Notes:

When assigned to personnel resource development office in UICs 44859 and 4312A or as determined

by OIC of the PRDO. SDAP award levels will be determined by OIC PRDO upon completion of

appropriate training and fundamental role in support of mission execution (admin support: SD-4;

direct support: SD-4; operators: SD-6).

Eligibility is limited to enlisted personnel directed to remain on base to conduct essential accession

training. Personnel assigned to billets that are currently authorized SDAP will receive SDAP at the next

Command Senior Chiefs (CSC) and Command Master Chiefs (CMC) are only authorized SDAP while

assigned to 8CMC or 8CSC billets, must hold the NEC for that billet, and must be designated in writing

by the Commanding Officer as the CSC or CMC. Submarine Chief of the Boat (COB) personnel are only

authorized SDAP while assigned to a 8COB billet onboard a submarine and must hold the NEC for that

billet. CMC/CSC are authorized SDAP while in the billet on a Pre-Commisioning Unit (PCU) and while

assigned to the PCU Detachment. Only one CSC/CMC billet is authorized SDAP per PCU. A copy of the

CMC/CSC's orders along with the CO's endorsement must be submitted to COMNAVPERSCOM (PERS-

81) to verify eligibility. Refer to OPNAVINST 1306.2G, Command Master Chief Program for further

information. NEC 8CSC, 8COB, or 8CMC holders assigned to Command Leadership School (UIC 31697)

is authorized SDAP while serving as instructors.

Award levels designated by the Office of the Secretary of Defense as detailed in annual recertification

memorandum.

Authorized for Sailors selected from Recruit Training Command to serve in the Navy Ceremonial Guard

prior to A-school. Guardsmen must maintain qualification to be eligible.

SDAP is awarded to the following three qualified positions at DTRA: Escort, Linguist, Inspector.

Entitlement should commence upon qualification as determined by DTRA.

Any Hospitalman with NEC L01A, L02A, L10A, or L28A permanently assigned or on

Temporary Additional Duty (TAD) to any NEC L01A, L02A, L10A, or L28A billet

(respectively) authorized for SDAP, and pursuant to the following guidelines:

a. Only one IDC per authorized billet may receive SDAP.

b. Member may only receive SDAP while TAD if the SDAP billet they are filling is vacant,

the incumbent is absent, or the incumbent has transferred without contact relief. The

reporting member must hold the NEC for the vacant SDAP position they are filling. If

the member's permanent billet (i.e., their originating command) has a greater SDAP

level, the member is eligible to receive the higher amount. Eligibility while on TAD

therein, and the Commanding Officer's endorsement addressing the level of

a. Assigned to any of the listed UICs, or

b. Assigned to Joint Task Force Accounting (Afghanistan, Pakistan, Vietnam, Laos,

c. Assigned to a humanitarian mission (Turkey, Africa, etc.) as specifically requested

and approved by BUPERS-325.

date.

date. ET/IT personnel who receive NEC 794A will get SD-3 as soon as the NEC is awarded and Commanding Officer

SD-4 SENIOR CLASSIFIER I-2/I-4

Notes:

Command Senior Chiefs (CSC) and Command Master Chiefs (CMC) are only authorized SDAP while

assigned to 8CMC or 8CSC billets, must hold the NEC for that billet, and must be designated in writing

by the Commanding Officer as the CSC or CMC. Submarine Chief of the Boat (COB) personnel are only

authorized SDAP while assigned to a 8COB billet onboard a submarine and must hold the NEC for that

billet. CMC/CSC are authorized SDAP while in the billet on a Pre-Commisioning Unit (PCU) and while

assigned to the PCU Detachment. Only one CSC/CMC billet is authorized SDAP per PCU. A copy of the

CMC/CSC's orders along with the CO's endorsement must be submitted to COMNAVPERSCOM (PERS-

81) to verify eligibility. Refer to OPNAVINST 1306.2G, Command Master Chief Program for further

information. NEC 8CSC, 8COB, or 8CMC holders assigned to Command Leadership School (UIC 31697) is

authorized SDAP while serving as instructors.

E7 or above Engineman, has NEC U16A, and is serving in an EN-U16A billet coded for LSD 41, LSD 49,

MCM 1, LPD 17, HSV 1, or PC class ships. EN-U16A E7 or above assigned to PC class operational hulls

are authorized SD-2 ($150) when in a deployment or training cycle.

Eligibility is limited to enlisted personnel directed to remain on base to conduct essential accession

training. Personnel assigned to billets that are currently authorized SDAP will receive SDAP at the next

highest level, not to exceed SDAP level 7

Navy Recrutiing Command

E7 or above Machinist Mate, has NEC U16A, and is serving in a MM- U16A billet aboard AS, LCC, or LPD

4 class ships.

E7 or above Machinist Mate, has NEC U16A, and is serving in a MM-U16A billet aboard LHA and LHD

class ships.

Filling a valid EN/MM-747B billet, has NEC 747B, and maintains full certification in all Diesel Engine

inspection methods per NAVPERS 18068F. Surface/submarine MM's holding NEC 747B and filling a valid

Diesel Engine inspector billet also qualify.

Filling a valid HT-4946 billet, holds NEC U51A, and maintains full certification in all non-destructive

testing methods per NAVPERS 18068F. Complete certification must be verified and approved by the

director, NAVSEA Examiner Certification Test Agency, Service School Command, Great Lakes, IL.

authorized shore command (as listed). SDAP may be paid to Sailors in excess of Billets Authorized not to

exceed one additional Surface Rescue Swimmer on all Surface Ships and UICs 09371, 30733, 30734,

31379, 43847, 49366, 57063, 57064, and 62229.

HM-L10A is eligible for SDAP at the level prescribed under any of the following circumstances:

a. Assigned to any of the listed UICs, or

b. Assigned to Joint Task Force Accounting (Afghanistan, Pakistan, Vietnam, Laos, Cambodia, etc.), or

c. Assigned to a humanitarian mission (Turkey, Africa, etc.) as specifically requested and approved by

BUPERS-325.

Any Hospitalman with NEC L01A, L02A, L10A, or L28A permanently assigned or on Temporary

Additional Duty (TAD) to any NEC L01A, L02A, L10A, or L28A billet (respectively) authorized for SDAP,

and pursuant to the following guidelines:

a. Only one IDC per authorized billet may receive SDAP.

b. Member may only receive SDAP while TAD if the SDAP billet they are filling is vacant, the incumbent

is absent, or the incumbent has transferred without contact relief; the reporting member must hold the

NEC for the vacant SDAP position they are filling. If the member's permanent billet (i.e., their

originating command) has a greater SDAP level, the member is eligible to receive the higher amount.

Eligibility while on TAD commences when attached to the unit and continues until the member is

relieved.

c. All other TAD SDAP issues must be forwarded to the IDC Enlisted Community Manager (BUPERS-325)

at [email protected] for consideration. Request must include a copy of TAD orders, a NAVPERS

1070/613 referencing the appropriate paragraph of this message certifying that the Independent Duty

TAD assignment meets the criteria therein, and the Commanding Officer's endorsement addressing the

level of independent duty required and performed.

Any USS/USNS platform on which IDC is sole provider on TAD orders as determined by HM ECM.

d. HM-L10Aand HM-L01A are authorized SDAP when assigned directly to a precommissioning or

recommissioning unit and meet the criteria above. Those assigned to a subordinate UIC or a

component UIC ashore are not authorized SDAP. SDAP level will be determined by HM Enlisted

Community Manager (BUPERS-325) based upon SDAP level authorized for comparable unit/platform.

HM-L10A/HM-L01A are authorized SDAP when assigned directly to a precommissioning or

Recruiters who have graduated from ENRO, been awarded an qualifying NEC and completed the basic

Personnel Qualification are eligible for SD-4 to SD-7 based on the following qualification levels:

* BASIC: SD-4

* ADVANCED: SD-5

* JOURNEYMAN: SD-6

* MASTER: SD-7

Recruiters eligible for SD-6 prior to 1 July 2018 are grandfathered into SD-6 until 1 March 2019, when

the SD rate will reflect the Qualification assigned by CNRC or the NRD.

NRC will not exceed 50% of billets at SD-7.

Recruiting support staff who are qualified will receive the basic (lower) SD level listed. If designated as

ADVANCED by CNRC, NRD or NTAG that person becomes eligible for the higher SD level listed.

Must hold the 802R or 804R NEC and be filling a valid classifier NEC 802R billet at one of the following:

NRC HQ, Navy Recruiting District Activity, Navy Talent Aquisition Group (NTAG), Talent Aquisition and

Onboarding Center (TAOC), Military Entrance Processing Station, or at listed UIC. NECs 803R, 800R, and

801R may earn the 804R recruiter classifier NEC.

NEC 802R members at Operational Support Center and Reserve Component Command (RCC) are not

eligible for this SDAP.

Non-rate specific SDAP positions (NEC 8xxx) require a Sailor to work outside his/her normal community-

specific expertise, typically resulting in an extended period of time between report date and full

qualification for the assigned position. In accordance with SDAP policy, Commanding Officers will not

submit a Sailor's application to receive SDAP in a 8xxx position until all qualifications, including Personal

Qualification Standards and Under Instruction watches, have been completed and the member is fully

qualified and serving in the special duty billet.

Must hold NEC 8RDC or 9999 and be detailed (permanent or temporary) to a billet coded with a RDC or

assistant RDC "I" billet distribution NEC at listed UICs. Reservists called to Active Duty to fill the

requirement of NEC 8RDC or 9999 can receive SD-5.

Sailors are entitled to SD-6 when assigned and serving as Reactor Department Master Chief (surface),

Engineering Department Master Chief (submarine), Force Reactor Department Master Chief, Force

Naval Nuclear Power Training Command, CMC of Nuclear Power Training Unit, Nuclear Enlisted

Manager. Specific approval must be obtained from the Chief of Naval Operations (N133D). Only one

person per command can be paid for the billet; during periods of turnover, the incumbent will

maintain SD-6 until relieved. During periods of turnover, while not eligible for SD-6, member will be

Authorized only for Sailors actively assigned to and qualified in Reactor Department.

During MTS transition, those Sailors with ultimate duty station at UIC 62988 or 62991 who, for staff

qualification purposes, are assigned to a UIC other than 47801 are authorized SD-6 while assigned

temporarily for staff qualifications.

departments on nuclear powered warships, repair department of a nuclear-repair-capable submarine

b. Personnel must hold the applicable NEC in order to be eligible for SDAP; all personnel assigned to,

serving in, and holding an eligible NEC will receive at least SD-2, as per the list above.

c. Sailors holding NEC N59X or N89X may be eligible to receive SDAP while still performing duties

assigned. Specific approval must be obtained from the Deputy Chief of Naval Operations (N133D),
