Project Experience

Onion Creek – Williamson Tributary Box Culvert Upgrade at Covered Bridge Drive. Due to the lack of flow capacity and to meet the ultimate

development condition, the City of Austin commissioned CAS to improve the existing drainage structure for this Williamson Creek tributary.

Services Provided. Services included HEC-RAS modeling, preliminary and final design, cost estimating and construction phase services for

additional box culverts and raising the road approximately 1.5 feet. We also relocated a 16-inch water main and 12-inch sewer line; mitigated

erosion problems upstream and downstream, and increased conveyance through the crossing by the design of a gabion wall. Additionally, we

provided traffic control plans, erosion and sedimentation control plans, tree protection, and stormwater pollution prevention planning and design.

Project Experience

SAWS Western Extension B Sanitary Sewer Improvements. The purpose of this project is to decommission two existing lift stations and replace the force

mains with gravity sewers. This project is located in the Upper Leon Watershed within the Edwards Aquifer Contributing Zone and the 100-year

floodplain in northwest Bexar County along IH-10. The rock formation inside this area is generally made up of “karst” limestone.

Services Provided. CAS prepared decommissioning plans for the Falcon Center Lift Station and Woodland Hills Lift Station and designed

approximately 18,700 linear feet of 33- to 42-inch gravity wastewater interceptor with approximately 2,900 linear feet of tunneling. The design

also included abandoning 16,600 linear feet of 12-, 10-, and 8-inch force mains. CAS conducted sewer modeling to size gravity sewer mains

(42-inch) on three piping alignments, successfully coordindating spatial conflicts with modeling used to ensure that design peak flows in

the proposed pipes would not exceed 95% of full pipe flows, as required by SAWS. Within the vicinity of the project site, there also exists a

cemetery, school, county park, and a neighboring military base.

Project Experience

Capital Metro Commuter Rail. As their inaugural venture into commuter rail service, Capital Metro’s

first project included the design and construction of 32 miles of commuter railroad and nine rail

stations, connecting the City of Leander to downtown Austin. The scope of work included the

referenced mainline tracks and stations, turnouts, sidings, at-grade crossings, and a rail-car

maintenance facility (including a railcar shelter, maintenance pit, and fueling area).

Services Provided. As a sub-consultant to URS Corporation, CAS provided design of detours,

temporary traffic controls, and final signage and striping plans for construction of at-grade

crossings. This design was prepared using both TxDOT and City of Austin standards with details

driven by the TxDOT Manual on Uniform Traffic Control Devices.

Project Experience

Hornsby Bend Biosolids Management Plant Master Plan. The project involves the development of a Master Plan for AWU’s Hornsby Bend Biosolids

Management Plant. Services included an overall evaluation of the Plant’s assets, processes, systems, and infrastructure to determine and

recommend the least life-cycle cost-based, most environmentally sound, and neighborhood-friendly approach to meet the short- and long-term

utility biosolids processing needs from the Plant.

assesment, and asset management.

Project Experience - Field Support

Holly Power Plant Decommissioning. The Plant, originally constructed in 1960 and shutdown in September 2007, was determined to be removed

by Austin Energy due to its close proximity to a residential neighborhood that has increased in density over the 47-year life of the facility. The $25

million project consists of decontamination and decommissioning the facility including: construction of temporary road and scale; decontamination,

demolition and / or removal of equipment, tanks, boilers, structural steel and associated buildings; removal of contaminated soil; and closure of

cooling water intake and discharge structures submerged in Lady Bird Lake.

Services Provided. CAS performs installation of piping and pumping systems for disposition of fluids collected on-site; collection and disposition

of water; equipment operation (forklift, water truck, backhoe); decontamination of all trucks and equipment; and other general labor tasks as

directed. In addition, CAS staff operates the on-site water treatment package system including: interpretation of instrumentation, operating system

equipment, operating valves to route and control flow, making process control adjustments; diagnosis of operating problems and performing

necessary corrective actions; performing routine maintenance; and coordination of batching operations with site waste disposal engineer.

Construction Management

Project Experience

Water Treatment Plant No. 4 Construction Manager at Risk. As a replacement for undersized and aged water treatment infrastructure, the new 300

million gallon per day plant consists of water treatment facilities, a raw water intake and tunnel reaching under Lake Travis, pump stations, and

pipelines, taking water from Lake Travis through the plant and connecting to the water system 7 miles away at the Jollyville Reservoir.

Services Provided. Under subcontract to MWH Constructors, CAS provides highly-trained professional staff to fill critical roles on the MWH

CMAR Management Team including Procurement Manager and Tunnel Superintendant. As Procurement Manager, CAS is responsible for all

construction procurement including preparation of solicitation documents, scope definition for construction packages, subcontractor evaluations,

and finalization of subcontracts for specific solicitation packages. As Tunnel Superintendant, CAS serves as a tunnel and shaft inspector for the

Raw Water Intake System, acting as first line of monitoring, inspection, and quality control for the two raw water tunnels, subsurface pumping

gallery, and marine work for the Lake Travis inlet structure.

Project Experience

Austin Clean Water Program. Faced with addressing an EPA-issued Administrative Order to eliminate sanitary sewer overflows from its wastewater

collection system, the City of Austin formed a collaborative Program Management Team with AECOM (formerly Earth Tech). The program

consisted of the planning, design and construction management of new and rehabilitated wastewater collection facilities throughout the City.

Over 100 separate projects were completed at a final construction value of $287 million. These projects included installation of 78 miles of new

sewers (including 5 miles of large diameter tunnels) and 2,375 new manholes, plus rehabilitation of an added 119 miles of pipelines. As a result

of the Program, a 98% reduction in overflows was experienced between 2002 and 2009 with the remaining 2% being outside the Program area.

Services Provided. CAS, as a subconsultant to Earth Tech, provided highly-trained professional staff to fill critical roles in overall program

management including Construction Manager, Project Manager, Program Scheduler, and Office Engineer. CAS staff provided program

management consulting services in areas of fast-track permitting; easement acquisition management; project management including program

schedule, cash flow planning, and reporting; and construction management.
