Notice of Annual General Meeting

This report has been prepared for presentation at the 90th Annual GeneralMeeting of the Warehouse Cricket Association, which is set down forQueensland Cricket Headquarters at Bogan Street, Albion on Monday 25 July2011, commencing at 7.30 pm.

Business to be conducted

1. Receive the Annual Report that includes the financial statements forthe year ended May 2011

2. Election of office bearers for 2011–12

3. Nominations for subcommittees

4. Any other business considered necessary and properly broughtforward for an Annual General Meeting

on behalf of the Executive Committee of the Warehouse Cricket Association.

A summary of the last 12 months for WarehouseCricket can only be dominated by the one factorthat we cannot control — the weather! Theweather events around South East Queenslandhave been well documented, but they had muchinfluence over the association over the last year.

The year started well enough, with the 8-a-sideCompetition in August (with Laurence Christie

missing due to a well earned overseas break and Gail Cartwright scoringfor the Emerging Players Tournament) running like a dream. Goodweather enabled us to have a great day of cricket, with Redlands againbeing too strong in the final. Congratulations go to Troy Burns and MatWindsor, who stepped up to organise the day, and both of them did anoutstanding job to enable the competition to flow smoothly.

One of the challenges that this executive has tried to undertake was tomake Summer Premier League a priority, and return it to its rightfulposition as our most prestigious completion. We came up with an ideaof an eight team competition, with a handful of T20 games, to whet theappetite and gauge if this was possibly a future playing concept for theassociation. We are lucky that our major sponsor, Gabba SportingProducts, was keen to see a similar outcome for Premier League, andcame up with a sponsorship proposal that saw all Premier League Clubsoffered Creams for their players, so that Premier League games wouldstand out among all the games being played at Marchant Park. Not allclubs were keen to take up this option, but those that did were veryappreciative of the offer. Unfortunately, the weather washed out theT20 component totally, along with lots of other days through theseason. In the end, even the semi-finals were washed out, but GriffithUniversity held on to defeat Gold Crest in the decider.

The weather took its toll elsewhere through the year, with CountryWeek washed out without a ball being bowled. The continuing wetweather through the first part of 2011 caused havoc for us, withKianawah Park coming in for a belting. The rain, along with the state ofKianawah Park, forced us to cancel the Cartwright Cup in April, again

without a ball being bowled. The disappointment felt by the playersthrough weather cancellations is also felt by the executive, with muchwork going into these events. Fortunately, Kianawah has improved, dueto hard work, particularly by Laurence Christie, Brian O’Rourke, PeterMathieson and Warren Finegan among others. Brisbane City Council hasprovided sand and rolling over the last few months to the worstaffected ovals, and they are now starting to get back towards their best.A decision by the executive to purchase a ride on mower for KianawahPark this year has made some of the grounds playable, where totalreliance on council contractors would have seen more days washed out.

Player behaviour is also an area which I think needed moreimprovement and more accountability. As a result, we borrowedheavily from the Gold Coast Cricket Association’s code of playerbehaviour, and adapted it to our own needs. This code spells out a clearcut list of offences and punishments, with the clubs having the onus ofmaking sure their players are aware of the rules. We also have armedthe Code of Conduct Commissioner with the ability to issue immediatesuspensions, and if a player decides to challenge the Commissioner,they could come away with a penalty that is double the initial offering.

Without a doubt, the highlight for Warehouse Cricket over the last yearwas the victory over Sub Districts in the final of the Plunkett Cup, thefirst trophy success in 15 years. After beingbeaten by Sub Districts during the regularseason, the victory in the final was a greatoutcome for the team. Troy Burns is to becommended for his outstanding work inrevitalising representative cricket for theWCAQ and the players selected in the sideare to be congratulated for their efforts.

The other highlight of the last 12 months was the recognition ofLaurence Christie with an Order of Australia Medal, in recognition of histireless work, not only for us, but around Mango Hill. I cannot think of amore deserving recipient. Laurence also stepped in to the WarehouseCricket Development Officer’s role, and has done a great job to date.We have secured funding from Qld Cricket for the coming year for therole, and I look forward to working closely with Laurence over this time.

As always, the association doesn’t run itself, and we are lucky we have acore of great supporters. With the Websters at Marchant Park, and theFinegans at Kianawah, our cricketers are always looked after and wellfed and watered. Chris Doughty and Erroll Boby do a fantastic jobgetting our grounds playable, and do a power of unseen work, for whichthe executive is extremely grateful. Peter Jorgensen keeps our practicewickets ticking along at Kianawah, and we thank him for his efforts. Ourumpires association is always a credit to Neil Simpson and PeterMatheson, and this is shown by the increasing numbers of umpires whoare coming into the association.

Finally, I would like to thank the Executive Committee for their hardwork over the last year. Peter Pfeffer has done a great job stepping upinto the Secretary and Treasurers role and should be congratulated forhis efforts. Chris Lees has done good work around the Code of Conductimprovements, as well as chairing meetings in my absence, for which Iam very grateful. Barry Peacock has taken on the task of monitoringMyCricket compliance, which is a tough job, but is being done withgusto. Brad Christensen, who will be standing down from theexecutive, has done a power of work around our junior competitions,and will be missed for his knowledge, as well as his sense of humour.

We look forward to a better weather year and more great cricket beingplayed at all of Warehouse Cricket’s great facilities around Brisbane.

In addition to the general grant funding thatWarehouse Cricket receives as an affiliate of QldCricket, over the past few years, our associationhas been given financial support for a part-timeDevelopment Officer, which includes the roles ofseeking improvements to our facilities, helpingclubs with grants and working to enhance oursponsorship base. Since March of 2011, I havetaken leave as the Secretary of the association and accepted thechallenge of Development Officer.

In many ways, my taking up of this role has been very timely given thechallenges issued by Mother Nature over the past 12 months.

Grounds

For the period from late November 2010 to mid-June this year, like somuch of Queensland and indeed the eastern seaboard of Australia, ourfields have suffered greatly from the constant rains, with the watertable rising so high it became impossible to cut many large areas ofgrass over December–January when so little cricket was played.Damage to ovals also occurred when ‘over enthusiastic’ mowingcontractors sought to maintain grass height on sodden fields at bothKianawah Park and Marchant Park.

So wet were the fields at Kianawah Park from both summer and winterrains that a heavy roller was called in to smooth out the countlessripples and track markings caused by machinery, and 100 cm of sand wassupplied by the Brisbane City Council to fill many areas of Ovals 2,3 4, 6& 8. Regardless of some general respite from the rains themselves,many fields had to be transferred for weeks on end to ensure teams gotto play cricket. The assistance of the council enabled these fields tocome on line in late June 2011.

Following the decision of the Executive Committee in late 2010 topurchase a ride on mower and associated grounds equipment forKianawah Park, and with the tremendous support of volunteers, Brian

O’Rourke, Warren Finegan and Peter Mathieson with assistance fromthe writer, our grounds have received reasonable mowing coverage forthe last eight months. Warehouse Cricket should be extremely gratefulfor the assistance provided by these passionate supporters.

Grants/projects

Due to the floods in the Brisbane area in January, the Brisbane CityCouncil pulled (deferred) a $1.1m ground upgrade at Kianawah Parkuntil flood related damage is fixed. It is hoped that the original budgetplan to upgrade two ovals at Kianawah Park will resume in the nextfinancial year. The association is now seeking grants from a range ofavenues for two shelters at Kianawah Park.

While it may seem minor, after 22 years of approaches to the BrisbaneCity Council, the concrete block from the burnt out amenities shed nearNo. 9 oval was removed in mid-July. Thank you to Councillor Fiona Kingfor taking the necessary action to finally remove what was a safetyhazard for cricketers and members of the public for all those years.

Sponsorship

Our sponsorship arrangements with Gabba Sports have continued togrow, for which Warehouse Cricket is much appreciative. As indicatedby the President, Warehouse Cricket values greatly the ongoing supportand initiatives of Mark, Dustin and Mitchell Gaskell, who work closelywith the Executive Committee to assist cricketers.

The Executive Committee has welcomed the Kedron Wavell ServicesClub as a new sponsor for 2011, and we thank the board for its greatsupport this year.

Frank Hogan, Warehouse cricketer and Inside Sportz owner, continuesto support Warehouse Cricketers through his annual sponsorship.Frank’s contribution to Warehouse Cricket over many years gives thisExecutive Committee confidence that the affiliation of indoor cricketwith our state body is reaping great benefit for all cricketers.

The support of the Greg Chappell Cricket Centre and Keith DudgeonSports for our carnivals continues to be valued and appreciated. Furthersponsorship opportunities are being explored from which it is hopedthere will be some reasonable success.

Chris Doughty and his team of Erroll Boby, Joel Redan and Niall Moutrey(assisted by our traineeship team one day a week), as well as AlanJolley at Kianawah Park, have met the huge challenges of weather overthe past 12 months, giving cricketers every opportunity to play wherepossible, and deserve the appreciation of our players. Well done guys.

With the support of the Clem Jones Groupand the Australian Training Company, theassociation has seen our first traineegraduate, Niall Moutrey, complete hisapprenticeship as a greenkeeper (Cert III inHorticulture Turf Management) in Marchthis year. He has now been taken on as afull-time groundsman at Marchant Park.Niall (known to his friends as ‘Rivers’) hasthe strong endorsement of Curator, ChrisDoughty, for his commitment and growingexperience on the turf wickets at MarchantPark and 7th Brigade Park.

Personal note

To have completed 25 years on the Executive Committee of thiswonderful association this past month was certainly not on my radar allthose years ago. Thank you to everyone who has assisted me andworked with me over those years. It has been a pleasure to work withyou all. Any acknowledgment I have received through my work withWarehouse cricketers is your award also.

Report from the Treasurer

The 2010–11 financial year raised new challengesfor Warehouse. Within the space of two weeks wewent from being in drought to many parts ofBrisbane being flooded. Luckily no Warehousegrounds or facilities suffered, but the excessivewet weather caused many obstacles to the runningof the competitions.

The wet weather made ground fee collectiondifficult as many teams went several weeks without playing any cricket.Even now, the Executive is having to move games away fromWarehouse grounds to private club grounds, which has an impact on theamount of funds being collected. Due to the floods, government grantand funding programs were suspended, and without this stream offunding, Warehouse did not undertake any major projects, with ouronly major purchase this financial year being the ride on mower forKianawah Park, which will be used now to keep the grass at a playablelevel in between the scheduled mows by the council.

In March 2010, Laurence Christie was appointed to the part timeDevelopment Officer’s role. During this time, Laurence was his usualtireless hard-working self, and provided endless support and assistanceon numerous projects and issues. On behalf of the WarehouseExecutive, I would like to thank him for his continual efforts in this role.

I would also like to thank Qld Cricket, as well as the three levels ofgovernment, for their financial support which has greatly assistedWarehouse Cricket to provide excellent facilities to our cricketers. Inaddition, I also want to thank Mark Gaskell and his staff of GabbaSporting Products for their ongoing sponsorship program, as well as allother sponsors who provide both financial and equipment support toWarehouse Cricket. Without this assistance, Warehouse Cricket wouldstruggle to provide cricket competitions to all its members.

Report from the Umpires

Our Association can reflect on a very successful 12months, with most fixture games being allocated abadged umpire.

New umpires are continually introduced into ourassociation because of the work of an energeticExamination Panel that conducts training coursesduring the year.

Unfortunately this year, many Saturday and Sunday fixtures werewashed out due to persistent rain as a consequence of the ‘La NinaPhenomenon’. Most grounds at Marchant Park, 7th Brigade Park andKianawah Park have been wet for some months. At time of writing thisreport, a couple of grounds at Kianawah Park have not dried sufficientlyto allow play on them so far this winter season.

During the year there were a few players reported for various breachesof the code of conduct. In some cases, due to the unavailability of theCommissioner, umpires reports were not acted on as expeditiously asrequired. This situation has recently been rectified with theappointment of an Executive member to fulfil the role ofCommissioner.

Players at Kianawah Park have no doubt missed the umpiring skills ofBill Grose this year. Bill retired at the end of July 2010 after some 60years involved with Warehouse Cricket as a player and then umpire.Many thanks to you Bill for your contribution to our great game.

To members of the Warehouse Cricket Executive, I extend my sincerethanks for your support of the Umpires Association during the year. Thecommittee has always been responsive to any concerns raised onbehalf of the umpires.

If any player is considering retirement from cricket, you may wish toconsider becoming an umpire. Your time in the middle can be veryrewarding. Please contact our Secretary, Neil Simpson, for furtherinformation.

Laurence’sservice to cricket and his local communityover many years has been recognised. I’msure all within the cricket family wouldagree that this recognition is truly deserved.

Competitions

In our second year back to representative cricket,Warehouse did the unthinkable and won thePlunkett Cup. Playing teams from the Gold Coast,Ipswich, Sub Districts, Beaudesert, Toowoomba andChurches, we had a great season, winning threegames, drawing two and losing one.

In the final, we played Sub Districts, who finishedfirst, at their home ground at Underwood Park. Itwas a great victory. Adam Higham won the bowling award for thePlunkett Cup, and David Brain won the batting award and was namedWarehouse Representative Player of the Year.

The grand final squad was John Chaffey (Captain – Gold Crest), BradSengstock (Vice Captain – Pine Rivers), Anthony Hay, Pete Collins (GoldCrest), Adam Barry, David Brain, Nathan Hooper (Griffith Uni), AllenCurnow and Todd Ferguson (Rebel Tourists), Adam Higham and TonyKraft (Mater Hill) and Navdeep Kahlon (Macgregor).

Unfortunately, we had to cancel our annual B & C grade North vs Southmatch at 7th Brigade due to the floods, but it will be back next year.

This year, just before Christmas, we had our second T20 comp, with twopools of four teams, and Sir Galahads emerging as Premiers.

Summer Premier Grade champions were Griffith Uni, and ClubChampions were Macgregor (fourth year in a row).

This year saw us award a Premier Player of the Year. Justly named theLaurence Christie Medal, for all of Laurence’s hard work and services toWarehouse Cricket, it was won by Pete Collins (Gold Crest).

I would like to personally thank the umpires and officials who gave uptheir time throughout the season, and look forward to seeing strongrepresentation in our rep teams and good cricket played in all grades.

Code of conduct

Since February 2011, I have taken on the role of theWCAQ Commissioner overseeing all Code ofConduct issues reported by umpires and teamcaptains. This position has been madeconsiderably easier by two implementations:

• the adoption of the new Code of Conductas used in the Gold Coast competition

• the advent of the handbook given to allplayers at the start of the 2011 winter season.

These implementations assist players, umpires and myself to see casesin a more black and white manner, with the only question really left toanswer: ‘Did you do it?’

The process goes like this:

1. Report is sent to Warehouse Secretary within 72 hours of thecompletion of the game. If not filed in a timely manner, no caseto answer.

2. Warehouse Secretary forwards report to WCAQ Commissionerat earliest convenience.

3. Commissioner contacts the main parties involved (e.g. personwho lodged the report, person implicated in report) anddetermines whether there is a case to answer.

4. Commissioner aligns report with Code of Conduct levels ofoffences and selects corresponding penalty. Offer of thispenalty is made to the player. Ideally, and so far so good thisseason, this step is completed before the commencement ofthe next round of fixtures.

5. Within 24 hours, the player then has the right to accept penalty(begins instantaneously, case closed) or contest theCommissioner’s findings where he/she then risks a guiltyfinding at the judiciary and double the initial penalty offer.

6. If contested, Commissioner informs Warehouse Secretary, whothen convenes judiciary consisting of one Executive Committee

member and two upstanding members of other Warehouseclubs not aligned with the player. Ideally, the judiciary is heldapproximately one week after the report is filed.

7. Judiciary convenes, all parties are given the chance to tell theirside of the story, innocence or guilt decided, penalty delivered.

8. There is an appeals process, where if new evidence can beobtained, a written appeal can be lodged with the Secretary, ifthe player deems he/she was unjustly penalised.

So far, in my term as WCAQ Commissioner, most of the reports havebeen of a relatively minor nature and have not proceeded past Step 5.Most players regretfully accept they made an error of judgment in theheat of the moment and accept the penalty with humility and a desireto put the incident behind them.

Since February, 2011, I have received six reports and handed down eightweeks of suspension (maximum suspension four weeks) and fourweeks of suspended sentences. Zero judiciaries.
