecedented get-together. 'Howdy, Modi!' in which 50,000members participated, featured theleaders of the world's most populous andpowerful democracies - PM Modi andPresident Trump.

As Modi smilingly noted, worldleaders greeted him at the UNGA in NewYork with the words, 'Howdy, Modi'! TheHouston meeting had its importance forTrump also as he faces challenges inTexas and elsewhere, ahead of thepresidential elections next year.Interestingly, the BJP, which has had agrowing presence in the US and onlyduring and after the 1970s 'Emergency' inIndia, now has growing support from thediaspora in countries like Myanmar,Mauritius and the Gulf.

Modi realized it would be best to gethis visit started with offers of expandingbusiness and investment cooperationwith the dynamic energy industry of hishosts. His visit was marked by thesigning of a $7.5 billion MoU by PetroNet(India) with US firm Telurian Inc.involving the purchase of 5 million tonsof gas annually, with a $2.5 billioninvestment by PetroNet. A meeting withsenior executives of US oil companiesfollowed. The US is today the largestproducer of oil and gas, radicallychanging the dynamics of globalproduction. It is also emerging as asignificant supplier to India, reducingIndia's dependence on supplies from thevolatile Persian Gulf region.

Modi's focus shifted to geopolitics inNew York, apart from furtherinteractions with US business tycoons.US companies are increasingly movingout of China after Trump's tradesanctions following allegations ofChinese business malpractices. India

should not lose out in exploiting newopportunities, as US businesses look fornew partners. While there was optimismabout resolving some, if not all, trade-related differences with the US, it is clearthat further negotiations involvingmutual concessions are required toresolve key issues. Resolving thesedifferences, hopefully soon, will end USobjections to restoring the WTO'sGeneralized System of Preferences(GSP) for imports by India, which wasdone unilaterally by the Trumpadministration.

India was seen as being obstructive ininternational efforts to conclude a globalagreement on climate change fordecades. Modi, however, made drasticchanges in our negotiating strategy,which led to the signing of the ParisAccord. He took the position thatdeveloping countries should not setunrealistic conditions in negotiations onthis crucial issue. This change is a majorreason why India is today seen as aresponsible global leader on issues ofclimate change. Trump, however,deservedly faces criticism for refusing tocooperate in discussions on climatechange.

Imran Khan arrived in New York withonly one aim. He was desperate topersuade the international communityto condemn India on the Kashmir issueand its alleged violation of humanrights. Pakistan's earlier efforts to getIndia condemned in the UNSC andthereafter in the UNHRC had failed.China was the only country that backedPakistan openly, with the Britishduplicitously backing the Chinese. Whilethere were some noises against India byTurkey and Malaysia, the GeneralAssembly was aghast at Imran's long-winded diatribe against India when heheld out the threat of a nuclear conflict!

Modi's address at the UNGA wascharacterized as 'measured'. Rather thandwelling on bilateral or partisan issues,he focused on issues of global concernlike climate change. He stressed onIndia's commitment to addressing issues

of concern to the common man, likemedical care and drinking water. He alsoalluded to the message of peace andharmony of the Buddha. But we shouldrealistically recognize that theinternational community will remainfocused on how successfully, and soon,we restore normalcy in the Valley. Thisissue has to be imaginatively addressed.

A young First Secretary in our UNMission (New York), Vidisha Maitra,exposed details of Pakistan's actions as astate sponsor of terrorism. She pointedlyalluded to the epic surrender of thePakistan army in Dhaka in December1971 by Imran's kinsman, Lt Gen AAKNiazi: 'Pogroms, Prime Minister ImranKhan Niazi, are not a phenomenon oftoday's vibrant democracies. We wouldrequest you to refresh your rathersketchy understanding of history. Do notforget the gruesome genocideperpetrated by Pakistan against its ownpeople in 1971 and the role played by LtGen AAK Niazi. It is a sordid fact thatthe Hon'ble Prime Minister ofBangladesh reminded this Assemblyabout earlier.'

India must not rest on its laurelsbecause of what transpired in Houstonand New York, as serious challenges lieahead. We cannot but be concernedabout China's recent actions on J&K.China has steadfastly backed Pakistan inthe UNSC, UNHRC and UNGA. It hadearlier adopted a neutral stand on J&Kafter Deng Xiaoping took over in 1978.China demonstrated this policy when itsformer President Jiang Zemin took aneutral stance on J&K, instead ofautomatically supporting Pakistan as itused to earlier, during his visits to Indiaand Pakistan in 1996. Moreover, the USand China took an almost similar standduring the Kargil conflict in 1999, whenthey exercised diplomatic pressure onIslamabad to end its militarymisadventure and respect the Line ofControl.

KATHMANDU (TIP): Anoverloaded bus plunged down a hill incentral Nepal, killing at least 11 andinjuring 108 people, an official said onOctober 13.

The packed bus was ferryingpassengers—who had been celebratingthe Hindu festival of Dashain—fromSindhupalchowk to neighbouringKathmandu.

But the crowded vehicle slipped andfell more than 50 metres at a bend.

“Six people were killed instantly andfive more passed away on the way tohospital or while being treated,”district official Goma Devi Chemjongtold AFP.

Chemjong said 108 people wereinjured but only 39 were kept fortreatment.

“We are investigating what causedthe accident,” she said.

Accidents are common on Nepal’spoorly maintained highways, with thenumber increasing during the festivalseason when the roads are far busierand public transport overcrowded. —AFP

Singapore to becomefirst country to ban adsfor very sugary drinksSINGAPORE (TIP): Singapore will

become the first country in the worldto ban ads for the most unhealthysugary drinks in its latest move tocombat rising diabetes rates, thehealth ministry said October 11.

Products deemed “less healthy”must now display labels grading theirnutritional and sugar content, withthose considered to be most unhealthybanned from appearing in ads acrossall media platforms, includingbroadcast, print and online channels.

“This aims to reduce the influence ofsuch advertisements on consumerpreferences,” the ministry said, callingthe ban a world-first.

It added that the measures were onlya start and it will continue to explorethe possibility of a sugar tax or ban.

“We urge SSB (sugar-sweetenedbeverages) manufacturers to considerreformulating their drinks to containless sugar even as we further studythese measures,” it said.

The ministry said it will obtainindustry feedback in the comingmonths on how to implement themeasures and announce more detailsnext year.

According to the InternationalDiabetes Federation, 13.7 per cent ofadults suffer from diabetes inSingapore, one of the highest ratesamong developed nations.

Other marketing bans around theworld have focused on restrictingchildren’s exposure to junk food ads.

Some 420 million people around theworld today suffer from diabetes, withthe number expected to rise to 629million by 2045, according to theInternational Diabetes Federation. —AFP

Pakistan arrests top 4 leaders ofJuD/LeT ahead of FATF meeting

LAHORE (TIP): Pakistan's lawenforcement agencies on Thursdayarrested the "top four leaders" of thebanned LeT/JuD on charges ofterrorism financing, a move thatauthorities say would put the "entirecore leadership" of these outfits on trial.

The top four leaders of Lashkar-e-Taiba /Jamaat-ud-Dawah (JuD) arrestedon Thursday have been identified asProfessor Zafar Iqbal, Yahya Aziz,Muhammad Ashraf and Abdul Salam.

The development comes ahead of theFinancial Action Task Force's crucialplenary meeting scheduled to be held inParis from October 12 to October 15.

Pakistan was placed on the grey list bythe Paris-based watchdog in June lastyear and was given a plan of action tocomplete it by October 2019, or face therisk of being placed on the black listwith Iran and North Korea.

A spokesman for the CounterTerrorism Department (CTD) said thatthere had been an "important progress"in the National Action Plan (NAP) as themain leaders of proscribed organisationJuD/LeT have been arrested by the CTDPunjab in offences of terrorismfinancing.

"JuD/LeT chief Hafiz Saeed is alreadyin prison facing trial for commission ofoffences of terrorism financing. Now theentire core leadership of the JuD/LeTwill be on trial," the CTD said.

It further said the CTD Punjab hasbeen investigating offences of terrorismfinancing wherein these accused hadbuilt assets using the funds raisedthrough terrorism financing.

"The suspects further used these assetsto raise more funds for terrorismfinancing. Donors of severalassets/properties are also underinvestigation for providing some ofthese assets to the suspects and theirproscribed organisations namelyJuD/LeT," it said.

"The suspects had formed trusts, likeAl-Anfaal Trust, which acted as frontentities of these organisations. Theassets/properties have already beenfrozen by the government," it said,adding the suspects will be producedbefore the trial court on Friday.

The CTD had arrested Saeed on July17. He is detained at the Kot Lakhpat jailin Lahore. The CTD said investigationwas launched into financing matters of

Pak court rejects plea toterrorism charges against

MusharrafISLAMABAD (TIP): A Pakistani

court has dismissed a petition seekingdeletion of terrorism charges againstformer military dictator PervezMusharraf and transfer of his case fromthe Anti-Terrorism Court (ATC) to thesessions court, according to a mediareport. An Islamabad High Courtdivision bench comprising Chief JusticeAthar Minallah and Justice MiangulHassan Aurangzeb resumed the hearingof the petition filed by 75-year-oldMusharraf through his lawyer AkhtarShah. The bench dismissed the petitionon Wednesday because of repeatedabsence of Shah during the hearing ofthe case, Dawn News reported.

The former military ruler has beenseeking deletion of terrorism chargesand subsequent transfer of his case fromthe ATC to the sessions court on theground that initially the first informationreport (FIR) was registered under thePakistan Penal Code against him inconnection with the detention of 60

judges of the superior judiciary after theimposition of emergency on November 3,2007. However, in 2013, a single-memberbench of the IHC had ordered the policeto invoke the anti-terror law againstMusharraf since detaining judges is “anact of terrorism”. The ATC has alreadydeclared Musharraf a proclaimedoffender in the judges’ detention case ashe has been abroad since March 2016, thereport said. The prosecution has laidentire evidence against the accused inthis case. However, the trial is standstillas the former military leader isabsconding in the case.

In 2009, the Secretariat police hadregistered the judges’ detention caseagainst Musharraf on the complaint ofadvocate Mohammad Aslam Ghumman.

The complainant said that the formerpresident, soon after the imposition ofemergency in 2007, had kept 60 judges ofthe superior courts under detention forover five months at their residences, itsaid. PTI

Lawmakersthen issued a subpoena for herappearance and she complied.

Yovanovitch, according to a copy ofher opening statement posted online byUS media, said she was told by a seniorState Department official about "aconcerted campaign against me" andsaid Trump had pushed for her removalsince the middle of 2018 even though thedepartment believed "I had done nothingwrong." She expressed alarm overdamage to diplomacy under Trump andwarned about "private interests"circumventing "professional diplomatsfor their own gain, not the public good."

The impeachment inquiry focuses on aJuly 25 phone call in which Trumppressed Ukrainian President VolodymyrZelenskiy to investigate a leading rivalseeking to face Trump in the 2020presidential election, former DemocraticVice President Joe Biden, and Biden'sbusinessman son Hunter Biden.

Giuliani has accused Yovanovitch ofblocking efforts to persuade Ukraine toinvestigate the Bidens. The former NewYork mayor has said he providedinformation to both Trump and Stateabout Yovanovitch, who he suggestedwas biased against Trump.

On Friday, Giuliani said: "I was doingit in my role as a defense lawyer" forTrump.

In her statement, Yovanovitch deniedany bias. She said Giuliani's associates"may well have believed that theirpersonal financial ambitions werestymied by our anti-corruption policy inUkraine."

Democrats have called her removalpolitically motivated.

Democratic Representative DennyHeck said he was gripped byYovanovitch's testimony. "It was thatamazing, that powerful, that impactful.And I just feel very fortunate to havebeen there," he told reporters.

Trump in his call to Zelenskiy said ofYovanovitch: "the woman was bad newsand the people she was dealing with inthe Ukraine were bad news." Zelenskiyagreed she was a "bad ambassador" andagreed to investigate the Bidens.

The conversation occurred afterTrump withheld $391 million in securityassistance to Ukraine as it faces Russia-backed separatists in the eastern part ofthe country.

"Although I understand that I served atthe pleasure of the president, I wasnevertheless incredulous that the USgovernment chose to remove anAmbassador based, as best as I can tell,on unfounded and false claims by peoplewith clearly questionable motives,"Yovanovitch said in her statement.

Yovanovitch, who entered the Capitolcomplex for the deposition wearing darkglasses, did not respond to questions.

Yovanovitch has worked under bothRepublican and Democraticadministrations and has had supportfrom members of both parties inCongress. A senior Republicancongressional aide described her assomeone widely viewed as"professional." Democrats have accusedTrump of pressuring vulnerable allyUkraine to dig up dirt on a rival for hisown political benefit.

Biden is a leading Democraticcontender seeking his party'snomination to face Trump in the 2020presidential election.

Democrats have also criticized theTrump administration for what they seeas efforts to obstruct the investigation.After Yovanovitch's testimony, HouseIntelligence Committee Chairman AdamSchiff warned that interfering in theprobe would show "the president isviolating the constitutional separation ofpowers and seeking to cover up hismisconduct."

He said Yovanovitch had been "a modeldiplomat and deserves better than the

shabby treatment she received from thepresident and the Secretary of State."

As Yovanovitch spoke to the HouseForeign Affairs, Intelligence andOversight committees, Secretary ofState Mike Pompeo insisted that theadministration would comply with thelaw.

"We're going to do everything we'relawfully required to do," Pompeo said inan interview with WKRN-TV inNashville.

The investigation could lead to theapproval of articles of impeachment - orformal charges against the president - inthe House. A trial on whether to removeTrump from office would then be held inthe Senate, where Trump's fellowRepublicans who control the chamberhave shown little appetite for oustinghim.

In a call with her fellow HouseDemocrats on Friday afternoon, SpeakerNancy Pelosi said the investigation wasabout finding facts, not Trump'spersonality, although she said Trump"has become a potty mouth and childrenare listening." "His policy, hispersonality, his potty-mouth, that's aboutthe election," Pelosi said, according to anaide who was on the call. "The inquiry isbecause he has not honored his oath ofoffice. We will honor ours."

Yovanovitch said the United States'allowing Russian aggression towardUkraine would "set a precedent that theUnited States will regret for decades tocome."

Gordon Sondland, the US ambassadorto the European Union, will comply witha subpoena and testify on Thursday, hislawyers said, despite the White Housepolicy against cooperation. ButSondland is not yet authorized to releasedocuments the committees have sought,his lawyers said.

The 1.6percent cost-of-living adjustment (COLA)will begin with benefits payable to morethan 63 million Social Securitybeneficiaries in Jan 2020. Increasedpayments to more than 8 million SSIbeneficiaries will begin on December 31,2019. (Note: some people receive bothSocial Security and SSI benefits). TheSocial Security Act ties the annual COLAto the increase in the Consumer PriceIndex as determined by the Department ofLabor's Bureau of Labor Statistics. Someother adjustments that take effect inJanuary of each year are based on theincrease in average wages. Based on thatincrease, the maximum amount ofearnings subject to the Social Security tax(taxable maximum) will increase to$137,700 from $132,900. Social Security andSSI beneficiaries are normally notified bymail in early December about their newbenefit amount. Seven injured as militants hurlgrenade in Srinagar market

SRINAGAR (TIP): Seven people were injured in agrenade attack by suspected militants in a marketarea in Jammu and Kashmir's summer capitalSrinagar on Saturday, police said.

Militants hurled a grenade in Hari Singh HighStreet market area -- a few hundred metres from thecity centre Lal Chowk -- this afternoon, a policeofficial said.

The grenade exploded on a roadside in the market,injuring seven people, he said, adding that thewounded were rushed to a hospital here.

According to the official, the explosion alsodamaged windows of a vehicle parked nearby.

He said the shops in the market were shut but a fewvendors had set up stalls in the area.

J&K: Mobile services to berestored by Monday noon

SRINAGAR (TIP): The Centre has decided torestore mobile services in Jammu and Kashmir fromMonday. The government also stated that allmovement restrictions will be completely lifted fromJammu and Kashmir, informed Rohit Kansal, J&KPrincipal Secretary (Planning Commission), onSaturday.

He added that all postpaid mobile services, whichwere slated to resume on Saturday, will now befunctional from Monday. "All post paid mobilephones stand functional from Monday 12 noon in theremaining areas of Jammu and Kashmir," saidKansal. Restrictions were imposed 69 days ago afterthe Centre abrogated Jammu and Kashmir's specialstatus.

The administration has been examining variousoptions with regard to suspension of mobile phoneservices which have come in for severe criticism forcausing hardships to about 7 million residents of theValley.

At one point, it was planned to open only BSNLservices followed by allowing activating onlyincoming calls run by private telecom operators.

However, it has now been decided to go the wholehog by allowing operationalisation of all postpaidphones run by all operators and numbering around40 lakh subscriber. This will leave out about 26 lakhprepaid mobile subscribers.

India gets Air Power: RajnathSingh inducts first Rafale in

Defence MinisterRajnath Singh, who's on a three-dayvisit to France, received the firstRafale aircraft at DassaultAviation's facility in Merignac andeven took a sortie on it. Of the total36 aircraft, four will be flying overthe Indian skies by May 2020. Theinduction of Rafale aircraft in theIndian Air Force will addimmensely to India's air power,making it one of the four countries,besides France, Egypt and Qatar, topossess the next-gen fighter jet. Thefirst batch of Rafale will be stationin Ambala with Vintage 17Squadron, while the second batchwill be stationed at Hasimara inWest Bengal.

What are Rafale's capabilities?The fully versatile Rafale can

carry out all combat aviationmissions, including air defence,close air support, in-depth strikes,reconnaissance, anti-ship strikesand nuclear deterrence. Its 'deltawings' makes it far superior to itscompetitors due to extremely stableand supersonic speed.

The aircraft's advanced engine iscapable of allowing the throttle toshift from combat to idle power inless than three seconds. It can jamenemy radars, detect targetsanywhere including sea, groundand air. Companies associated with offset contract

Apart from Dassault, Frenchcompanies Thales and Safron arealso involved in the Rafale'sproduction. And, as per the deal,these three companies have toplough back defence offsets worthRs 30,000 crore into India by 2023.While Dassulat will spend themoney on airframe and systemintegration, Thales will invest inelectronics, radar and counter-measures in aircraft. Safron willdevelop the M88 engine and landinggear.

Ravi Shankar Prasad cites success ofthree films to deny economic slowdown

NEW DELHI (TIP): Indicationsof slowdown notwithstanding,Union minister Ravi ShankarPrasad on Saturday said threeBollywood movies generatingbusiness of Rs 120 crore on theOctober 2 holiday suggested "soundeconomy" even as he dubbed"wrong" the NSSO report which hadreportedly pegged unemploymentrate at 45-year high in 2017.

Days after the InternationalMonetary Fund (IMF) said theeconomic slowdown is morepronounced this year in India andBrazil, Prasad said themeasurement was incomplete.

He alleged that some peopleorganised against the governmentare misleading people overunemployment scenario.

"I was also told that on October 2,which is observed as one of thenational holidays, three Hindimovies garnered Rs 120 crore

business on that day. Unless theeconomy is sound in the country,how can only three movies collect somuch business in a single day?"Prasad asked while speaking toreporters.

He was in Mumbai to campaignfor the BJP for the October 21Maharashtra assembly polls.

The National Sample SurveyOffice's (NSSO's) periodic labourforce survey (PLFS) had stated that

unemployment was 45-year low. Ithad stated that the rate was thishigh in 1972-73 and 2.2 per cent in2011-12.

The report had generated a lot ofpolitical heat, with the thenCongress president Rahul Gandhisaying the Modi government hadpromised two crore jobs, but fiveyears later a "leaked job creationreport card" has revealed a"national disaster".

Earlier, Niti Aayog vice chairmanRajiv Kumar had countered thereport saying, "It is not finalised. Itis a draft report."

Prasad, who holds law and justice,communications and electronicsand information technologyportfolios, said, "I have given youten parameters where economy isperforming well, but not a singleone is reflected in the (NSSO)report. Hence I call it a wrongreport."

PSB?CALLS MEHUL CHOKSI A ‘WILFUL DEFAULTER’,REVEALS EXPOSURE

MUMBAI (TIP): The public sector Punjab & SindBank (PSB) has revealed around Rs 44 crore loanexposure to the absconding diamantaire MehulChinubhai Choksi, here on Saturday.

This is the first time the 111-year-old bank hascome clean on the default perpetrated by Choksi,who has now settled as a citizen of Antigua &Barbados, the West Indies.

The New Delhi-based PSB has issued noticesproclaiming him as a “wilful defaulter” who owesthe bank the amount for which it has initiatedrecovery proceedings against him.

According to PSB, Choksi’s company, GitanjaliGems Ltd., including its merged entity GitanjaliExports Ltd., had availed the loan from the bank.

Choksi is a director and a guarantor in thecompany and legal heir to Guniyal Choksi in theloan account.

However, since they failed to clear the loanamount, the PSB declared it as a ‘non-performingasset’ on March 31, 2018, days after it surfaced thatChoksi and his family had fled the country inFebruary that year.

The bank has demanded that Choksi cough out theloan amount plus interest and other costs with effectfrom October 23, 2018 onwards.

As he failed to comply, the PSB on September 17,2019 declared him a ‘wilful defaulter’.

With this, Choksi joins the bank’s band of 27 otherdefaulters from different fields, based mainly in NewDelhi, Punjab and Chandigarh, one in Lucknow,Uttar Pradesh and two in Chennai, Tamil Nadu,against whom it has filed recovery suits.

BJP misusing agencies: CongNEW DELHI (TIP): A day after I-T raids on at

least five persons working in the Congress’ accountsdivision, the party today cried foul alleging that theBJP was misusing the probe agencies to blockfinancing of candidates in Haryana andMaharashtra where elections are due.

Senior Congress spokesperson Anand Sharmasaid raids had been conducted on five such personsdealing with Congress accounts and probe officersare sitting in the residences of some of them. “Allthis is being done with an ill intent. It is vendettapolitics at its worst. It is pointless to tell thisgovernment anything about the rule of law. Ouraccounts office is under lock and key. We cannotdisburse funds to candidates who have to fight theelections. Everything is at a standstill,” Sharmasaid, slamming coordinated raids by I-T officers inKarnataka on two senior Congress leaders,including former Deputy Chief Minister GParameshwara.

Addressing reporters, Sharma questioned the BJPand the sources of its electoral funding. “Almost 99per cent the electoral bonds have gone to the BJP.The amount, in addition to that, has been spent onthe elections…it would be in excess of Rs 60,000crore. From where does that money come?”

Ex-Fortis promoters Malvinderand Shivinder arrested in fraud case by Delhi Police

NEW DELHI (TIP): Oncesuccessful businessmen who wereon Forbes' list ofbillionaires,Malvinder andShivinder Singh were arrested bythe Delhi Police's EconomicOffenses Wing Thursday, October 10evening. The brothers werearrested for allegedly divertingmoney and causing losses to thetune of Rs 2,397 million.

The two have been accused byReligare Finvest of fraud andmisappropriation involving aroundRs. 740 million.

Religare Finvest filed itscomplaint with the police againstthe Singh brothers in December.Five months later, the brothers werecharged with cheating, fraud andmisappropriation of funds.

The Enforcement Directorate alsoinitiated a money laundering caseagainst them.

Shivinder Singh and MalvinderSingh were heirs to the multi-billion-dollar Ranbaxy Laboratoriesfounded by their father. They sold itto Japanese firm Daiichi Sankyo in2008 and focused on the family-owned Fortis Healthcare, a hospitalchain, and Religare Enterprises, afinancial services firm.

In 2013, Daiichi moved anarbitration tribunal in Singaporealleging that the brothers, whileselling Ranbaxy, had concealedinformation about the US Food andDrug Administration and theDepartment of Justice investigating

the company. The tribunal in 2016ordered the Singhs to pay Daiichi Rs.2,562 million. The brotherschallenged the decision but in 2017,the Delhi High Court ordered themto pay up.

The brothers' feud began afterthey lost control of both FortisHealthcare and Religare.

They resigned as directors fromthe board of Fortis Healthcare soonafter the High Court decision, inFebruary 2018. In September thesame year, Shivinder Singh filed acase against his brother alleging"oppression and mismanagement" intheir joint businesses - RHC Holding,Religare and Fortis.

The Securities And ExchangeBoard of India (SEBI) ordered theSinghs and firms related to them topay Rs. 403 million to Fortis, after itemerged during investigations thatthey had diverted funds from Fortisand misrepresented financialstatements.

Last year, the Supreme Court alsodismissed the Singh brothers' appealand confirmed the internationalarbitral award, saying it was notinclined to interfere with it.

Earlier this year, the brotherswere told by the top court that theycould go to jail for disobeying itsorders to pay what was due toDaiichi Sankyo.

The two brothers, Malvinder Singh (L) and Shivinder Singh (R) have been arrestedover allegations of fraud and misappropriation of funds to the tune of Rs. 740 million.

Govt has zero tolerance on custodialdeaths, police atrocities: Amit ShahNEW DELHI (TIP): Union Home Minister Amit

Shah on Saturday said the Central government haszero-tolerance on custodial deaths, extra-judicialdeaths, and police atrocities.

Addressing the 26th foundation day celebrations ofNational Human Rights Commission (NHRC) in Delhi,Amit Shah also praised the Narendra Modi governmentof working extensively to protect the human rights andsaid it was the first time that a government, from 2014onwards, worked on the human rights matter.

"The Modi government has worked on various frontson human rights. After Independence, the Modigovernment worked on human rights matter," AmitShah said.

"The government is providing electricity tohouseholds, free medical services, and gas connections.Providing toilets is also the human rights of people andthe Modi government has done a massive work in thedirection to provide these rights to the people," he said.

Speaking of Jammu and Kashmir (J&K), Amit Shahsaid, "Forty thousand civilians have been killed sinceIndependence in Kashmir by militants. Is that not anattack against human rights? I would like to ask, do thefamilies of people who died due to terrorism inKashmir have no human rights?"

"I believe that people being affected by terrorism andNaxal attacks is a human rights issue and should belooked at. We have zero-tolerance against extra-judicialdeaths, police atrocities but we should also concentrateequally on terrorism because that's the biggest attack

against the human rights," he said."The NHRC should give a platform to the people

working for human rights, they need to innovate. Thebiggest challenge is poverty and violence. Our socialstructure has an inbuilt system for protecting thehuman rights of poor, weaker sections, the women andthe children," he said.

On human rights norms made by the UNHRC, AmitShah said that the norms of the UNHRC are differentfrom India's and are not applicable in India.

"I believe human rights norms made by the UNHRCare not applicable in India. Their definition of humanrights is different from ours. We should make our owndefinition of human rights," Amit Shah said.

inefficient agriculture practices have ledto an extreme loss of tree cover and thesoil is no longer sufficiently replenished.The soil no longer absorbs waterefficiently and suffers erosion instead.The soil, having lost its ability to retainwater, is unable to sustain Cauvery. As aresult, the river is drying up. The fallingwater levels and dying soil are taking adevastating toll on our farmers, whosuffer failed harvests and crippling debt.

Newark-bound art lovers with anappetite for innovative exhibitsare invited to savor "Raw Umber,"

the inaugural art exhibit of a newpartnership between Newark's GalleryAferro and NJPAC. Through thiscollaboration, Gallery Aferro will curatea rotating series of group shows in thedining rooms of NICO Kitchen + Bar,NJPAC's upscale in-house restaurant.

The new partnership between the ArtsCenter and Gallery Aferro, located inNewark's downtown at 73 Market Street,launches with the October 12, 2pm,opening of "Raw Umber," an exhibitionof 14 works. (The reception is free andopen to the public as part of the NewarkArts Festival, although registration onthe NJPAC website is recommended.)

The exhibit's name refers to the familyof colors derived from naturallyoccurring pigments in the earth: richdark-brown tones, yellows, fiery orangesand reds. This inaugural exhibition willbe on view through March 3, 2020 duringregular hours at the restaurant on theNJPAC campus at One Center Street.

NICO Kitchen + Bar's up-tempoambiance and contemporary settingprovide the perfect surroundings forsatellite exhibits, according to NJPACPresident and CEO John Schreiber.

"As a mainstay in the city for the past16 years, Gallery Aferro has provided ashowcase for fine art and haschampioned scores of artists who callNewark home," Schreiber said. "We sawthis collaboration as a uniqueopportunity to acknowledge the gallery'slongstanding and venerable role as anadvocate for Newark's arts and culture."

The multimedia pieces on display forthis and future exhibits will be curatedby Gallery Aferro, which was founded in2003 and is run by artists Evonne M.Davis and Emma Wilcox. Artwork is alsoavailable for purchase.

"I've always enjoyed havingconversations with John Schreiber. Welead and run two very differently-scaledarts organizations in the samecommunity, but there's a lot of overlap inour circles.

"It felt natural that Gallery Aferrocould work with NJPAC, and we just

started talking about ways of sharing thevitality of Newark's art scene and theenergy, the prolific energy, that comesout of our artist residencies," saidWilcox.

Most artists participating in "RawUmber" have collaborated with GalleryAferro in the past or are among the morethan 100 alumni of the gallery's decade-long artist residency program. Amongthem are:● Marsha Goldberg, a current artist in

residence at Gallery Aferro, whosework is exquisitely sensitive to theatmospheric shifts of light, shadowand air that define our experience ofthe world.

● Anne Q. McKeown, a masterpapermaker and longtime resident atGallery Aferro, who works withpainting, printmaking, papermakingand wire drawings to make and takeapart systems using color, chance andintuition. McKeown's artworksincluded in Raw Umber are works onUgandan bark cloth hand-poundedfrom fibers, visualizing a visceral tieto the earth.

● Gladys Barker Grauer, known as the"Mother of Newark Arts," who passedaway earlier this year. Her piece inthis exhibit is a hypnotic self-portraitthat features a subtle spider webmotif.

● Ibrahim Ahmed iii, an Aferro artistin residence in 2013, who now residesin Cairo. Included in the exhibit is hisdramatically scaled portrait,completed before he left Newark.

● L. Gluck of St. Thomas is representedwith a deceptively simple early 1960'swatercolor.

These pieces are joined by works byReginald K. Gee, Stephen Flemister,Floyd Newsom Jr, and E. J. Montgomeryfrom the collection of Aljira, a Center forContemporary Art, which revealsNewark's cultural connections tomultiple generations of importantartists of color.

"We wanted to select art that wouldglow," said Wilcox. "These pieces share aluscious palette of strong tones, andthere's some very intense portraiture.This is art that will stare back at you."

Tributes Paid to Mahatma Gandhi NEW YORK CITY (TIP): Tens of

thousands of people enjoyed this year'sdaylong Deepavali festival at SouthStreet Seaport here on Sunday. This wasthe 32nd Deepavali organized by theAssociation of Indians in America(AIA), New York chapter, under thepresidentship of Harish Thakkar, anAIA press release said.

"This time around, people from allwalks of life thronged the intercollegiatedance competition, fusion musicperformance, a fashion show, a veganexpo, and fun-filled children's activities,not to speak of the sparkling fireworks.Doing brisk business were booths with avariety of fine cuisine, clothes andhandicrafts. There was also anexhibition of the works of contemporaryIndian artists", the AIA press releasesaid.

"AIA's annual flagship eventDeepavali festival is known forattracting elected officials anddignitaries. Gracing the occasion thistime were Congresswoman CarolynMaloney as well as New York StateAssemblyman David Weprin andManhattan Borough President GaleBrewer. Mayor Bill de Blasio sent arepresentative to present his messageand a proclamation recognizing theevent. The Indian Consulate wasrepresented by Deputy Consul GeneralShatrughna Sinha.

Congresswoman Maloney dwelt on thehistory of AIA, Diwali celebrations atthe White House since 2003, and herinvolvement in making the Diwali stampa reality. She also spoke about the 150thanniversary of the birth of MahatmaGandhi and gifted a large portrait of theMahatma.

Harish Thakkar, serving his first oftwo-year term as President of AIA statedin the press release that thearrangements were perfect and thedaylong event went very well - a slightdrizzle late petered out before thefireworks. Enthusiasm was high,particularly for 'Naach Inferno' dancecompetition in which seven teamsparticipated and was won by RouthBhangra girls.

Thakkar, a Gujarati origintechpreneur, introduced many newattractions this time, for instance,Dandiya, for which they got singerVarsha Joshi.

The Vegan Expo in collaboration withWorld Vegan Vision was another first. Itsaw people sample some of the foods andthe cooking demonstration and listen todoctors speak about the benefits of goingvegetarian. World Vegan Visionpresident H.K. Shah presented 3 freeiPads to lucky winners of the raffle draw.

TOKYO (TIP): Powerful TyphoonHagibis churned towards Japan onOctober 12, heading straight towardsthe capital with potentially record-breaking rains and sparkingevacuation orders, transportdisruption and power outages evenbefore making landfall.

Rated “large and very strong”, thestorm has already forced thecancellation of two Rugby World Cupmatches, disrupted the Suzuka GrandPrix and grounded more than 1,600flights.

It is forecast to crash into land incentral or eastern Japan on Saturdayevening, packing maximum gusts of216 kilometres per hour (134 miles perhour), Japan’s Meteorological Agency(JMA) said. Hagibis is forecast to bethe first storm rated “very strong” tohit the nation’s main island of Honshusince 1991 when the category systemwas introduced, local media said. people died and two were seriouslyinjured in an attack on a mosque inBurkina Faso's volatile north, securitysources said on October 13. Armedmen attacked the Grand Mosque inSalmossi on Friday evening, a sourcetold AFP, adding that 13 died on thespot and three succumbed to theirinjuries later. Two of the wounded arein critical condition, the source added.

A resident from the nearby town ofGorom-Gorom confirmed the attack,saying Salmossi residents had fledtheir homes afterwards. Although hitby jihadist violence, many Burkinabesoppose the presence of foreign troops -- notably from former colonial rulerFrance -- on their territory.

On Saturday, about a thousand-strong crowd marched in the capitalOuagadougou, "to denounce terrorismand the presence of foreign militarybases in Africa."

US troops in Syria came under firefrom Turkish incursion: Pentagon

KOBANI (TIP): US troops near thenorthern Syrian border came underartillery fire from Turkish positionson October 13, a Pentagon spokesmansaid, warning that the US wasprepared to meet aggression with“immediate defensive action”.

The US military confirmed anexplosion around 9 pm (1800 GMT)within a few hundred metres of itspost near the town of Kobani, in anarea “known by the Turks to have USforces present”.

“All US troops are accounted for withno injuries. US forces have notwithdrawn from Kobani,” Navycaptain Brook DeWalt said in astatement.

US President Donald Trump hasfaced a firestorm of criticism forappearing to greenlight Turkey’soffensive into northeastern Syria,which began after Trump ordered UStroops to pull back from the border.

Turkey is targeting the Kurdish-ledSyrian Democratic Forces (SDF), a keyUS ally in the five-year battle to crushthe Islamic State group. The SDF lost11,000 fighters in the US-led campaign.

Treasury Secretary Steven Mnuchinsaid earlier on Friday that Trump hadauthorised--but not yet activated—“very significant new sanctions” todissuade Turkey from furtheroffensive military action.

“The United States remains opposedto the Turkish military move into

Syria and especially objects to Turkishoperations outside the securitymechanism zone and in areas wherethe Turks know US forces are present,”DeWalt added.

Iranian oil tanker hit by two missiles near Saudi port

SAUDI PORT OF JEDDAH (TIP): Anoil tanker belonging to the NationalIranian Oil Company (NIOC) was hit anddamaged by two missiles on October 12,Iranian state news IRNA reported.

The missiles were "possibly" fired fromSaudi soil, Saheb Sadeghi, head of thepublic relations of the National IranianTanker Company, told state-run Press TV.

Reports that the missiles were firedfrom Saudi territory were later dismissedby NIOC, as reported by IRNA.

Iran has not offered any publiclyavailable evidence for the incident. Theship is still moving and traveling south,according to the tracking service MarineTraffic.

No Iranian government officials haveblamed the attack on any side at thisstage.

Commenting on the incident, IranianForeign Ministry spokesman AbbasMousavi said according to the semi-official Fars News Agency: "Those behindthis dangerous adventurism areresponsible for the consequences of suchact."

The tanker was 60 miles (96 kilometers)from the Saudi port of Jeddah on the RedSea when the incident occurred,damaging its body, IRNA reported.

According to the news service, theresulting explosions caused oil to leakinto the Red Sea.

Iran's Press TV also tweeted Friday:"Report: Explosion in #Iranian tankerhas set vessel on fire near #Saudi portcity of #Jeddah."

All the tanker's crew members are safe,IRNA reported. Investigators are lookinginto the sources of the missiles.

News of the incident caused oil pricesto rise on Friday. Prices for Brent Crudejumped 2% to just over $60, while WTICrude climbed nearly 2% to $54.

A series of attacks on oil tankers andproduction facilities in the region hasincreased tensions in recent months.

In September, Saudi Arabia's Abqaiq oilprocessing facility -- the largest of its kindin the world -- was attacked in a series ofdrone strikes which halved the country'sproduction.

Houthi rebels claimed responsibilityfor the attack, but both Saudi and USinvestigators claimed "with very highprobability" that it was launched from an

Men should avoid consumingalcohol for six monthsbefore trying for a baby to

ensure that their child has a healthyheart, according to the first large-scale analysis to examine the role ofpaternal drinking.

The research, published onThursday in the European Journalof Preventive Cardiology, found thatfathers drinking three monthsbefore conception increased therisk of congenital heart disease inbabies by 44 per cent, while this riskwas 16 per cent for mothers,compared to not drinking.

There was a 52 per cent higherlikelihood of these birth defects iffathers indulged in bingedrinking—defined as five or moredrinks per sitting—while this riskwas 16 per cent for mothers,researchers said.

“Binge drinking by would-beparents is a high risk anddangerous behaviour that not onlymay increase the chance of theirbaby being born with a heart defect,but also greatly damages their ownhealth,” said study author JiabiQin, from Central South Universityin China.

Qin said the results suggest thatwhen couples are trying for a baby,men should not consume alcohol forat least six months before

fertilisation while women shouldstop alcohol one year before, andavoid it while pregnant.

Congenital heart diseases are themost common birth defects, withabout 1.35 million babies affectedevery year.

These conditions can increase thelikelihood of cardiovasculardisease later in life, even aftersurgical treatment, and are themain cause of prenatal death.

Alcohol is a known teratogen—which causes malformation of anembryo—and has been connectedwith foetal alcohol spectrumdisorder (FASD), researchers said.

Around one in four children with

FASD have congenital heart disease,indicating that alcohol might alsobe implicated in these disorders,they said.

Previous studies investigating thelink between alcohol and congenitalheart disease have focused onprospective mothers, withinconclusive results.

This is the first meta-analysis toexamine the role of paternalalcohol drinking, researchers said.

They compiled the best datapublished between 1991 and 2019,which amounted to 55 studiesincluding 41,747 babies withcongenital heart disease and 297,587without.

For the study, the researchers evaluated 42 existingstudies of research into social dining.

The researchers found that people eat more withfriends and family because having food with others ismore enjoyable and social eating could increaseconsumption.

Exposure to air pollution is associated withincreased chances of exhibiting aggressivebehaviour, according to research conducted in

the US.Researchers from Colorado State University

(CSU) in the US analysed a set of studies, findingstrong links between short-term exposure to airpollution and aggressive behaviour, in the form ofaggravated assaults and other violent crimes acrossthe US.

The results, appearing in the Journal ofEnvironmental Economics and Management, werederived from daily Federal Bureau of Investigation(FBI) crime statistics and an eight-year, detailedmap of daily US air pollution.

Scientists typically measure rates of pollutionthrough concentrations of ozone, as well as of“PM2.5,” or breathable particulate matter 2.5microns in diameter or smaller, which hasdocumented associations with health effects.

Aspirin could cut air pollution harmsin half, study claims

Aspirin may lessen thenegative effects of airpollution, an intriguing new

study concludes.Researchers from Columbia,

Harvard and Boston Universitiesanalyzed a subset of data collectedfrom 2,280 male veterans from thegreater Boston area who were giventests to determine their lungfunction. Participants' average agewas 73.

The researchers examined therelationship between test results,self-reported non-steroidal anti-inflammatory drug (NSAID) useand ambient particulate matter andblack carbon in the monthpreceding the test.

RESEARCHERS USE DRONES TO MEASUREWEIGHT OF WHALES

In a first, researchers have developed a model toaccurately calculate the weight of southern rightwhales using measurements made by drones of the

colossal mammal's body length, width, and height.The study, published in the journal Methods in

Ecology and Evolution, noted that the only way to getinformation on the body mass of whales until now wasto weigh dead or stranded individuals.

The researchers, including those from the BritishEcological Society in the UK, developed the newmethod to learn more about the physiology andecology of whales.

"Knowing the body mass of free-living whales opensup new avenues of research. We will now be able tolook at the growth of known aged individuals tocalculate their body mass increase over time and theenergy requirements for growth," said FredrikChristiansen, lead author of the study from AarhusInstitute of Advanced Studies in Denmark.

Christiansen added that the calculated weight couldbe used to look at the daily energy requirements ofwhales, and estimate how much prey they needed toconsume.

‘PERSONALISED DJ’ALGORITHM THAT MATCHES

SONGS TO CHANGING MOODSResearchers have developed a

“DJ-like” algorithm that cancreate ultra-personal music

playlists which adapt to listeners’changing moods.

The algorithm called DJ-MCcould outdo streaming musicservices by making playlists thatchange depending on eachindividual’s shifting emotion,according to the research publishedin the journal MIS Quarterly.

“Whether you’re getting into thecar after a long day of meetings, oryou’re getting out of bed on aweekend morning, it should tailorits recommendations to yourchanging moods,” said Maytal Saar-Tsechansky, a professor at theUniversity of Texas (UT) at Austinin the US.

The programme runs a series offeedback loops. It tries out a song,the listener rates it, and theprogramme heeds that rating inchoosing the next song.

“Then you alter the modelaccordingly,” said Elad Liebman, aPhD student in computer science atUT Austin, who conceptualised theprogramme.

DJ-MC adapts to the listener’smood, considering not only whichsongs they will enjoy, but also inwhat order, the researchers said.

Songs are organised intelligently,leading to an expressive,”DJ-like”sequence, instead of a random,arbitrary-sounding one, they said.

According to the researchers, DJMC plans its moves 10 songs ahead,like a chess player.

While one song is playing, theprogramme generates tens ofthousands of possible sequences,and it predicts which one will pleasethe listener the most, they said.

The programme serves up thenext song on that playlist—and

while that song is playing, it createsand tests new sequences.

The researchers noted that inmachine learning, the mechanismis known as a Monte Carlo searchwhich inspired the name of theprogramme: DJ-MC.

The programme could be adaptedto other kinds of media, from newsstories to videos, they said.

“Learning algorithms don’t havetaste, they just have data. You canreplace the dataset with anything,as long as people are consuming itin a similar fashion,” Liebman said.

NASA's InSight lander 'hears'strange sounds on Mars

NASA has released recordings of eerie soundson Mars picked up by one of its missions to theRed Planet, the InSight lander.

Far below the human range of hearing, theserecordings had to be speeded up and slightlyprocessed to be audible through headphones, NASAsaid on Tuesday.

The spacecraft's exquisitely sensitive seismometer,called the Seismic Experiment for Interior Structure(SEIS), can pick up vibrations as subtle as a breeze.

The instrument was provided by the French spaceagency, Centre National D'Etudes Spatiales (CNES),and its partners.

The instrument was designed to listen for quakeson Mars, known as marsquakes.

Scientists want to study how the seismic waves ofthese quakes move through the planet's interior,revealing the deep inner structure of Mars for thefirst time.

But after the seismometer was set down byInSight's robotic arm, Mars seemed shy. It did notproduce its first rumbling until this past April, andthis first quake turned out to be an odd duck.

Light brighter than the sun to help virtually read 2,000-year-old scrolls

Scientists at Britain's nationalsynchrotron facility haveharnessed powerful light

beams to virtually unwrap anddecipher fragile scrolls dating backsome 2,000 years in a process theyhope will provide new insights intothe ancient world.

The two complete scrolls and fourfragments—from the so-calledHerculaneum library, the only onesurviving from antiquity—wereburied and carbonized by the deadlyeruption of Mount Vesuvius in 79AD and are too fragile to be opened.

The items were examined at theDiamond Light Source facility inOxfordshire, home to Britain'ssynchrotron, a particle acceleratorin which beams travel around aclosed-loop path to produce lightmany times brighter than the sun.

"The idea is essentially like a CTscanner where you would take animage of a person, a three-dimensional image of a personand you can slice through it to seethe different organs," said LaurentChapon, physical science directorof Diamond Light Source.

"We... shine very intense lightthrough (the scroll) and thendetect on the other side a numberof two-dimensional images. Fromthat we reconstruct a three-dimensional volume of the

object... to actually read the text ina non-destructive manner,"Chapon said.

The ink on the scrolls is difficultto see, even through asynchrotron, because it is carbon-based like the papyrus it is writtenon. But scientists hope the densityof the paper will be differentwhere written characters arepresent. By scanning thefragments where characters arevisible, they hope to create amachine-learning algorithm that

will decipher what is written onthe scrolls. The data generated bythe process will be analysed byscientists at Kentucky Universityin the United States usingadvanced computing techniques todecipher the scrolls' contents.

"The library at Herculaneumwas the only library that survivedfrom antiquity and because of thatthe material inside is extremelyvaluable," said Brent Seales,professor of computer science atKentucky University.

Visa, Mastercard shun FB’s Libra digital currency plan

NEW YORK (TIP): Visa and Mastercard on Fridayannounced their departure from Facebook’s Libraproject, a major setback to the social network’s planfor a worldwide digital currency.

Along with the two payment giants, several otherlarge companies have said they’re exiting Libra.Payment processing company Stripe is stepping back,as well as e-commerce company eBay.

PayPal was the first of Libra’s big partners to leave,announcing last week it would no longer be involved.

Facebook has faced substantial criticism since thesummer when it unveiled plans to create a separate,private currency system to allow users to make cross-border payments more easily. India readies next round ofmeasures to boost economy

NEW DELHI (TIP): The PrimeMinister’s Office (PMO) and topofficials of the finance ministry areworking on administrativemeasures and incentive packages toboost the sluggish economy as thegovernment is “deeply” concernedabout the steep fall in key economicparameters besides dwindlingrevenue collections, three officialsaware of the developments havesaid.

The PMO and the North Blockhave been conducting a series ofmeetings with central and stategovernment officials to boostrevenue generation, which is anecessary condition for prospectivestimulus packages to create demandand induce consumption to boostthe economy, they said.

One of the officials said thatliquidity is no longer a majorconcern and the government hasaddressed investors’ sentiments byannouncing unprecedented cuts incorporate tax rates by sacrificingRs1.45 lakh crore. The governmentcould now shift its focus to fuellingdemand and stoking consumption,he said on condition of anonymity.

On the demand side, discussionsare centred around reducing

income tax rates sans exemptions,prodding banks to offer attractiveEMIs for auto and housing loans,rejigging real estate laws and taxstructure and reducing compliancecost for builders on the conditionthat the same could be passed on toconsumers, the official said.

The government is also exploringsome incentive to perk upautomobile sales, the official added.It is, however, finding it difficult tocut Goods and Services Tax (GST)on automobiles because states areunwilling to take about Rs 60,000-crore revenue hit, he said. Otherproposals being discussed include

raising public investments ininfrastructure, particularly in ruralareas, and asking state-run firms tofront-load their budgetedexpenditure, he added.

The government is expectingdemand to pick up because of somerecent decisions. The cabinet onOctober 9 raised dearnessallowance (DA) of five millioncentral government employees and6.5 million retired employees by 5percentage points, hoping that theRs 10,600 crore-package will boostconsumption in the ongoing festiveseason.

Under Trump, the United States has slappedtariffs on more than $360 billion worth ofChinese imports and is planning to hit another$160 billion December 15. AUTO SECTOR CRISISDEEPENS IN INDIA

NEW DELHI (TIP): Passenger vehicle sales slumped 23.7%in September, the 11th straight month of decline, promptingan industry body to flag more job cuts if sales failed to pick upsoon.

Passenger vehicle sales dropped to 2,23,317 units inSeptember, the Society of Indian Automobile Manufacturers(SIAM) data showed, while passenger car sales dived 33.4% to131,281 units. SIAM’s data comes as the domestic automobileindustry faces a crippling slowdown in demand that has led toproduction cuts and thousands of job losses. The industry isseeing longest-ever streak of sales decline.

“We are preparing for best-case and worst-case scenarios ...worst case there will be more production and job cuts,” saidSIAM president Rajan Wadhera.

Car and auto component makers have cut thousands of jobsand halted some production as the industry grapples withvarious challenges amid a broader economic slowdown. Thegovernment stepped in last month, announcing a corporatetax rate to boost manufacturing and lift growth. On Friday,SIAM’s Wadhera said it expected some improvement in thesituation on the back of the festive season.

Karva Chauth / Karwa Chauth, oneof many Hindu festivals, is afasting ritual observed by all

married Hindu women who seek thelongevity, prosperity and well-being oftheir husbands. This festival is verypopular amongst married Hindu womenin the western and northern parts ofIndia, primarily in Punjab, Rajasthan,Haryana, Gujarat, and Uttar Pradesh.During the Karwa Chauth festival,married Hindu women dedicate the dayto their husbands. Normally, women whoobserve this festival are called"Saubhagyavati" meaning "joyous andhappy status of wifehood." The festivalwas emerged also as a day for celebratingautumn. Hindu married women enjoythe company and companionship ofrelatives and friends. As of recently, thecelebration has been given a morereligious touch.

Karva is another word for 'pot' (a smallearthen pot of water) and chauth means'fourth' in Hindi (a reference to the factthat the festival falls on the fourth day ofthe dark-fortnight, or krishna paksh, ofthe month of Kartik).

The festival originated and came to becelebrated only in the northwestern partof the Indian subcontinent. Thehypothesis is that military campaignswere often conducted by Hindus whowere defending India against Mughalinvaders, they would often leave theirwives and children to go off to war. Theirwives would often pray and celebrate aday of socialising, with other women, bypreparing special meals, and dressing upin their finest regalia, and having whatwould today be deemed as a romanticevening with their husband before hewent off to war.

Women whose husbands had alreadygone off to war, join the fast to pray forthe safety of their husbands at this timeas they ventured away from home todefend India. The festival coincides withthe wheat-sowing time (i.e., thebeginning of the Rabi crop cycle). Bigearthen pots in which wheat is stored aresometimes called Karvas, so the fast mayhave begun as a prayer for a good harvestin this predominantly wheat-eatingregion.

There is another story about the originof this festival. Earlier, girls sometimesbarely teenagers used to get married, goand live with their in-laws in very remotevillages. Everyone would be a strangerthere for the new bride. In case she hadany problems with her husband or in-laws, she would have no one to talk to orseek support from. Her own parents andrelatives would be quite far andunreachable. Telephones, buses andtrains were not heard of in those days.People had to walk almost a whole day togo from one place to other. Once the girlleft her parent's home for in-laws, shemight not be back before long. Thus thecustom started that, at the time ofmarriage, when bride would reach herin-laws, she would befriend anotherwoman there who would be her friend(kangan-saheli) or sister (dharam-behn)for life. It would be similar to god-friendsor god-sisters.

Their friendship would be sanctifiedthrough a small Hindu ceremony rightduring the marriage. The bride's friendwould usually be of the same age (orslightly older), married into the samevillage (so that she would not go away)and not directly related to her in-laws (sothere was no conflict of interest later).

Emotionally and psychologically, itwould be very healthy and comforting forthe bride to have her own 'relative' nearher.Once the bride and this woman hadbecome god-friends or god-sisters, they

would recognize their relation as such.They would treat each other like realsisters. During any issues later in life,involving even the husband or in-laws,these women would be able toconfidently talk or seek help from eachother. Moreover, the bride's parentswould treat her friend just like their owndaughter. Thus Karva Chauth started asa festival to celebrate this special bond offriendship between the brides and theirgod-friends. A few days before KarvaChauth, married women would buy newkarvas (spherical clay pots) -- 7"-9" indiameter and 2-3 litres capacity-andpaint them on the outside with beautifuldesigns. Inside they would put banglesand ribbons, home-made candy andsweets, make-up items, and small clothes.The women would then visit each otheron the day of Karva Chauth andexchange these karvas.

RitualsWomen begin preparing for Karva

Chauth a few days in advance, by buyingcosmetics (shringar), traditionaladornments or jewelry, and puja items,such as the Karva lamps, matthi, hennaand the decorated puja thali (plate).Localbazaars take on a festive look asshopkeepers put their Karva Chauthrelated products on display.On the day ofthe fast, women from Punjab awake toeat and drink just before sunrise. InUttar Pradesh, celebrants eat soot feniwith milk in sugar on the eve of thefestival. It is said that this helps them gowithout water the next day. In Punjab,sargi is an important part of this pre-dawn meal and always includes fenia. Itis traditional for the sargi to be sent orgiven to the woman by her mother-in-law.If the mother-in-law lives with thewoman, the pre-dawn meal is preparedby the mother-in-law.

The fast begins with dawn. Fastingwomen do not eat during the day. Intraditional observances of the fast, thefasting woman does no housework.Women apply henna and other cosmetics

to themselves and each other. The daypasses in meeting friends and relatives.In some regions, it is customary to giveand exchange painted clay pots filledwith put bangles, ribbons, home-madecandy, cosmetics and small cloth items(e.g., handkerchiefs). Since KarvaChauth follows soon after the Kharifcrop harvest in the rural areas, it is agood time for community festivities andgift exchanges. Parents often send gifts totheir married daughters and theirchildren.

In the evening, a community women-only ceremony is held. Participantsdress in fine clothing and wear jewelleryand henna, and (in some regions) dressin the complete finery of their weddingdresses. The dresses (saris or shalwars)are frequently red, gold or orange, whichare considered auspicious colors. InUttar Pradesh, women wear saris orlehangas. The fasters sit in a circle withtheir puja thalis. Depending on regionand community, a version of the story ofKarva Chauth is narrated, with regularpauses. The storyteller is usually anolder woman or a priest, if one ispresent. In the pauses, the Karva Chauthpuja song is sung collectively the singers

perform the feris (passing their thalisaround in the circle).

The fera ceremony concluded, thewomen await the rising of the moon.Once the moon is visible, depending onthe region and community, it iscustomary for a fasting woman, with herhusband nearby, to view its reflection ina vessel filled with water, through asieve, or through the cloth of a dupatta.Water is offered (arka) to the moon (somor chandra, the lunar deity) to secure itsblessings. She then turns to her husbandand views his face indirectly in the samemanner. In some regions, the womansays a brief prayer asking for herhusband's life. It is believed that at thisstage, spiritually strengthened by herfast, the woman can successfullyconfront and defeat death (personified byYama). In Rajasthan the women say"Like the gold necklace and the pearlbracelet, just like the moon may mysuhaag always shine brightly."

The husband now takes the water fromthe thali and gives his wife her first sipand feeds her with the first morsel of theday (usually something sweet). The fastis now broken, and the woman has acomplete meal.

Located at a height of 1,247 metres(3,933 ft) above sea level,Kalimpong is just 51 km from

Darjeeling and 70 km from Siliguri.There are two National Highwaysoriginating at Siliguri that take you up toDarjeeling and Kalimpong. Though thedistance is rather short, there is a majordifference in weather and atmospherebetween these two popular getaways.

Despite the fact that there are anumber of tea gardens in Siliguri, it istotally urban with enough cars andtrucks to make you want to get away asfast as possible. Darjeeling, on the otherhand, is colder, mistier, more crowdedand bustling. Kalimpong also has mistsbut it offers more of a holiday mood. Thetemperature is seldom colder than 12-16degrees and on a sunny summer’s day,the temperature may rise to as high as 30degrees.

The drive to Kalimpong up the TeestaValley from Siliguri is truly magical. Theriver seems to change mood with everyturn until reaching Teesta Bazaar, whereone normally stops for tea. Kalimgponghas its bi-monthly “Haats”. Mixing withthe locals and experiencing thetraditional culture is never a problemhere. The place is an interesting mix ofmodern and traditional. Besides Indiangoods, a huge variety of stuff fromBhutan, Sikkim, Tibet and Nepal seem tofilter in here, making the place ashopper’s paradise.

Kalimpong is known to have originallybeen part of Bhutan. It was earlier called“Dalingkote” by the Bhutias and was animportant centre for Indo-Tibetan trade,being close to the important mountainpasses of Nathu-la and Jelep-la. It wasrenamed when the British acquired thearea after the Anglo-British War in 1864and was raised to the stature of a sub-division in April 1916. With its mildclimate, the British found Kalimpong tobe a perfect location for a sanatorium. Inthe early days, it was the weather thatattracted British settlers and soon amain street “was laid out in correctboulevard style with rows of trees”. Atthe time this street included DrGraham’s Homes and a Gothic Church,to which a clock tower was added in 1891.

The British colony is said to have had1,200 members in 1916. With Kalimpong’sweather being a great attraction, thenumbers continued to grow and so didthe need for schools. A number of privateschools planned on the lines of Eton andHarrow were created in the region.However, the school that is stillremembered is known Dr Graham’sHomes -- conceived as a home forunderprivileged children created in 1900by the Scottish Missionary Rev. Dr. JohnA Graham. It has been recorded thatduring Dr Graham’s lifetime, the“Homes” consisted of 35 buildings,including cottages, schools, industrialand farm buildings, a hospital, aswimming bath and a park where around600 domiciled European and Anglo-Indian children of both sexes -- from 2 to18 years -- were educated.

There are many theories about thename Kalimpong. One theory claims thatin Tibetan, the name means “Assembly

(or Stockade) of the King’s Ministers”.Another theory is that the name isderived from the translation “ridgewhere we play” in Lepcha, as it is knownas a place for tribal gatherings andsummer sports.

Kalimpong is home to Nepalis,Lepchas and other ethnic groups and isnow an important religious centre forBuddhism. The first Buddhist Monasteryto be built here was the ThongshaGumpa.

The Tharpa Choling Monastery islocated in the centre of the city and aBhutanese monastery on the 12 MileRoad. The Tibetan Buddhist monasteryZang Dhok Palri Phodang is known for anumber of rare Tibetan Buddhistscriptures. However, it is important to

note that even as early as in 1900s, therewas a mosque and a Hindu temple inKalimpong.

The Kalimpong Science Centre,established in 2008 is a recent addition. Itoffers scientific awareness among thestudents of the town. The locals andvisitors tend to spend more time atop theDeolo Hill, the highest point inKalimpong. But the most importantaspect of this lovely hill station has beenkept till the last. Horticulture is one ofthe most important money-earners inKalimpong. It has a splendid flowermarket notable for its wide array oforchids and nurseries that exportHimalayan grown flower bulbs, tubersand rhizomes.

Kalimpong is a major production

centre for the popular flower Gladioliand some of India’s best orchids that areexported to many parts of the world.

Of late, Kalimpong’s cactus cultivationis making waves. Its nurseries attractpeople from far and near for the stunningcollection of cactii cultivated here.

The many strains of cactus though notindigenous to the area, have beencarefully cultivated over the years. Theplants have adapted well to the altitudeand environment and now prove to beone of the chief draws of visitors.

Kalimpong’s annual flower show inOctober is a big draw. The best season forvisiting Kalimpong is spring whenorchids bloom wild on trees and thenurseries have their finest selection andtheir most exotic varieties in bloom.

With du Plessis, whocontinued to show stubbornresistance, Kohli changed Ashwin’send and it worked. NEW DELHI (TIP): At the national selectiontrials in August for the women’s worldchampionships, Manju Rani’s childhood coachSahab Singh and uncle Sunil Kumar looked tensed asthey watched her bouts. They were hoping Manjudidn’t get a raw deal as was the case earlier in hercareer and had to shift from Haryana and representPunjab. Having made the switch in 2017, Rani wonthe national championships in January, and therehas been no looking back.

“Whenever there is a trial or fight, we just pray shedoesn’t get a biased decision because she hassuffered a lot in Haryana and we had to enter her forcompetitions from Punjab. Once she made it to thenational camp, she has been taken good care of andthe trials have been open and fair,” said Sahab Singh.

Rani’s stature has rapidly risen in the last 10months since she started representing India at theinternational level. On Saturday, she brought out herfearless streak to defeat Thailand’s ChuthamatRaksat 4-1 in 48kg and make it to the worldchampionships final in Ulan-Ude, Russia. Rani willface second-seeded Russian Ekaterina Paltceva in thegold medal match.

KIPCHOGE SMASHES 2-HRMARATHON BARRIER

VIENNA (TIP): Kenyan Eliud Kipchoge madeathletics history when he became the first person torun a marathon in under two hours, stretching thelimits of human endeavour and passing a milestonefew thought could be reached for decades if at all.

Guided by green laser beams shone on to the roadand helped by 41 world-class athleteschoreographed into rotating teams of pacemakers,the Olympics champion and world record holdersmashed the barrier by 20 seconds, finishing in onehour 59.40 minutes.

It was regarded as the biggest achievement inathletics since Roger Bannister broke the four-minute mile in 1954 but was not recognised as aworld record by the sport’s governing body as it wasnot in open competition and used rotatingpacemakers. As the pacemakers peeled away for thelast kilometre, Kipchoge accelerated down the finalstraight, smiled and pointed at people in the crowdwho gave him a rousing reception. Barely sweating,the 34-year-old looked as if he had completed a quietmorning run as he reflected on an achievementwhich he compared to landing on the moon. “Fromthe first kilometre, I was really comfortable,” he saidafter before being mobbed by his teammates. “I havebeen training for this for four and a half months, Ihave been putting my heart and mind to run undertwo hours for a marathon and make history.”
