M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School District was called to order at 5:32 p.m. by President José Luis Pérez, in the Board Room of the District Office. A quorum was established with the following Board Members in attendance:

Steven Beardsley, California Ultimate Turf, expressed concern that Neff Construction has named a specific brand of artificial turf on the plans for Hillcrest High School. The Board adjourned to Closed Session at 5:37 p.m. and reconvened to Open Session at 7:00 p.m. in the Board Room of the District Office. The Pledge of Allegiance to the Flag of the United States of America was recited by those in attendance. 3. Special Recognitions:

b. Volunteer of the Month: Margarita Larreta was selected to represent Norte Vista High School as the Alvord Unified School District Volunteer of the Month for September 2008.

Student Representatives: Andrew Rodriguez, Alvord High School; Ryane Buttigieg, La Sierra High School; and Britnee Andrzejewski, Norte Vista High School, reported on current activities and accomplishments at their respective schools. Hearing Session: President Pérez extended an invitation to the audience to present matters of concern to the Board. The following individuals came forward:

Mireya Padilla, parent, expressed concerns related to the change in Principals at Valley View Elementary School without notice to parents and the lack of transportation for students at Rose and Pierce Streets. Ms. Padilla stated that the lack of transportation affects 25-30 families and requested that transportation for Rose and Pierce Streets be reconsidered. Ms. Padilla also requested funding for After School Tutoring and that someone from the District contact her.

Mr. Pérez requested clarification on the number of families affected and requested that staff contact Ms. Padilla regarding her concerns.

Doug Allen, Terrace Elementary School Teacher, stated that he is concerned that counselors from the Carolyn E. Wylie Center for Children, Youth and Families will not be available at his school site and stated that all of the schools need to have counselors available that are independent from District staff. The Board unanimously approved moving item 12 forward to accommodate the audience upon a motion made by Greg Kraft and seconded by Ben Johnson, with Rose Naameh being absent. Please Note: Although items are listed in numerical order, items 12 and 16 were brought forward to accommodate the audience. Separate Action Items: 4. Call for Nominations for California School Board Association (CSBA)

Directors-at-Large, Asian/Pacific Islander and Hispanic: The Board did not make any nominations or take any action on this item.

5. Approve Contract with Nigro, Nigro & White, PC, Professional

Accountancy Corporation Mr. Kraft requested clarification on how long the District can stay

with the same firm. Ernie Acosta, Controller, clarified that the District must change

the team every 6 years and this is the 3rd year for this company.

Following discussion, the Board unanimously approved the contract with Nigro, Nigro & White, PC, Professional Corporation upon a motion made by Ben Johnson and seconded by Greg Kraft, with Rose Naameh being absent.

6. CONDUCT PUBLIC HEARING – Regarding Sufficiency of Instructional Materials for Fiscal Year 2008-2009 Pursuant to Education Code 60119: No one came forward.

7. Adopt Resolution No. 7 – Resolution Regarding Sufficiency of

Instructional Materials for Fiscal Year 2008-2009 Pursuant to Education Code 60119:

Mr. Pérez requested clarification related to the sufficiency reports, questioned criteria related to one book per student instead of two per student and requested a copy of the Middle School Sufficiency report.

Diana Asseier will provide a copy of the Middle School Sufficiency report.

Mr. Pérez stated that he is concerned about misinterpretation of the Board Policy requiring textbooks for students plus a classroom set.

Following discussion, the Board unanimously approved adoption of Resolution No. 7 regarding sufficiency of instructional materials for fiscal year 2008-2009 upon a motion made by Ben Johnson and seconded by Carolyn Wilson, with Rose Naameh being absent.

8. Approve Professional Services Agreement – Carolyn E. Wylie Center for

Children, Youth and Families: The Board unanimously approved the professional services agreement with Carolyn E. Wylie Center for Children, Youth and Families upon a motion made by Greg Kraft and seconded by Carolyn Wilson, with Rose Naameh being absent.

9. Approve Edgewood Partners Insurance Center (EPIC) Agreement –

Broker of Record for Classified Medical Benefits: Dr. Tucker corrected the fiscal impact to state, $4,000.00 per month,

not to exceed $48,000.00 per year. Mr. Pérez requested that staff confirm that there is no double charge

for classified medical coverage by EPIC.

Following discussion, the Board unanimously approved the Edgewood Partners Insurance Center agreement for Broker of Record for Classified Medical Benefits upon a motion made by Ben Johnson and seconded by Carolyn Wilson, with Rose Naameh being absent.

10. Action Items: The following Consent Agenda items were presented for approval: a. Approve Minutes: Minutes of the Regular Board Meeting of August 7,

2008, and the Minutes of the Special Meeting and Board Workshop of August 12, 2008.

Mr. Pérez clarified his statement on page 431 of the August 12, 2008 Minutes as follows:

“Individuals, sometimes, when discussing issues with Board Members, may get conflicting details from Board Members as a result of poor or lack of communication from administration. In other words if I do not have the information I may give my opinion or I may have information that is not up to date.”

b. Accept Gifts:

1) Ben Johnson II donated 400 pedometers valued at $800.00 to the District to be distributed to students through Instructional Support Services.

Mr. Pérez thanked Mr. Johnson for his contribution. Mr. Johnson clarified that he donated these items on behalf of his

company Sanofi-Aventis. 2) The Ellen and Clarence Peterson Foundation donated $1,000.00 to

be distributed as follows: $500.00 – For eye examinations for needy students $500.00 – Child Nutrition Services for staff incentives.

Mr. Pérez requested clarification on incentives for staff and asked who will determine what the incentives are.

Dr. Tucker clarified that the Director will determine the incentives and guidelines for receiving incentives. Mr. Pérez requested that the Board and Child Nutrition Services

employees be informed of what the guidelines are for the $500.00 staff incentives.

Mr. Pérez requested clarification on conflicting fiscal impacts on the agenda message and backup memo.

Mr. Wells clarified that the fiscal impact on the agenda message is correct.

The Board unanimously approved the Consent Agenda with the exception of item 8.p. item 4 with Mr. Pérez abstaining due a conflict of interest upon a motion made by Ben Johnson and seconded by Carolyn Wilson, with Rose Naameh being absent. Discussion/Information Items: 12. Reassignment of Principal: The following individuals came forward to

express their concerns related to the reassignment of Dr. Chuck Fischer to Wells Middle School without notice to the parents and students of Arizona Middle School and to request that Dr. Fischer be returned to Arizona Middle School:

Jodie Severens, parent Megan Cook, parent Sheri Martine, parent and District employee Michelle Fisher, parent Julie Moreno, parent

Dr. Tucker commended parents for supporting Dr. Fischer and made the following statement: “Please let me reaffirm the District’s belief in the excellence of its administrators. Change is a part of life and generally creates passionate and emotional feelings. Historically in education, administrators are periodically re-assigned as each administrator has strengths and each site has specific needs. I recommended to the Board of Education approval of this reassignment and appreciate their support. The role of the Board of Education and Superintendent is to allocate resources to fulfill the needs of the District as a whole.”

Greg Kraft stated that as a parent he empathizes with the parents; however, as a Board Member it is a tough decision to make. Mr. Kraft thanked and commended the parents for coming to state their concerns to the Board.

Ben Johnson thanked the parents for coming and stated that he appreciated their demeanor since it is a passionate issue. Mr. Johnson stated that the Board would never make a decision that was detrimental to students and requested that the parents share their concerns with the new principal because she works for them and suggested that they give the principal some time.

Carolyn Wilson thanked the parents for coming and speaking with the Board. Mrs. Wilson visited Arizona on the first day of school to assist in any way she could. Mrs. Wilson stated that she is an advocate of children and requested that the parents meet with the principal and voice their concerns and needs to her. Mrs. Wilson applauded the parents for supporting their children and invited parents to call her if they need to.

José Luis Pérez stated that he agrees with the other Board members comments and believes that it was an error not to communicate with parents sooner. Mr. Pérez stated that if Arizona had a good administrator for six years, there are a lot of good staff members that will carry on the good programs that are in place and the groundwork that was laid. Mr. Pérez commended the parents for their participation in their school and suggested that they continue to show interest and participation. Mr. Pérez thanked the parents for choosing to bring their concerns before the Board and invited parents to call him with their concerns.

11. Consistent Enforcement of Discipline: Ben Johnson, Board Clerk,

requested that this item be placed on the agenda for discussion. Mr. Johnson thanked staff for putting the information packet together.

Mr. Johnson stated that his concern is that students are not being treated the same throughout the District. At times there seems to be a great latitude for punishments and believes that schools need to be consistent with paperwork in order to protect the students legal rights. Mr. Johnson requested that this message needs to get out to staff.

Mr. Pérez suggested selecting a random sample for audit of discipline procedures and finding meaningful interventions.

Dr. Tucker requested that Cabinet have an opportunity to discuss the possibility of an audit through Aeries and report back in one month.

Following discussion, it was the consensus of the Board to agendize a report to the Board in one month regarding student discipline, consistency of documentation and schools’ disciplinary actions, possibility of audit, training of staff and interventions being used.

12. Reassignment of Principal: Discussed earlier on the agenda. 13. Strategic Plan: The following changes were recommended to the

District’s Core Values based on discussion by the Board and staff: 1. We believe in providing every student with the skills to succeed

14. Financial Report: Child Nutrition (June 2008) and Report of Receipts (July 2008) were presented.

15. Summary of Conferences and Trainings were presented. 16. Facilities Update: Angie Lopez, Director of Facilities Planning, provided

a brief PowerPoint presentation on construction projects throughout the District and current enrollment.

Mr. Johnson requested a copy of the presentation be e-mailed to him.

Board/Superintendent Comments: Greg Kraft ~ Mr. Kraft had an opportunity to visit a few campuses and meet with some principals. Mr. Kraft’s daughter was placed at Promenade Elementary School for her student teaching and she stated that she wanted him to know that teachers really earn their money! Carolyn Wilson ~ Mrs. Wilson thanked Sheri Smith for organizing a visit to all of the Community Schools and stated that her visits were very beneficial. Ben Johnson ~ Mr. Johnson stated that it has been a great start to the new school year and that he has received many positive comments. Mr. Johnson commended all principals and staff for their hard work and dedication. Rose Naameh ~ Absent José Luis Pérez ~ No comment. Wendel Tucker ~ Dr. Tucker had an opportunity to attend several Back-to-School Nights and it was great to see the parents and the educationally attractive classrooms.
