1 General Situation of the Project
1.1 Background of the Project
At present, there are over 30 heating supply enterprises in Haicheng city including self-supplying
ones, of which only 3 have a certain scale, they are Wanhai Energy Source Development (Haicheng)
Co., Ltd, Haicheng Aofeng Heating Co., Ltd and Haicheng Xinyi Thermal Power Co., Ltd. There is a
heating area of 5.64 million m2 currently in Haicheng city, of which Wanhai Energy Source
Development (Haicheng) Co., Ltd 1.855 million ㎡, Haicheng Aofeng Heating Co., Ltd 1.523 million
㎡, Haicheng Xinyi Thermal Power Co., Ltd 1.523 million ㎡, totalling 4.73million m2, accounting for
83.87% of the total heating area of the city. Of them, “Wanhai” and “Xinyi” have both adopted central
heating completely, while “Aofeng Heating”, responsible for heating for the North of Tiedong Yongan
Road, currently heated by deconcentrated small boilers, is still in a backward state.
Problems are as follows:
a. Low charge rate
b. Bad heating quality of certain users
Low charge rate is connected with bad heating quality of certain users, that is to say, certain users
reject to charge for heating due to bad heating quality, while the bad heating quality is caused by
undefined heating regionalization, resulting in a staggered heating pipeline network and the heating
radius enlarged, so the water power of the pipeline is out of order. Another reason resulting in a low
charge rate, which should be taken into consideration, is that certain users reject to pay for it
unreasonably and the existing of a small part of vulnerable groups.
In order to solve the existing problems in heating of Haicheng city, especially the seriously
unreasonable heating regionalization, which makes the heating in an out-of-order state, the central
heating is planned to implement within the general planning scope located to the east of railway, the
north of the Chengdong Road and Yongan Road in light of Haicheng urban heating special planning.
1.2 Name, nature and location of the Project
Name of the project: the Central Heating Project on the north of Tiedong Yongan Road, Haicheng
city
Location of the project: west of Shuangshanzi, north of Tiedong Yongan Road of Haicheng

Investment and construction time: 174.183 million RMB yuan, 55% provided by World Bank, the
other 45% will be raised by itself.
Construction duration of the project: from May, 2008 to October, 2009
From Jan to March, 2008: Finishing the design of construction drawing
From May, 2008 to October, 2008: Finishing the construction
November, 2008: The project will go into operation used for partial heating
1.3 Construction Contents of Project
The construction includes three 58 MW hot water boilers, 26 heat exchange stations , a first-level
pipeline network with a total length of 19.63km and the second-level pipeline of 75.25km. In 21#
exchange stations heating area, Building exchange stations will be built for 70,000m2 heating area.
Central heating area of 3,197,000m2 can be accomplished on the north of Yongan Road after the
implement of the project.
The total workforce of the Heat Source Plant is 168, the workforce within the Heat Source Plant is
82, of which, there are 10 managers, 72 productive staff; workforce for the heat network and heat
exchange station is 86, who are all newly recruited, of which 26 at the heat exchange station, 60 are
network maintainers and managers.
The operation of boiler running and water treatment will adopt working in four shifts and three
running per day, coal transmitting in three shifts and two running per day, the other workshops, heat
network and heat exchange stations adopt interrupted duty with one shift each day and eight hours as a
shift. See table 1-1 for the basic composition of the project.

2 Basis of compilation
2.1 Executive Standard
2.1.1 Standard of environmental quality
(1)Ambient Air Quality Standard
The test of routine pollutants for ambient air quality executes the secondary standard of the state’s
Ambient Air Quality Standard. (GB3095-1996)See Table 2-1 for the details.

2.1.2 Emission Standard of Pollutants

The discharge of the boiler waste gas complies with the highest emission standard permitted in
Ⅱperiod of time described in Emission Standard of Air Pollutants for Coal-burning Oil-burning Gas-
fired Boiler. The unorganized emission of pollutant of coal-transmission system executes the Grade Ⅱ of
Integrated ⒏ emission standard of air pollutants ( GB16297-1996, See table 2-2 for
details)

2.2 Foundation of compilation
This plan is drawn up based on laws and regulations of environmental protection of the People’s
Republic of China, security guarantee policy of World Bank, related regulations and planning
documents of Liaoning province and Haicheng city, the design documents of this project, the
environmental impact assessment technical documents of construction project of the State
Environmental Protection Bureau of the People’s Republic of China as well as the international
environmental agreements on which China has signed.
3.Status Quo of Environment Quality and Pollutant produced by the project
3.1 Status Quo of Environment Quality
(1) Ambient Air Quality
Ambient Air Quality duty Monitoring Table 3-1 show the Ambient Air Quality based on the Monitoring recent three years.

In conclusion, all monitoring factors of the six monitoring spots within the assessment region can
meet the limit requirements of the Grade Ⅱ of Ambient Air Quality standard.
(2) Sound Environment Quality
The noise background value at the factory site and boundary to be selected and that in the
surrounding residential area can reach Grade Ⅱof Standard of environmental noise of urban

area(GB3096-93)Among the 26 heat exchange stations, noise in the residential area around the heat exchange
stations of No. 2, 5, 11, 16,18,21 has exceeded the standard due to the operating noise of existing boiler
houses.
3.2Exhaust gas produced by the project
Exhaust gas of this project come from burning of coal in , see table 3-3.

From table 3-3, the emission concentration of fuel gas and SO2 in the air pollutants in this project
can meet the requirement of stage limit numerical value ofⅡ Air Pollutant Effluent Standard for
boiler(GB13271-2001), so the discharge rate can meet the standard.
3.3 Waste water
3.3.1Waste water produced by boilers
The main waste water in this project are softened water drainage, boilers’ sewage water, blower
cooling water, miscellaneous flushing water and domestic sewage, etc. The softened water drainage,
blower cooling water and boilers’ sewerage water are used for slag flushing of cold slag device and the
wetting of ash and slag; the domestic sewage treated by septic tank goes into municipal drainage pipe
together with miscellaneous flushing water, and finally arrives at sewage disposal plant, the situation of
waste water pollutants discharge in heat source plant is stated in table 3-4.

3.3.2Waste water produced by heat exchange station
One person is assigned on duty for each heat exchange station, that is totally 26 people, moreover
they are the management personnel as well. There is little sanitary sewage water that will not have any
influence on the periphery environment.

3.3.3 Waste water produced by heat network
After the implementation of the central heat supplying project, the working people of heat network
will bring some domestic sewage which would be drained into municipal pipeline network.

All of drainage produced by the project will drained into municipal pipeline network and drained
into municipal sewage treatment plant. The water quality of these waste water can meet the
requirements of Water Quality Standard of the Sewage Discharged into Urban Sewer ( CJ3082-
1999).
3.4Solid waste produced the project
3.4.1 Solid waste produced by boilers
The solid waste of this project are mainly the ash and slag during combustion of fuel coal and a
little household garbage. The ash and slag (S1) output is 13986t/a, which is used for the materials of
brick making; while the household garbage (S2) with an output of 9.7t/a will be delivered to landfill for
disposal in Haicheng city. The estimation of the ash and slag quantity in the heat source plant is

specified in table 3-7.

3.4.2 Solid waste produced by heat exchange station and heat network
The output rate of household garbage by working staff of heat network and heat exchange stations
are 0.67t/a and the garbage will be delivered to garbage disposal plant for central treatment by
environment sanitation department.
3.5 Summary statement of the pollutant generated by the project
The summary statement of pollutant discharge after the implementation of the project is specified
in table 3-8.

After implementation, the project will substitute 14 scattered boiler rooms within the heat

supplying area, totally 19 boilers with overall capacity of 97.6t/h and heat supplying area of
1,120,000m2.
Table 3-9 shows that the annual discharge quantity of each pollutant in boiler room: fuel dust
433.6t, SO2572.16t, waste water 2345t, CODCr0.233t, SS0.351t, and slag 14751t.
After the implementation of this project, all of these small boiler rooms will be shut down, and all
the low chimneys will be eliminated, which would improve the environmental air quality of Haicheng
city greatly.
Table 3-10 shows the emissions and air quality of each pollutant before the implementation of
this project and after the implementation of that.

4Environment Impact Mitigation Measures
According to environment impact assessment documents, considering the project features and
based on pollution discharge process of project construction phase and operation phase, the
environment impact mitigation plans for different phase are given as Table 4-1~Table 4-3.

The main machine in the construction period includes loading vehicles, road rollers, load-carrying vehicles, etc. noise of main construction mechanical equipments is about 80dB(A). Noise of construction will impact much on resident area or schools around boilers room.
1.Arrange reasonable construction time from 7:00 am-6:00 pm, night construction is forbidden.2.Choose equipment with low noise. The construction of the substructure only use hydraulic pressure peg , dig hole peg and basic load peg. All of working equipment ought to be the center of field.3. The noise of working equipment must meet the require of Noise Limits for Construction Site(GB12523-90) which ought be include in the bid documents. 4.Track and monitor.

TSP
TSP is the main problem of air pollution during the construction of boilers room The TSP is mainly from digging and piling earthwork, transporting materials, removing road surface, backfilling earthwork. In addition, some fuel waste gas will be produced from construction machines, which are mainly CO and NO2.
1. Establish watering system for dust suppression. Regular daily watering can prevent floating dust. Increase watering times and amount in case of dry and gale weather.
2. Area for building materials storage shall be around with enclosed fence with height no lower than the stack of building materials.
3. Each inlet and outlet of building site shall be provided with equipment to remove dirt from wheel so that vehicles won’t take dirt beyond the building site.
4. Bulk materials shall be transported in tank car or under felt cloth. 5. Temporary storehouse for bulk materials shall be built within building site, or with materials under dustproof
gridding. Bulk materials exposed to open air are forbidden. 6. Remove building waste in time. Incineration waste is not allowed within building site.7. Set up fence around building site to lessen the diffusion extent of floating dust.

Solid Waste
It is about the domestic waste in constructors’ resident place and constructional waste in the construction process. Such as packing bags, leftover bits and pieces of constructional material, etc.
Domestic wastes and construction wastes should be timely collected and transported to Wangshi Town refuse landfill, 15 kilometers east of Haicheng city. Lower Contractor
Liquid Waste
The domestic waste drainage produced by constructors is the main wastewater source in the construction period.
If the domestic wastewater is drained directly, water environment in all the regions will be impacted.
Liquid waste, consisting mainly of builders’ domestic sewage shall be discharged to sewage treatment plant at last. Lower Contractor
Road Construction /Usage for Construction and Transportation
If new passage be to construct, noise and TSP during construction will have impact on neighbouring resident. Use the roads in existence without building extra transporting passage. Lower Contractor
Land Leveling/Change Runoff Pattern Land Leveling can change runoff pattern. Dig ditches around project location to contain runoff as well as channel off. Lower Contractor
Cultural HeritageCultural Heritage will be likely to be damaged during construction.
1. Stop construction and inform relevant department in case any cultural properties are found during construction. The site of cultural relics shall be properly preserved without any artificial articles to be removed.2. Wait for identification and treatment by cultural relics institutions.3. Go to cultural relics institutions for resuming work when the cultural relics are dealt with.4. After getting the permission from cultural relics institutions, proceed with construction following the advice of experts
on cultural relics.

Air Quality /Plant Site Selection
If boilers room e located in the center of town or to the windward of the city, the waste gas let by chimney will make blight on the city.
1. This project is located within the northern planned area to Rd. Tiedong Yongan of Haicheng city. Boiler house plant, with a construction area of 30000m2, locates in the west of Shuanshanzi. This site lies in north east of Haicheng city whose main direction of winter wind is south-western. Plant site is at the side of main wind direction which makes most part of the city zone out of impact from smoke evacuation of boiler house. Moreover, it is near thermal load center with convenient traffic, even road and without removing.
2.Three water heaters, 58MW, fed by coal are equipped with only one chimney for this project at a height of 100m, diameter of 3.0m.

1.Use imported water pump with high quality and low noise and the sound of one pump can not exceed 80 dB(A). 2.Provide good base to vibration absorption and install absorber to lighten vibration sound; inlet/outlet of water pump shall be connected with rubber tube. Add a concrete base to the bottom of water pump and add vibration isolator between base and floor, wall to eliminate the impact caused by structural low frequency sound to outside.

7.Reporting system
7.1 Monitoring Report
7.1.1Category and Content of Monitoring Report
Monitoring report consists of construction and operation monitoring report.
Perform analysis, assessment to construction and operation monitoring results in accordance with
relevant standard, with the explanation of monitoring site, sampling time and monitoring factor.
Assess the result of environment mitigation measures conforming to monitoring results.
Discuss or negotiate with environment supervising organization, environment impact assessment
group to improve or replace mitigation measures of bad results.
7.1.2 Submitting Time and Monitoring Report Accepter
(1)Submission of Monitoring Report
In construction phase, monitoring report shall be submitted each quarter. Comprehensive report
shall be submitted after construction accomplishment.
That is quarter report for each quarter in functional phase and annual report for each year.
(2)Monitoring Report Acceptor:
Monitoring report shall be submitted to Environmental official of WB, Liaoning developing and
reformation committee project office and Haicheng City Construction Investment Co.,Ltd.
7.1.3Feedback Requirement of Monitoring Report
Each acceptor shall give their feedback in a month after receiving the report.
Acceptor shall analyze and assess report content within feedback time limit; confirm whether the
environment mitigation measures are effective or not; arrange following work and bring forward
relevant requirements.
Acceptor also shall bring forward improving advice and regulatory scheme (if applicable)on
environment mitigation measures within feedback time limit.

7.2 Records and EMP Execution Annals
7.2.1 Record system
To ensure efficient operation of environment management system, Haicheng City Construction
Investment Co.,Ltd. must establish a perfect record system and retain records in the following respects:
requirements by laws and regulations; license; environmental elements and the relevant environmental
impacts; training; inspection, check and the maintenance; monitoring data; substandard, the
effectiveness of precautionary and remedial measures; information of parties concerned; verification;
examination. In addition, proper control over the records aforementioned must be exerted, including:
records ID, records collection, catalogue, filing, retention, management, maintenance, inquiry, retention
period and process etc.
7.2.2EMP Execution Reports
Haicheng City Construction Investment Co.,Ltd. should keep a detailed record concerned with the
EMP execution, which should be reported to Project Office in time; the project schedule report made
by Project Office must include EMP schedule, such as the schedule and effect of EMP execution. The
annual EMP execution reports should be completed within the specified time and submitted to the
World Bank.
EMP execution report should cover the contents below:
Project progress;
Implementation of training programs;
If there is public complaint, if any, keep records of what they mainly complained, solutions provided and the public satisfaction;
Next year’s executive plan for EMP.
8. Training PlanAll employees shall be trained with environmental protection knowledge and skills, builders in
particular in order to carry out this project smoothly and effectively. Training includes not only the
importance and meaning of the planned project, but also different training emphasis for employees in
different position. Training method depends on managing level and the importance of environmental

9 Public Participation Plan
9.1 public Participation before the implement of the project
In accordance with the requirement of environmental assessment guideline of the World Bank and
the state laws and regulations of environmental protection, and on the basis of the principle of fair,
public, real and objective investigation, objects participating in the investigation of this environmental
assessment chiefly include residents peripheral area of the site of factory planned to be selected for the
project, areas around heat-exchanging station and along the pipeline net, mainly the public of different
sexes, occupations and different record of formal schooling and having independent ability to judge,
over 18 years old. The field of investigation is same as that of project assessment, being the public
within 24km2 rectangular ranges with the factory site of project as center. The area of investigation
contains Haicheng city proper, Xiai, Sanli, Xiaoluopu and Tianshuigou and other areas.

In accordance with the condition of the first round of the public's participation in investigation,
although 100% of the public agreed with the construction of the project, there still part of the public

posed some problems:
(1) Small part of residents worried about that the construction of the heat-source plant might
cause local environmental air quality to become deteriorate
(2) A part of residents along the pipeline net considered the construction of pipeline laying
would affect traffic and lead to interference to residents’ living near pipeline net.
(3) Small part of residents did not agree with constructing heat-exchanging station nearby
dwelling house.
9.1.2 The second round of the public participation

On the conference, directed against all problems posed by the public at the previous stage, the
owner expressed the following methods were planned to take to solve the problems as bellows:
(1) For the problem posed by residents that they were worried about that the construction of the
heat-source plant might cause local environmental air quality to deteriorate, the construction unit gave
a detailed explanation in the course of paying a return visit. Because the construction of the heat-source
plant correspondingly substitutes 14 small boiler rooms in the area, totaling 19 sets of boilers,
environmental air quality in the area will somewhat be improved than that at present. Residents can
completely dispel their misgivings (or worries) on this respect.
(2) In view of the situation of a part of residents worrying about that the process of pipeline net
construction would produce interference to day-to-day living, the construction unit made a promise to
the residents: reasonable arrangement will be made to the construction plan and working area in the
course of construction and sensitive places close to residential area and hospitals will not carry out
construction at night, and sound-insolating barrier will be set up when necessary; Furthermore, the
construction unit will require construction contractor to shorten construction to the full so as to reduce

influence of pipeline net construction on the daily living of residents at maximum.
(3) According to the opinions that have feedback, a small part of residents opposed building heat-
exchanging station near dwelling house. These residents considered that although the influence of heat-
exchanging station over atmospheric environment and sound environment has somewhat reduced than
that caused by residential districts, the noise produced during the operational period of heat-exchanging
station still exists problem that disturbs residents. The construction unit made a promise for this that
stations that will possibly generate greater influence over sound environment in residential quarters will
install sound-proof cover on the equipment that produces noise to ensure the sound environment in
residential quarters to attain the requirement of corresponding standard.
Through the 2nd round of work of paying a return visit, most majority of the public have a certain
degree of understanding and recognition of construction content of this project, basic clear about the
environmental impact that the project will generate and alleviating measures and basically eliminate the
worries about negative impact that the project is about to produce. 100% of the public gave energetic
support to the project.
9.2 Continuous Public Participation Plan
A random callback survey should be conducted each quarter during the construction period and
within 3 years after the project comes into operation. Besides, on-site investigation meeting where
there is a public participation should be held annually in the area where environment-sensitive
targets are centralized.
Based on the quarterly survey and annul findings, appraise the public and perfect the
environmental mitigation measures if necessary.
9.3 Channels for complains of dissension
Establishment and the composition of complaint organizations
A complaint system will be established to better secure the legal rights of the affected person and
provide an easy, transparent, fair and effective channel for complaint. Therefore, The Leading Group
For Accepting The Environmental Impacts Complaints occurred under this project has been set up,
which consists of the group leader who are working in Haicheng Environmental Protection
Administration, and the members from Environmental Monitoring Station and other organizations for
environmental impact assessment. Office for Accepting Complaints, which is affiliated with the

Leading Group for Accepting the Environmental Impacts Complaints, is set up in Haicheng
Environment Protection Administration. The daily complaints should be accepted and sorted by the
Office for Accepting Complaints which shall, after negotiating with the relevant organizations reliable
for the complaints, put forward treatment opinions.
Complaint procedures
The Leading Group and the Office for Accepting Complaints will accept the complaints filed by
the public within one week after the construction starts. Bulletin boards should be erected in all
construction sites during the construction term and personnel responsible for the safety &
environmental protection should be appointed. Meanwhile, special lines and mailbox should be opened
for complaint. The detailed procedures for complaints are stated as follows:
In case that the affected person deems that his own right involved in the environmental protection
have been violated, he may file a complaint thereof to the Complaint Acceptance Office, in written or
verbal form. If a verbal complaint is filed by the affected person, members working in the Complaint
Acceptance Office shall make detailed records of the complaint, sort those records afterwards, and
submit treatment opinions within two weeks.
In the event that the complainer is not satisfied with the solution provided by Complaint Acceptance Office, he
may file a complaint in writing to Anshan Environmental Protection Administration which will make opinions for
handing with this complaint within three weeks.

In the event that the complainer remained unsatisfied with the proposals by Anshan Environmental
Protection Administration, he may, upon receipt of the proposals, bring his complaint to the local court,
to be tried and judged by the court pursuant to The Civil Procedure Law of the People s Republic of
China.
