have not been granted diploma
of 2nd level of university studies
in either of aforementioned
fields of study.

Based on the decision of the
jury and the Organizer at least
three submissions will be awar-
ded a gift worth 150 €. The gift
can be awarded to any of
the submissions regardless
ranking. The jury has the right
not to award some of the prizes
and/or to distribute the alloca-
ted sum in a different way.
Information on the venue and
date of the award ceremony will
be sent to the entrants at least
14 days in advance. All competition
prize-winners are obliged to
take part in the award ceremony
to give a brief presentation of
their projects. Each faculty will
receive financial contribution
amounting to 35 € per submis-
sion to cover expenses incurred
to the faculty in relation with ad-
ministration of the competition
and expenses of students who
met terms of the competition.
This sponsor gift will be due
based on a deed of gift issued by
the faculty and sent to the Orga-
nizer by 31. 03. 2011 the latest.

Prizes of the Media
Media partners of the competi-
tion will award prizes to selected
submissions based on their own
deliberation. The prize can thus
be awarded to any of the
submissions which met the
competition terms, regardless
ranking.

The jury membership is ensured
by the Organizer and its repre-
sentative introduces the jury to
the entrants in public before an-
nouncement of its decision. The
chairman of the jury will be elec-
ted by the jurymen prior to the
beginning of the judging panel´s
session. All decisions of the jury
are free and final and there is no
legal appeal admissible.
Guidelines forSubmission
For sake of anonymity each and
every part of a submission must
bear six-digit identification code
(1 cm high and 4 cm long) placed
in the upper right-hand corner.
The submissions must be
handed-over in rolls and in elec-
tronic version on CD, Both the
rolls and DCs must also ear re-
levant digital code. Inadmissible
are the following digital codes:
a sequence of digits 1 2 3 4 5 6
etc. and vice versa, a sequence
of the same digits, such as 1 1 1
1 1 1 or 4 0 4 0 4 0. Drawings
must be numbered “1” and “2”
and in this order (placed above
each other top-down) they will
be displayed and judged.
First name and surname, date of
birth and valid address (including
telephone number and e-mail
address) shall be submitted in
sealed envelope bearing only the
identification code. The university,
field of study and lecturer´s
name have to be mentioned, too.

Competition BackgroundInformation
Background information (general
outline of the issue, competition
task and expected outcomes,
digital documents) will be given
at disposal of the universities,
and through relevant lecturers
to the entrants. Background
information will also be available
on Organizer´s websites after
obligatory registration. By take-
over of competition terms of
reference the entrant commits
him/herself not to misuse them
for other purposes than in
connection with this competition.
Questions andInformation
Registered entrants can send
their questions related to the
competition terms of reference
to the Organizer or the professi-
onal advisor by means of FAQ in
the course of the competition,
i. e. from its beginning to 14
January 2011.
Form of Submission
Competition drawings (black
and white and/or in colour)
must be submitted rolled, not
folded, and in digital form on
CD, exclusively in pdf format
(Portable Document Format).
For drawings unified format A1
is required. Backing paper, e. g.
cardboard or KAPA board, are
not admissible. One submission
shall contain maximum two
drawings. Drawings must be
numbered “1” and “2” in which
order they will be displayed
(top-down) and evaluated.
Descriptions and explanatory
notes, if any, shall be only in the
English language (not applicable
to local names and marking
in official ToR).
Exclusively for participants
studying a university/technical
college outside the Czech and
Slovak Republic there is also
a possibility to submit just the
digital version of drawings and
other requirements (only in pdf
format) by means of data deposit
www.uschovna.cz. The Organizer
commits itself to ensure print of
competition drawings and their
inclusion in the competition.
Other competition requirements
(e. g. deadlines, anonymity, etc.)
remain in effect.
Copyright
Copyright belongs to the author
of the submission. The Organizer
acquires the right to publish the
projects and mention the
author´s name without his/her
prior consent. Ownership of
prize-winning projects passes
to the Organizer. To enable
copying and publishing by the
Organizer, each prize-winner
shall temporary provide the
Organizer with his/her project
both in hard copy and/or in
digital form, if necessary.

By hand-over of the competition
graphic designs they pass to
permanent possession of the
Organizer and they are nonre-
turnable. By submitting the
competition project bearing
digital code and the envelope
containing personal data as per
the above-mentioned terms the
entrant expresses his/her
unqualified consent to given
regulations and terms of this
competition and waives his/her
right to any legal action.
Judging criteria
As per the terms of reference
individual anonymous submissions
will be judged by an independent
jury based on generally valid
criteria applicable to the approved
architectural task. Verdicts of
the jury are outcomes of close
majority deliberation of the
jurymen; all decisions of the jury
are independent and there is no
legal appeal admissible. Verdict

of the jury concerning winning
projects, including ranking and
prize award with brief reasoning,
is, nevertheless, made public
together with identification data
of the entrant. The competition
open evaluation session will be
held within 90 days after the
competition deadline at the
latest.
To ensure the right of participation
of the entrants, the Organizer is
obliged to publish the date, time
and venue of announcement of
the verdict of the jury through
individual faculties 7 days in
advance. The Organizer has the
right to give publicity to the
award ceremony and results of
the competition based on its
deliberation. The Organizer is
obliged to issue a certificate of
participation in the competition
and ranking to each prize-winner
within 14 days after the award
ceremony at the latest.

Basic task of the competition is an architectural design of a concert hall as anextension to the existing building of the Czech Radio Plzeň built in functionalist style.The goal is to find appropriate structural, mass, operational and layout relations andto incorporate the new building of community significance into the regional capital´senvironment as well as specific location in the city´s public gardens.

A. COMPETITION TERMS OF REFERENCE
Reasoning
Plzeň ranks among cities with
rich and long industrial tradition,
whether we take manufacturing
of machines or brewing industry,
but at the same time it is a natural
centre of west Bohemia, culture
centre of a conurbation and
university town, a place with
respective social needs. Evidence
of it may be current successful
nomination as the 2015 European
Capital of Culture. Step by step
existing temporary solutions are
being replaced with so far
missing culture facilities, such
as a new building of Chamber
theatre or West-Bohemian
Gallery, to mention just some of
them.
The concert hall for Plzeň
Philharmonic Orchestra has not
been included yet despite having
been planned already in the
forties of the last century
together with outstanding
building of the Czech Radio Plzeň.
Task
Don´t let wash away the idea of
original design of a building for
radio broadcasting company
which enables unique authentic
origin of music, direct listening
to it, possibility of its recording as
well as facilitating its long
-distance transmission.
To find an appropriate link to
the existing late functionalist
building of the Czech Radio on
Náměstí Míru Square in Plzeň
and by an extension thereof to
complete missing part with
aconcerthall forsymphonicmusic.
To use the opportunity to enhance
and exploit the heritage of
functionalism connected with
sound and demonstrate respect
for listed culture monument in
a creative way.
Possibility of searching for appro-
priate form for contemporary
culture facility which will become
a significant part of specific urban
environment, importance of which
will reach far beyond the Plzeň
Region´s border.
The idea of a house of music
explicitly expressed by the de-
sign. The idea embodied in the
competition motto contains not
only a certain “inexpressibility”
of both music and architecture,
but it mainly points at their
authenticity, necessity to perceive
them both directly, here and
now. Authentic experience ever
again in given moment: on the
instant and personally. Each
person perceives music and
architecture in a specific,
personal and incommunicable
way, but we all experience
and share them together in
a community. The concert hall
- a building which enables
to create, form and support
such a community - a space
strengthening joint perception of
music.
The design should not eliminate
presence of silence, its untou-
chable quality, with stress put on
quiet being of the house, materi-
alized continuance and inaudible
resonance of the space as such.
Architecture that is both an
envelope for sound and a shell
for silence: house as a music
instrument. House as a house.
Purpose
Development of an architectural
study of a concert hall for Plzeň
Philharmonic Orchestra at the
Czech Radio Plzeň with links to
adjoining public gardens on
Náměstí Míru Square
The aim is to offer future
architects an opportunity for
sound creative work and finding
relations among music, con-
struction, locality and silence.

B. LOCATION
Plzeň Bory town district, a busy
street with adjoining green bay –
public gardens on Náměstí Míru
Square. Blocks of regular building
plan in neighbourhood of residen-
tial villas of Bezovka. Still trace-
able esprit of the First Republic
era. Elegant building of the Czech
Radio Broadcasting Company
receded into the background – the
building with durable ceramic wall
facing and strip windows made of
oak wood, the only building in
Bohemia designed in 1946 directly
for purposes of radio broadcas-
ting. Designers of the building
were Prague architects K. Tause-
nau, F. Hurta and V. Pavelka, who
were also involved in restoration
of the Czech Radio building at
Vinohradská Street in Prague.
Beginnings of Czech radio broad-
casting date back to dramatic pe-
riod of the end of the World War II
(one of many promoters was also
well-known puppet-show actor
Prof. Josef Skupa, who lent the
first microphone, amplifier and
record player to enable radio bro-
adcasting); for instance, the first
live broadcast of a gala concert on
the occasion of liberation - Sme-
tana´s My country performed by
then amateur Plzeň Philharmonic
Orchestra, took place as early as
on 24 May 1945.
Construction of the new radio
building started in 1947 and the
second and so-far last phase was
completed in 1953. The building´s
layout clearly indicates its functio-
nal structure – office wing with
north-south orientation, behind it
and in its perpendicular axis is
a technical part – a couple of
smaller and a couple of big
recording studios - separate and
symmetric - for dramaturgy and
music. Worth mentioning is an
independent, so called floating
way of studios foundation with
separated heating and ventilation
system, independent of the rest of
the building due to perfect noise
attenuation. On upper floors of
the technical part there are
broadcasting studios, newsrooms
and offices.
Perfectly preserved is not
only the period exterior of the
building but also a big part of
interiors, which is illustrated by
an exhibition in the Radio
Museum located in the building.
Space reserve for a concert hall
(not implemented third con-
struction phase) is located on
plot no. 6673/1 at Klosterman-
nova Street, north of the exis-
ting building. Connection of the
Concert hall to the Radio buil-
ding is possible thanks to skele-
ton construction system on the
1st and 2nd above-grade floor.
C. REGULATORY TERMS
¬ Keep street lines of Kloster-
mannova, Čechova and Poli-
tických vězňů Street in front of
the Czech Radio Plzeň front
face, consider height level of
surrounding buildings.
¬ Not worsen insolation conditions
of residential buildings in Klos-
termannova and Čechova Street.
¬ Respect specific urban character
of the locality with existing buil-
dings and public gardens; tho-
roughly consider the scale and ex-
tent of construction intervention.
¬ Consider the context of exis-
ting building of the Czech
Radio Plzeň and respect its
protection as listed monument.
¬ Entry for parking and tran-
sport services for the Concert
hall shall be situated only
from Čechova Street; another
access for individual transport
into immediate vicinity of the
designed building is not
planned.

evening concerts and radio

TERMS OF REFERENCEDETAILEDSPECIFICATION
¬ The role of Concert hall for
Plzeň Philharmonic Orchestra
represents fulfilment of a real
need for such a building in
Plzeň despite the fact that its
realization has not been consi-
dered yet. Interconnection
with the existing building
of the Czech Radio also in
operation point of view is of
main importance.
¬ The new Concert hall should,
however, enable independent
and separate operation.
¬ It is expected that the design
will also offer appropriate
layout and/or variability of
auditorium considering the
view curve.
¬ Interiors of the buildings
should be as much barrier
free as possible to enable
access for disabled and
handicapped people.
¬ Neither connection of the
buildings to public services
nor detailed design of utilities
and building technical
equipment (e.g. acoustics
calculations or fire prevention
measures) are required
in scope of the competition.
The design as such should
not impede completion of
aforementioned issues in
following design phases, if
any.
¬ Landscape design of the
Concert hall exterior should
consider existing image and
role of public gardens on
Náměstí Míru Square.
¬ More detailed landscape
design of the public gardens
on Náměstí Míru Square in
relation to the designed
building is not obligatory.

E. CONSTRUCTION AND MATERIAL SOLUTION
¬ There is no limitation appli-
cable; nevertheless, respon-
sible choice of construction
materials appropriate to the
location, conception and
purpose of the building not
excluding utilisation of Xella
– Ytong, Silka and Fermacell
construction materials is
required.
¬ Drawings of construction
system details are not required.
F. COMPETITION DESIGNS´ FORM
¬ Competition designs shall
be submitted in form of an
architectural and urban
-planning study on 2 posters
of vertically oriented A1 format.
¬ Submission of a design model
or part thereof is not obliga-
tory, but not excluded from the
jury evaluation (the model
scale must be chosen so that
its top-view dimensions do not
exceed A1 format; the model
must be protected by packing
against damage during
transport and for sake of
anonymity it must bear
a digital identification code).
¬ Explanatory notes and
legends, if any, shall be part of
the drawings and written in
the English language. It does
not apply to local names and
marking in official competition
