The energy transition is already underway with local authorities being both, drivers and witness to it. One month before the RIO+20 UN Conference on Sustainable Development, Energy Cities’ Annual Rendezvous invites Mayors to demonstrate their political commitment in Guimarães (Portugal), Euro-pean Capital of Culture 2012 and one of Rio de Janeiro’s (Brazil) twin cities.

As an outcome of our Rendezvous, 30 Mayors from 30 different countries will send out a strong message: their vision translated into a set of 30 strate-gies for the energy transition of cities. These 30 mind-boggling ideas on how to consume and produce energy locally and efficiently will both, con-tribute to Rio+20 and provide a concrete answer to the crisis.

Energy Cities’ conference for policy-makers will also show how, by re-organising a neighbourhood, city and region, we are able to meet economic, social, environmental challenges simultaneously.

15:00 17:00 UP FOR DEBATE: ENERGY CITIES’ PROPOSALSFOR THE ENERGY TRANSITION OF TERRITORIES

A series of 5 participative parallel workshops with contributions from city representatives and debate. In 2012, Energy Cities initiated a process to identify and debate proposals that accele-rate the energy transition of European local territories. It is a collection of innovative approaches, new ideas and groundbreaking practices. Each proposal and each related workshop will provide practical answers on how the local level can contribute to – and often even go beyond - EU and national efficiency targets. Today’s activities have to be linked to the long-term vision of a low energy city with a high quality of life for all.

This session is organised in the framework of the IEE-funded Energy Efficiency Watch 2 project. The main objective of the initiative is to collect good practices concerning the implementation of national energy efficiency policies, local governance and therefore to overcome barriers to implementation at the local level. First project results will be published mid-2012.www.energy-efficiency-watch.org

WORKSHOP 1: “EMPOWERING LOCAL ACTORS” Proposals for developing territorial energy policies What is the role of local authorities in the energy transition? What new responsibili-ties do they have to take on? What new local governance rules should they adopt to guarantee sustainable decisions? Facilitators: Sylvie Lacassagne & Stéphane Dupas, Energy Cities Antonio Aires Messias, EDP Distribution (PT) Nick Morris, Leicester City Council (GB) Julia Ahlrot, City of Växjö (SE) Olga Veidina, City of Riga (LV)

Why should, and how can, we improve our knowledge of them? How can we optimise them and what should our priorities be? Where and with whom should we take action in order to be the most efficient? Facilitators: Christiane Maurer & Peter Schilken, Energy Cities Marilyne Guillard, Nantes Métropole (FR) Antonin Tym, City of Litomerice (CZ) Juha Sipilä, Helsingin Energia (FI)

WORKSHOP 3: “RETHINK FINANCING IN GENERAL”Proposals for mobilising the financial resources, in particular of local stakeholders and citizensWhat are the solutions to the public financial, debt and credit crisis? DEVELOPMENT AND JOB CREATION

ENGAGE is a participative communications initiative designed for European cities. In this campaign, local authorities engage stakeholders and citizens to play their part in achieving local energy and climate objectives. Participants take visible action via concrete engagements on tailor-made posters.

Ingredients for a successful communications campaign: learn how the 12 ENGAGE pioneer cities are mobilising their stakeholders and citizens. Join us for this participative session to discover how communications campaigns lead to real energy savings! Facilitators: Laura Guérin & Ian Turner, Energy Cities

With the 12 pioneer cities: Bielsko-Biała (PL), Heerlen (NL), Heidelberg (DE), Helsinki (FI), Ivanić-Grad (HR), Leicester (GB), Liège (BE), Oeiras (PT), Pamplona (ES), Rennes Métropole (FR), Rimini (IT), Växjö (SE)

There are two possible approaches to face the crisis in Europe: postpone the decisions to increase energy efficiency and the use of renewables; or, consider the energy transition as an opportunity to create new jobs and boost the local economy. Facilitator: Gérard Magnin, Energy Cities

With panel discussion: Adam Szolyak, DG ENER, European Commission Maria Da Graça Carvalho, MEP Paul Voss, Head of Public and Industrial Affairs, Danfoss District Energy Andoni Hidalgo, Public Affairs & Communications Manager, Eurima Joaquim Borges Gouveia, President, RNAE-association of Portuguese local energy
