A Message from the Superintendent

This publication is intended to provide valuable information to parents and others who are interested in the Killeen Independent School District. We are pleased to provide this information in a manner that we hope you will find meaningful, useful and concise. Thank you for your interest in the district. Welcome to the Killeen Independent School District. Killeen ISD proudly serves the central Texas communities of Killeen, Fort Hood, Harker Heights and Nolanville. About Killeen ISD

The Killeen ISD Board of Trustees, typically, holds regular meetings on the second Tuesday of every month. Board meeting workshops are typically held on the fourth Tuesday of each month. Additional meetings may be scheduled as necessary. The agenda for each meeting is posted 72 hours in advance at the KISD Administration Building and on the district’s website. Meetings are open to the public, and are conducted at the KISD Administration Building, 200 North W.S. Young Drive, in Killeen, unless otherwise stated. At the first meeting of the month, trustees schedule a public forum on the agenda. This forum allows residents, parents, employees and other individuals time to share comments with board members. Trustees cannot respond to comments made in public forum. They may, however, place items for further discussion and consideration on future meeting agendas.

Exceptional Opportunities

The goal of KISD counselors is to help students develop academic, career, and social/emotional abilities. Preventive methods and interventions are used to ensure the well-being of each student. The heart of the program includes guidance curriculum, responsive service, individual planning and system support. The district also has a trained Crisis Intervention Team that is deployed to campuses as necessary, to provide support in the event of a death or other devastating events.

Guidance and Counseling

Your child’s attendance in school is an important part of their education. Contact the school to inform staff of your child’s absence as soon as possible. Provide a parent note explaining the absence, or a note from a medical provider to the campus administration office following the absence.

Each of the 4 high schools in Killeen Independent School District has an individual graduation ceremony, which is held at the Bell County Expo Center in Belton, Texas. Graduation ceremonies are designed by each school to mirror the school’s philosophy and uniqueness. Killeen ISD KISD-TV Channel 17 works in conjunction with Fort Hood to broadcast graduation ceremonies to military family members deployed in Saudi Arabia, Korea, Afghanistan and Kuwait. Additionally, we have been able to provide private one-on-one video teleconferencing between graduating seniors and their deployed parents following the graduation ceremonies. Since 2004 KISD-TV, Channel 17 has broadcasted graduation ceremonies live. At the time of graduation, open the website http://www.gradcast.org and a link will be visible to watch the graduation live.

4 YEAR OLDFull-day prekindergarten classes are available in KISD. The following guidelines must

be met prior to enrollment:

• Student must be 4 (four) years old on or before September 1, 2017 AND student

must meet one of the following conditions:

Full-day prekindergarten classes are available in KISD. A

child must meet the following conditions to be eligible for

this prekindergarten program:

• Student must be 3 (three) years old on or before

September 1, 2017 AND

• Student must be a biological child, adopted child

or step child of a military member who is on active

duty, is MIA or was injured or killed during active

military duty (includes activated Texas National

Guard and all activated Reserves) AND

• Student must reside in the attendance zone

of the on-post school they will attend (special

consideration transfers may be approved but are

evaluated on a case-by-case basis by Student

Services).

• Speaks a language other than English at home, has a qualifying

score on an Oral Language Proficiency Test and identified as ELL by

the LPAC

• Eligible for free/reduced lunch program (income level based)

• Qualifying Military Dependent – requires military ID, DEERS form,

or other reliable documentation to show student is a dependent of a

current military member or a dependent of a prior military member

who was injured, killed or MIA while on active duty. Being a retired

military member does NOT meet this qualification criteria

• Homeless

• Has ever been in the conservatorship (foster care) of the Department

of Family and Protective Services (DFPS) following an adversary

hearing.

*All prekindergarten students must complete a free-reduced lunch application, regardless of qualifying reason (except for students qualifying as homeless, foster, migrant, direct certified households or students enrolled at CEP campuses). For more information about the free-reduced lunch program visit: www.fns.usda.gov.Note: The Interstate Compact for Military Students (ICMS) does not cover eligibility for Prekindergarten enrollment.

A child entering 1st grade must be 6 (six) years old on or before September 1, 2017. Exceptions exist for underage students that meet the requirements of the Interstate Compact for Military Students (ICMS) or any student who has completed public school kindergarten or been enrolled in 1st grade in a public school in another state prior to enrolling in Texas. The ICMS requires acceptable documentation to show student is a dependent of a current military member and documentation of either current year 1st grade enrollment or kindergarten completion (promotion to 1st grade) in prior-year from a public school in a compact state.

First Grade

A child entering kindergarten must be 5 (five) years old on or before September 1, 2017. Students may be older than five, but not younger. Being enrolled in kindergarten in another district, state or country has no influence on eligibility in Texas, except for those who meet the eligibility requirements of the Interstate Compact for Military Students (ICMS). The compact requires acceptable documentation to show that the student is a dependent of a current military member and documentation of either current year kindergarten enrollment or prekindergarten completion (promotion to kindergarten) in prior year from a public school in a compact state.

Immunizations

Bus Information

The State of Texas requires that students must have all their immunizations up-to-date before registering for or attending school. In fact, a student can be withheld from attending classes until their immunization record is brought into compliance. For state requirements, visit www.immunizetexas.org or call Killeen ISD’s Health Services Department at 336-1684. Completed affidavit for Exemption from Immunization for Reasons of Conscience can be presented in lieu of an up-to-date shot record. This form can be filled in and submitted online to the Texas Department of State Health Services. For more information about the exemption, visit www.immunizetexas.org.

Killeen ISD provides bus service to many students in the district. To qualify for these services, a student must meet certain criteria. Transportation services are provided for elementary students who reside one or more miles from the home campus and for high school and middle school students who reside two or more miles from the home campus. Transportation services for students with individualized education plans (IEP) are determined based on the special needs requirements of those students.

School NutritionThe School Nutrition Department of Killeen Independent School District is committed to providing nutritious meals for the students and staff of the district. The meal prices for the 2017-2018 school year are as follows:

To qualify for free or reduced meals, Parents/Guardians must complete an application and meet specific criteria, unless the student is attending a campus that is on the Community Eligibility Provision (CEP) which entitles each enrolled student at that campus a free breakfast and lunch meal. An application is not required at a CEP campus; however, parents will be asked to complete a CEP form that will be sent home in September. Complete Free and Reduced meal applications online at www.killeenisd.org or pick up an application at your student’s campus.

Parents may make payments, add funds or view student accounts at www.paypams.com. Viewing the account is a free service. There is a flat fee of $1.95 to add money to the account. Menus, along with nutritional analysis, will be posted on the Killeen Independent School District website monthly.

School Menus can be found on our website at www.killeenisd.org, click on Departments, then click on School Nutrition. Menus are available on the new menu app NUTRISLICE, which can be downloaded from Google Play or from the iTunes app store.

Note: The 2017-2018 applications will not be available until after July 1, 2017

Students are rarely dismissed during the school day for severe weather or other emergencies. If unusual circumstances warrant an early release, closings or evacuations, notices will be communicated to the public through Internet, television, and AM/FM radio. Students shall be dressed or groomed in a manner that is clean and neat and that will not pose a health or safety hazard to themselves or others. Campuses that have adopted a standard dress policy for students are as follows:

Campuses who have not adopted a standard dress policy shall follow the KISD Dress Code outlined in the Student Code of Conduct (a hardcopy can be found at www.killeenisd.org, click on Departments, then click on Student Services):Students who are considered to be in violation of the dress code shall be advised by the campus administrator and shall be given an opportunity to comply. The opportunity to comply may take a variety of forms. In most cases, the student will be allowed to call parents for a change of clothes. While awaiting the change of clothes, the student may be required to (a) wait in the office; (b) attend ISS; (c) go to class (if not a severe violation); or (d) any other option deemed necessary or appropriate by the administrator. Those who then fail to comply or who repeatedly violate the code shall be subject to disciplinary action.Exceptions to the dress code include students who wear principal approved uniforms on designated dates and who participate as members of official school groups or organizations. Certain elective courses or extra-curricular activities may require more stringent dress or appearance standards than for the general student body.The district prohibits pictures, emblems, or writings on clothing that:• Are lewd, offensive, vulgar, or obscene.• Advertise or depict tobacco products, alcoholic beverage, drugs, or any other prohibited substance.• Contain derogatory remarks concerning any identifiable race, color, creed, national origin, religion, age, gender, or disability. The following standards of dress and grooming apply except as noted:1. Pants, slacks, and jeans are acceptable attire. Spandex pants or shorts, boxer shorts, “cut-offs”, and shorts or pants with holes any

higher than 6” above the knee are not permitted. Pants or shorts shall not be more than one size too large, and must be worn at the waist, with no “sagging.” Shirts and blouses shall be appropriately sized and may not be worn in any way that reflects gang affiliation or may conceal contraband. Shirts may not extend beyond the student’s fingertips when worn outside the pants or a skirt.

2. “Sagging” (wearing pants below the waistline or showing underwear) is not permitted.3. As a general guideline, dress/skirt length and shorts should be no shorter than 4 inches above the top of the knee, and must allow

students to walk, stoop, kneel, and sit with modesty.4. Apparel designed for recreation, such as tank tops, fishnet (mesh) shirts, etc., is unacceptable. ELEMENTARY ONLY: Tank tops and

similar apparel may be worn by students in grades Pre K-2, especially in hot weather.5. Apparel designed as underwear or night wear may not be visible or worn as outer garments.6. Tight and/or revealing clothing or accessories that may draw undue attention to the student is prohibited. Clothing which is of

transparent and/or see-through material should not be worn. Students must wear tops that cover the upper body (e.g., no halter tops, tube tops, spaghetti straps, etc.) and shoulders, and extend beyond the midriff leaving no skin exposed in the normal activities associated with school.

7. Head coverings, bandanas (in any manner), hoods, and sweatbands may not be worn inside the building. The campus administrator must approve any exceptions to this policy for religious or medical reasons.

8. Students must wear footwear which is appropriate for school. Examples of inappropriate footwear, although not inclusive, are the following: house slippers, shoe skates, water shoes, sock shoes, and shoes with metal spikes.

9. Types of apparel, including jewelry, trench coats, emblems, badges, symbols, signs, or other items or manner of grooming which, by virtue of color, arrangement, trademark, symbol, or any other attribute indicates or implies gang membership or affiliation, or would substantially disrupt, distract, or materially interfere with the school environment, activity, and/or educational objectives, are prohibited on school grounds, or at any school-related activity, regardless of time or location.

10. If photo ID cards are issued students, they will be required to be worn at all times, visible from the front (at the waist or above) while at school or at school functions, and while riding to and from school on district transportation.

Students who attend schools where a standard dress policy has been approved may have additional dress code provisions. The additional dress code requirements will be disseminated to students by the campus personnel.

AYPYNHigh School Student Union

Army Youth Programs in Your Neighborhood (AYPYN) is a collaborative effort between the United States Army and the Killeen Independent School District. The primary goal of this partnership is the development of quality after school pro-

grams for our high school students. Student Unions provide a safe environment for students to hang out at the end of the school day. Engaging activities, study time, snacks,

and friendships are key components of the Student Unions. Trained staff are always on-hand to ensure the interests and

needs of the students are being met. Student Unions are the perfect after school outlet for our teens. Encourage your students to take advantage of the opportunity and get the

support they need to achieve their dreams.

Student Unions are open Monday through Friday from 4:00PM-6:00PM each day with the exception of holidays and early release days. There is absolutely no cost for students to

be a part of the Student Union.

Armed Services YMCA Child Care

The ASYMCA childcare program provides children with a safe environment, new experiences, fun, and

individual growth and is staffed by trained and qualified providers.

Care also available during teacher in-service days, winter break, spring break and at selective campuses
