9. Community Facilities Community facilities include an array of services and facilities associated with schools, libraries, public protection, and health care. This section describes the existing community facilities and services located in or used by Marathon County. It also attempts to identify if and where service gaps exist, or where there may be overlapping services with possibilities of consolidation for more cost-effective and/or more efficient service. Although the emphasis in this report is on public facilities, available information on private facilities has also been included, which may be useful for overall planning purposes. Schools Primary and Secondary Schools There are 17 school districts that serve portions of Marathon County as shown on Figure 9-1. Enrollment statistics for each school district from 1996 through 2002 are shown in Table 9-1. All but three school districts have experienced declining enrollment over the past six years. Several smaller districts (typically those with fewer than 1,000 students) have experienced minimal fluctuations, with declines of fewer than 50 students. However, these student losses reflect relative enrollment declines as high as 9.7 percent in Stratford and 8.1 percent in Marathon. Larger districts with more than 1,000 students experienced greater declines actual students, which in some cases was reflected in higher relative percentage declines. While the Wausau district experienced the greatest loss in number of students (356), this only represented an overall enrollment decline of 3 percent. The smaller Colby district lost 210 student, which represented a decline of 16.3 percent; the highest decline of all districts serving Marathon County. Enrollment increases were led by the D.C. Everest District, which gained over 200 students in the last six years, an increase of 4.5 percent. This fast-growing district, serving Schofield, Rothschild, Weston, Ringle, Easton and Hatley, has experienced much new housing construction as well as commercial and industrial development. A significant amount of new growth is anticipated to continue for the near future with the planned 2005 opening of the new Ministry Health Care Complex in the Village of Weston. The other two districts experiencing enrollment increases in the period were more modest, with 10 additional students in Abbotsford (+1.5%) and 41 additional students in Mosinee (+2.1%). The number and type of schools in each district is presented in Table 9-2. Together, all public school facilities in the County currently include 18 high schools, 17 middle/junior high schools, and 58 elementary schools.

These schools offer County residents an alternative to public schools for elementary and secondary education. Approximately 57 percent of these schools are affiliated with the Catholic Church, while another 10 percent are affiliated with the Lutheran Church. In terms of location within the County, there are 13 private and parochial schools in Wausau, another 7 in Marshfield, and three each in Athens, Merrill and Mosinee. The rest of the schools are scattered in communities around the County.

Post-Secondary Education Facilities Opportunities for post-secondary education in Marathon County are provided by the University of Wisconsin-Marathon County and Northcentral Technical College as described below. There are other higher-education facilities in the region, of which the University of Wisconsin-Stevens Point is the closest, located about 40 minutes from Wausau. UW-SP offers a full range of undergraduate and graduate degree programs. • University of Wisconsin – Marathon County (UW-

MC) - Located in the City of Wausau, UW-MC offers lower level (freshman/sophomore) college classes, leading to a baccalaureate degree. Associate Degrees are offered in Arts & Sciences, and Bachelor’s Degrees (through collaborative degree programs with UW Oshkosh and UW Stevens Point) offered in Business Administration, General Studies, and Nursing. Enrollment in 2002-2003 was approximately 1,300 students.

• Northcentral Technical College (NTC) – Also located

in Wausau, NTC offers 40 one- and two-year programs and certificates in business, technical, health and industrial fields. Approximately 2,300 full- and part-time students attend classes, although more than 16,000 people take at least one class annually.

Libraries The Marathon County Public Library system offers service to residents at its headquarters library in Wausau and at branches throughout the County. As shown in Table 9-3, branches are located at Athens, Edgar, Marathon City, Mosinee, Rothschild, Spencer and Stratford. Several library facilities are relatively new or recently expanded. However, there are no Marathon County branch libraries east of Rothschild. The County and the Village of Hatley are studying the feasibility of building a branch library in Hatley, which currently relies on bookmobile service. A bookmobile provides weekly service to other outlying areas as well. Pertinent information about the libraries is noted below. Table 9-3: Public Library System

On the other hand, most unincorporated towns rely on the Marathon County Sheriff’s Department for law enforcement. Figure 9-2 illustrates law enforcement districts throughout the County and Table 9-5 summarizes information about local police departments.

Fire Services Fire department service in Marathon County is offered through a patchwork of systems operated by cities, villages and towns. All the community providers listed in Table 9-6 offer fire protection service, and many also provide Emergency Response (see Table 9-7). Many outlying providers serve one or more towns, or have mutual aid agreements with neighbors. The bulk of the fire service providers are made up of volunteers unless noted below. Fire service districts are identified on Figure 9-3. Emergency Response A number of cities, villages and towns provide Emergency Response in conjunction with their fire department services. Emergency Response providers in Marathon County are listed in Table 9-7 below. Many communities also have First Responders, volunteers who are trained to provide immediate lifesaving actions in their neighborhood or community before an ambulance or Emergency Response team can get there. E-911 Dispatch Service - The Marathon County Sheriff’s Department Communications Division provides E-911 Dispatch for all Police, Fire, and Emergency Medical Services (EMS) agencies in Marathon County. The Communications Division services 85 user agencies and also provides alert paging support for the Emergency Management Office, District Attorney, and Medical Examiners Office. The users are served by a microwave linked voted repeater radio system, consisting of a control center at the Sheriff’s

Department, and nine remote radio tower sites spread throughout the County. The system is also utilized by the Marathon County Highway Department and the Wausau Fire Department to support their radio communications. The 37 base radio transmitters and 479 mobile radios that make up the integrated system are maintained and serviced by the Sheriff Department’s radio technician.

Hospitals The major hospital in Marathon County is Wausau Hospital at 425 Pine Ridge Boulevard in Wausau. Wausau Hospital was created in the 1970s from a merger of St. Mary’s Hospital and Memorial Hospital. A new building was completed in 1979 and expanded in 1982 and 1992. The 321-bed facility is a multi-specialty regional health center serving a 12-county region in north central Wisconsin. Annual admissions in 2001 totaled 13,631. Wausau Hospital and its parent corporation, Community Health Care, and other nearby hospitals are part of the Wisconsin Valley Health Network. Hospitals nearby that are part of the network and may serve Marathon County residents include: • Good Samaritan Health Center Merrill, WI • Langlade Memorial Hospital Antigo, WI • Memorial Health Center Medford, WI St. Joseph’s Hospital in Marshfield and St. Michael’s Hospital in Stevens Point are both operated by Ministry Health Care. St. Joseph’s Hospital is located at 611 Saint Joseph Avenue in Marshfield and offers a full array of services, specialty services and a complete rehabilitation unit. St. Michael’s is a fully accredited acute care facility with 181 beds and nearly 200 doctors on staff. It is located at 900 Illinois Avenue in Stevens Point. Working in conjunction with St. Joseph’s Hospital is the Marshfield Clinic. Marshfield Clinic began in 1916 when six

physicians decided to join their efforts. The Marshfield Clinic has grown to over 700 physicians with 41 Regional Centers in Wisconsin and Upper Michigan. Marshfield Clinic first established satellite locations in 1976. Offices in Marathon County are located in Athens, Colby/Abbotsford, Marathon, Mosinee, Schofield (Everest Center), Stratford, and Wausau (4 locations). Ministry Health Care is currently constructing a 104-bed, $100 million hospital and medical office complex in the Village of Weston near the intersection of STH 29 and Camp Phillips Road (CTH X). The major facility in this complex will be St. Clare’s Hospital, which is planned to open in Spring 2005. A new Community Health Care Clinic recently opened in the northwest quadrant of the intersection of STH 29 and Camp Phillips Road, just across STH 29 from the St. Clare’s hospital site. North Central Health Care (NCHC) – In addition to the hospitals and clinics described above, Marathon County is served by NCHC, a public agency that also serves Langlade and Lincoln counties. The NCHC main campus is located at 2400 Marshall Street in Wausau. Additional offices are located in Antigo (Langlade Health Care Center) and Merrill and Tomahawk (Lincoln Health Care Center). According to their web site, NCHC offers outpatient, day hospital, community support and inpatient services for mental/emotional problems; vocational, life skill training, early intervention, housing and care management services for the developmentally disabled; and assessment, individual and outpatient group counseling, intensive programming, day hospital, referral for residential and inpatient treatment, and education for alcohol and other

drug problems. Services for detoxification and for persons suffering from problems with gambling addiction are also offered. NCHC operates a nursing home (Mount View Care Center) that offers skilled nursing services at the main campus in Wausau. This facility has a licensed capacity of 320 and serves persons requiring either short term or long term skilled nursing care because of complex physical needs, psychiatric and neurological diseases, dementia or behavior problems. Child Care The Wisconsin Child Care Resource and Referral (CCR&R) Network is a membership organization made up of 17 community-based CCR&R agencies serving the state of Wisconsin. CCR&R agencies assist parents in selecting quality childcare, help to increase the supply of childcare in areas that may be lacking sufficient care, offer information and technical support to potential child care providers, and give technical assistance and support to existing childcare programs. Each agency manages a database of existing childcare providers and programs, collects data about childcare rates, provider and teacher salaries, the number of parents and children using their services, the type of care requested and the children's ages. The community-based CCR&R agencies that provide services to Marathon and adjacent counties are:

Issues • Declining School Enrollments and Budgets– All but

three of the 17 school districts serving Marathon County have been experiencing declining enrollments. This in turn affects school funding, which directly impacts the ability to offer extra-curricular programs, transportation services, facility maintenance and enhancement, class room size, teachers salaries, etc. Declining enrollments result from several factors, including: the aging population, which is particularly apparent in more rural areas, the movement of younger adults from rural areas to the Wausau metro area or out of the County, and to a lesser extent, competition from private, parochial and home school alternatives.

While school district consolidation might offer some opportunities to increase the cost-effectiveness of public school services, it presents significant political and social challenges. Sharing of staff, facilities, and program services may be a more palatable approach. On the other hand, taking steps to attract new residents, particularly young families may help boost or stabalize enrollments.

• Service Consolidation Opportunities— Marathon

County has multiple jurisdictions for provision of community services. There are 17 school districts, 11 police departments, 30 fire departments, and 16 emergency service providers (most affiliated with fire departments). In some areas of the County, maintaining individual community providers is an appropriate service delivery mechanism. In other areas, particularly in the Wausau metro area where there is greater density and population,

the patchwork of service providers may be confusing and can result in higher overall service deliver costs due to duplication. Some communities in the metro area have begun to discuss opportunities for fire service and EMS consolidation. Consolidation could reduce overall regional costs by eliminating duplicate positions, maximize utilization of facilities and equipment, and could provide more efficient service.
