Amendment n°4 of the contract (Annex I) (Hespul)Still on-going process, to precisely define what ZAR’s alternative plan (with the collaboration of UdZ,SMZV)- pending towards DG TREN.

Content (Amendment 4 to Annex I) :Usual procedure (inclusion of Next 18 months Report (months 49-66) + inclusion of theAlternative ZAR Action Plan)

Extra procedure following ZAR official abandon of wind-millTransfer of ECyR budget (578 334,63 Euro of EC Grant) to several ZAR’s partners + GL/Hespul(Amendment of the Full budget):ZAR Alternative plan would be about : More monitoring activities, PV installation, installationof a collective & efficient cooling system in Valdespartera, additional socio-eco activities,training, disseminationLYON (Hespul, GL) should get some EC grants for coordinating/managing subWPs

Management issuesFeedback on Year 4 Reporting process

On Year 4 Reporting process :Huge improvement on reporting compared to previous years but still a “hitch”: Amendment 4 still under negotiationObservations on quality on reporting (especially Activity Annual report/sub-WP)- valid for the whole Consortium :

Still some important delay to report activitiesDisparity in the quality of annual reports, transferred to local/projectcoordinators

– Some partners do not know HOW to report,– Some partners report specific & important activities, without any supporting

materials,– Many transferred reports were in quite bad English

Consequences for Management (local/project coordination):No sufficient time to “correct” everythingOver-work for Hespul => over-expenses, that are not acceptableNeed to seriously consider some “budget shifts” amongst partners, towardHespul


DG TREN conditions for getting a 2nd-year prolongation:“If the quality of the 5th annual report corresponds again to accepted standardsof quality, i will consider again an additional one year extension”

Year 5 challenges :High Quality of 5th annual reports (especially Activity reporting)Submission in time of 5th annual report (financial data included)Preparation of the Final report / sub-WP (additional to the last annual report):Basic content :

To be done/elaborated AMONGST the 3 communities (narrow collaboration needed)Synthetic historic background (context, partners involved, etc.), Summary of keyachievements during the full duration of the project (lessons, barriers, etc.)

Frame of this Final report:To enable direct publicationNot excluding technical language, but should be broadly comprehensible toan interested general reader.

Calendar suggested :By June 2010: Elaboration of a common structure for reporting amongst the 3communitiesEarly 2011 : organisation of technical seminars amongst the 3 communities
