STRENGTHENING AND REVITALISING RURAL INDIA Dr. B.K. Sinha Secretary, Ministry of Rural Development, Government of India It gives me immense pleasure to note that IL&FS is bringing out a bi-monthly news bulletin to highlight their skill development initiatives. The National Skill Development Mission (NSDM) envisions imparting skills to 50 Crore people by 2022. The initiative of the Ministry of Rural Development for placement linked skill development is an integral part of NSDM. Under this initiative the Ministry has sanctioned various projects to IL&FS targeting rural youth belonging to Below Poverty Line (BPL) families. They are being trained and provided employment in apparel, leather, engineering, retail and hospitality sectors. I am happy to note that since the inception of the programme IL&FS has trained over 1.41 lakh youth and has been able to provide placement to 87 per cent of them. The Ministry is now laying emphasis on targeting rural BPL youth belonging to J&K, North Eastern States, LWE districts and Bundelkhand region. I sincerely hope that IL&FS will partner with the Ministry in these areas so that we can significantly contribute towards inclusive growth. I congratulate IL&FS in bringing out this news bulletin and wish them all success. It gives me immense pleasure to note that IL&FS is bringing out a bi-monthly news bulletin to highlight

their skill development initiatives. The National Skill Development Mission (NSDM) envisions imparting

skills to 50 Crore people by 2022. The initiative of the Ministry of Rural Development for placement

linked skill development is an integral part of NSDM. Under this initiative the Ministry has sanctioned

IL&FS Skills programmes are running successfully in the Naxal affected districts of Orissa. With support from the government, these programmes have been successful in mobilising and training the youth to get jobs in reputed companies. So far, over 7,000 rural BPL youth of Orissa have been trained and placed.

My Story

Sakambari, was trained in Hinjilicut centre, Orissa. After completion of training, she

was placed as a sewing machine operator in Texport Industries, Thiruvanantapuram in

December 2008. She had boarded a train for the first time in her lifetime and from there

her journey has begun. Now, she works at Poppys, Tirupur as a supervisor with a salary

of Rs.10,000 per month. She now rides a scooty and sent home over Rs.1,00,000 to her

family back in interior Orissa. She is now an inspiration for thousands of young tribal

Employing 35 million people, the Indian textile and apparel sectors are in constant need of skilled workers to expand further. Requirements are expected to reach 47 million by 2015.

The Skills for Employment in Apparel Manufacturing (SEAM) programme trains youth to become sewing machine operators, garment checkers, garment finishers, and spinning mill operators and weavers, thus covering the entire value chain of textile and apparel industry.

SKILLS FOR EMPLOYMENT IN APPAREL MANUFACTURING

India ranks fifteenth in the world services output. The services sector provides employment to 23% of the country’s workforce and is a principal contributor to the GDP. There is a surging demand for trained personnel from the BPO, retail and hospitality services sectors.

The Skills in Employment in Services Sector (SESS) programme trains and places rural BPL youth as customer sales associates, BPO operators, security guards and stewards.

SKILLS FOR EMPLOYMENT IN SERVICES SECTOR

Employing over 4 million skilled and semi-skilled workers, the heavy and light engineering segment is one of the largest industrial sectors in India. Rapid infrastructure development has sparked employment opportunities for appropriately skilled youth.

The Skills Training for Engineering and Production System (STEPS) programme trains youth to become welders, fitters, CNC operators and other such trades.

SKILLS TRAINING FOR ENGINEERING AND PRODUCTION SYSTEMS

More than 2.5 million people are employed in the Indian leather industry. A majority of this workforce are from vulnerable sections of society. The sector is a top export earner and enjoys significant growth projections, indicating a need for skilled workers to fuel the expansion.

The Skills for Employment in Leather Fabrication (SELF) programme trains youth to become leather sewing operators, clicking operators and closing operators.

SKILLS FOR EMPLOYMENT IN LEATHER FABRICATION

The construction sector employing 33 million people in India is the second largest economic activity after agriculture. The recent focus on infrastructure development and private sector involvement, indicates a significant demand for the skilled construction workers.

The Skills for Construction and Road Engineering programme trains youth to become assistant masons, bar benders, shuttering carpenters and construction machinary operators.

Himayat is a distinctive programme launched by the Ministry of Rural Development for the benefit of unemployed youth belonging to J&K region. Himayat has been flagged off under Skill Empowerment and Employment (SEE) scheme, under which 23400 youth will be trained over three years. Under this project our SESS programme has trained and placed more than 240 rural BPL candidates from Jammu & Kashmir, with companies like Bharti Walmart, Cafe Coffee Day, Eureka Forbes and V Mart.

Parvaaz is a unique education and skills up-gradation programme for the Muslim youth.

Under this programme, the youth are first imparted with basic academic skills to help them clear class X examination through the National Institute of Open Schools (NIOS). The youth are then provided with skills training linked to suitable placements.

Smt. Sonia Gandhi launched the National Rural Livelihoods Mission on 3rd June at Banswada, Rajasthan. Shri Ashok Gehlot, Chief Minister, Rajasthan and Shri Vilas Rao Deshmukh, former Minister of Rural Development were also present. Throughout West Bengal, over 7,500 disadvantatged youth from the marginalised segments of the society and the minority communities have got gainful employment after undergoing the IL&FS Skills programmes.

“My family was so poor that I had to quit studies after the 8th class. I had to support a family of six from my earnings of Rs.300 per month. I joined the IL&FS Skills programme and after completing the programme I got a job in the Haldia Service Society as a machine operator and I am currently earning approximately Rs.5000 per month.”

My Story

Sakambari, was trained in Hinjilicut centre, Orissa. After completion of training, she

was placed as a sewing machine operator in Texport Industries, Thiruvanantapuram in

December 2008. She had boarded a train for the first time in her lifetime and from there

her journey has begun. Now, she works at Poppys, Tirupur as a supervisor with a salary

of Rs.10,000 per month. She now rides a scooty and sent home over Rs.1,00,000 to her

family back in interior Orissa. She is now an inspiration for thousands of young tribal

girls living in destitute conditions in remote villages of Orissa.Sakambari, Hinjilicut, Orissa
