Work Clearance Management

1 PurposeThis scenario describes the whole process of Work Clearance Management (WCM) for the Chemicals industry. It can be used to implement WCM functionality in chemicals companies. Necessary maintenance work on technical objects, such as inspections, preventive maintenance or repairs, can only be executed once all the measures to ensure a safe working environment have been implemented. These safety measures can include, for example, lockout/tagout, fire protection and radiation protection. The design of the scenario is based on SAP WCM enhancement model, and fully integrated with the work order process.

The maintenance planner creates work approval from a maintenance order. The reference information in the maintenance order is automatically copied into the work approval.

The WCM process is fully integrated with the work order process. Once the maintenance planner determines to activate the WCM process to ensure maintenance staff’s safety, all approvals must be given before execution of actual maintenance.

The operational processing of lockout/tagout is described using the operational cycle. This process consists of orderly tagging and subsequent untagging of technical objects, so that work and tests on technical objects can be performed safely. The operational cycle is divided into the following operational phases:

Different staff roles are involved in the process. For example, maintenance employees and WCM planners are authorized to create or change specific WCM objects respectively.

In this scenario, we designed the process based on a power generation data model. However it also can also be applied for power distribution & transmission.

Essential master and organizational data was created in your ERP system in the implementation phase, such as the data that reflects the organizational structure of your company and master data that suits its operational focus, for example, master data for materials, vendors, and customers.

This master data consists of standardized SAP Best Practices default values, and enables you to go through the process steps of this scenario.

You can test the scenario with other SAP Best Practices default values that have the same characteristics.

Check your SAP ECC system to find out which other material master data exists.

Using Your Own Master Data

In this scenario, we use data in generation plant 1000 as demo data, however you still can use data in distribution plant 1010 for demo purposes, for this you need to set up 1010 to apply the WCM enhancement model and finish the necessary configuration.

4 Process Steps

4.1 Maintaining Activation of Work Clearance Management for Maintenance Orders

4.1.1 Creating Maintenance Order with WCM Requirement

UseThis step is performed by maintenance planner, to create a maintenance order, which needs to have a WCM process to guarantee the safety of the maintenance staff.

Procedure1. Access the transaction choosing one of the following navigation options:

11. Choose Continue (Enter).

12. Choose the Header Data tab and go back to Create Standard Maintenance order: Central Header screen. Choose Set user status.

13. In the Set User Status dialog box, select 15 WFAP waiting for approval.

In a real situation, the maintenance planner does the planning for this order.

14. Choose Back (Enter).

15. Choose Set user status.

16. Choose 20 APPR approve.

In a real situation the maintenance manager approves the order.

17. Choose Back (Enter).

18. On the Create Standard Maintenance order: Central Header screen, choose Release.

19. Save your entries. Note down the maintenance order number newly created ____________________.

20. Choose Back (F3) to the SAP Easy Access screen (SAP GUI).

Or

Choose Exit (Shift+F3) and confirm the Business client message with Yes to return to SAP Home (SAP NetWeaver Business Client).

ResultThe maintenance order is created and work clearance management is activated.

4.2 S afety M easures before Actual Maintenance Work

4.2.1 Creating Work Approval from Maintenance Order

UseIn this step the maintenance planner creates a work approval from the maintenance order just created. Only one work approval can be created. WAP (Work Approval) is a control document for integration between the maintenance order and the WCM, which links all the applications and maintenance orders. Only when all the application links to WAP are fully approved, the WAP can be approved automatically and the actual maintenance for order can be started.

In creating WAP, all necessary permits which link to relevant applications are copied automatically, you cannot issue them manually. The only way to issue approvals in WAP is to transfer the status from subapplications.

4.2.2 Creating Work Clearance Application (WCA) from Work Approval (WAP)

UseThis step is to create work clearance application (WCA) from a work approval. The work clearance application is the safety certificate especially for lockout/tagout. In enhanced model work clearance application is used to control communication between work approvals and Operational WCDs. It is subordinate to the work approval. Only one work clearance application could be created for WAPs.

In this scenario, user creates one and only one work clearance application for each WAP.

There are several ways to create WCA and assign to WAP, here we only demonstrate creating WCA from WAP, and automatically assigning it.

Prerequisites The work approval has been created in advance.

Procedure1. Access the transaction choosing one of the following navigation options:

4.2.3 Creating an Additional Application for Hot Work from WAP

UseThe additional applications can only be used in the enhanced model of Work Clearance Management. They are combined with the work clearance applications under the work approval. The additional applications are industry-specific and necessary if other safety measures must be managed in the system as independent WCM objects.

Hot work in this scenario is common in chemical plants. In most cases, you must apply for an application for hot work to protect you in a hot working environment before entering the maintenance workshop.

This activity creates an additional application for Hot Work (Fire protection), which is necessary in the WCM process. The application is assigned to work approval automatically in the WAP if you create the application from WAP.

PrerequisitesThe work approval exists.

4.2.4 Creating Operational Work Clearance Document (WCD) from WCA

UseThe Operational work clearance document (WCD) is an important document in WCM, in which you can define lockout/tagout operations for technical objects that must be isolated temporarily from technical systems.

The status of an operational WCD that is assigned to the WCA affects the status of the WCA. The status of WCD is transferred to the linked WCA. For example once the tagging operation is finished, the Tagged status is assigned to the WCD and transferred to the WCA automatically.

This activity creates an operational work clearance document in the system and assigns it to the WCA.

PrerequisitesThe work clearance application exists.

Procedure1. Access the transaction choosing one of the following navigation options:

UseWCA is an application document for isolation operation; this document must have the status PREP after WAP released, so that the permits in WCA can be released.

4.3.2 Performing Test Cycle

UseThis step is to perform a test cycle for tagging/untagging, when maintenance for equipment is roughly finished, temporarily untagging is sometimes needed, to test the repaired equipment’s function.

PrerequisitesIsolated equipment has status Tagged.

Procedure1. Access the transaction choosing one of the following navigation options:

Maintenance employee updates the status accordingly after remove tag for a temporary testing. That means tag is removed.

14. Choose Tagged. The status is set to ETG (Tagged).

Maintenance employee put back the tag onto technical object after temporary testing completed. That means temporarily untagged testing is completed.

15. Choose Back twice.

16. On the Assignments – Change Operational WCDs screen, choose Continue (Enter).

17. On the Change WC Application screen, choose Revoke Permission.

18. Save your entries.

19. Choose Back (F3) to the SAP Easy Access screen (SAP GUI).

4.4 Maintenance Work Completed

4.4.1 Setting Work Order to "Work Completed"

UseWhen maintenance staff has finished the repairs and the damaged equipment is recovered, the maintenance planner needs to set the Work completed status for the work order, so that WCM planner can start the untagging process.

Procedure1. Access the transaction choosing one of the following navigation options:
