testing is only available to patients who have been assessed by their doctor or healthcare provider or recommended by a Compliancy or Safety Officer. All Karate Instructors/Coaches will be trained in Covid – 19 Compliancy for the specific code of sport. Event venues will not apply as there will not be competition until advised by government. Isolation will not apply as no Covid -19 positive athletes will be allowed to train.

Vision ,Mission And Targets

Vision:

The objective is to provide a platform for all Karate in South Africa athletes to

continue to develop their skills and compete in a sanctioned and recognised

manner throughout the Covid-19 pandemic and establish a blueprint for all

future events for Karate In South Africa.

Mission:

We have to establish an environment for athletes, spectators, volunteers and

officials where the risk of transferring the Covid-19 and other viruses are

minimised or completely eradicated. The environment must be conducive, be

competitive and realistic in terms of every day training and competition.

Targets:

•The plan should be effective and efficient enough to be implemented

throughout all levels of karate i.e.. Local, Regional, Provincial And National.

•To allow athletes to prepare for all events in a risk free environment.

Karate Testing

The basic COVID – 19 Compliancy checks for karate will be in place before any

Instructor can commence training at his/her club. This being:

1. Infrared thermometer testing

2. Questionnaires

3. Physical signs of athletes

4. Cleaning and disinfecting of clubs surfaces and equipment

Actual Testing

1. Does everyone who enters a casino entertainment venue get tested?

2. Does anyone who enters a Hair Salon get tested?

3. Does the Children entering a school get tested?

With due consideration to the above, it is highly unlikely that Covid -19 will stand

a chance of spreading in any manner relative to the execution of our PLAN

POLICY. Testing will be recommended by the Compliance Officer of each Club

or by a Doctor/Healthcare Provider. Personal Declaration forms must be filled

In by every person including parents and guardians

Steps to Start Training in a Club

Covid – 19 Virus – RETURN TO TRAINING

Training Facility and process for opening

1. Thermal testing of everyone before entry into a club

2. All must fill in the questionnaires before entry into a club

3. Sanitizing station before entry into a club

4. Signage on walls of clubs will be present

5. Wash room will be cleaned frequently

6. Social distancing of athletes 2m all round while training

7. No touching at all while training

8. Wear masks during training

9. Adhere to bowing principle strictly

10.Sanitizing after completion of training and leaving the club

No club whatsoever will be allowed to reopen if not compliant as per Karate

South Africa National Rules and Regulations as set out in the Plan Policy.

Training At Local Dojos

Risks

•Interpersonal contact

•Spread of germs through sweat and other bodily fluids

•High concentrations of members in the classes

•Sharing equipment

The aim of the study is to:

• Allow dojo’s to run as smoothly as possible.

• Allow instructors to recommence classes.

• Allow for the safe development of athletes.

This policy should be adopted in all districts, regions, provinces and the

national karate federation. The policy must also be used by karate

structures and persons owning karate clubs or organisations, associations

and or federations that organise squad trainings and competitions or

karate related activities.

Effective Methods For Dojo Venues

Effective methods for karate clubs during and post Covid - 19

1. All students who are 8 years and over should be dropped off at the dojo, to

limit the amount of interaction inside the venue. (Parents/guardian should

wait in the car or outside).

2. Younger children aged under 8 years should be accompanied by 1 parent or

guardian to watch their children. Covid – 19 rules will apply for them.

3. All individuals upon entering, must be screened using either temperature

checks or questionnaires or any other suitable regulations in place.

4. All individuals must enter the club/dojo wearing face masks.

5. Compulsory sanitizing stations must be available.

6. Sanitizing spray must be made available for students to clean their

equipment before and after use.

7. All surfaces in the dojo must be sanitized before classes. Including but not

limited to: flooring, mirrors, doorknobs, etc.

8. Change rooms and restrooms must be cleaned before and between classes.

9. Toilet seat covers, contactless hand washes, etc. Must be made available in

rest rooms.

10. Waste management must take place in separate contactless dustbins, i.e.

medical waste / general waste should be separated for safe disposal.

Rules For Club Classes

Rules for clubs and dojos to follow while conducting classes:

1. Class sizes should be limited to a minimum of 2 square metres between

individuals, floor space, per individual considering social distancing.

2. Club instructors should consider their own space when drawing up there club

layout.

3. Students must wear masks (surgical or visors) throughout the classes duration.

4. Students who want to remove masks during breaks or for the purposes of

gaining breath must go to a secure spot allocated by class layout.

5. Touching between individuals in training must be risk assessed according to

the hazard identification steps.

6. Instructors must ensure all students are clean and neat (feet ,hands, nails hair)

before classes begin.

7. Students should have their own towels to wipe down sweat or other bodily

fluids during class so not to spread the virus.

8. Regular breaks every 15 minutes must be allowed for individuals to recover

and observe necessary social distancing measures, sanitize etc...

9. Absolutely no sharing equipment, or food and drink of any sorts.

10.All waste i.e. Water bottles/ towels/tissues etc... Must be immediately

disposed once used.

Rules and Regulations For Instructors

•Compulsory education of students with practical and theoretical

knowledge of the Covid – 19 virus and how it can impact their lives, must

be given to every club member before they can start karate, in the form of

app, video or multiple choice testing. http://karate-sa.org/

•Create a sterile environment to enhance more realistic training sessions

allowing teachers and individuals to have peace of mind while training.

•Make use of divider screens, bank payments and other means of PPE to

avoid interpersonal contact where necessary.

•Teachers must test themselves regularly as they will be dealing with

students daily.

•Clean cell phones and any other devices such as speakers, white boards

etc...

•Minimize contact with students, by using laser pointers or other physical

aids.

•Keep a Daily Register which must include:

o Name of athlete

o Temperature

o Questionnaire answers

Risk Factors Involved In Hosting Events

The organisation understands that there is risk involved with hosting of events

during and after the Covid-19 pandemic. The following points have been

outlined as the foreseeable risks:

• Transfer to the event / event location

• Spectators and athletes awaiting entry to the venue

• Seating for spectators and inactive competitors

• Overcrowded / over utilised warm-up area

• Competitor change rooms

• Public restrooms

• Competitor equipment

• officials and volunteers

• catering / vendors

• Individuals with pre-existing illnesses

Evaluating Risk Factors

Transfers to the event /event location

•Government recommendations regarding travel and vehicle capacities

must be adhered to.

• Allocated and controlled drop of zones, separated parking zones, and

safe walking pathways must be set up in accordance with social distancing

regulations.

•No individual will be permitted onto site if they are not wearing face

masks.

•Events should be held in central locations to minimise travel time thus

reduce the risk of individuals being out past the curfew times set out by

government.

•Events must be held in low risk periods as defined by the Covid-19 risk

indicator (level 1-5).

Evaluating Risk Factors

Spectators and athletes awaiting entry to the venue

•Marked out areas adhering to social distancing regulations must be used

when forming lines for entry.

•Conveyor belt spray down tunnels similar (airport x-ray apparatuses) can

be used to sterilise athletes equipment or any other types of baggage or

items as they enter the venue.

•Individuals will not be sanitized.

•Sanitisation stations must be available for all individuals entering the venue.

•Individuals will be screened for temperature using infrared or other non

contact thermometers.

•Other individuals that show any signs of illness will be screened through a

questionnaire to determine whether or not they pose a risk.

•Individuals who are suspected to pose a treat after screening

(temperature check , questionnaire or behaviour) should be tested using

instant testing kits.

•Test should be conducted by trained health staff.

•A competition schedule must be posted to reduce condensed levels of

foot traffic.

Spectators and inactive competitors

• information signage must be posted regarding Covid-19 prevention.

•Seating must be allocated for individuals or groups and need to follow a 2

meter safety allowance to avoid unnecessary interpersonal contact.

• Waste removal and cleaning must follow a zero skin contact philosophy in

order to minimise exposure to Covid-19 i.e. Foot pedal dustbins,

automatic/foot operated doors or open door to avoid touching rails or

door knobs.

•Gloves should be used inside the venue and individuals must be informed

on how to correctly use gloves and masks.

•Waste must be removed periodically as food/drink waste is a breeding

ground for bacteria and viruses.

Evaluating Risk Factors

Warm up area

• Only athletes, coaches and officials will have access to the warm up

area.

•Space in the warm up area must be divided equally between all

competitors. i.e. A minimum of 2 square meters.

•A strict schedule must be posted that minimizes the amount of individuals

in the area at all times.

•Warm up groups should be created for athletes who are getting ready to

compete based on the predetermined order of events.

•Only those specific groups will be allowed in the warm up area at the

same time.

•Sanitation/spray down of the warm up area must take place between

each groups arrival.

•Contactless dustbins must be available for use.

Competitor change rooms

• social distancing must be observed during the entire process where

athletes are allowed in the change rooms.

•The same warm up groups that were created should be used to restrict

access to the change rooms.

•The change rooms should be sanitised between the arrival of each group.

•Contactless hand sanitizers or soap dispensers must be provided in the

warm up areas.

•Other items such as toilet seat covers and disinfectant must be provided in

the change room.

•Contactless dustbins must be available for use.

Public restrooms

• contactless doors.

•Entry control to limit the amount people in the restrooms.

•Contactless hand sanitizer / contactless soap dispensers must be provided.

•Sanitary wipes must be provided.

•Floors must be kept dry and disinfected at all times.

•Should be a cleaner at regular intervals controlling the cleanliness of the

environment.

•Principle rules like in the competitor change rooms must be applied.

•Contactless dustbins must be available for use.

Competitor & competitor equipment

• All rules must be followed with regard to the WKF standards for cleanliness

and uniform regulations e.g. Short nails, clean hair.

•In addition: approved masks must be worn at all times during the

competition.

•All equipment must be clean, including body protectors, gi’s ,facemasks and

belts.

•Competitors must be provided with sanitary spray or wipes to disinfect all

equipment that comes in contact with other competitors i.e. Gloves and

footpads.

•Sanitation must take place between bouts.

•Under soles of feet must be void of dirt.

•No sharing equipment.

•No sharing drinks or food.

Evaluating Risk Factors

Officials & volunteers

•All officials must be fully dressed in personal protective equipment.

Including latex gloves and surgical masks for judges/clear visors for referees.

•Table officials must be separated and they must operate on their own

table.

•External display screens should be used to convey necessary information

to coaches and volunteers (e.g. draw sheets, colour changes, etc....)

•Referees and judges should be given personal equipment (e.g. flags) To

use throughout the event.

•Table officials must be given their own equipment to use throughout the

day (e.g. Stationary, computers, clipboards, etc…)

•Volunteers must work on a no contact basis.

•Volunteers should be given disposable full body coveralls.

•Contactless dustbins must be available at each floor and official’s areas.

Caterers & vendors

•Strict no contact policy and all vendors must wear full body coveralls.

•No trying on or sampling of goods.

•Lines must follow social distancing protocols.

•Clear Perspex screens to be used between vendors and general public.

•Surfaces must be regularly disinfected.

•Contactless dustbins must be available for use.

•Caterers must spend minimum required time in venue.

•All food must be served/ pre-plated to avoid unnecessary contact of utensils.

•Drinks must be served as required and not pre-poured.

•Meals must be plated in a sterile environment.

•Sterile plastic/paper cups can be used in addition to bottles/caned drinks.

•Food should be prepared and stored correctly to avoid contamination.

•Utensils should be plastic but may also be metal as long as they are correctly

cleaned.

•At all times a sterile environment must be created.

•Food waste must be removed periodically as it is a breeding ground for

bacteria and viruses.

Evaluating Risk Factors

Coaches

•Strict no contact policy and all coaches must wear full body coveralls.

•No coach may make contact with athletes even for checking for injuries.

(Medical staff is there).

•No coaches may help athletes get dressed even where the 1 minute rule is

applied.

•Coaches should be standing in coaches boxes instead of sitting.

•Coaches will not be allowed to borrow equipment between athletes.

•Coaches must wear latex gloves and facemasks or clear shields when

dealing with competitors.

•Latex gloves should be changed between divisions.

Compliance officer

Compliance Officers will be required at all levels of karate: dojo, regional,

provincial and national. The compliance officer categories:

1. Event Compliance Officer - may not be an instructor himself/herself or

a member of the national organisation to avoid a conflict of interest.

2. Club Compliance Officer - may be an instructor himself/herself or a

member of the national organisation or an independent contractor.

•Compliance officer will be trained by the over seeing body and

qualifications will be awarded.

•Compliance officers must be over 18 years of age.

•There may be more than one compliance officer per dojo.

•The compliance officer will be responsible for making sure all regulations

are followed before any class or event may commence.

•Compliant officers will serve as a hazard identifier and compliment the

organizing committee/ dojo’s efforts to combat covid-19 and other

viruses.

•Compliance will be given the authority to stop events from happening if

clubs or events are non compliant or until the required regulations are

met.

Compliance Training

Training for the compliance officers will be held by a overseeing body.

The training will comprise of teaching the officer:

• what are the requirements for certain areas of a dojo/event.

•How to identify hazardous situations.

•How to identify hazardous environments.

•How to handle areas that are not covered in the policy.

The compliance officers will receive qualifications based on their level of

understanding.

Level C = Dojo Compliance Officer Only.

Level B = Dojo + Squad Training Compliance Officer Only.

Level A = Dojo + Squad + Tournament Compliance Officer.

The compliance training must be vigorous and well regulated as this is the last

line of defence against covid-19 and other viruses. Thus only the highest

standards will be upheld so that confidence may be restored in the general

publics view of organised karate as well as organised sports in general.

In addition a video will be produced and shared amongst all

dojo students and competition athletes, to educated them on

how to act and comply to the new regulations.

Non Compliance

• Clubs/ events that are found to be non compliant with the regulations set

out in the Policy may be shut down, as they pose a health and safety risk to

the public.

•An investigation must be held to determine the severity of the offender.

•Should any individual be found to be non compliant or negligent the

penalty imposed on the club/ event can be, but not limited to:

•Order to stop operations

•Fines

•Suspension

•Stripped of membership

•As indicated by government gazette

•Other avenues are being considered to ensure the implementation of the

regulations that are set out in this Policy.

Personal Declaration Form

INDEMNITY AND WAIVER OF LIABILITY

We the undersigned agree to participate in training at Karate South Africa Member Clubs, and do hereby specifically, irrevocably and unconditionally acknowledge and record that we will not have any claim of whatsoever nature arising out of whatsoever cause, which includes Covid -19 and any other virus, against the Karate South Africa and all its affiliates who have clubs or organisations registered to them. The aforesaid will include inter alia all or any claims for damages, loss, illness, death, injury, disability, cost and expenses arising out of our attendance and or participation for whatsoever cause at the training venue. Without detracting from what is contained above, we hereby specifically, irrevocably and unconditionally waive and abandon all claims of whatsoever nature arising out of whatsoever cause which we might have against the Karate South Africa, its organisers and administrators, its affiliated clubs throughout South Africa or any person or coach at the training venue responsible for the instructors compliance to the COVID – 19 and all other viruses. The aforesaid indemnity and waiver of liability will extend to any director, shareholder, member, employee, instructor, associate, club member or the likes that is in any way associated to or connected with Karate South Africa.

We have read, understood and agreed to abide by the requirements associated with the rules and regulations stipulated in the Karate South Africa Covid -19 and Virus Protection Handbook and assume all responsibility and any associated liability for infringement thereof. Additionally, we are fully aware of our personal medical conditions and hereby certify that we are mentally and physically fit to take part in training at any dojo affiliated to Karate South Africa, and all its district structures within the borders of South Africa.

I consent to allow any reproductions of me or likeness created in any manner whatsoever, photographed, filmed or videotaped in connection with the club that I train at, within the borders of South Africa, that is an affiliated member of the Karate South Africa and or the Provincial or National Federation, which can be used for instruction, publicity, promotion or television broadcast and I waive any and all compensation for such.
