The NorthMole/New TownDevelopmentProjectProposal

This is a draftproposal/conceptual tabletopproject.

The artist has no qualificationsin architecture or engineering,although he has sought advisefrom experts in the field towhich he has been advisedthat such a project is botheconomically and physicallyfeasible. This with evenconsiderations taken on thedepths of waters in which theport would be required to bebuild upon, some of which is24m deep.

The project has also beenvalued at a guess-estimate of£250 million in property valuesonce completed using lowerside of market values.

The North Mole project is a proposedreclamation and development of thearea of the port.

The port would thus also beredeveloped, with the present area usedfor reclamation for residential andcommerical developments and a furtherreclamation out into sea where a newport would be create. The port wouldhave a new power station, a containerdeport and warehouse. The cruiseterminal would be brought alongside theside of the residential area, bringngtourism away from the commercialindustrial port area.

The reclamation would be build justbeyond West View Park, thereforeaffording and area of water betweenboth. This would provide a canal accessto GASA which could be used byswimmers and or boats.

A third road would run by side of GASAwhere the present power station is. NorthMole Road would continue to exist as it is.

North Mole road would continue runningparallel to the new reclamation and wouldprovide a direct link to the port. This wouldmean that traffic can be diverted awayfrom the central areas of the new urbanzone.

At least five junctions would link to NorthMole Road, allowing for traffic to circulate.

This would allow for traffic managementcontingency plans to be put in placequickly with diversions easily resolved.

The roads have been build using ring typezoning, with the inner zone being thestadium, outer being the port and thenzones around estats linking in to mainroads.

All estates, complexs would haveunderground parking available.

Ample space would also be provide in theexterior at ground level for parking areas.

These areas would have build in exit andentry points which also link to roads andcan be used as secondary diversionpoints to divert vehicular traffic.

A park with a green zone would be at thefar end used as a divisionary zone fromindustrial to residential zones, and next tostadium and shops. This allows forrecreational zone.

All estates and complexes have their ownopen exterior zones for green areas.

the port area is moved further south sothat the berths on the north side can beused and be outside the restrictedanchorage zone for flights

This stretch is the area whereWaterport Terraces and theindustrial park and bonded storeswarehouses are located,including north mole road. Theseareas remain untouched, with thefurthest point west of the presentport demarcating the furtherestpoint westwards of the residentialzone reclaimed and the start ofthe new port reclamation.The port itself would not bereclaimed due to depths of up to24m in some areas at which theberths would be located. Thecreation of the port could beundertaken by building onpioylons sunk into the seabedand a ground level pier typestructure used as the decking. Onother words the port would havewater under it and would notrequire land reclamation.

The present detached molewould be required to be takenout further to create awaterbreak withiin the newport area. This means amajor increase in innerwaters of the port. and morearea to move vessels.

Business and Retail zones

The new development would have ampleareas for business and retail zones.

The Business centres would provide space fornew sectors which could include the mediasector which the Government is proposing toattract, even possibly technological servicesrelated to online sector, insurance, financeand other white collar sectors.

The retail zones would provide space forshops, a small mall, restaurants and bars.This would mean that a new town area wouldbe created removing burden from other area,and keeping visitors in the area instead ofspread around other parts of the city. Thuseasier to control.

Residential Zones

The new development would generate incomethrough property sales, one of which would bethe residential complexes.

These estates would range from low costaffordable housing to the higher end of themarket.

All estates would have their own undergroundcar parks, external parking areas and greenzone recreational space within the estate.

The proximity of a bus deport and shoppingareas would make it easier for residents to usepublic transport.

The inclusion of a new school and police stationmeans the area does not become reliant on theother services in other parts of the city.

The open spaces and trees wouldensure that there is enough space foradequate crowd control. As adevelopment the area is also created sothat the stadium does not become asignificant detractor to visitors, with thearea looking like an avenue leading toshopping areas, small mall and businesszone.

The the bottom right there would be aschool, with open space and bottom leftwould be the new police station.

To the left is the school and then directlyabove (south) is the police station. Thiswould be a four stroey building withunderground basement area forcompound. Located in an area close tomain shopping centres, school andstadium but with easy access in all sidesto respond to any emergency providingaccess roads on all sides and away fromcrowded areas.

In the centre behind the stadium is asmall shopping area and a bus & coachpark with underground parking also.Centrally located to allow access to allfacilities.

A four stroey building with full access toall roads and allowing easy access toback roads.

An underground compound would allowfor vehicles to be under cover and tohave secure area for impoundedvehicles. Top floors could accomodatetraining and sports facilities.

The release of New Mole House wouldadd further value as it would allow for thepresent police station to be resold as ahigh end property generating substantialincome.

Located where the present power stationis located, would be a residential estateand a music centre/auditorium. The latterwould have facilities for dance, musicand other arts. The rear of the buildingwould be facing the canal by GASA,looking directly south with its own greenarea behind. The front of the centrewould have the auditorium. An openspace to host small concerts in which upto 1,000 - 1500 people can beaccomodated within the space(standing).

Two small building structures to eitherside of the auditorium would act asbuffers to reduce sound. The auditoriumwould be directly opposite the presentindustrial park by North Mole, the end ofWaterport Terraces.

The backdrop to this view is the Rock ofGibraltar. Beyond the residential estatewould be the evacuation momument andSWJG.
