BACKGROUND AND ABSTRACT OF THE STUDY

This analytic study was done to make a comparison of the first 100 days or the so-called “Honeymoon period” of the present Administration of Mr. Benigno Simeon Aquino II and that of Dr. Gloria Macapagal Arroyo, now Representative of the 2nd District of Pampanga who served as president from 21 January 2001 until 30 Jun 2010 when Mr. Aquino assumed Office.

President Benigno Aquino or PNoy was elected in a landslide victory of a margin of more than 3 Million votes versus his nearest rival in 2010 as compared to PGMA who won in an alleged vote-rigged election in 2004, which elected her to a full term in 2004.

PNoy was an extremely popular candidate during the election, but prior to that he was a Senator still entitled to the 3 remaining years of his term, He run as President because of the Public clamor- after his mother, the former President Corazon Aquino died of Cancer the past year.

His predecessor, also a child of a former President (Diosdado Macapagal) PGMA, on the other hand was already serving the unexpired term of President Joseph Estrada, who was ousted by a Supreme Court ruling after days of public outcry for his resignation and Impeachment. Prior to that, she was the Vice President and DSWD Secretary.

Both presidents are Economists; The present President was even a student of the Dr. Arroyo in the Ateneo de Manila. Aquino is seen as a popular president or so-called as a Majority President, while Arroyo was seen as unpopular, election-cheater and an usurper in the Presidency.

INSTRUMENT

The September 2010 Social Weather Survey was conducted from September 24-27, 2010 using face-to-face interviews of 1,200 adults in Metro Manila, the Balance of Luzon, Visayas, and Mindanao.

The quarterly Social Weather Survey on public satisfaction with the President is a non-commissioned item, and is included on SWS's own initiative and released as a public service, with first printing rights assigned to Business World.

SWS employs its own staff for questionnaire design, sampling, fieldwork, data-processing, and analysis, and does not outsource any of its survey operations.

SAMPLING

The area estimates were weighted by National Statistics Office medium-population projections for 2010 to obtain the national estimates. Hence, there are 1,2000 respondents (adults) in Metro Manila, the Balance of Luzon, Visayas, and Mindanao. The respondent are Mixed of men and women, socio-economical graphics (Classes A-E), gender.

CLASS PATTERNS

Interviewed people are from Classes A,B,C,D,E Class A are the top 5% (5 million people) – earns Php 25,000 to

very big money, millions of dollars, billions of pesos. Class B 10-15% (10-15 million People) – earns Php 15,000 -

25,000 a month Mid-Level Politicians, Professionals - doctors, engineers, supervisors

Class C 'middle class' of 20% (20million people) – Php 5,000 -15,000 a month Skilled craftsman teachers and nurses as well as bank clerks and retail shop assistants.

Class D and E bottom -rung 60% (60 million people) - P1,000 - 5,000 a month subsistence farmers, small fishermen, trike drivers, security guards, salesladies, waitress, waiters, janitorial, guards, private drivers, cooks, standby's*, lavenders and helpers. Just to get to work and eat and home again cost many P1,500.

IN TERMS OF AREAS IN THE PHILIPPINES

Pres. Aquino's net satisfaction rating is very good in all areas.

It is +66 in Metro Manila (76% satisfied, 10% dissatisfied), +65 in Balance Luzon (73% satisfied, 8% dissatisfied), +54 in the Visayas (68% satisfied, 14% dissatisfied), and +52 in Mindanao (67% satisfied, 15% dissatisfied).

Net satisfaction with Pres. Aquino is +62 in urban areas (72% satisfied, 10% dissatisfied) and +58 in rural areas (70% satisfied, 12% dissatisfied).

IN TERMS OF CLASS PATTERNS

By socioeconomic class, Pres. Aquino's net rating is a very good +64 in the poorest class E (73% satisfied, 9% dissatisfied) and a very good +59 in class D or the masa (71% satisfied, 11% dissatisfied), compared to a good +49 in class ABC (65% satisfied, 16% dissatisfied).

Net satisfaction with Pres. Aquino is +62 among women very good (73% satisfied, 11% dissatisfied) and +58 among men a also a very good (69% satisfied, 11% dissatisfied).

Rated for the first time as President, Benigno "Noynoy" Aquino III had 71% satisfied and 11% dissatisfied with his performance, for a very good net satisfaction rating of +60%, according to the Third Quarter 2010 Social Weather Survey, conducted from September 24-27, 2010.

IMPLICATIONS OF THE SURVEY FOR P-NOY’S FIRST 100 DAYS

The survey released by the Social Weather Station, conducted from Sept. 24-27, found 71 percent of 1,200 respondents satisfied and 11 percent dissatisfied with the performance of Mr. Aquino in his first three months in office, for a net satisfaction rating of 60 or “very good.”

This means that 7 out of 10 Filipinos are satisfied with the performance of President Aquino.

It is +23 in Metro Manila (43% satisfied, 19% dissatisfied), +25 in Balance Luzon (42% satisfied, 39% dissatisfied), -28 in the Visayas (42% satisfied, 34% dissatisfied), and +17 in Mindanao (39% satisfied, 23% dissatisfied).

Net satisfaction with Pres. Arroyo is +24in urban areas (44% satisfied, 19% dissatisfied) and +23 in rural areas (40% satisfied, 17% dissatisfied).

IMPLICATIONS OF THE SURVEY FOR PGMA’S FIRST 100 DAYS

The 1st Quarter National Survey of the Social Weather Station conducted from March 5-18, 2001, found 42 percent of the 1,500 respondents satisfied and 18 percent dissatisfied with the performance of President Gloria Macapagal-Arroyo, for a net satisfaction rating of +24 or “moderate.”

This implies that 4 out of 10 Filipinos are satisfied with the performance of Gloria Macapagal-Arroyo.
