Al l the conditions stipulated by the Madhya Pradesh PollutionControl Board vide letter No 19980/TS/EZ/Sagar/MPPCB/95 dated

16thOctober, 1995 and No 4209 /TS/EZ/MPPCB dated 14.03.96should he .strictly implemented.

2. Only washed coal with ash content not exceeding 30% should beused , Fly ash generated to the tune of 0.828 MT/day should beutili/ed in Fal-G-Cement, brick making etc. Full ut i l i /at ion should be

ti iensured by end of 9 year as proposed. Use of coal should berestricted to 8100 tonnes /day.

Status

Al l the conditions stipulated by MPPCB have been complied.

The Condition of use of washed coal was waived off vide MOEF letter noJ-13011/28/92-IA-II (T) dated 15.10.1997. Copy attached as Annexure-1.Following efforts have been made to abide by MoHF notif ication

No.2804(E) dated 3" November, 2009 for fl y ash utili/ation inphased manner and ful l util i/ation after 4 ycars:-

(i ) A fl y ash brick/ block manufactur ing unit has been installed, havingcapacity of 45Lac/pa bricks. The photograph of Fly Ash brickmanufacturing unit is attached as Annexure - 2.

(ii j MOU's have been signed with following industries/enterprises forsupply of Fly Ash:

(a) M/s. Heidelberg Cement India Limited (Diamond Cements) tosupply lOOOMT/per day fl y ash for util i/ation in cement

(b) M/s Shree Traders, Mandideep for supply of 300 MT per day FlyAsh for trading to bricks manufacturer and cement plant.

(c) M/s Panna Lai Ahirwar, Khurai for supply of 50 MT per month ofFly Ash for manufacture of bricks.

(d) M/s Richhariya Industries, Sagar for supply of 100 MT permonth of Fly Ash for manufacture of bricks.

(e) M/s Cenosphere India Pvt Ltd, Kolkata.(f) M/s ACC Ltd. , Kymore Cement Works.Katni(g) M/s KJS Cement Ltd, Maihar .

Following companies are also taking fl y ash for uti l ization incement manufactur ing and MOU's arc likely to be signed shortlyfor bulk supply of fl y ash with these companies:1] Ultra Tech, Khor, Necmach (M.P.)2] Birla Corporation Ltd., Chittorgarh (Kajasthan)

3) ACC Ltd., Bundi, Lakhcri, [Rajasthan)4) Birl a Cement, Satna (M.P.)5) Wonder Cement Ltd. , Chittorgar h (Rajasthan)6) Narmada Cement Industries, Sagar ( M.P. )-for brick7) Satnaam Waheguru grinder, Sagar ( M.P. )-for brick8) Everest Industries Ltd. , Kymor e Katn i (M.P.)9) JAL Cement Division, Rewa (M.P.)

(Hi) Besides the above, a 2MTPA Cement Grinding Unit is plannedwithin the premises to utilize the fl y ash for which PublicHearing has been conducted on 30.10.2012 and final EIA-EMPreport has been submitted to MOl i F on 08, Apri l 2013 for grantof environment clearance.

(iv) Fly ash has also been utilized in internal road construction.(v) Managing Director, MP Road Development Corporation Limited,

Bbopal has been requested vide letter 25.12.2013 for promotion ofutil ization of Fly Ash in Road Construction activities. Earlier,Collector, Sagar has also been requested for util ization of Fly Ash incivi l works.

Consumption of coal is less than permissible limi t of 9000 MT/Day (Thiscondition has been revised by MOKK vide letter no J-13011/28/97-IA-II(T) dated 17.11.1997). Copy attached as Annexure-3.

A closed cycle circulating water system with cooling towers shouldbe incorporated in the project design and only make up water shouldbe drawn.A barrage proposed across Betwa river from where a 4 km long pipewil l be drawn be so designed as to restrict the pondage to 385 m andw'tnin the river banks to avoid acquisition of additional land.Continuous stack monitoring equipment for SPM, S02 and NOXshould be provided and data collected should be regularly analyzedfor ascertaining the pollution levels within prescribed standards.

Land requirement should be restricted to 850 Ha with followingbreakup;a) Power plant - 330 ha ( 262 ha for plant plus 68 ha for green

belt)

Closed circuit Natural Draft Cooling towers have been provided and onlymakeup water is drawn. Photograph of cooling tower is attached asAnnexure-4.The barrage has been designed to restrict the pondage to 385.75m andpondage is limited within the river banks.

Continuous stack monitoring equipment for SPM, S02 and NOX has beenprovided. The Stack particulatc monitoring data is given as Annexure-5.

Moli F vide letter no.J.13011/28/92-IA.H. dated 4-12-1996 restricted theland requirement to 726 ha (Annexure-6) with following break up :

Guard pond with two sections each of 3960 M3 capacity should becreated for collection and treatment of effluents from various plantactivities before its discharge to Betwa river as per the standards laiddown by central pollution control board / Madhya Pradesh PollutionControl Board.

For Socio-economic upl i f tmcnt of local and affected person'sfacilities such as hospital, school etc. should be created at project site.Adequate employment facilities should be provided to affectedpeople and if need be, training should be imparted to them insuitable fields.

Noise level should be maintained within 85 dB (A) by propermaintenance of equipments and isolation etc. for people working ingenerator hall, ear plugs should be provided.

For easy access of the areas on northern side of plant, a corridorshould he mainta ined between plant and proposed ash disposal area.

An Kff luenl Treatment Plant (I;TP) along with guard pond has beencommissioned to treat the effluents and to recycle the treated eff luent inthe plant use. The RTF consists of:

• Collection cum equalization sump• Flash mixer cum flocculation tank• Tube settler chambers(2Nos.)• Guard pond(2Nos.)

Effluents from various sections such as Bottom ash over flow, SSF backwash, Oil-water separator, recycled water from ash pond, neutralizedeffluent from DM plant, boiler blow down are brought to the FTP.Arrangement for Acid / Alkal i dosing is provided for neutralizing thetreated effluent, if required before recycling for various uses. The effluentis treated to conform to the prescribed norms of CPCB/MPPCB,

A hospital with two doctors is already established for medical support tolocal people and employees.A Hindi medium school is also running for education of children of localpeople and employees.

To the extent possible, local people have been employed for variousactivities in the plant. Necessary training is given to them before inductingthem. To provide easy access for skill enhancement of the local people, anITI has been constructed and academic session has started in the currentyear. A polytechnic school is also proposed under CSR activities.The plant is participating in Sanjeevani Project of the state government forhealthcare of malnourished children in the age group of 05 months to 05years of 30 villages around the plant site in Bina Tchsil.Al l equipments have been designed and fitted with adequate noise controlmeasures so as to keep the noise level below 85 dB(A).Personal protective equipments like car plug/car muff are provided toworkers who work in noisy area.Has been complied.

Continuous monitor ing of ground water should he undertaken inconsultation with central ground water board. Data collection shouldbe analyzed for ascertaining if leaching through ash pond is takingplace affecting the water quality. Continuous monitoring of flue gasesshould also be ensured.

For controll ing NOX emission, low NOX burners and steam injectionsystem should be provided.Project authorities must create sufficient in house capability(Hnvironmcntal Cell] supported by full-fledged laboratory to monitorand implement environment related issues.

Adequate financial provision, item wise and year wise, must be madefor implementation of above stipulated conditions. Detail on theseaspects should be submitted to the ministry by 31sl May 1996.

Full co-operation should be extended to Scientists/Officials fromRegional Office Of Ministry at Bhopal who would be monitoring thecompliance of environmental measures by providing environmentald i plans and related documents requested from time to time

Ground water Monitoring has been done through MPPCB, Sagar. The ashpond has been lined with impervious HDPH liner and has been concretedto ensure that there is no leaching (Annexure-7). Continuous stackemission monitoring equipment has been installed. Photograph ofcontinuous stack monitoring equipment of flue gases is attached asAnnexure-8.

Secondary over fir e air burner have been provided to reduce NOx emissionlevel.Project has established a separate Environmental Management cell withqualified and experienced executives. A full-f ledged laboratory has beenset-up to monitor the Envi ronmental parameter. Organogram of theEnvironment Management Cell is attached as Annexure-9.List of equipments provided in the laboratory is attached as Annexure-10.Rs.265.98 Crs have been provided for implementation of environmentalprotection measures such as ESP, HTP, dust separation and extractionsystem, ash effluent recycling system, on line stack monitoring andcontinuous AAQ monitoring equipments, plantation, etc as per detailsgiven below:Environment protection systems Cost(Rs Croresl

A sewage treatment plant shall be provided and the treated sewageshall be used for raising green belt / plantation

Adequate safety measures shall be provided in the plant area tocheck/minimi/e spontaneous fires in coal yard, especially duringsummer season.Storage facilities for auxiliary liquid fuel such as LDO and HFO/LSHSshall be made in the plant area in consultation with the dep't ofExplosive, Nagpur. Sulphur content in the l iquid fuel shall not exceed0.5%. Disaster Management Flan shall be prepared to meet anyeventuality in case of an accident taking place due to storage of oil.

Adequate funds shall be allocated for undertaking CSR activities.

Status

A sewage treatment plant (STPJ of 1000KLD is in Operation. The STFconsists of two modules, each of 500KLD capacity. The STP comprises of:-• Screen Bar,• Equalization tank,• Aeration tank,• Secondary clarifier and chlorination system.The treated sewage water is used for green belt development / plantatiorand sprinkling.The sludge of STP is used as manure in Grcenbelt Development.Adequate safety measures such as water sprinklers have been providccin coal yard to check / minimize spontaneous fires in coal

Approval for storage of l iquid fuel from Chief Controller of ExplosiveNagpur has already been obtained vide letter ncF/HQ/MP/15/2848(F271672) dtd 13.03.2012. This has been renewecand is valid up to 31.12.2023. Copy of renewed approval is enclosed a;Annexure-11.The l iquid fuel is sourced from Govt. owned agencies lik eIOCL/HPCL/BPC L etc. to ensure sulfur content within permissible l imi tof 0.5%.Disaster Management plan has been prepared which has been approvecby Directorate, Industrial Health and Safety, MF, Indorc vide letter nc15/32/B-2/MHC/VI/12/4201 dated 27.07.2012. Copy of the approval olOn-Site Emergency Flan and Disaster Measure is attached asAnnexure-12. This plan wil l take care of any eventuality in case of an>accident.A Separate fund has already been allocated for undertaking CSR activities,Fund allocation for various CSR activities is as below:

(1) One time expenditure : Rs 35 Crores(2) Recurring expenses is met from annual budget as per

requirement.

First aid and sanitation arrangement shall be made for the driversand other contract workers during construction phase.

Provision shall be made for the housing of construction labour withinthe site with all necessary infrastructure and facilities such as fuel forcooking , mobile toilets, mobile STP, safe drinking water , medicalhealth care, creche etc. the housing may be in the form of temporarystructures to be removed after the completion of the project.

A copy of the compliance letter shall be sent by the proponent toconcerned Panchayat , Zila Parisad / Municipal Corporation, Urbanlocal Body and the Local NGO, If any from whom suggestions/representations, if any, were received while processing the proposal.The clearance letter shall also be put on the website of the company

e proponent. ___The proponent shall upload the status of compliance of the stipulatedKG condition, including results of monitored data on their website andshall update the same periodically. It shall simultaneously be sent tothe Regional Office of MOKF, the respective Zonal Office of CPCB andSPCB. A hospital with doctors & other paramedical facilities has been set up forthe employees including drivers & contract workers.Sanitation facilities for contract workers and drivers have been provided.Facilities for housing construction labours within the site with necessaryarrangements such as Annapurna (Community Mess), drinking wateiconnection, toilets and power connection etc. have been providedFurther, medical facilities including doctor and paramedical staff havebeen provided for the workers.Since both the units of the plant have been commissioned, the number olconstruction labour has been reduced substantially and only skeletonconstruction labours are working in the premises. ______

The previous six monthly Compliance report of EnvironmentalClearance has been sent to the Regional Office of MoEF, Zonal OfficeCPCB at Bhopal and MPPCB vide letter no. 10. The project authorities shall inform the Regional Office as well asMinistry regarding the date of financial closure and final approval ofthe project by the concerned authorities and dates of start of landdevelopment work and commissioning of plant.
