VIGILANCE AWARENESS WEEK-2016

COAL INDIA LIMITED, KOLKATA

In accordance with the directives of the Central Vigilance Commission, the

Vigilance Awareness Week was observed in Coal India Limited, IICM- Ranchi, North

Eastern Coalfields-Margherita & Regional Sales Offices across the country w.e.f.

31.10.16 to 05.11.16 emphasizing the theme of “Public Participation in promoting

Integrity and Eradicating Corruption”.

All the Functional Directors, HODs, ED-IICM, GM-NEC and RSM- Regional Sales

Offices were timely intimated and apprised about the manner in which the week was to

be observed. Accordingly, the awareness week was observed by organizing various

activities in order to generate awareness, educate and discuss transparency among

officials /stake holders as well as general public to arrest the root cause and threat of

corruption and to promote good governance. The activities were organized in and

around this year's theme of Vigilance Awareness Week.

1. Inauguration & Pledge Ceremony –

On the inaugural day i.e. on 31st October 2016 the Vigilance Awareness Week

commenced with the administration of Pledge at 11 AM by Chairman, CIL in English and

CVO,CIL in Hindi to all the employees at CIL HQ. The message of the Hon’ble President of

India, Hon’ble Vice President of India, Hon’ble Prime Minister of India, and Central

Vigilance Commission were separately recited by Shri S P Dutta Majumdar, CGM/TS to

Chairman, CIL, Shri N Das, CGM (Environment), CIL, Shri L K Mishra, GM (S&M), CIL and

Shri S K Shrivastava, GM (Vigilance), CIL respectively on the occasion.

During this ceremony, CVO, CIL presented a PowerPoint presentation on

Ethical Values in Public Governance. The participants were also addressed by Shri

Sutirtha Bhattacharya, Chairman, CIL and Shri R Mohan Das, D (P&IR), CIL. All the

executives and non-executives of different divisions were present which showed the

inner urge on their part to be a part of movement to usher in a corruption free and

transparent organization. The employees present were also informed the manner in

which Integrity Pledge has to be taken, the link of which is available in CVC as well as

CIL website. The special documentary naming Preventive Vigilance through IT

Initiatives in CIL was also shown to the participants.

Similarly the administration of pledge and messages reading were also

organized on 31st October 2016 at Regional Sales Offices Situated at Ahmedabad,

Bangalore, Chandigarh, Chennai, Delhi, Hyderabad, Jaipur, Ranchi, Lucknow, Mumbai,

Patna, North Eastern Coalfields Limited – Margherita- Assam and its projects spread in

Assam state and Indian Institute of Coal Management – Ranchi

2. Wide Publicity within Organization-

Banners were displayed at Digital Signage provided in Lobby, reception area,

all the Floors and Departments in CIL HQ throughout the Vigilance Awareness Week

and will continue for throughout year. Also Posters were distributed to Regional Sales

Offices Situated at Ahmedabad, Bangalore, Chandigarh, Chennai, Delhi, Hyderabad,

Jaipur, Ranchi, Lucknow, Mumbai, Patna ; North Eastern Coalfields Limited –

Margherita, Assam ; Indian Institute Of Coal Management – Ranchi and Subsidiary

Companies of Coal India Limited situated in different parts of the country for display

during the Vigilance Awareness Week. Following brief activities for wide publicity were

conducted within organisation-

a) Pamphlets- 1000 pamphlets distributed to CIL HQ Employees , Visitors,

Contractual Workers/ Drivers and Vendors with Vigilance Message and

request to take e-pledge.

b) Digital Posters- Throughout week 20 e-posters displayed in all the digital

signage in CIL HQ.

c) Publications- 500 Nos of Vigilance Case Studies Vol-2 unveiled during the

Vigilance Awareness Week Valedictory Function and distributed across CIL ,

NEC, IICM, RSOs & Subsidiaries. The soft copy of the book was also uploaded in

CIL Website.

d) Website- Organization website has been used to propagate the messages of

CVC and encouraging citizens to take e-pledge. Link of CVC e-pledge has been

placed in CIL website and citizens encouraged through above mentioned

modes to take e-pledge

e) Social Media- The posters/banners/pamphlet/canter/ 2D gate specially

designed for VAW-2016 and events organized during week has been uploaded

in Company's official Face book page. Also the same has been posted in CVO,CIL

and CIL official twitter account.

f) Stickers - 1000 Nos specially designed stickers with Vigilance and Anti

Corruption messages and e-pledge link has been pasted in CIL HQ company

hired vehicles, personal vehicles of Executives/Non- Executives of CIL HQ and

Visitors vehicles visited during VAW-2016.

g) SMS- 19000 thousand SMS through NIC email have been generated to

employees of CIL, IICM, NEC , RSOs & subsidiaries with Vigilance quotes and

with request to take e-pledge.

3. Events/Competitions for Employees and their family members–

For the employees of Coal India Limited at Kolkata following events were

organized -

1. Elocution Competition for wards of Employees of CIL HQ studying in Class IX

to X on topic“ Corruption Can be tackled only through improving ethical

values in society”.

2. Essay Competition for Spouses of Employees of CIL HQ on Topic- “ROLE OF

FAMILY IN ENHANCING ETHICAL STANDARDS IN SOCIETY”.

3. Slogan Competition for Employees of CIL HQ on TOPIC- “PUBLIC

PARTICIPATION IN PROMOTING INTEGRITY AND ERADICATING

CORRUPTION”.

4. Essay Competition for of Employees of CIL HQ on TOPIC- “CHALLENGES THE

COUNTRY FACES IN 21st CENTURY IN COMBATING CORRUPTION”.

5. Quiz Competition for of Employees of CIL HQ on issues in Vigilance , CVC and

other Anti Corruption Laws, Policies , manuals and guidelines of CIL.

6. System Improvement/New Initiatives Competition for of Employees of CIL

HQ.

7. Speech of Sadguru of Isha Foundation Coimbatore on topic "Inner

Management” organized at CIL HQ. The event was attended by Employees and

their family members.

8. Online Employees feedback Survey has been conducted through link

available in CIL Website.

9. Inauguration and launch of Vigilance Mobile App. Placed in Google Play Store.

During the week feedback from employees on transparency and governance

in organizational activities of CIL were sought and the results of the survey shared with

CIL management during valedictory function on 10.11.16 with reference to previous

years data on same issues. The winners of the events/competitions were awarded

during the Valedictory Function held during seminar on 10.11.16.

In all the activities the employees actively participated, share their views and

through quiz learnt a lot. Also suggestions from employees of Coal India Limited were

sought for System improvement or New Initiatives for transparency in Organizational

activities. The suggestions accepted for consideration relates only to rules, regulations,

policies, manuals, procedures etc. covering all activities undertaken by the company.

The best suggestion were awarded on 10.11.16 and forwarded with comments to

respective department for consideration and implementation.

3. Outreach activities for Public in and around Kolkata-

a) Banners- 40 banners of size 6 ftx 4 ft has been displayed in prominent places

across Kolkata. One large size 16 ft x 10 ft banner has been displayed in busy

VIP Road with message and request to citizens to take e-pledge.

b) Posters- 100 Posters with Anti Corruption and Vigilance Awareness message

displayed across Kolkata in public places.

c) Pamphlets- Through News Papers in 3000 Households, Shops and Offices in

Salt lake and Ultadanga Area. 6000 Nos distributed through Canter Moving

prominent places with signature campaign from 02.11.2016 to 05.11.2016 and

Flash mob performing skit on Anti Corruption message on 04.11.2016.

d) Stickers - 2000 Nos specially designed Stickers have been pasted in vehicles

through Bharat Petroleum Petrol Pumps in Salt lake Area of Kolkata.

Another 2000 Nos Stickers shared to Subsidiaries and CIL attached offices for

display in company owned and hired vehicles.

e) Hoarding and 2D- Gates- Two large 2D gates with Anti Corruption and

Vigilance message constructed in CIL HQ, one facing the busy Nazrul Tirtha

Marg and Other facing the DLF IT park and One 2D gate constructed at Old CIL

Office in busy market area of 10, Netaji Subhash Road.

f) Canter Activity- One Canter (Moving 407 Truck with Banners, Posters, Anchor

and Signature board) moved to 28 prominent places across Kolkata for

creating awareness campaign, pamphlet distribution and signature campaign.

g) Run for Unity and Vigilance Awareness organized on 05.11.2016, participated

by Chairman, CIL, Functional Directors, CVO, CIL and HODs and Other officers of

CIL.

h) Flash Mob activity with specially designed T-Shirts with Anti Corruption

awareness worn by Flash Mob team organized with skits and pamphlet

distribution on 04.11.2016 at 4 prominent and crowded places of North Kolkata

i.e. City Centre-2, DLF-1, UNITECH , AXIS MALL.

i) Use of Website - Organization website has been used to propagate the

messages of CVC and encouraging citizens to take e-pledge.

j) Use of Social Media- The posters/banners/pamphlet/Canter/ 2D gate specially

designed for VAW-2016 and events organized during week has been uploaded

in Company's official Facebook page. Also the same has been posted in CVO, CIL

and CIL official twitter account.

k) E-pledge- Link of CVC e-pledge has been placed in CIL website and citizens

encouraged through above mentioned modes to take e-pledge.

l) SMS- One Lakh SMS blast with message “Don't indulge in any kind of corruption.

Be vigilant, exposé corruption and help in building a corruption free society.

21 years of age across Kolkata.

Radio Mirchi in West Bengal (Kolkata and outskirts) throughout VAW-2016

(31.10.2016 to 05.11.2016) with instant Slogan Competition for listeners.

n) Static Slides in Movie Theater- Two static slides with message shown in

Nazrul Tirtha Cinema Hall during week for 6 days before start of Movie and

Intermission.

o) Online Awareness Campaign initiated through localcircle.com by Vigilance

Awareness message and request to participants to take e-pledge through CVC or

CIL Website.

4. Constitution of CIL Ethics and Integrity Club (CEIC)–

During the training programme for FD and CMD of CIL & Subsidiaries at

Shimla an action plan for Ethical Governance in CIL has been approved and

implemented. In compliance of the same a Club with initial members of 100 Nos has

been constituted and the Executive Body of the club has been selected. The first

meeting of the Club under the Chairmanship of Chairman, CIL & President, CEIC has

been conducted on 04.01.16 during the Vigilance Awareness Week. The decisions taken

in the meeting are as follows-

a) The draft Charter of Constitution of CEIC was circulated through E-mail to

all the members. The same was also presented during the meeting and

after certain modification approved.

b) Election of Office Bearers- As per the Charter of Constitution approved by

general body, Chairman, CIL shall be the President of the Club and all

Functional Directors of CIL shall be Vice President of the Club. Chairman,

CIL nominated CVO, CIL as Working President of the Club which was

welcomed by all the members.

Shri S. N. Singh, GM (CSR) was elected as Secretary of the club.

Shri S. K. Thakur, Sr. Manager (Pers. /Vig) was elected as Joint Secretary.

c) Centralized programme for senior executives on Ethics in Public

Governance either at Panchgani or IICM (3 to 4 in a year).

d) Future training programmes at Subsidiaries by trainers trained by IC

Centre with additional resource persons identified by IC Centre at least

once a quarter.

e) Training programme at Isha foundation Coimbatore, Art of living

foundation Bangalore, Brahma Kumari Ashram at Mt Abu etc.

f) IICM to include ethics related inputs in all courses and one day exclusive

inputs in training of MTs. Resource persons to be sourced both internally

and outside.

g) Speech by eminent personalities every month.

6. Stake Holders Meet –

Stake Holders meet was also organized on 03.11.16 at 3 PM in Multipurpose

hall, Sixth Floor, Coal Bhavan, Kolkata. Stakeholder’s (Vendors & Customers) pertaining

to Civil Engineering, Material Management, System, E&T, Engineering & Equipment,

Clearing & Forwarding, PMD, Production, Personnel, Sales & Marketing, IICM & NEC,

attended the meeting wherein their grievances redressed and their suggestion for

measures to promote good governance and enhance the level of transparency in

commercial activities of the organization were deliberated upon. During the event

feedback with specific questionnaire related to transparency, fairness and customer

satisfaction were obtained and compiled for presentation during open interactive

session on 03.11.16 The issues of Stake holders were addressed by Sri Manoj Kumar,

CVO, CIL, Sri Shekhar Sharan Director (Technical), CIL and Sri S N Prasad, Director

(Marketing), CIL.

Based on the interaction during the “Stakeholders Meet”, held on 03.11.16

during the “Vigilance Awareness Week” the following actions points flagged for

consideration:

Vendor Specific Issues

a) The representative of M/s. Sumeru India expressed that trial tenders should

be floated by CIL and its subsidiaries for development of new products. CVO,

CIL informed that provision for Source development/Trial order exists in the

Purchase Manual. GM(MM), CIL was requested to look into the matter and

take needful action for tenders for source development/ product development

in consultation with technical depts.

b) The representatives of some firms expressed that Reverse Auction should be

done amongst the eligible bidders only after techno-commercial evaluation.

CVO, CIL informed that the new process adopted by CIL is yielding good

results for the Company both in financial terms as well as in terms of faster

finalization of tenders. However, the Management is well aware of the

concerns in arranging procurement of complex items like high capacity

HEMMs and suitable decision will be taken in this regard.

c) Representative of M/s. Solar Explosives requested that CIL should have long

term running contracts of 3-5 years for supply of explosives and accessories.

This was not accepted by CIL on the ground that the prices of some of the raw

material of explosives are highly volatile and long term running contracts may

not offer best prices to the Company.

d) M/s Solar Explosives also suggested that CIL should evolve Standard

Operating Procedure (SOP) for determination of Bench Mark Powder Factor

as well as actual powder factor achieved against the RC and also advised that

SOP should also be developed for drawing samples for conducting random

test by CMPDIL/Subsidiary companies. GM (Prod.), CIL clarified that random

test is conducted by CMPDIL based on the methodology given in the running

contracts.

e) Representative of M/s. Solar also informed that in case of delay in issue of

price variation amendments especially amendments for lower prices, the

problems are encountered in getting the statutory taxes settlements from the

concerned authorities. GM (MM) and GM (Fin) were requested to review the

process of issuance of price amendment and eliminate the procedural delays,

if any.

f) M/s IDL informed that there are cases of inordinate delay in release of SDBGs

because of delay in getting NOCs from subsidiary companies which need to be

resolved. CVO, CIL requested GM (Production) and GM (MM), CIL to look into

the matter and ensure that there is no delay in release of SDBG of eligible

suppliers as it not only tarnishes the image of the Company but also has

adverse effect on smooth supply of these critical items. The Nodal Officer of

subsidiaries Hq, like GM (Production), may be officially made responsible to

convey No Objection or otherwise of the explosive suppliers within a fixed

time frame. The names of the defaulting Nodal Officers may be put up to the

Management for taking action against such officers.

g) M/s IDL also suggested a solution in the form of getting subsidiary-wise Bank

Guarantee in place of a consolidated Bank Guarantee, so that as and when NOC

is received from one subsidiary company, the BG of that subsidiary company

may be released. CVO, CIL requested GM (MM) and GM(Fin), CIL to look into

the matter.

h) M/s IDL also informed of certain cases of delay in issuance of C Form. CVO

requested GM (Fin), CIL to look into the matter and ensure timely issue of “C”

form to the suppliers.

i) M/s IDL also pointed out that there has been abnormal delay in payment in

certain cases in some subsidiaries. CVO, CIL requested GM(Fin) and GM(MM)

to look into the matter and conduct a study to identify the points of delay and

take remedial actions.

j) The representative of M/s Balmer Lawrie informed that in some PSUs, like

SAIL, payments are being made against bills submitted in e-mode and

requested to implement the same in CIL also. GM(C&F) and GM(Finance) were

requested to get the details from SAIL and examine the issue,

Customer Specific Issues

Customers raised the following issues/problems faced by the customers and offered his

suggestions thereof, as under:

1. Liaison agents should be discouraged. 2. Entire Coal should be stocked at one point. 3. Mine officials who are involved in developing separate stock of quality coal should be identified and strict action should be initiated. 4. Every effort should be made to ensure supply of coal as per declared Grade Coal. Coal stock which had caught fire should not be supplied to customers and it should be write off from the books. 5. Prior to notification Auction Notice, Coal lying in stock should be analyzed for its quality.

3rd party Sampling Process

At few mines we are not getting cooperation in carrying out 3rd Party sampling process. Particularly at Manikpur, sampling team is forced to

Issues Observations Suggestions collect samples from a particular stock only in place of SOP circulated by CIL. At Manikpur mine officials are not ready to follow SOP circulated by CIL for 3rd Party Sampling. They are forcing for any guide line of Coal Controller whereas on demand the same is not being provided.

Tampering of referee samples.

At Manipur – Referee samples were tampered one time, resulting in as per analysis report of Reference samples, Grade of Coal was reported G8, G 9 & G 10 against G 12. Whereas Coal controller has degraded this Mine as G 14. At Robertson – Coal samples of Baroud & Jampali mines are being prepared at Robertson lab of SECL Raigarh Area. Two times sealing of box containing Referee samples was tampered. Recently in last week we have caught and reported this matter to GM & ASM, SECL, Raigarh Area.

Suitable guidelines should be circulated to avoid tampering of samples. If found then the official who is responsible for its custody should be punished to avoid repetition of such activities. In such case Customers 3rd Party Sampler Report should be binding upon for all commercial purposes.

Non issuance of DO’s timely

DO’s are not being issued within two-three days after submission of payment advice Note and other supporting documents. We are getting DO’s with a delay of 15 to 30 days. Our representatives’ visits concerning officials for obtaining DO’s but we never get DO within a reasonable period. Such delay is causing huge financial loss in terms of interest to the company.

Time line of 2-3 days should be specified for release of DO after getting payment and all other relevant documents.

Issues Observations Suggestions Non release of Claims against Grade slippage

DBPL has submitted Claims against Grade slippage to SECL and MCL both in the month of May 2016 and thereafter. We have persuaded for processing of these claims and release of payments even at the highest level of subsidiaries but there is no result. Still claim files are in process.

Time line of one month for finalization of such claims should be specified and if not done then responsibility should be fixed.

Penalty against replacement of Rakes

SECL Loader Operators are loading coal in Rakes therefore if any wagon is found overloaded during weighment then how customer can be penalized.

Under load of Rakes

It we forced to avoid penalty the Rakes are under loaded even upto 500 MT Coal then chargeable weight. In such case quantity not materialized due to under loading should be accounted and in next month should be included in MSQ.

Director (Marketing) informed that the issues raised by the customer will be looked into

appropriately by the Management.

7. Seminar & Concluding Ceremony of VAW-2016–

Seminar was organized on this year VAW theme “Public Participation in

promoting Integrity and Eradicating Corruption”, on 10.11.16 at 3 PM at

Auditorium, CIL HQ; as concluding session of Vigilance Awareness Week -2016.

Dr. G D Gautama, State Information Commissioner, WB, as Chief Guest and

Shri Banibrata Basu, State Vigilance Commissioner, WB and Shri A K Singh, Joint

Before the start of the programme at 2.30 PM the Speech of Hon'ble Prime

Minister and Shri K V Chowdary, Hon'ble Central Vigilance Commissioner during

concluding ceremony at Vigyan Bhavan on 05.11.16 and a documentary prepared by

Vigilance Division, CIL enlisting the IT intiatives and System Improvement Suggestions

were screened for the participants.

Deliberations during the Seminar on 10.11.16

At the very outset Chairman, CIL welcome Chief Guest and Guest of Honor

with Shawl-Sreefal and Flower Bouquet. CVO, CIL welcome Chairman, CIL and

Functional Directors present in the dias.

As welcome address CVO, CIL welcome all the dignitaries present on the dias

and also welcome all the present CVOs of in and around Kolkata and other participants

for participating in the concluding and interactive session. CVO, CIL informed the House

that this Seminar has been organized as part of Vigilance Awareness Week which is

observed all over the country as per instruction of CVC. This week is observed every

year to create awareness among all the segments of society including the public servant

about the negative consequences of corruption and sensitized them to fight it in their

respective sphere of activities. This year the theme centered creating awareness among

larger public outside organization to create awareness against corruption and focus to

curb the supply side of corruption. He informed the house that several outreach

programmes for public has been organized by banners/posters/stickers/skits/canter

activity and online media campaign. He also informed that CVC appreciate the

preventive vigilance initiatives have been taken by CIL during various addresses during

the VAW-2016. He presented a brief presentation incorporating the CVC interviews and

other IT initiatives documentary screened during CVC Concluding ceremony. CVO, CIL

outline that CIL figured out action areas for preventive vigilance to improvement as

movement for zero tolerance against corruption. He also informed that as transparency

measures the Vigilance CIL mobile app has been launched by Sect (Coal) on 01.11.16

during CIL Foundation Day celebration. He also informed the objective and activities of

CIL Ethics and Integrity Club constituted during VAW-2016.

Then the dignitaries unveil the Vigilance Case Study Book Vol-2 containing

the Vigilance cases of 2016. The Vigilance officers of best vigilance cases were felicitated

during CIL Foundation day. Further CVO, CIL made another presentation on Feedback

received by employees and stake holders with comparison to last year data for in depth

review of improvement. The feedback survey of employees and stake holders were

started in year 2014.

on various activities organised in house and to reach the public in and around Kolkata

as part of Vigilance Awareness Week-2016.

Shri R Mohan Das, Director (P & IR), CIL during his deliberation

congratulated outstanding preventive vigilance job being done by Vigilance Division,

CIL as presented by CVO, CIL. He further informed that during CVC Concluding

ceremony CIL was showcased as No. 1 Company in Preventive Vigilance. We are very

proud as we were recalled only with negative news. He insisted that the young

generation should be passed on with procedures and systems as they are the future of

this organisation.

Shri A K Singh, Guest of Honor addressing the participants appraised the

initiatives being taken by CIL and congratulates CVO, CIL for leading with example. He

emphasized that the purpose of this VAW is to introspect our self and sensitize

employees and public at large against corruption. He further mentioned that the

complaint or whistle blowers must be protected so that they encouraged putting

genuine complaints. For the public we create such an environment so that they can

come freely to us and report.

Chairman, CIL welcomes all the dignitaries and participants. He remembered

that the Vigilance pledge and Integrity pledge were taken on the same day which is very

important. He informed the dignitaries that as CIL Foundation day lecture last year Sri

Sri Ravishankar and this year Shri Sadhguru enlightened the Coal Indians with their

thoughts. He stressed on Integrity as integral part of our activities, Coal Indian should

dedicate themselves to better organization and finally to better country. He mentioned

the feedback presented by CVO, CIL and urge participants to collectively work to

enhancing the satisfaction of employees and stake holders. He further emphasized on

creating a mental firewall against corruption so that no hacker can break the code. All

Coal Indians should collectively and positively put effort towards preventive vigilance.

Shri Banibrata Basu, Guest of Honor also addressed the participants and said

that since the independence there are so many agencies acting to eradicate or weed out

corruption from society but still it is continued. The rules, acts framed to catch only the

receiving end but the awareness is required to supply side too. CVC rightly pointed out

it by echoing this year theme as Public Participation.

The Chief Guest Dr. G D Gautama, State Information Commissioner

congratulated Chairman, CIL for motivating speech and CVO, CIL for activities

undertaken for preventive vigilance. With real llfe experiences and ethical values Dr.

Gautama enlightened the participants. As human being we bound to serve the society

and as Public Servant we have more responsibility towards society. Creating awareness

among public to participate in fight against corruption we actually helping society to

eradicate this menace. He insisted that our system and procedures should be revisited

in some periodicity. The case studies, audit paras and recommendations should be

studied and loopholes in the system should be plugged so that there will be no

repetitions of same. He emphasizes that today life and challenges are very tough but

equally opportunities are also there to counter them. He appreciates the CVC concern to

reach to students and CIL equally supporting the initiatives by organizing programmes

for School/College students.

At the end of the Seminar the participants interacted with the dignitaries on

issues related with ethics, preventive vigilance etc.

The Session concluded with prize distribution to the winners of different

competitions arranged by CIL vigilance division during the course of Vigilance

Awareness Week by Chief Guest, Guests of Honor & Chairman, CIL, CVO, CIL and Vote of

Thanks delivered by Sri S K Shrivastava, General Manager (Min)/Vig, CIL.

Report on Observance of Vigilance Awareness Week – 2016

Indian Institute of Coal Management, Ranchi (IICM) the apex training

institute for the executives of Coal India Limited, observed the Vigilance

Awareness Week of 2016 from 31st October to 05th November, 2016. The employees

of IICM along with all the Executives and Management Trainees of CIL and its

subsidiary companies participating in different training programmes on that day

took a pledge on 1st November which was led by GM(IE),IICM. (Photograph

enclosed).

Banner related to the observance of Vigilance Awareness week in

association with Vigilance Division of CIL was displayed at the vantage points of

IICM.

As per the directive of Central Vigilance Commission communicated through Vigilance Division, CIL, outreach programme was conducted by IICM at Balika Shiksha Bhawan High School, Circular Road, Ranchi for senior students of the school.

Public Speaking Contest was organized by IICM at Balika Shiksha Bhawan

High School, Circular Road, Ranchi on 3rd November, 2016 where the senior

students of the school were given the topic “Suggestions for reducing corruption in

India.” Shri Sanjay Singh, Manager (Finance) & Dr. DK Maitin, Sr. Manager

(S&M), both faculty of IICM, addressed the students at the onset of the

competition to sensitize the students about the occasion and the urgent need for

combating corruption in India. The contest was participated by 21 students of the

school (13 girls and 8 boys).

The students who won the three prizes were as follows:

First Prize – Miss Runu Garai (Class IX)

Second Prize – Master Biku Paramanik (Class X)

Third Prize – Miss Annu Rajak (Class IX)

Shri A.Majumder, Sr.Manager (Excv), IICM gave the closing remarks on the

occasion in which he appreciated the quality and thoughts of the participants.

Brief report on observance of Vigilance Awareness Week‐2016 at RSO, CIL, Hyderabad                                                                                           Ref : leꡱ�er No. CIL/VIG/2016/30013/01/1708 dated 26.10.16 of CVO,CIL,HQ,Kolkata.               As per above referred leꡱ�er, “Vigilance Awareness Week‐2016” has been observed from 31.10.2016 to 05.11.2016.

              In the context of Vigilance Awareness Week 2016 the online feed back survey report was filled in andsent by RSM,CIL,Hyderabad.                           As a part of this observance, computer print outs by this office were displayed on the no甹�ce board and on the side walls, where itcan be seen to visitors and spectators easily.                          As per the direc甹�ves of CIL‐HQ, Kolkata, on 31.10.2016 at 11 AM, Pledge was taken in English & Hindi by all the employees,which was  read by Shri  L.Balaramudu, RSM, CIL, Hyd. Messages of Hon’ble President of  India, Hon’ble Vice President, Hon’ble PrimeMinister and Central Vigilance Commissioner were also read by him before all the employees of this office. A讯er the pledge is taken andit was emphasized to be more vigilant in day to day official work.                On 31.10.2016 from 12 noon onwards, Group discussion was started on the topic “Public par甹�cipa甹�on in promo甹�ng Integrity &eradica甹�ng Corrup甹�on ”.                In the Group discussion,it was emphasized on the introduc甹�on of SAP in our industry, which will eradicatecorrup甹�on  right  from  the  purchase  of material,  its  usage,  produc甹�on  and  its movement  to  consumers  at  aminimum given 甹�me.  If we  adopt,  computeriza甹�on  in  each  discipline  and  sec甹�ons  and  if    it  is materialized,which  will  benefit  to  our  workers  at  mines  level,  thereby  improving  the  awareness  among  all  sec甹�ons  ofemployees and quality governance and there by arres甹�ng corrup甹�on to a great extent.

            As per the CVC circular communicated by CVO,CIL dated 26.10.16 e‐Pledge/Integrity Pledge was taken during this VigilanceAwareness Week 2016 by RSM,CIL,Hyderabad as HOD and also as an individual execu甹�ve and also by non‐execu甹�ve of this office, thescanned cer甹�ficates of which are aꡱ�ached herewith for your reference.
