The abpve quoted project was discussed in detail. A gpeclflp.Gonditions :

(i) Environmential clearance is granted subject to final outcome of Hon'ble

Supreme Court of India, Hon'ble High Court of Jammu and Kashmir,

Hon'ble NGT and any other Court of Law, if an'y, as may be applicable

to this projet:t.

(ii) This Environmental Clearance !s sgbjqc! to obtaining..requisite Clearance

from the Stfrrding Committee of National Board for Wildlife.

(iii) No mining aptivities will be allowed in forest area, if any, for which thtl lrorest

Clearance ls rnot available.

( iv) The Project Proponent shall obtain Consent to Operate from ther Statepollution Control Board, Jammu & Kashmir and effectively lmplement all the

conditions Stitrlulated therein.

(v) Excavation Will be carried out up to a maximum depth of -3 m fro.m surface of

sand depo$it or 1 m above from the water level of the River channel

whichever iF reached earlier.

(vi) Project Propc,nent shall appoint an Occupational Health Specialist for Regular

anil Periodical medical check up once in six months and necerssary

medical care/preventive measures under taken accordingly. Recommendationsof National lhs;titute for Labour for ensuring good occupational environmentfor mine wolkers would also be adopted.

(vii) Project PrQprensnl shall appoint a Monitoring Committee to monritor therepienishmqht study, traffic management, levels ol' production, River Bankerosion and rnaintenance of Road etc.

(viii) The numbef of trips of the trucks shall not exceed the estimated qlrantity of240 truck trfips per day. Transport of minerals shall br: done either by dledicated

road or it ghould be ensured that the trucks/dumpers carrying the rnineral

should not per allowed to pass through the villages.

(ix) Project Prpponent shall ensure that the road may not be damaged due _t9transportatiprr of the mineral and transport of minerals will be as per IRCGuidelines iruith respect to complying with traffic congestionand density.

(x) lmplement$tion of Action Plan on the issues raised durring the Public Hearing. TheProponent bfratt complete all the tasks as per the Environment ManaEementPlan submftted wittr the budgetary provisions during the Public Hearing.

(xi) The pollutioln due to transportation load on the environment will be efferctively

controlled $ water sprinkling will also be done reg;ularly. Vehicles with PUConly will b$ allowed to ply. The mineral transportation shall be carried outthrough cQvered trucks only and the vehicles carrying the mineral shall not be

overloaded.i Project Proponent should obtain 'PUC'celrtificate for all the vehiclesfrom authqrized pollution testing centre; Washing of all transpott vehicleshould be {one inside the mining lease.

the dqtails of transporting of mined out material can be captured on theservelf and the Transport Permit or Receipt cannot be reused.

(v) The staff deployed for the purpose of checking of vehicles_carryingmined mineral should be In a position to checfl< the validity of TransportPermit or Receipt by scanning them using website, Android Applicationand SMS.

(vi) In cage the Vehicle breakdown, the validity of Transport Permit orReceipt shall be extended by sending SIVIS by driver in specific format toreporti breakdown of vehicle. The server will register this information andregistpr the breakdown. The State can arlso establish a call centre, whrich
