Hello fellow AUMA members, delegates and special guests, and welcome to the 2016 AUMA Convention and AMSC Trade Show. As President of our association, it is my hope that members leverage this important platform to Connect Lead Inspire—while at convention and upon returning to your home communities. I also hope that through the convention experience, we leave more skilled and professional in doing our jobs as elected officials, more in touch with what the provincial and federal governments are doing, and more engaged in the work that AUMA has undertaken on behalf of all of us. Over the next three days there are some very timely and thought- provoking education sessions available to delegates, as well as opportunities to engage in dialogue with our provincial leadership. I hope that you will take advantage of these learning opportunities to come up to speed on some of the latest trending issues that will impact local regulation, legislation and operations or to spend some time focusing on you, on your wellness, and ultimately your effectiveness as a local leader. • Economic Development Resources Hub provides toolkits and other resources to advance economic development through creating entrepreneurial and business friendly communities, facilitating business growth, leveraging tourism and utilizing available funding.

AUMA continues to develop municipal tools and resources that address a wide range of social, environmental, governance and economic issues and opportunities. These materials are free and available at http://www.auma.ca/advocacy-services/programs-initiatives. Here is an overview of some new resources being launched at Convention:

The October 7 Convention program includes the election of Directors and Vice-Presidents to vacant positions on the 2016-17 AUMA Board. The election process will begin about 9:45 a.m. in Hall A.

The Returning Officer, Kevin Feehan, Q.C., provided the following report of candidates for the vacant Director and Vice-President positions.

DIRECTOR OF CITIES UP TO 500,000 POPULATION

• ANDERSON, Councillor Dave, Strathcona County

• BUCHANAN, Councillor Buck, City of Red Deer • MORISHITA, Mayor Barry, City of Brooks

As this is an even numbered year, we have one usual election for Director, Cities up to 500,000 for two years pursuant to bylaw 8.07(b)(iii). In addition, due to the resignation of Helen Rice, we have a vacancy in the Director, Cities up to 500,000 category for the remaining one year period which requires a by-election pursuant to bylaws 8.11(a)(ii) and 8.07(a)(iii). As bylaw 7.02 provides that the Returning Officer establish and publish election procedures, the Returning Officer has confirmed that the elections will be held simultaneously by one vote on one ballot. The candidate receiving the greatest number of votes will be elected pursuant to bylaw 8.07(b)(iii) for the usual 2 year term, and the candidate receiving the second greatest number of votes will be elected pursuant to bylaw 8.07(a)(iii) to complete the one year portion of the term left by the resignation of Helen Rice.

The election for Vice-Presidents will be held following the Directors’ elections on Friday, October 7. Nomination Papers for these positions must be completed by 10:15 am on Friday, October 7 since candidates must first be confirmed to be on the Board.

The MUNIX AGM which took place yesterday was the first stand-alone AGM for the MUNIX reciprocal. MUNIX stands for Alberta Municipal Insurance Exchange. MUNIX is a group of municipalities and municipally related nonprofit organizations, which have pooled together to self-insure. MUNIX is one of the largest and most successful reciprocal insurance programs in the country as illustrated by the comparison of assets and liabilities on the right. Over 700 subscribers self-insure together more than $10B in property, liability and physical damage to over 5000 motorized vehicles. MUNIX has tailored insurance products to meet the specific needs of its members and to ensure affordable coverage.

MUNIX is member owned, member governed and provides stability from insurance market fluctuations.

MUNIX Annual General Meeting

Every year AUMA presents a pre-convention education day that focuses on opportunities for our members to participate in a robust training program that wouldn’t be possible during the convention itself. The pre-convention kicked off on Tuesday morning with the Elected Officials Education Program, which included sessions on Effective Planning & Strategy and Regional Partnerships & Collaboration.

There was also a session focused on the importance of asset management for municipalities so they can make informed decisions on their infrastructure assets to deliver sustainable services, manage risk and get value for money. As well, AUMA’s Casual Legal Services partner Reynolds Mirth Richards & Farmer hosted a session that discussed concerns municipalities may face during economic downturns.

The highlight was the all-day session on building leadership skills for the 2017 election, which included a panel discussion on how best to encourage the participation of women in the municipal election process. Moderated by the Minister of Municipal Affairs, Honourable Danielle Larivee, the discussion featured guest

speakers such as the Minister of Service Alberta and Status of Women, Honourable Stephanie McLean; Mayor of Wabamun Charlene Smylie; Mayor of Red Deer Tara Veer; Dr. Christina Stasia, academic expert on gender; Kerry Cundal, Vice President of Ask Her; and Lana Cuthbertson, President of Equal Voice Alberta North.
