1.0 SCOPE OF SPECIFICATION 1.1 Introduction 1.1.1 This specification covers the basic information required by the Vendor/Contractor

concerning the location, climatic conditions, environment, geotechnical and utilities at the onshore oil/gas equipment or plant locations.

1.1.2 The Vendor/Contractor shall comply fully with the provisions laid down in this

specification. Any exception must be authorised in writing by the Owner. 1.1.3 In the event of any conflict between this specification and the Data Sheets, or with

any of the applicable codes and standards, the Vendor/Contractor shall inform the Owner in writing and receive written clarification before proceeding with the work.

1.1.4 This specification covering the "Site Data" will form part of the Contract covering

the scope of work. 1.2 Data Sheets 1.2.1 The site data shall be provided by the Owner on the attached Data Sheets.

Whereas, brief explanatory notes are summarised in the text of the specification. 1.2.2 The Vendor/Contractor shall request from the Owner any additional information

considered necessary for the execution of the project, over and above the specific requirements of this specification.

1.3 Other Documents 1.3.1 The soil investigation survey shall be a separate document usually prepared before

the Owner considers approaching the Vendor/Contractor for the main scope of work.

1.3.2 This document referred to in 1.3.1 precedes the more detailed site investigations

that will be carried out by the Vendor/Contractor's specialists for his proposal or after the contract award.

2.0 LOCATION AND ACCESS 2.1 Geological Location The contract site shall be clearly located on a geographical map which shall be

provided by the Owner and included within the Invitation to Tender (ITT) documents.

2.2 Access by Road The detail of road access is given in the Data Sheets and shall be clearly indicated

on the Site location map with all bridge locations noted. Distances to the nearest towns to both the access roads and contract site shall be

also noted. Road bridge details shall be noted on the site location map stating minimum road

widths, short radius bands and maximum load capacities. Bridge details shall include minimum widths and clearance height together with load capacity limits.

2.3 Access by Sea Details of the nearest site access from the sea shall be clearly noted either on the

site location map or on the Data Sheets. Additional information to be included shall be type of harbour and jetties, loading/unloading and R.O.R.O (Roll-on, Roll-off) facilities including crane capacities.

2.4 Access by Air Details of the nearest site access by air shall be supplied by the Owner, with

details of the nearest available airstrip to the site if so required. Maximum aircraft size and details of passenger and freight capacities shall be supplied by the Owner together with a weekly flight schedule.

3.0 CLIMATIC DATA 3.1 Wind The Owner will supply the design wind conditions and a wind "rose" giving the

annual distribution of wind speed and direction together with the probability of occurrence values for the contract site .

3.2 Rainfall The hourly, daily and annual maximum shall be supplied together with the

maximum rainfall in 15 minutes which will be used as the basis of design for storm water drains unless noted otherwise.

3.3 Temperatures The design maximum and minimum ambient air values shall be stated with any

exceptional variation to these.

3.4 Relative Humidity The design maximum and minimum values shall be noted together with any

exceptional variation to these. 3.5 Earthquake Zone The zone classification shall be supplied by the Owner within the Data Sheets. In

the absence of this information seismic classification Zone 2 as per Uniform Building Code (UBC) shall be assumed.

3.6 Solar Data The average sunshine hours per day and per year shall be noted on the Data

Sheets together with the other referenced climatic data. 3.7 Cooling Water Where the use of sea water is intended for cooling purposes the Owner shall

supply the maximum and minimum design temperatures and a full chemical analysis of the water.

3.8 Sand Storms The frequency, type, intensity of sand particles shall be supplied by the Owner on

the Data Sheets. 4.0 ENVIRONMENTAL 4.1 Allowable Noise Levels Allowable noise levels shall be as per specification GES A.04. 4.2 Corrosion/Erosion For coastal locations within 3 miles (5 kilometres) the site shall be considered as

having a salty air environment. All site materials, and exposed construction surfaces will be subjected to wind-

blown sand abrasion and adequate provisions shall be made to limit damage from this element and the corrosive elements contained within (salt and sulphates).

For inland desert locations, materials may also be exposed to salts, sulphates and

alkaline dust. All necessary precautions shall be taken to protect and minimise the corrosive action of these elements.

4.3 Safety Owner/Contractor will check the site for suitability of location for plant items

with regard to such aspects as radiation from flares, toxic gases and mined areas etc. Final siting shall be approved by the Owner prior to installation.

As a guide, the Institute of Petroleum "Model Code of Safe Practice" should be

used with particular reference to parts 1, 3, 15 and 19. 5.0 GEOTECHNICAL INFORMATION 5.1 Site Report The Owner shall supply a site investigation report to the Vendor/Contractor

before civil engineering design is commenced. The report shall be compliant with the guidelines given in B.S 5930 "Code of

Practice for Site Investigations" or an equivalent code. The report shall demonstrate the suitability of the area for the construction of the

plant and include site characteristics that will affect the design and construction of the proposed works and security of the neighbouring land and property.

Site investigation reports shall include an appraisal of: site access, topography,

elevation, drainage, ground bearing capacity, estimated settlement, slope stability, ground water table, the presence of buried services, adjacent buildings, overhead power lines, geological faults (i.e sand lenses) and other such features.

5.2 Elevation The established site elevation above sea level will be noted in the data sheets.

This value shall be used as the site datum level for the project unless noted otherwise.

5.3 Soil Data Prior to foundation design, the minimum bearing capacity of the ground shall be

ascertained in accordance with BS 1377 "Methods of Test for Soils for Civil Engineering Purposes"

5.4 Surface Water Drainage The Owner will advise of the risk of flash flooding in the area. Any selected site

shall have good natural drainage.

6.0 UTILITIES 6.1 Construction Phase The utility services available at site for use during construction works will be

listed in the Data Sheets. 6.2 Operating Phase Utilities that will be available at the site for operation of the new plant and

equipment will be noted in the Data Sheet. Any other utilities required by the Vendor/Contractor shall be discussed and

agreed with the Owner. 7.0 ACCOMMODATION 7.1 Existing Accommodation The existing accommodation available for use by the Vendor/Contractor will be

summarized in the Data Sheet. Full details shall be provided in the relevant section of the Enquiry or Purchase Order/Contract.

7.2 New Accommodation The responsibility for provision of new accommodation and services will be

defined in the Purchase Order/Contract. The requirements and implementation of Vendor/Contractor accommodation shall

be agreed between the Owner and the Vendor/Contractor prior to implementation by the Vendor/Contractor.

7.3 Security The Vendor/Contractor shall be responsible for providing his own security for

both his accommodation and contract storage/construction facilities 8.0 COMMUNICATIONS 8.1 Telephone The Owner will discuss and agree with the Vendor/Contractor the provision of

telephone lines. The cost of installation and usage will be allocated according to the contract.

8.2 Radio The Owner will normally be responsible for approval of a required radio system. The cost of installation and usage will be allocated according to the contract. 8.3 Postal Services The availability and frequency of both local/international mail collection and

delivery services and location of either postal or courier services will be supplied by the Owner. Full details will be noted in the Data Sheets.
