COMMUNITY QUARANTINE CLASSIFICATION OF PROVINCES,HIGHLY URBANIZED CITIES AND INDEPENDENT COMPONENTCITIES FROM 01-30 NOVEMBER

Please be informed that the President, taking into consideration therecommendation of the Inter-Agency Task Force for the Management of EmergingInfectious Diseases (IATF), has approved the following community quarantineclassification of Provinces, Highly Urbanized Cities (HUCs) and IndependentComponent Cities (ICCs) from 01-30 November 2020, to wit:

A. General Community Quarantine (GCQ)

The following provinces, HUCs, and ICCs shall be placed under GCQ withoutprejudice to the declaration of localized Enhanced Community Quarantine incritical areas:

i. For Luzon:a. All HUCs of the National-Capital Region and the Municipality of

Pateros; andb. Batangas;

ii. For Visayas:a. Iloilo City;b. Bacolod City; andc. Tacloban City;

B. Modified General Community Quarantine (MGCQ)

iii. For Mindanao:a. lIigan City; andb. Lanao del Sur.

The following provinces, HUCs, and ICCs shall be placed under MGCQ,without prejudice to the declaration of localized Enhanced Community

Santiago City;d. Region 111-Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga**,

Tarlac, Zambales**, Angeles City, Olongapo City**;e. Region IV-A- Cavite, Laguna, Rizal, Quezon**, Lucena City**;f. Regiona IV-B- Marinduque, Occidental Mindoro, Oriental Mindoro,

Romblon, Palawan, Puerto Princesa City; andg. Region V- Albay, Camarines Norte, Camarines Sur, Catanduanes,

Masbate**, Sorsogon, Naga City.

ii. For Visayas:a. Region VI- Aklan, Antique, Capiz**, Guimaras, lIoilo**, Negros

Occidental**;b. Region VII- Bohol, Cebu, Cebu City**, Lapu-Lapu City, Mandaue

City, Negros Oriental, Siquijor; andc. Region VIII- Biliran, Leyte, Southern Leyte**, Eastern Samar**,

Northern Samar**, Western Samar, Ormoc City.

iii. For Mindanao:a. Region IX- Zamboanga City**, Zamboanga del Norte, Zamboanga

del Sur**, Zamboanga Sibugay**;b. Region X- Bukidnon**, Camiguin**, Lanao del Norte**, Misamis

Occidental**, Misamis Oriental**, Cagayan de Oro City**;c. Region XI-Davao City**, Davao de Oro, Davao del Norte, Davao

del Sur, Davao Occidental, Davao Oriental;d. Region XII- North Cotabato, South Cotabato, Sarangani, Sultan

Kudarat, General Santos City**, Cotabato City**;e. Region XIII (Caraga): Agusan del Norte**, Agusan del Sur,

Dinagat Islands, Surigao del Norte**, Surigao del Sur, ButuanCity**; and

f. Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)-Basilan**, Maguindanao, Sulu**, Tawi-Tawi**.

**Areas requiring special attention by the local government unit,RegionallA TF and National Task Force.

ALL AREAS shall continue to implement the following measures:

1. Minimum public health standards, especially their uniformimplementation in high-risk areas such as healthcare settings, wetmarkets, supermarkets, government offices and workplaces, amongothers;

2. The implementation of localized community quarantine and the rampingup of the availability of identified quarantine facilities in priority/criticalareas with community transmission, including in private and publicestablishments, with concurrence of the RegionallA TF;

3. Immediate facility-based isolation of all returning citizens, suspect, andprobable cases;

4. Scaling-up of local health system capacity, especially for communityisolation and critical care, including dedicated mechanical ventilators, andICU, isolation and ward beds for COVID-19 cases;

5. Submission of complete and accurate data through COVID-Kaya and theDOH DataCollect.

All heads of departments, agencies, offices and instrumentalities of thegovernment, including the Philippine National Police, Armed Forces of the Philippinesand the Philippine Coast Guard, GOCCs, GFls, SUCs and LGUs are hereby directedto strictly observe and implement the applicable guidelines provided under theOmnibus Guidelines on the Implementation of Community Quarantine in thePhilippines, as amended, issued by the IATF, and other relevant issuances.
