The heterogeneity and dynamicity of the labor market coupled with the challenges in the unorganized sector calls for a single engagement platform where all the stakeholders can come together to bridge the gaps.

Background

TheThe job market today presents a great paradox. On one hand, there are lakhs of unemployed youth who can’t seem to find jobs leading one to believe that there are no jobs. And on the other hand, employers looking for skilled work force are unable to find talent fit for the roles being offered, pointing towards an employability and skill gap issue. Mindtree analyzed this problem in collaboration with UNDP India who provided guidance based on their deep knowledge in the employability and job-counselling space, and five key issues were found:

Mismatch between the skills acquired by youth and what the market needs

Most of the skill development interventions are on the supply side than in line with the demand.

Lack of support for employers to convert nearly-employable candidates to employable.

Lack of channels for employers to influence training courses

at a skill-gap level.

Lack of knowledge and access to the demand side for youth looking for opportunities.

Our Methodology

Tele-counselling process is conducted for all the registered candidates through our network of BPO partners. This includes verifying the candidate’s bio-data, and capturing additional information such as career aspirations, areas of interest, prior work experience, and sector/job role preferences for training and employment, over a one-on-one telephonic discussion between the candidate and tele-counsellor. Candidates will be invited for face-to-face counselling at the nearest center, once the tele-counselling is completed.

Tele-counselling

Training providers accredited by Govt. authorities are onboarded by our team using the IGS trainer app. Candidates in need of training are instantly

connected with training providers through the app, based on recommendations generated during counselling such as soft skill training,

short-term domain training, and long-term VTP training.

Trainer Onboarding

Candidates are usually registered on a mass scale through government-organized melas and campaigns, both online and offline. Once candidate data is loaded into IGS portal, our team analyzes the data and plans for the tele-counselling and face-face counselling processes based on the location, gender, qualification, and other demographic data provided by the candidates. Candidates can also register directly on the IGS portal, in the absence of an existing registration framework.

Candidate Registration

Employer Onboarding process involves a field-team and a tele-calling team who will register micro, small, medium and large organizations using the IGS employer app. The field team focuses specifically on the MSME sector at a district and taluk level while the tele-calling team registers large businesses through direct calling and email marketing. Employers can start using the IGS app instantly and view profiles of job-ready candidates for their requirements.

Training and Employment matchmaking is a process that connects candidates, employers, and training providers based on the requirements

posted, and candidate recommendations generated during the counselling. This process is completely driven by a matchmaking algorithm, which is a fully configurable, flexible, weightage based tool. The algorithm runs on a daily basis and finds new matches based on parameters such as sector, job roles, academic qualification, location, and prior work experience etc. Candidates, Candidates, Trainers, and Employers can view these matches using their

respective apps and transact with each other on a real-time basis.

Besides Training and Employment matchmaking, profiles of eligible candidates with the potential for Micro-entrepreneurship could be evaluated and submitted for further processing.

Training and Employment Matchmaking

Face-to-Face Counselling process will be conducted at a block/taluk level for candidates who completed tele-counselling. Over a 30 minute one-one discussion, the counsellors appointed by us will take the candidates through an employability assessment, and two skill assessments based on the sectors/jobroles chosen by them during the tele-counselling. These assessments have been developed based on QPs and NOSs defined by NSDC under NSQF (National Skill Qualification Framework). Based on the assessment scoassessment scores, the IGS counselling app will do a skill gap-analysis and generate training and employment recommendations for candidates. The counsellor will also handover a certificate to the candidate as an aknowledgment.

After completion of counselling process, candidates are also provided with a skill kit that includes a QR code enabled ID card, Counselling certificate, Skilling/Employment log book, and a program branded brochure.
