Greetings! With September, comes backto school time. It’s a busy time for every-one. Many people are thinking aboutbringing in the harvest in preparation for winter. We have a fairly large garden andsoon we will be harvesting the garlic androot vegetables. We just delivered our eld-est daughter to the Gulf Islands where she
will be attending the Saturna EcologicalEducation Centre for the semester. She is16 so this is a very exciting venture for her and us. Our youngest daughter (age 13)begins her 1st year at QJS having been atEcole Baker Elementary for the last 8 yrs.She too is ready for the change. Again,exciting. new things.
The autumn is budget time for the CRD asdifferent functions assess their budgetneeds for the 2014 year.

This past week I spent in Vancouver at-tending my 2nd UBCM / Union of BC Mu-nicipalities Convention. There were agreat many resolutions debated and itproved to be another great venue for learning. For information on UBCM,check out http://www.ubcm.ca/.
I participated in the Agriculture Tour andsaw how bell peppers and potatoes aregrown at much larger scale than I’ve ever seen. See photo on page 5
I am looking forward to the Electoral AreaB TOWN HALL MEETING set for Thurs-day, September 26th at the Bouchie LakeHall. I encourage all residents to attendthese meetings. This is your chance toask questions, bring forth your sugges-tions / concerns, learn about what’splanned, and meet your neighbours.
North Cariboo Multi-Centre ProjectInformation Sessions
Extension of the Loan Authorization Bylaw approved in 2008The North Cariboo Joint Planning Committee has scheduled several public information sessions regard-ing the upcoming referendum for an extension of the Loan Authorization Bylaw approved in the 2008Referendum for the construction of a new arena, theatre and multi-purpose event space. The referen-
dum is scheduled for Saturday, Nov. 9, 2013.
Elected Officials and staff representatives from the Cariboo Regional District and the City of Quesnel willbe on hand for the presentation and to answer any questions from the public. Residents who live withinthe North Cariboo Recreation and Parks boundary (see map on page 2 )are encouraged to attend any or
all of the following meetings:
Wednesday, Oct. 9 - Royal Canadian Legion, Branch 94, 262 Kinchant StreetThursday, Oct. 10 - Bouchie Lake Community Hall, 1975 Centennial RoadTuesday, Oct. 15 - Red Bluff Elementary School, 1533 Maple DriveThursday, Oct. 17 - City of Quesnel Council Chambers, 4th Floor, 410 Kinchant Street
All of the public information sessions will begin at 7 p.m.
The referendum question on Nov. 9 will be presented as follows:“ Are you in favour of the Cariboo Regional District extending its authorization to borrow up to $15,000,000 toprovide for the construction of a new arena, theatre and multi-purpose event space for a further two year period
to allow fundraising efforts to continue?”

The Town Hall Meeting for Area B is scheduled forThursday, September 26th in Bouchie Lake. Traditional-ly, these meetings have been held in January / Februaryso residents to comment on the draft budget, but byholding the meetings in the fall, residents will have theopportunity to be involved at the beginning of the very
important budget process.
If you have specific issues and / or points you would like dis-cussed and /or addressed, please submit them to me. This

Each year, the Cariboo Regional
District provides Grants for As-
sistance to groups and organiza-
ons that provide a demon-
strated benet to the communi-
ty. These grants are provided
under Secon 176(1)(c) of the
Local Government Act. The
Grants for Assistance submis-
sion period and deadline are
from August 1st to September
30th for the following year.
Currently in the North Cariboo,
Grants for Assistance are only
provided by Electoral Area B.
For these grants to be awarded
the applicaon must show a
direct benet to the residents
of Electoral Area B. For Area B,
please refer to the “Grant for
Assistance Applicaon and
Compleon Guide (Electoral
Areas B, J, and K). The applica-

What are IMAGINE Grants? Northern Healthgrants that would support health promotion andprevention and will aid in the health and well-ness of Northerners – where they live, work,learn and play.

Since the North Cariboo Multi-Centre ProjectUpdate on September 3, 2013, several residents
have contacted me enquiring about the status of the project and where particular information canbe found. Below is a list of some online links toreports, studies, fact sheets, and agenda items.
There seems to be some misunderstanding as tohow the proposed Multi-Centre fits into recreationin the North Cariboo. One CRD resident I wasspeaking too thought the multi-centre was a “cityproject” and hence, did not apply to them. This isnot so. Recreation in the North Cariboo is a func-
tion of the Cariboo Regional District. It is jointlyfunded by portions of Electoral Areas A, B, C andI and the City of Quesnel. All residents within therecreation function pay the same tax rate /$100,000 assessed value to support recreation.
As can be noted, much of the information listedbelow is on the City of Quesnel website. This isbecause the City is a partner in recreation andholds the management contract for North CaribooRecreation. A resident recently challenged me as
to whether the elected officials had read theseonline reports. My response at the time was “no,
I had not”. I am now making an effort to en-sure that I have reviewed, and understand, all of these documents.

UBCM — Convention 2013
Vancouver, British ColumbiaFrom September 16-20th, I attended the AnnualConvention for UBCM / Union of BC Municipalitiesin Vancouver. The week proved to be a great op-portunity for networking, learning, and listening tothe resolutions that local government from acrossBC brought forward to be supported by the UBCMmembership. All resolutions brought forwardedcan be viewed online at http://www.ubcm.ca/. Onthe 16th I participated in a 1 day Agriculture Tourof some local farms, including greenhouses, in Deltaand Surrey. These photos are from this tour. Ihave never seen such large production of potatoes
and bell peppers. The tour was fantastic.
