To amend title 5, United States Code, to provide for the payment of overtime [H. R. I9136] and standby pay to certain personnel employed in the Department of Transportation.

Be it enacted by the Senate and House of Representatifves of the United States of America in Congress assembled^ That section 5542 (a) ^ ir traffic of title 5, United States Code, is amended by adding the following new " ' " paragraph after paragraph (2) : Overtime pay

' '(8) Notwithstanding paragraphs (1) and (2) of this subsection 8/stat^2o1f '' for an employee of the l)epartment of Transportation who occupies a nonmanagerial position in (iS-14 or under and, as determined by the Secretary of Transportation,

" (A) the duties of which are critical to the immediate daily operation of the air traffic control system, directly affect aviation safety, and involve physical or mental strain or hardship;

" (B) in which overtime work is therefore unusually taxing; and

"(C) in which operating requirements cannot be met Avithout substantial overtime work;

the overtime hourly rate of pay is an amount equal to one and one-half times the hourly rate of basic pay of the employee, and all that amount is premium pay."'

SEC. 2. Section 5545(c)(1) of such title is amended by inserting " (or, for a ix)sition described in section 5542 (a) (3) of this title, of the basic pay of the position)" after "GS-10".

SEC. 3. The amendments made by this Act shall take effect on the first day of the first pay period which begins on or after the thirtieth day after the date of enactment of this Act.

Grants to States, next succeeding fiscal year: For making, after May 31 of the current fiscal year, payments to States under title I I I of the Social Security Act, as amended, and under the Act of June 6, 1933, as amended, for the first quarter of the next succeeding fiscal year, such sums as may be necessary, the obligations incurred and the expenditures made thereunder for payments under such title and under such Act of June 6, 1933, to be charged to the appropriation therefor for that fiscal year: Provided, That the payments made pursuant to this paragraph shall not exceed the amount obligated by the United States for such purposes for the fourth quarter of the current fiscal year.

ITNEMPLOYMENT COMPENSATION FOR FEDERAL EMPLOYEES AND EX-SERVICEMEN

For payments to unemployed Federal employees and ex-servicemen, as authorized by title X V of the Social Security Act, as amended, $92,200,000, together with such amount as may be necessary to be charged to the subsequent year appropriation for the payment of benefits for any period subsequent to March 31 of the current year.

TRADE ADJUSTMENT ACTIVITIES

For necessary expenjses to carry out the responsibilities of the Secretary of Labor in connection with trade adjustment activities, as

For meeting the special educational needs of educationally deprived children under Title I I of the Act of September 30,1950, as amended, not to exceed 90 per centum of the amounts available for each of the activities and objects thereunder for fiscal year 1969 shall be available for the same activities and objects for the fiscal year 1970: Provided, That the aggregate amounts otherwise available for grants therefor within States shall not be less than 90 per centum of the amounts allocated from the fiscal year 1969 appropriation to local educational agencies in such States for grants.

SCHOOL ASSISTANCE IN FEDERALLY AFFECTED AREAS

SEC. 409. No part of the funds contained in this Act may be used to of s°udent's"\'t'c force busing of students, abolishment of any school, or to force any student attending any elementary or secondary school to attend a particular school against the choice of his or her parents or parent in order to overcome racial imbalance.

SEC. 411. No part of the funds appropriated under this Act shall be used to provide a loan, guarantee of a loan or a grant to any applicant who has been convicted by any court of general jurisdiction of any crime which involves the use of or the assistance to others in the use of force, trespass or the seizure of property under control of an institution of higher education to prevent officials or students at such an institution from engaging in their duties or pursuing their studies.

SEC. 412. No part of the funds appropriated under this Act shall be used to provide a loan, guarantee of a loan, or grant to any individual who (A) has, within the five-year period immediately preceding his application for such loan, guarantee of a loan, or grant, received a loan, guarantee of a loan, or grant the funds for which were made

Be it enacted hy the Senate and House of Representatives of the United States of America in Congress assembled, That the Food and Agriculture Act of 1965 is extended—

(1) by striking out "through 1969" wherever it appears and substituting "through 1970";

(2) by striking out "1966, 1967, 1968, and 1969" wherever it appears and substituting "1966 through 1970";

(3) by striking out "1969" in sections 103 and 201 and substituting "1970";

(4) by striking out "1967, 1968, and 1969" in section 402(b) and substituting "1967 through 1970";

(5) by striking out "1970" in section 404 and substituting "1971";

(6) by striking out "1966 through the 1969" in section 516 and substituting "1966 through the 1970";

(7) by striking out "1968" and "1969" wherever they appear in section 602(k) and substituting "1969" and "1970", respectively; and

(8) by striking out "or 1969" in section 801 and substituting "1969, or 1970".
