Attending: Commissioners Cherryl Walker and Keith Heck ( Simon G. Hare arrived at 9: 25); Linda
McElmurry, Recorder
Chair Cherry) Walker called the meeting to order at 9: 00 a. m.
1. DEPARTMENT REPORTS& BUSINESS UPDATES
A. Airports
1) Resolution 2014-xxx In the Matter of Supporting the Addition of Additional SmokejumperMuseum Complex Buildings to the State Historical Registry( Graves)
Larry Graves, Airports Manager asked the Board to consider a Resolution to support the effortsof the Smokejumpers to add buildings to the State Historical Registry. Larry assured the Board
if they need to make a change that would de- certify it from the registry, there are no roadblocksto prevent that. He added that Gary Buck would also like to make a presentation at the WBSnext week. The Board agreed to the presentation. Staff was directed to place the item underAdministrative Actions on next Weekly Business Session Agenda.
B. Department UpdatesP P
1) Fairgrounds
Mary Groves, Interim Fairgrounds Manager presented Exhibit A, Fairgrounds Update to theBoard explaining upcoming events, brochures, and work being done at the Fairgrounds. Maryrequested a letter of support from the Board for grant applications. The Board agreed to give
her a letter directed at each application. She said that 5 o' clock Marketing will be doing the
marketing for the fair at a cost of $200 per month until June when it goes up. Commissioner
Heck asked if the Fair Board had seen the contract and Dan Shepard said no but they heardabout it and approved it. Mary said rental revenues were up 19% from this time last year.
Commissioner Hare asked if fireworks had been discussed and she said yes, it was likely they
would have a display.

A. Resolution 2014-015 In the Matter of a Reappointment to the Josephine County Mental
Health Advisory BoardThe Board directed staff to place the item on the Consent Calendar on next week's BusinessSession agenda.
B. Matters from Commissioners
Commissioner Walker asked Commissioner Hare where they were on compliance for Rough &Ready. Commissioner Hare said Robert Rice, Building Safety Director was working with Rough&Ready, he wasn' t certain because he has been out sick. Commissioner Walker suggested a letterbe sent to Rough & Ready outlining the requirements that must be completed prior to theissuance occupancy permit. The Board agreed. Commissioner Walker will draft the letter.

D. Miscellaneous Items
Commissioner Walker asked if the editorial written by Vic Harris had been published.Commissioner Hare said he would work on it today and tomorrow. The Board discussed whichdepartment should submit the next editorial. Commissioner Hare suggested the budget be
discussed and how the County is still providing 90% of the services with 50% of the staff. The
Board agreed.
The Board discussed membership dues for NACo and agreed they should be paid. Staff wasdirected to include the dues in the budget.
E. Other: ( ORS. 192.640(1) ". . . notice shall include a list of the principal subjects anticipated to
be considered at the meeting, but this requirement shall not limit the ability of a governingbody to consider additional subjects.")Pat Ellison, Legal Administrator discussed a limited power of attorney allowing equipmentmodifications to move forward on the cell tower at Sportsman' s Park. The Board directed staffto place the item on the Consent Calendar on next week' s Business Session agenda.
Commissioner Hare suggested the County needs a volunteer coordinator; part time or a
volunteer. The Board discussed having a monthly recognition of volunteers.
The Board directed staff to place the memo from Steve Rich regarding the Charter franchise onthe Executive Session agenda.
Meeting adjourned at 9: 58 a. m.
