Over 8 million passenger trips take place each day and with a population predicted to grow to more than 6 million people by 2030 from its current 5.6 million, the government has committed significant investment over the next decade to improve mobility and connectivity. The investment is notable; two new underground lines (one opened in 2017, the second is forecast to start service in 2019), extensions to four Mass Rapid Transit (MRT) lines, the opening of a new terminal and runway at Changi Airport, the Rapid Transit System that will connect Singapore and Johor Baru in Malaysia, and the relocation of various terminals to the upcoming Tuas mega-port. The government is also generally supportive of ride-sharing cars, electronic vehicles and bicycle platforms.

Singapore is one of the world’s most active Connected and Autonomous Vehicles (CAV) testing environments. It is the government’s intention for Singapore to go ‘car-lite’, backed by a SIN$1.5 billion plan aiming to have the country reduce its reliance on petrol-fueled cars by 2030. In 2015, there were almost 1 million motor vehicles; 50% of them being privately owned. In February 2018 Singapore banned further growth in its car population upping the ante to

S ingapore ranks #4 in this year’s Sustainability Index and remains the top ranked city in Asia, thanks to its collective approach in delivering on its Smart Nation vision. Singapore is a city strong in being a Balanced

Innovator as evidenced by its strategic national projects such as the Smart Nation sensor platform and Smart Urban Mobility, further advancing the city state in achieving sustainability, smart mobility and liveability.

finding alternative mobility options. As such, the small city state is the perfect testing ground for driverless vehicles and the government has signed deals with two self-driving technology companies to develop autonomous truck platoons for use on public roads. Singapore is also ahead of the game in using big data to study commuter flows and improve planning.

Singapore came out comfortably on top in the Profit pillar, breaking away from other top-performing cities on transportation, ease of doing business and connectivity. Its high levels of employment and its direct correlation with high levels of output showcases how Singapore is able to sustain its own upkeep and growth through its own revenue for long term sustainability.

In this highlight paper, I am pleased to share more about the ranking, the city profile and the postiive outlook for Singapore.

Tim Risbridger Country Head, Singapore

The Sustainable Cities Index is a broad measure of sustainability, encompassing measures of the social, environmental and economic health of cities. It ranks 100 global cities on three pillars of sustainability: People, Planet and Profit. The three pillars are closely aligned to the UN Sustainable Development Goals (SDGs) and track progress against UN SDG commitments.

Our report also features new work on city archetypes and clusters based on an analysis of the citizen experiences of city living combined with the Index data. The four city clusters; Balanced Innovators, Post Industrial Opportunists, Evolutionary Cities and Fast-growing Megacities seek to profile the citizen experience in correlation to the Index ranking.

As a true Balanced Innovator, Singapore is on track to become a sustainable and liveable city, with a well-balanced citizen experience. In total, 35 cities fit this profile, all of which are in the top half of the Index.

The key citizen experiences associated with this profile are convenience and security associated with Automation and Sensing and high quality of life associated with an absence of Disruption as well as the infrastructure, necessary for a Connected city.

The challenges that these cities face include addressing an aging population – which requires affordable housing and a diverse range of services.

Asia resultsEuropean cities dominated the top quartile of the 2018 Sustainable Cities Index with the exception of Singapore representing Asia by ranking #4 globally, closely followed by Hong Kong at #9. Other Asia cities are represented in the bottom quartile of the rankings with Profit performance, particularly related to ease of doing business and output contributing to their weak relative performance.
