License Plate Overview
License Plate Overview
Any vehicle operating on the streets or highways in the State of Tennessee is required to be
registered and display a license plate. The Department of Revenue (the “Department”)
administers title and registration in Tennessee, with the 95 county clerks acting as its deputies.
With a few exceptions, application for registration and license plate issuance is made through the
office of the county clerk of the county of the owner’s residence or the county wherein the vehicle
is based or is to be operated.
The Certificate of Registration or a digital copy of the registration should be available in the vehicle
at all times as evidence of current registration.
The fees outlined in this publication account for state registration fees only. County fees are also
applied to a registration transaction, including any applicable wheel taxes.
Fee Citations
Tenn. Code Ann. § 55-4-111 – Various fees associated with all vehicles except those constructed
for the purpose of transporting tangible personal property or other property and passenger
vehicles operating for hire. Vehicle classifications include:
▪ Class (A) - Motorcycles or autocycles
▪ Class (B) - Passenger motor vehicle and motor home
▪ Class (C) - Antique vehicles
▪ Class (D)(i) - Privately owned trailers and trailers held for public rental, not exceeding eight
feet (8′) in width and less than twenty feet (20′) in length, exclusive of the tongue, and all
trailers which are limited to vacationing and camping purposes, unless otherwise
exempted in this section, and any privately owned trailer or semitrailer that is otherwise
exempted, but the owner desires to be registered
▪ Class (D)(ii) - Mobile homes or house trailers, whether privately owned or held for public
rental, the chassis and exterior shell of which are designed and constructed for
occupancy, but with dimensions not exceeding eight feet (8′) in width
▪ Class D(iii) - Mobile homes or house trailers, whether privately owned or held for public
rental, the chassis and exterior shell of which are designed and constructed for
occupancy, but with dimensions exceeding eight feet (8′)
▪ Class (E) - Private buses (not for hire) — In the case of buses or motor driven coaches
utilized exclusively for transporting either the owner or persons associated with the
owner in a trade, business or vocation, or both of them, together with personalty
constituting the tools of such trade, business or vocation, between places where such
trade, business or vocation may be carried on, and not used to transport persons or
property for hire
▪ Class (F) - Low speed vehicles
▪ Class (G) - Medium speed vehicles

Temporary Permits
Temporary operation permits (TOP) may be issued to motor vehicle owners desiring to operate a
vehicle otherwise subject to registration for a period of thirty (30) days when the owner is unable to
obtain a new registration or renew a previous registration for the vehicle. One (1) additional TOP
may be issued to such owner for a period of thirty (30) days if the owner is unable to resolve the
original issue during the previous thirty (30) day period. TOPs shall not be issued for vehicles that
have failed vehicle emissions testing.
For individuals purchasing a vehicle from a licensed dealer, a TOP may be assigned by the
dealership. These are commonly known as “Dealer Drive-out Tags” and are currently in the form of
a green controlled stock fill-in tag or a computer generated EZ-Tag
(https://www.tn.gov/revenue/title-and-registration/ez-dealer-tags.html ).
When a vehicle is purchased from an individual (casual and isolated sale) and will be transported to
the county clerk’s office to be registered or the title is not available for timely registration, or for out-
of-state residents purchasing a vehicle and transporting it, individuals may apply for a TOP through
their local county clerk’s office.

Personalized Plates
The standard Class A passenger plate and certain special license plates for vehicles (cars, station
wagons, vans, pick-up trucks up to 3/4 ton rating and 9,000 pounds or less in weight, trailers, and
motor homes of any size) and motorcycles can be personalized. In addition to the regular state
registration fee and any applicable county fees and/or specialty plate fees, the cost to personalize a
plate is $35.
All revenues produced from the sale or renewal of personalized plates, after deducting the expense
the Department has incurred in designing, manufacturing and marketing the plates, are allocated
to the Tennessee Arts Commission. Funds received from the sale of personalized trailer plates are
earmarked for the development and maintenance of public horseback riding trails.

License Plate Vouchers
Public Chapter 869 (2014) authorized the State Treasurer to sell nonrefundable gift vouchers to be
used for purchasing specialty license plates. The program, called “Gift-a-Tag,” makes vouchers
available as gifts through a website hosted by the TN Department of Treasury, which can be
accessed directly by going to www.tngiftcenter.com/giftatag. Each Gift-a-Tag is good for the
purchase of a specialty plate or for the personalization of any license plate. Gift-a-Tag vouchers are
$35.

Who Qualifies: Most plates in this category are available to all Tennessee residents. Plates requiring
the registrant to provide documentation to establish qualification are denoted by an asterisk (*) in
the following plate listing.
Fees: In addition to the regular state registration fee (plus applicable county fees), the fee for a
Specialty/New Specialty Earmarked plate is $35. Fees associated with these plates are cited in Tenn.
Code. Ann. §§ 55-4-103(f)(2), 55-4-103(f)(3), 55-4-111(a)(1) Class B, 55-4-132(a) and 55-4-204.
Funds Allocation:
Specialty Earmarked - Plates authorized by statute prior to July 1, 1998. Funds produced from the
sale of these plates are allocated to a specific organization, state agency or fund, or other entity to
fulfill a specific purpose or to accomplish a specific goal. After deducting the cost to manufacture
and produce the plate, 100 percent of the revenue is allocated to the specific organization
associated with each specialty earmarked plate. In the following plate chart, these plates will be
denoted by “SE” in the PROCEEDS BENEFIT column.
New Specialty Earmarked - Plates authorized by statute on or after July 1, 1998. Funds produced
from the sale of these plates are allocated to a specific nonprofit organization or state agency or
fund to fulfill a specific purpose or to accomplish a specific goal. After deducting the cost to
manufacture and produce the plate, 40 percent of the revenue is allocated to the Tennessee Arts
Commission, 10 percent to the State Highway Fund, and 50 percent to the specific organization
associated with each new specialty earmarked plate. In the following plate chart, these plates will
be denoted by “NSE” in the PROCEEDS BENEFIT column.

Who Qualifies: All plates in the military cultural category require the registrant to provide
documentation proving qualification for the plate. A surviving spouse remains eligible for the plates
in this category until remarried.
Fees: In addition to the regular state registration fee (plus any applicable county fees), applicants

Who Qualifies: Plates in the collegiate cultural category are available to all Tennessee residents.
Fees: In addition to the regular state registration fee (plus applicable county fees), applicants for
collegiate cultural plates must pay an additional fee of $35. The fees associated with these plates
are codified in Tenn. Code. Ann. §§ 55-4-103(f)(2), 55-4-103(f)(3), 55-4-111(a)(1)(Class B), 55-4-132(a),
and 55-4-204.
Funds Allocation: After deducting the cost to manufacture and produce the plate, 80 percent of the
revenue is allocated to the Tennessee Arts Commission and 20 percent is allocated to the State
Highway Fund pursuant to Tenn. Code. Ann. § 55-4-216.

Who Qualifies: All plates in this category require the registrant to provide documentation to
establish their qualification for the plate.
Fees: For plates in this category, there is no state registration fee for the first plate registered by the
qualifying registrant. Purchase of a second plate requires payment of the regular state registration
fee plus half of the cost to manufacture the plate. The purchase of any subsequent plates requires
payment of the regular state registration fee plus the full cost to manufacture the plate. For the
second and subsequent plates, applicable county fees also apply.

Tenn. Code Ann. §55-4-255
Who Qualifies: National Guard Plates require the registrant to provide an identification card
verifying National Guard membership in Tennessee. Active members are on a list provided by the
Adjunct General of the Tennessee National Guard.
Fees: Enlisted members receive one free plate, automobile or motorcycle, and additional plates may
be purchased upon payment of the regular state registration fee (plus applicable county fees).
Officers may receive three plates with pre-assigned numbers at the regular fee, but may receive an
unlimited amount of additional plates without pre-assigned numbers.
Note: Unlike plates that are on a staggered registration system, the National Guard plates for
enlisted members and officers expire in September of each year. The National Guard Retired and
Honorably Discharged plates are on a regular staggered expiration system.
Surviving Spouse: A surviving spouse of a national guard member, upon complying with state motor
vehicle laws relating to registration and licensing of motor vehicles and upon paying the regular fee
applicable to the vehicle and a revenue-neutral fee equal to the cost of producing the special
purpose plate, may apply for issuance of a National Guard registration plate, which shall be valid
until the surviving spouse remarries. An application by a surviving spouse for a national guard
license plate must be accompanied by proof of the deceased member's eligibility for issuance of
the license plate, to include a department of defense Form 214 (DD 214) or an NGB form 22, showing
adequate proof of service, and a copy of the relevant marriage certificate and death certificate, as
further evidence of a surviving spouse's eligibility.

qualification is required. All applicants must complete the Emergency Plate Authorization Form (RV-
F1313901).
Fees: Plates in this category pay only the regular state registration fee (plus applicable county fees)
with the exception of the State Guard plates and the Coast Guard Auxiliary plate which require a
fee equal to the cost to manufacture and produce the plate upon initial registration.
Volunteer Rescue Squad Members & Volunteer Firefighter Exemption: Public Chapter 923 (2018)
exempts active volunteer firefighters and rescue squad members with at least 1 year of service from
payment of the vehicle registration fee for any one (1) license plate, upon certification by the fire
chief or rescue squad captain. The county legislative body is also authorized to waive the motor
vehicle tax for vehicles receiving this exemption.

Elected Officials and Judiciary Member Plates
Who Qualifies:
Legislative Plates: Owners or lessees of passenger motor vehicles who are residents of the
State of Tennessee who are current members of the Tennessee General Assembly or
members of their immediate families (an Attorney General opinion of 2/1/77 defines
immediate family as husband, wife, son, daughter, or lineal descendent or legally adopted
descendent). The applicant must obtain a form from the state legislature and may obtain an
unlimited number of plates for qualifying registrants.
Legislator Emeritus: Owners or lessees of passenger motor vehicles who are residents of
the State of Tennessee who are current or former members of the general assembly who
have been deemed to have emeritus status, having served 8 or more years in the general
assembly. Applicants must submit an affidavit stating they are a current or former member
of the general assembly who has been deemed to have emeritus status, having served 8 or
more years to the general assembly to the county clerk.
Judiciary Plates: Owners or lessees of passenger motor vehicles who are residents of the
State of Tennessee and are duly elected as judges (Supreme Court [Expires each March],
United States Federal Court, Court of Criminal Appeals, Circuit Court, Juvenile Court, Court of
Appeals, Chancery Court, Probate Court, Municipal Court, General Sessions Court, Members
of the TN Judicial Conference, Retired Judges of the Courts [not of records], Magistrates).
Qualifying registrants may receive unlimited plates with the exception of the Supreme Court
plate, which has a limit of (2) two plates per qualifying registrant.
Sheriff Plates: Owners or lessees of passenger motor vehicles who are residents of the State
of Tennessee who are duly elected sheriffs. A plate can only be issued to a new Sheriff after
the former sheriff’s registration is no longer attached to the plate.

on any day for the purpose of selling, vehicle testing, or obtaining repairs to or doing maintenance
on the vehicle. Both cars and motorcycles may be considered antique motor vehicles. The
registration is a permanent registration and is not required to be renewed annually. Once assigned,
the license plate cannot be reassigned to another vehicle.
Instead of registering a qualifying antique vehicle with a standard antique motor vehicle plate, a
person may choose to register an antique motor vehicle with an official vintage Tennessee license
plate of the era when the vehicle was manufactured, and may display that license plate as their
official Tennessee vehicle registration on the rear of the vehicle instead of registering for a new
license plate. Provisions for vintage plates also apply to motorcycles.
Fees: Fees associated with these plates are cited in Tenn. Code. Ann. §§ 55-4-103(f)(2), 55-4-103(f)(3),
55-4-132(a), and 55-4-111(a)(1)(Class (C)).

A trailer is a vehicle that is not self-propelled and is dependent upon being attached to or pulled by a self-
propelled vehicle in order to operate on the road. Not every trailer is required to be registered. Registration
requirements are determined by the trailer type, purpose, usage and/or size.
There are three different trailer registration plates.
• Trailer E, which can be personalized
• Trailer E 10 year (for rental trailers)
• Semi-Trailer
Funds received from the sale of personalized trailer plates are earmarked for the development and
maintenance of public horseback riding trails.

How to Introduce a New Plate
This section refers to the steps involved in establishing a new Tennessee license plate by statute. There are
four primary categories of plates:
• Cultural, Specialty Earmarked and New Specialty Earmarked (funds resulting from the sale of these
plates are allocated or earmarked to private organizations or to special government funds where
the use of the monies may be restricted to certain expenditures)
• Emergency
• Special Purpose (these plates have strict requirements for issuance with no minimum required)
• Memorial/Military
Plates authorized by statute begin in the Tennessee General Assembly when a member of the Senate or
House of Representatives proposes legislation to be discussed and voted on. For categories other than
Cultural/Specialty Earmarked, the law is written one of two ways:
1. The law will instruct as to the exact design, OR
2. The law requires the plate be designed in consultation with the certain agencies or designees of
those agencies.
Note: Design instruction should not include direction as to any aspect of configuration or stacked
characters, as these elements are dictated by many factors such as other available configurations
or formats currently in circulation.
Introducing a Collegiate Plate
Collegiate plates have a special reference to or identification of a two-year or four-year college or university
located within Tennessee or four-year college or university located outside of Tennessee.
Colleges/Universities do not have to go through the process of introducing a plate through legislation
unless the institution desires funds to be allocated to a non-profit organization, in which case the steps for
introducing a new Earmarked plate should be followed.
• For colleges/universities located inside of Tennessee – Prior to initial issuance, the signatures and
payment for a minimum of 100 plate pre-orders ($35 per plate) along with plate design artwork
should be sent to the Department of Revenue, Vehicle Services Division at 44 Vantage Way, Suite
160, Nashville, TN 37243
• For colleges/universities located outside of Tennessee – Prior to initial issuance, the signatures and
payment for a minimum of 1,000 plate pre-orders ($35 per plate) along with plate design artwork
should be sent to the Department of Revenue, Vehicle Services Division at 44 Vantage Way, Suite
160, Nashville, TN 37243

Introducing a New Cultural or Specialty Earmarked Plate
To establish a specialty license plate in support of an organization, the Department advises the following:
1. Contact your state legislator to have a bill for the plate introduced.
2. If the bill passes, your organization’s contact person must contact the Department, at
dg_plate&[email protected], and provide the following information:
▪ Plate Name
▪ Organization Name
▪ Contact Name
▪ Contact Number
▪ Mailing Address
▪ E-mail Address
3. Once the above information is received, the Department will send the organization the following
information:
▪ Specifications for the artwork
▪ Template for license plate
▪ Template for names collected for the initial order
▪ General process information
4. The organization has until close of business on June 30 of the following year to complete the
following
▪ Collect names and addresses for the initial plate order
▪ Assign plate numbers to the names collected
▪ Design artwork
▪ Mail all of the above with a check payable to the Department to: Department of Revenue, Vehicle
Services Division, 44 Vantage Way, Suite 160, Nashville, TN 37243-8050.
NOTE: If an organization cannot collect the names and money required for the initial order in this
amount of time, it must request an extension through the current legislative session before the June
30 deadline. The organization is responsible for contacting the legislator who initiated the bill to
request the extension, which must be approved by the legislature.
5. Once payment, names and artwork are submitted to the Department, it takes approximately four
to six months before the plate is produced. Prior to plate production, metal samples will be
produced for the organization to sign off on. The plate will also undergo system and road tests.
6. Upon approval and the completion of testing, plates are produced and mailed to county clerk
offices. Letters are mailed to customers who placed initial orders to let them know when their
assigned plates will be in their local county clerk's office.
