101-04 Declaration of Moderator was presented by Stated Clerk Bill Dudley.There is a constitutional difference between our Presbytery By-Laws and theAssembly Book of Order, and this difference concerns the filling of the role of Moderator when the present Moderator is unable to serve. In all matters of the church the Book of Order takes precedent.

MOTION: That the Presbytery determine that By-Laws Article VI – B- 1.b is in conflict with the Book of Order – 19-3-A-2 and that immediate compliance would place former Moderator Bill Pardue as Moderator for the Presbytery of 2017; and that Moderator-elect Tommy Jordan continue in his role as Moderator-elect for 2017 to serve as Moderator in 2018. 101-10 Presbytery Council Moderator-Elect TE Tommy Jordan stated there was no report from Council

101-11 Ministerial Care Committee Chairman Scott Jackson opened with Prayer.

1.Examination of Candidate Andrew Keasling. Andrew is currently a candidate under care of the Presbytery of the Southeast. Andrew has been under the care of the sessionat Cedar Springs for the past 2 years. He currently serves as Director of Young Adults at Cedar Springs, Knoxville, Tennessee. The MCC has received his transcripts from Reformed Theological Seminary in Master of Arts in Biblical Studies, his PIF, and his statements of faith and background check. His written exams with an average of 91 on each of the three exams. Having sustained an oral examination before the MCC in August the terms of call are satisfactory. Andrew wasExamined by the Presbytery in the areas of BOG 12-2 B & C.

Note: Motion to sustain examination will be presented at Saturdaymorning committee report after opportunity to hear candidateKeasling preach at Friday evening service

2.The examination of TE George Mitchell. Dr. George Mitchell isan ordained minister in the EPC transferring from Great Plains Presbytery. He is currently serving out of bounds as pastor of Discipleship and Care at Mars Hill Community Church, Powder Springs, Georgia. The MCC received his transcripts from Covenant Seminary, St. Louis, Missouri, his PIF,statements of faith and background check and recommend his out of bounds call for a period of one year tobe renewed annually.

Having sustained an oral examination before the MCC in May, George Mitchell was presented to the Presbytery for examination on views found in BOG 12-2C. The terms of call are satisfactory. George has no exceptions to the Westminster Confession of Faith.

Motion to sustain will be presented at Saturday morningbusiness session.

101-12 Church Planting/Receiving Chairman: RE Diane Mizell Chairman Mizell opened the report with prayer.MOTION: To receive the Petition to Constitute as a Mission Church from New Life Gathering, Knoxville, TN APPROVEDMOTION: That the following: TE John Wood, Cedar Springs, TEBill Pardue, First Presbyterian Rome, GA, RE Piers Vandermere, Cedar Springs, RE Torrey McMurray, Cedar Springs, RE Chris Martin, Community Evangelistic, RE David Anderson, Cedar Springs, RE Austin Lance, Cedar Springs, and Honorary RE Jeff Guilford, Cedar Springs, serve as an Administrative Commission for the temporary governance of New Life Gathering, Knoxville,TN for a period of no more than one year or upon the approval of an elected session upon submitting petition to be received as a local church. 101-13 4:15 PM Order of the Day ‘MEET THE PLANTERS’ Break-out GroupsPresbyters were divided into three groups and directed to Church planter presentations provided by our current church plant pastors, Scott Jackson, New Life Gathering, Ryan Van Horn,Resurrection Chattanooga, Dave Strunk, Redeemer Maryville.Presbytery prayer time was held in each of these groups with emphasis on prayer for our church plants/planters, RE Jeff Guilford, TE Scott Emmons, TE Andrew Brunson being held Prisoner in Turkey, and individual requests within the groups.

101-14 Recess for Dinner at 5:30PM

101-15 Evening Worship was held in Cedar Springs Sanctuary with Candidate Andrew Keasling presenting the sermon in the absence of retiring Pastor John Wood. Keasling preached from the text of Nehemiah 4. Music of praise was offered by church

Movement, Transformation, Multiplication and Leadership.TE Enns presented the Jeremiah Journal from GA Stated ClerkJeff Jeremiah explaining the new model for giving to GA generalfund of 1% that will be phased in and made mandatory in 2020.This will replace the per-member asking model currently in use.

101-24 Evangelism and Outreach – Chairman Tommy JordanTE Jordan offered prayer and introduced Phil Thrash of World Outreach and announced Stephen Woodworth, Associate Director ofITEN as next speaker.1. The Committee presented TE Phil Thrash (Mid-Atlantic

Presbytery), who both serves as EPC World Outreach’s Eastern U. S. Associate for Missions Advancement and serves in inter-cessory prayer for the concerns of World Outreach. He noted several opportunities to participate in the work of World Outreach.

2. TE Woodworth spoke briefly on ITEN training nationals to train themselves in places without theological education. Hethen introduced Pastor Kiran Boddu, New Life Seminary, India. Pastor Boddu founded Presbyterian Church of SouthIndia at age 24, which now, twelve years later, has 83 churches. After completing his studies at Birmingham Theological Seminary he will return as Chancellor to start the first Reformed Seminary in the region of India where he resides.

We have one teaching elder vacancy, class of 2019, and one ruling elder vacancy, class of 2017, on our committee.

Presbyters, what you have before you for a first reading is an amend-ment to the Bylaws of the Presbytery of the Southeast that will validate a process to provide additional support to permanent committees of the presbytery. This amendment names the process, gives structure to the process, gives authority to the associate elders when approved, provides accountability and provides consis-tency for the process. Therefore, having been presented to the Presbytery Council in a conference call on March 20, 2017 the Review of Session Minutes Committee respectfully presets this amendment as follows:

Article III – Structure of the Presbytery (Following current section F (as amended to H), add the following as Section I)

I. Additional Support for Permanent CommitteesAt any given time the assigned duties of a Permanent Committee may temporarily exceed the capacity of the number of elders or the abilities of those elders on a permanent committee. The support and participation of additional elder(s) may be required to accomplish the assigned duties.

1. It might be determined that an elder(s) with particular talents and experiences could enhance the ability of a permanent committee to perform assigned duties. When additional elder(s) are enlisted by any permanent committee, the permanent committee shall vote on the proposed elder(s) to assist the committee. These additional elders will be known as associates to the committee.

2. The permanent committee chairman shall notify the Council at the next meeting of this associate elder to the committee including the purpose and anticipated period of time for which this associate elder is enlisted.

101-27 Church Health/Growth – TE Roy Zinn opened his report with prayer. 1.Report on the Seminars for Church Revitalization and Coaches training held March 31-April 1, 2017 at Cedar Springs Church.Five persons attended the Coaches training and 30 persons from four churches attended the Church revitalization seminar led by Dr. Bob Stauffer. In addition, Dr Ken Priddy led a Church Revitali-zation Seminar for Greenbriar EPC in Kentucky with great

encouragement for that church. A Key thought for churches who want to go from recline or decline to incline: Engage in pre-evangelism outreach strategies for the church. Ask some community leaders such as school principals and social service leaders, “What are some of the needy people groups in our community? How might our church members serve our community?” Then prayerfully mobilize some members the church to meet felt needs in the community [which can result in contacts for evangelism and discipleship].

2.The committee agreed to recommend to the Presbytery Council the following persons who are willing to fill current vacancies in our committee. a. TE Jonathon Schwartz, Brainerd, Chattanooga for the class of

2019 and chair of the committee (replacing TE Tim Filston, class of 2016).

b. RE Mike Jones, First Presbyterian Thomasville, nominee for the unfilled RE position, class of 2018.

101-28 Unfinished Business – Church Planting and Receiving continued report.Chairman Mizell made the following:MOTION: to Rescind previous action of Presbytery at the 100th meeting regarding the Oversight Committee of a new church plant in Southside Chattanooga. Due to a conflict with Book of Order parity structure of an Administrative Committee or Commission wechoose to approve an Administrative Commission for Rev. Van Horn’s church plant to be known as Resurrection Chattanooga. APPROVED

101-30 Special Committee on Thanks – TE Bryant Harris and RE Paul Walters

We give thanks to our Lord and Savior Jesus Christ for the hospitality Cedar Springs Presbyterian Church displayed in hosting the 101st meeting of the Presbytery of the Southeast.

We greatly appreciate your generosity and the opportunity provided for fellowship and encouragement. We were blessed by all who greeted, served and assisted us during our stay.

It was with great interest that we heard from our church planters. The worship service was a wonderful reminder that we are united both in our love for God and our ministry together. The dinner provided Friday night was delicious and the opportunity to visit with one another a highlight for many.

As we leave Cedar Springs Church, we do so with a renewed senseof purpose, as we are reminded of our mutual call to take the Good News of Jesus back into our communities and the world.
