June 6, 2018 North Peace Division of Family Practice 1001196th Street Fort St. John, BC V1_13P3 OBJECT: POLICY FOR THE DISTRIBUTION OF PRRD FUNDS TO RESIDENT DOCTORS Aim: To improve the number of resident doctors recruited into the Peace Region (Dawson Creek, Chetwynd, Tumbler Ridge, Hudson's Hope and Fort St. John). The PRRD funds will be distributed to resident doctors currently residing in the NE and resident doctors that wish to come to the NE to do their rural and elective rotations. Resident Doctors residing in the NE • Resident doctors are broken down into two categories R1 (first year residents) and R2 (second year residents) • Both RI. and R2's - Each resident doctor residing in the NE will receive a monthly housing stipend (maximum of 8 resident doctors per year) • Both RI. and R2's - Each resident doctor residing in the NE can apply for additional funds (flat rate up to $1000 to subsidize housing costs) for their rural rotations (in Chetwynd, Tumbler Ridge, Hudson's Hope or Dawson Creek) up to $5000 in budget • Both Rl. and R2's - Each resident doctor residing in the NE can apply for additional funds for their mandatory rotations (flat rate up to $500 to subsidize housing costs) up to $8500 in budget • R2's residing in the NE will receive additional funds for exam costs (maximum of 4 resident doctors per year) • NE R2's that decide to stay in the NE, full scope family practice, for a minimum of one year, and gain either full or provisional licensure will receive an additional $10,000.

To the members of the Peace River Regional District,

Through this letter, we, the family medicine residents of the UBC Rural Fort St. John Residency Program, wish to express our sincerest appreciation to your board and members.

As you are aware, the Peace River Regional District has generously provided yearly funds to support the Division of Family Practice, through which we as residents have greatly benefited. From these funds we receive a monthly housing stipend, funding for our increasingly expensive licensing examinations, support for mandatory out-of-town rotations, as well as funding for rotations in other Peace Region communities such as Dawson Creek, Tumbler Ridge, and Chetwynd. These funds have made a tremendous impact on the many residents who have had the pleasure to train in the Peace, and continue to support eight residents each year in their pursuit of becoming rural family physicians.

We are a diverse group of residents, some of whom originate from the Peace, some from other BC communities, and some of whom are from across the country. We have trained in various schools across Canada and around the world. We have a variety of passions both in our career aspirations and extracurricular endeavours. However, despite these differences, we all share a common ambition to become excellent full-service rural family physicians. We are all too cognizant of the significant need for more rural physicians in numerous parts of rural Canada such as the Peace Region, and we hope to help fill this void both during and after our training.

With regards to finances, the vast majority of medical residents begin their career with significant debt from medical school expenses and beyond. In particular, half of the residents training in Fort St. John attended medical schools outside of Canada, leading to often two to three times more debt than the average Canadian graduate. Therefore, the provided funds help us ensure that we can continue to live, learn, and provide medical service without accumulating increasing debt.

Given the increased cost of housing in the Peace Region relative to most other rural BC communities, the housing stipend tremendously helps alleviate this financial burden, and has supported some of us with intentions to stay in the Peace to purchase modest homes. The burden of our licensing exams, costing thousands of dollars each, is greatly alleviated through the funds provided. The funding in place for regional rotations has encouraged residents to explore neighboring communities. Tumbler Ridge in particular has seen several residents completing family practice rotations, and the experience was both educational and rewarding. Residents have also attended rotations in Dawson Creek, Chetwynd, Hudson's Hope, and Fort Nelson. Furthermore, we are in the midst of establishing a program to have residents visit the local aboriginal communities in order to become more involved and educated in the delivery of care to indigenous populations. Finally, the funding to support out-of-town electives allows us to learn and bring back important skills from urban centers such as a proficiency in critical care, subspecialty fields, and palliative care.

We are pleased to announce that of the five graduates of our program last year, three have established full-service family practices in Fort St. John, and one has returned to the Peace several times to locum in both Fort St. John and Hudson's Hope. Among the four residents graduating this month, one has committed to provide full-service family medicine in Fort St. John, and two plan on providing locum services in the Peace. We believe that this strong retention of physicians in our community is in part thanks to the unwavering support the community continues to provide us, both through these funds and beyond. Furthermore, the funding continues to serve as a useful tool in recruiting strong incoming residents to this program on a yearly basis.

We thank you greatly for your unrelenting generosity and support. It is truly an honour for us to be able to learn from and help heal the Peace Region community.
